كيف يُواجَه «قانون قيصر» الإجراميّ ومشتقاته وأمثاله…؟

تصاعدَ التهويل واشتدّت الحرب النفسية التي تشنّها أميركا على سورية وحلفائها والمتعاملين معها في المجال الاقتصادي والمالي تهويل وضغوط من باب تطبيق “قانون قيصر” الأميركي الكيدي الإجرامي الذي يستهدف خنق الاقتصاد السوري وتجويع الشعب السوري عبر عزل سورية عن العالم اقتصادياً ومنع التعامل معها على أيّ صعيد مالي واستثماري، بقصد دفعها إلى موقع تتخلى فيه عن انتصاراتها في الحرب الكونية التي استهدفتها خلال 10 سنوات ولا تزال، ثم القبول بشروط الاستسلام الأميركي التي طالما رفضتها منذ العام 1973 وحتى اليوم.
بيد أنّ القانون الذي أقرّه الكونغرس الأميركي مستنداً إلى أسباب موجبة لفقها تحت عنوان “محاسبة النظام السوري لانتهاكه حقوق المدنيين السوريين وسلامتهم” يشكل (أيّ القانون) أكبر طعنة لهذه الحقوق في أبسط أشكالها من حيث الغذاء والدواء ومتطلبات العيش الأوّلي الضروري، ولا يغيّر من طبيعته ومفاعيله الإجرامية وتصنيفه كجريمة ضدّ الإنسانية، ادّعاء أميركا انه لن يمسّ بمصالح المدنيين. فأميركا احترفت النفاق والتزوير وتستسهل الكذب والخداع فتقتل الإنسان مدّعية أنها تقدّم له مساعدة للحياة.
فأميركا التي تتشدّق بحقوق الإنسان وتشنّ الحروب زاعمة السعي لحمايتها تحترف وبكلّ وقاحة انتهاك حقوق الإنسان أينما كان. فالسياسة لدى أميركا هي سياسة جمع المال وتراكم الثروات لطبقة من الرأسماليين على حساب الإنسان أينما وجد ولنا في ما يحصل اليوم في مدن أميركا وشوارعها من اضطرابات ومواجهات سببها العنصرية وانتهاك حقوق الإنسان خير مثال على ما نقول، حيث إنّ الحكومة الأميركية تتصرف خلافاً لما تتشدّق به حول حقوق الإنسان إلى الحدّ الذي يجعلنا نعتقد ونؤمن بأنّ مقولة “حماية حقوق الإنسان” هي سلعة أميركية معدّة للتصدير وللاستهلاك الخارجي فقط وليس للتطبيق والاستعمال الداخلي”.
إنّ أميركا وتحت عنوان “حماية حقوق الإنسان السوري”، سنّت قانوناً لتقتل هذا الإنسان ولتشنّ عليه حرباً تؤدي إلى القتل الممنهج عبر قرارات تتخذها هيئاتها الدستورية وتفرضها على العالم في تجاوز واضح لسيادة الدول واستقلالها. ونحن نفهم أنّ تتخذ أميركا تدبيراً تلزم به نفسها ضدّ دولة ما، وهذا حقّ سيادي لها، أما أن تفرض تدبيراً هي قرّرته، وتلزم به دولاً أخرى فهو أمر في منتهى العدوان والانتهاك للسيادة الوطنية لأيّ دولة أجنبية تكرهها أميركا على تطبيق قراراتها العدوانية.
فالجريمة الأميركية من باب “قانون قيصر” ومشتقاته وأمثاله من التدابير الكيدية التي تسمّيها أميركا “عقوبات” خلافاً لمدلول الكلمة الاصطلاحي قانوناً هي جريمة ضدّ الإنسانية يرتكبها من ليس له الصلاحية بالقيام بها. لأنّ العقوبة هي ما تقرّره وتفرضه جهة مخوّلة شرعاً وقانوناً بحقّ طرف وضع تحت سلطتها وكان لها حياله صلاحية العقاب. وأميركا ليست وليّ أمر سورية وليست مخوّلة من أيّ جهة دولية بأن تكون شرطي العالم بل إنها جعلت لنفسها هذه الصلاحية افتئاتاً على القانون والشرعية الدولية وأحكام وقواعد القانون الدولي العالم. وتكون الجريمة الأميركية من باب هذا القانون مركبة من جرائم عدة أوّلها التصدّي لأمر ليس من صلاحيتها، ثانيها عدوان على شعب لم يمارس هو وحكومته أيّ سلوك عدائي ضدّها وثالثها انتهاك لسيادة الدول التي تكرهها أميركا على التقيّد بقانونها. وهنا يطرح السؤال كيف نواجه القرار حتى نعطل مفاعيله ثم هل من طريق لمحاسبة أميركا على جريمتها المتمثلة بهذا القانون وسواه من الجرائم المشابهة؟
نطرح هذا مع علمنا بأنّ أميركا تتصرّف على أساس أنها فوق القانون وأن ليس من سلطة في العالم قادرة على محاسبتها وهي في الوقت الذي تطالب بملاحقة الدول أمام القضاء الدولي لا تقبل بأن تلاحق كدولة أو يلاحق أفرادها لدى هذا القضاء الذي لم توقع على اتفاقيات إنشائه.
أما عن المواجهة فإنها برأينا تكون بمنع تحقيق القرار لأهدافه التي هي في الحدّ الأدنى:
1
ـ إطالة أمد الصراع في سورية ومنعها من تحرير ما تبقى من أرضها في يد الإرهاب أو تحت الاحتلال التركي أو الأميركي وترى انّ الخنق الاقتصادي يعطل العمل العسكري ويمنع الحسم.
2
ـ حمل الشعب السوري على العودة إلى الشارع والانفضاض من حول قيادته تحت وطأة الجوع والمطالبة أو الاستجابة للمطالب الأميركية بإسقاط النظام.
3
ـ منع حلفاء سورية من مساعدتها ومنع تمتين أواصر العلاقات البينية معها وبشكل أدق منعهم من الانتظام في دورة إعادة البناء التي تعمّق الحلف أو الأحلاف الاستراتيجية بين سورية وأصدقائها.
4
ـ عرقلة عودة سورية إلى الانتظام في المنظومة الدولية كدولة قوية مؤثرة متمسكة باستقلالها وسيادتها، رافضة أيّ تبعية أو تنازل عن حقوقها وحقوق الأمة خاصة في فلسطين.
هذه هي الأهداف المباشرة التي ترمي أميركا إلى تحقيقها من خلال تطبيق قانون قيصر وأمثاله مما سبق أو قد يلحق من تدابير كيدية تتخذها بحقها وتباهي بها وبكلّ وقاحة وفجور، مؤكدة أنها تؤلم سورية كما سمعنا جيمس جيفري المبعوث الأميركي إلى سورية والمنطقة الذي باهى وبكلّ صلف “انّ تدابير أميركا تسبّبت بانهيار الليرة السورية”… (ما تسبّب بضائقة اقتصادية مسّت المواطن السوري بلقمة عيشه ودواء دائه).
وعليه فإنّ مواجهة هذا التدابير يجب أن تتركز قبل كلّ شيء على منعها من تحقيق أهدافها عبر سلة من التدابير التي تفهم أميركا بأنّ خطتها الإجرامية لن تنجح، ولن تحقق رغباتها في استسلام سورية. فسورية التي عانت ما عانت وضحّت ما ضحّت خلال حرب الدفاع عن نفسها وحققت الانتصار الاستراتيجي التاريخي في إفشال العدوان عليها من المستحيل ان تضيّع ما قدّمت وضحّت به وتسلّم لأميركا بما تريد بمجرد أنها مارست التضييق الاقتصادي عليها. وانّ في الردّ السوري الأوّلي على القانون هذا برفض الإذعان للشروط والإملاءات الأميركية ما يؤكد أنّ سورية اتخذت قرارها بالمواجهة الدفاعيّة ويبقى وضع استراتيجية الدفاع الاقتصاديّ ومطالبة كلّ مَن يعنيه الأمر في الداخل السوري والخارج بالقيام بدوره في هذا الدفاع. دفاع يكون مركباً من تدابير عسكرية وإعلامية واقتصادية وسواها التي تقدّر سورية وحلفاؤها نجاعتها خاصة في مجال:
أ ـ العمل العسكري: حيث سيكون من المفيد العودة إلى الميدان سريعاً واستغلال الظرف الدولي والأميركي القائم والانشغال التركي الحالي واستئناف معركة تحرير إدلب التي اتخذ قرار تحريرها بشكل لا عودة عنه. وسيكون هذا الأمر محرجاً لأميركا عندما يتمّ إنجاز التحرير لأنها ستجد نفسها وحيدة في احتلال شمال شرقي الفرات وستجد إمكان انطلاق المقاومة لمنع إنضاج الحالة الانفصاليّة أمرأ في متناول يد الشعب والدولة السورية وعندها ستوقن أن لا طائل من قيصر وقانونه لأنّ الدولة السورية تعمل لاجتثاث أسس المشروع الأميركي في سورية.
ب ـ العمل الشعبي والإعلامي والحرب النفسية إذ بعد أن أثبت الشعب مناعته في مواجهة الضغوط الأجنبية وقدرته على التحمّل، فإنّ تحصين هذه المناعة والقدرة سيكون مطلوباً من أجل تمتين علاقة الشعب بقائده وحكومته وإفهام أميركا أنّ الجوع لن يخرج الشعب عن مبادئه. طبعاً ويجب أن يترافق ذلك مع أقصى ما يمكن من تدابير من أجل تخفيف الضغط الاقتصادي على الشعب، وهنا ننوّه بما شهدته السويداء مؤخراً من تظاهرات شعبيّة تؤكد رفض العدوان الأميركي وتتمسّك بالدولة المركزية وقيادتها.
ج ـ أما الدور المعوّل عليه وبشكل أساسي فهو دور الحلفاء خاصة إيران وروسيا والصين، وهم جمعاً أو فرادى، قادرون على تحدّي أميركا في قانونها وقادرون على كسر إرادتها ولنا في عملية ناقلات النفط الإيراني الخمس إلى فنزويلا خير مثال. إن بضعة مليارات من الدولات مع عمل شركات هذه الدول داخل سورية كافية لتعطيل مفاعيل قانون قيصر.
د ـ وأخيراً يكون مفيداً جداً الذهاب إلى السوق المشرقيّة والتكامل الاقتصاديّ بين الدول التي تحيط بسورية، لبنان والعراق، إيران ما يعطل مفاعيل انهيار العملة في هذه الدول ويشجع الإنتاج والتبادل البيني للسلع من دون الخضوع لسلطان الدولار.
إنّ سورية ومعها وحلفاؤها خاصة إيران وروسيا والصين قادرون مجدّداً على إفشال أميركا في جريمتها الجديدة، وقادرون على إفهامها أنّ قانونها يسري عليها هي ولا يتجاوزها للغير وان قرارها ليس قدراً، ومن انتصر على أميركا في الميدان وفي مواجهة الإرهاب وفي الحرب النفسية والسياسية قادر أيضاً على إضافة انتصار جديد في المجال الاقتصادي. فأميركا اليوم تتراجع وتنهشها الاضطرابات والارتباكات وغير مؤهّلة لتحقيق نصر مهما كانت طبيعته.

The “globalization of war” is a hegemonic project.  Major military and covert intelligence operations are being undertaken simultaneously in the Middle East, Eastern Europe, sub-Saharan Africa, Central Asia and the Far East. The U.S. military agenda combines both major theater operations as well as covert actions geared towards destabilizing sovereign states.
Under a global military agenda, the actions undertaken by the Western military alliance (U.S.-NATO-Israel) in Afghanistan, Pakistan, Palestine, Ukraine, Syria and Iraq are coordinated at the highest levels of the military hierarchy. We are not dealing with piecemeal military and intelligence operations. The July-August 2014 attack on Gaza by Israeli forces was undertaken in close consultation with the United States and NATO. The actions in Ukraine and their timing coincided with the onslaught of the attack on Gaza.
In turn, military undertakings are closely coordinated with a process of economic warfare which consists not only in imposing sanctions on sovereign countries but also in deliberate acts of destabilization of financial and currencies markets, with a view to undermining the enemies’ national economies.
The United States and its allies have launched a military adventure which threatens the future of humanity. As we go to press, U.S.and NATO forces have been deployed in Eastern Europe including Ukraine. U.S. military intervention under a humanitarian mandate is proceeding in sub-Saharan Africa. The U.S. and its allies are threatening China under President Obama’s “Pivot to Asia”.
In turn, military maneuvers are being conducted at Russia’s doorstep which could potentially lead to escalation.
The U.S. airstrikes initiated in September 2014 directed against Iraq and Syria under the pretext of going after the Islamic State are part of a scenario of military escalation extending from North Africa and the Eastern Mediterranean to Central and South Asia.
The Western military alliance is in an advanced state of readiness. And so is Russia.
Russia is heralded as the “Aggressor”. U.S.-NATO military confrontation with Russia is contemplated.
Enabling legislation in the U.S. Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the U.S. on a path towards direct military conflict with Russia in Ukraine.”
“Any U.S.-Russian war is likely to quickly escalate into a nuclear war, since neither the U.S. nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event  of war, to pre-emptively destroy the nuclear forces of the enemy.”
The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of U.S.-NATO war preparations,which consist in the military encirclement of both Russia and China:

Empires and their puppets including Israel will eventually fall: “Free Gaza Movement” co-founder Greta Berlin

Berlin likens the situation in the occupied Palestinian lands to South Africa under the apartheid regime which will finally be a country for all citizens including Jews, Christians, and Muslims.
 “This kind of situation, like its predecessor in South Africa, will eventually fall apart, and the country will end up being a country for all citizens, Jews/Christians/Muslims,” Berlin, an author and activist, tells the Tehran Times in an exclusive interview:  
This is the text of the interview:
1: Madame Greta Berlin, please tell us what Israel has achieved after 72 years since its establishment. Has it succeeded to win legitimacy?
 A: Israel has achieved what all white/colonial/racist entities have achieved; subjugating, terrorizing, marginalizing, and stealing from the indigenous population to make an illicit country. It’s no different than the U.S. or Canada or South Africa or Australia. 
Israel has the biggest gorilla in the room on its side and that’s the U.S.It’s gotten its legitimacy from the very countries who have done the same thing to a population that was already there and perceived as, somehow, being “less human” than the invaders. After 72 years, it’s only legitimate claim to the land of Palestine has been through force, and all empires and their puppets eventually fall. Israel will as well.  
2: How do you analyze the situation inside Israel?
 A: There are three strata inside Israel; Ashkenazi Jews, the white Jews from Europe/Russia, and the U.S. who control power, politics, and money. The second tier is the Sephardic or Arab Jews who were often forced to immigrate to Israel immediately after Israel was founded on the backs of the Palestinians. Once the European Jews drove out 750,000 Palestinians, they needed workers to come and settle in the land they stole. What better place to find them than the Arab Jews of the Middle East and North Africa? If they didn’t want to come peacefully, Mossad made sure they changed their minds. 
After arriving in Israel, they even made up a name for themselves… Mizrahi… so they didn’t have to be called Arab Jews. They are becoming the largest segment of the population, but they have little power. You’ll often see them as members of the IOF, subjugating the third tier in Israel; the Palestinians, who have no power whether they are Israeli citizens or living in the Bantustans of the occupied West Bank and Gaza. 
Americans are beginning to wake up to the terrorism of the Israeli occupation This kind of situation, like its predecessor in South Africa, will eventually fall apart, and the country will end up being a country for all citizens, Jews/Christians/Muslims. 
 3: Israel plans to annex parts of the West Bank, and Netanyahu and opposition leader Benny Gantz are unanimous in this move. Netanyahu has confidently said that annexation will take place within “a few months,” or before the American presidential election in November. What has made Israel behave so unashamedly and intransigently? Don’t you think that an impotent international community or inaction by international bodies have made Tel Aviv so emboldened?
 A: Israel has the biggest gorilla in the room on its side and that’s the U.S. It makes no difference who is President in the U.S., Israel controls Congress, and most politicians will bow to its demands. However, watching what is happening in the U.S., everything is going to change over the next few years, as China emerges triumphant and the U.S. becomes another failed empire like Britain and France. 
Personally, I’m all for a one-state solution and have been for decades. And the sooner, the better for everyone living there. Palestinians already outnumber Jews, and those demographics are only going to improve for Palestinians, both Christian and Muslim.  
 4: You are internationally famous for advocating “justice” for Palestinians since early 1960. What prompted you to highlight the sufferings of the Palestinians?
 A: While in graduate school in 1963, I met and married a Palestinian and had two Palestinian/American children who couldn’t return to Safad, the city where their father was raised, while a Jew from New York City could immigrate there with no other credentials except religion. 
That sense of injustice has challenged me since then. The most outspoken advocate for the rights of marginalized people like Palestinians are often the people who learned the truth after being lied to as children. Like many Americans, I grew up thinking Israel was the victim and Jews had the right to settle in the Holy Land. When I met my husband, and he began telling me the truth of the violent takeover of his land by European terrorist Jews, I became an advocate for justice in Palestine for life.  
 5: You were a co-founder of the Free Gaza Movement and among those brave persons who broke the Gaza siege. Can you please explain your experiences and reactions?
 A: This is such a long story, encompassing two years of planning, buying the boats, sailing to Gaza and so much pain, laughter and delight at finally getting there. It’s a book and a movie and a webinar already. The best way of describing our journey to Gaza is to provide people with these three links.
 6: The U.S. has been blindly defending the illegal behavior of Israel toward Palestinians over the past seven decades. How can such support be justified by a country which proclaims leadership of the free world and defender of democracy and human rights?
 A: The U.S. has never been a defender of democracy and human rights. The country was founded on the genocide of the native population and got rich on the back of slavery. It has had, however, one of the most brilliant PR campaigns of any country in the world. Israel tries to emulate it with many of the same catchphrases such as, “the only democracy in the Middle East.” That’s as big a lie as the U.S. saying it stands for human rights.

to Rachel Corrie in Palestine. They are the one bright and hopeful beacons of light in the U.S., especially this younger generation. I have great hopes they will become like many of us out of the 1960s, advocates for a better world. 
 7: How is it possible that successive Congresses and to a lesser extent administrations remain so biased in favor of Israel? Does it show that the American people who vote for their representatives are indifferent or ignorant toward the situation of the Palestinians?
A: Bribery, Blackmail, and Benjamins. 
It is true, however, that Americans are beginning to wake up to the terrorism of the Israeli occupation. But to be honest, Americans can barely make it from one paycheck to the next and are overwhelmed with problems in their own back yards. 
And the country is huge, with 331 million people, only 20% who even own a passport. Very few of us travel outside the Northern Hemisphere. America and much of its population are isolated and not very well-educated about other countries.  
 8: And, why anybody who opposes the stealing of the Palestinian lands or criticizes suppression of Palestinians is easily being accused of ant-Semite?
 A: It’s become a badge of honor to be called anti-Semitic. Nelson Mandela, Desmond Tutu, Jimmy Carter, Stephen Hawking, Roger Waters have all been called anti-Semites. I’m proud to be in their company.

STRING OF ATTACKS ON US FORCES AND FACILITIES CONTINUES IN IRAQ

Last night, two rockets struck the Green Zone in the Iraqi capital of Baghdad. The heavily fortified area houses some of the main Iraqi government offices and the US embassy. There were no immediate reports about casualties. No group has claimed responsibility for the attack.
Earlier, Saraya Thorat Al-Ashrin Al-Thani, one of Iraq’s many anti-US groups, which have surfaced since the start of the year, released two videos claiming that these show attacks on convoys carried out using US equipment. According to the group, the attacks took place on May 20 and June 6. The impact of the attacks remains unclear.
Military bases housing US troops across Iraq and the U.S. embassy have frequently been targeted by mortar and rocket attacks over the post months. According to US officials, most of these have been carried out by Iranian-backed forces.
Iraqi-U.S. relations have been witnessing tensions since January 3 when a US drone struck a convoy at Baghdad airport, killing Qassem Soleimani, commander of the Quds Force of Iran’s Islamic Revolutionary Guard Corps, and Abu Mahdi al-Muhandis, deputy chief of Iraq’s Popular Mobilization Forces. This attack escalated tensions in the region and led to a large-scale Iranian missile attack on US military bases in Iraq. The Iraqi Parliament also demanded that the US withdraw its troops from the country. Washington rejected the demand and threatened Iraq with sanctions if it is forced to withdraw its forces.
On June 11, US and Iraqi officials will be holding another meeting to discuss the current state of  Iraqi-US relations and the issue of US troop withdrawal from the country. However, it remains highly unlikely that Washington will back down from its de-facto occupation of the country.
Meanwhile, the Syrian Army and the National Defense Forces continue their anti-ISIS raids in eastern Homs and southern Raqqah in central Syria. According to pro-government sources, over 10 ISIS members have been neutralized in the framework of these efforts since the start of the month.
On June 10, a unit of the Syrian Army and pro-government locals blocked a US military convoy and forced it to retreat near the village of Dardara in the province of Hasakah. Separately, a US military patrol was blocked by the Russian Military Police near Qamishli. At least one US vehicle broke down when it went off road to bypass the Russians.

ينجح الأميركيون بنشر غبار كثيف تتشكل منه المادة الإعلامية العربية، وتبقى لزمن، لا يلبث بعده الغبار عن التبدّد، لينتشر غبار جديد ويدخل الرأي العام العربي في عاصفة غبار متجددة. والمقيمون في واشنطن والمهتمون بما يحدث فيها وما يصدر عنها، يسألوننا، لماذا يقع المحللون العرب ومن ضمنهم المحسوبون على خيارات يفترض أنها مناوئة للسياسات الأميركية في فخاخ توحيل الغبار، فيخلطونه بماء من نهر الوقائع الجارية فتجعله قابلاً للتصديق، ويربطونه بمستنقعات تنتجها حال الركود والفراغ، ليصير الغبار وحلاً، والشائع عن عمليات التوحيل أنها تسعى لرسم معادلة نهايتها أنه، كلما حاول أحد الخروج من الوحل غرق فيه أكثر.
منذ التداعيات التي خلفتها جائحة كورونا ولا تزال، عالمياً بصورة عامة، وأميركياً بصورة خاصة، وما طال منها الاقتصاد وقطاع النفط بصورة أخصّ، والأميركيون قلقون من تأثيرات سريعة لذلك على مكانتهم السياسية في المنطقة، لإدراكهم أن لهذه التداعيات تأثيرات يدركها بدقة خصوم واشنطن وعلى رأسهم إيران وحلفائها، على المسار الانتخابي للرئيس دونالد ترامب، وسعي لإقامة توازن مع إمكانية استثمار هذه التداعيات لجعل ترامب أشد ضعفاً كلما اقترب موعد الانتخابات، وقد تفاقم هذا القلق مع الأحداث التي شهدتها الولايات المختلفة في إطار الاحتجاجات الواسعة التي أطلقها مقتل المواطن الأميركي من أصول أفريقية جورج فلويد، واتخاذ هذه الاحتجاجات طابع الانقسام الوطني بين تيار مناهض للعنصرية يصب غضبه على سياسات ترامب، وتيار يزداد ضعفاً يقف وراء الرئيس الأميركي، والقلق الأميركي المزدوج من استثمار الخصوم في الداخل والخارج لهذه الأحداث المتمادية والمتواصلة في تأثيراتها، لا يمكن تبديده بخطوات ومبادرات هجومية، خصوصاً على الصعيد العسكري، الذي بات محكوماً بمعادلة السعي للتهرب من كل استحقاق مواجهة، وقد جاءت المبادرة الإيرانية الهجومية بإرسال ناقلات نفط تخترق نظام الحصار والعقوبات على إيران وفنزويلا، والعجز الأميركي عن التصدّي لها، لتبت هذه المعادلة وتمنح هذا القلق الكثير من المشروعيّة.
يقول العارفون بالداخل الأميركي، إن الأزمات التي حملتها تداعيات كورونا، ليست حكراً على أميركا، وما فعلته في المجتمع والاقتصاد الأميركيين، أنها ضخمت وظهرت إلى السطح بقوة، أزمات كانت غائرة في قعر المجتمع، ومشاكل مالية واقتصادية بنيوية كانت تختفي وراء سرعة الحركة والمداولات، وأنه من الطبيعي أن يحدث الشيء نفسه لدول ومجتمعات أضعف من الدولة والمجتمع الأميركيين، وهذا هو الحال مع ما يجري في إيران وسورية والعراق ولبنان وسواها من دول العالم، التي كشفت تداعيات الجمود الاقتصادي المرافق لكورونا، مشاكلها وضخمتها وعمّقتها وظهرتها إلى السطح، ولذلك يسعى صناع السياسة في واشنطن لمنح سياسة العقوبات جائزة لا تستحقها بنسبة كل ما تشهده دول ومجتمعات خصومهم لهذه العقوبات. فالعقوبات التي تطال أفراداً ومؤسسات في هذه الدول لا تقدم ولا تؤخر في الاقتصاد المعاقب بما هو مهم وبالأهم أصلاً، ومنذ سنوات، سواء لجهة منع تصدير النفط الإيراني والسوري، أو ملاحقة التحويلات المالية للاغتراب اللبناني، أو منع فتح الاعتمادات المصرفية للاستيراد لحساب السوقين الإيراني والسوري، والضغط على العراق ولبنان لفصلهما عن هاتين السوقين الإيرانية والسورية، وكل جديد لا يعدو كونه طلقة صوتية بلا مفعول في غير السياسة، إلا إذا صدق المعنيون في هذه الدول والمجتمعات أن ما تسببت به أزماتهم التي كانت تحت السطح وظهرت بقوة مع تداعيات كورونا هي من نتاج العقوبات الجديدة، والتي هي في الغالب لم تفرض بعد.
يتوقف العارفون بالداخل الأميركي، أمام نماذج مما هو رائج عربياً هذه الأيام، أولها ما يجري تسويقه حول قانون قيصر للعقوبات على سورية، فيقولون اقرأوا القانون أولاً وستكتشفون بسرعة أن كل ما ينسب إليه من جبروت في تدمير الاقتصاد السوري مبالغات إعلامية، لأن ما يمكن معاقبته لضرب الاقتصاد السوري قد عوقب منذ زمن، والقانون هو ورقة سياسية للضغط على موسكو ودمشق لحجز مقعد للجماعات الكردية المحسوبة على واشنطن في قطار التسوية السياسية، بشروط ترفضها دمشق لاتصالها بالمساس بوحدة سورية ومفهوم السيادة فيها. والقانون بالتوازي محاولة التوصل لصيغة توافقية مع دمشق وموسكو في جنوب سورية تمنح بعض الاطمئنان لكيان الاحتلال، تسهيلاً لجعل الانسحاب الأميركي من سورية، مرتبطاً بوفاء واشنطن بقدر من وعودها لكل من الجماعات الكردية وكيان الاحتلال، بأنها لن تتركهم يواجهون قدرهم، في مواجهة معادلات لا يقدرون على مواجهتها وحدهم.
النموذج الثاني الذي يتحدث عنه العارفون بالداخل الأميركي، هو ما يكثر الحديث عنه عن ربط العقوبات بمسعى للتغطية على تمرير ضم الضفة الغربية من جانب حكومة كيان الاحتلال، كترجمة للوعود التي تضمنتها صفقة القرن، ويقول العارفون إن واشنطن وتل أبيب تدركان حجم المخاطرة التي ستنجم عن إجراءات الضمّ التي تطال 40% من الضفة الغربية، وفقاً لنصوص مشروع صفقة القرن، لأن الخاسر الرئيسي فيها سيكون الفريق الفلسطيني الذي أقام برامجه على مفهوم التفاوض وخيار التسوية، بتبخّر آخر أحلامه بعودة لاحقة للفرص أمام مسارات تفاوضية نحو التسوية، والمعني هنا هي حركة فتح والسلطة الفلسطينية، اللتان ستجدان نفسيهما أمام اضطرار التصعيد الذي يعني انتفاضة ثالثة كبرى يصعب أن تنتهي في العديد من نقاط الضفة الغربية إلى غير ما انتهى إليه مسار الانتفاضة الثانية من تحرير غزة، وما يعنيه ذلك من تفكك الجغرافيا العسكرية للكيان، وخلق تحديات استراتيجية جديدة فوق طاقته، ولذلك فكل السعي الأميركي منصبّ على توزيع أدوار مع حكومة بنيامين نتنياهو، لمقايضة التراجع عن قرار الضم بالمزيد من إجراءات تطبيعيّة مع حكومات الخليج، التي ستصيبها إجراءات الضمّ كما تصيب القيادة الفلسطينية في طرح الأسئلة حول جدوى الخيار التفاوضيّ، ويقول العارفون إن السقف الذي يجري الحديث حوله بين واشنطن وتل أبيب للضم المفترض انخفض من 40% إلى 3% وربما ينخفض أكثر ليقتصر على عدد محدود من المستوطنات، وربط اعتباره نهائياً بنتائج أي مفاوضات مقبلة.
النموذج الثالث الذي يتحدث عنه العارفون بالداخل الأميركي، هو التسريبات التي تطلق منذ مدة حول نيات فرض عقوبات على حلفاء حزب الله، خصوصاً كل من رئيس مجلس النواب نبيه بري ورئيس التيار الوطني الحر جبران باسيل، ويقول العارفون إن الترويج لهذا التهويل يثير السخرية عند صناع السياسة في واشنطن، الذي لا يصدقه إلا بعض الذين يرددونه في لبنان والعواصم الخليجية، فواشنطن تدرك أنها تحتاج لبقاء خيوط العلاقة وخطوطها مع بري وباسيل، لأنها لا تريد الخروج من لبنان، وترك حزب الله يتفرد بالقرار مع حلفاء خسروا مثله ما يجعلهم ينتقلون معه إلى السياسات الراديكالية. والقضية المحورية التي تهم واشنطن ليست اليوم سلاح حزب الله الذي يفوق ما تتيح به المعادلات، ويتسلى بعض النشطاء المغرومين بواشنطن بجعله عنواناً لإرضائها، ولا قطع العلاقة اللبنانية بسورية، التي يحتاجها الأميركيون تحت نظرهم مصدراً لمنح لبنان بعض شروط الحصول على أوكسيجين قليل الكلفة، لأن الاهتمام الأميركي لبنانياً له محور واحد حالياً هو ترسيم الحدود البحرية للنفط والغاز، وهذا ما ستظهره مفاوضات الحكومة اللبنانية مع صندوق النقد الدولي قريباً، والسعي الأميركي بتوظيف التلويح بالعقوبات على بري وباسيل يتمحور حول دعوة باسيل لطلب تسلم ملف التفاوض تحت عنوان نقل المرجعية التفاوضية إلى رئاسة الجمهورية، ودعوة بري للتخلي عن الإمساك بملف التفاوض، أملاً بالحصول على فرص أفضل لترسيم يريح كيان الاحتلال، قبل الانسحاب الأميركي من المنطقة، ويمكن تمريره لبنانياً تحت شعار الحاجة اللبنانية لتقديم موارد سيادية واعدة يمكن لصندوق النقد الدولي الاستناد إليها لتبرير تقديم المساهمة التي يطلبها لبنان.
يوجز العارفون بالداخل الأميركي خلاصتهم بالقول، سيكتشف الجميع خلال فترة قريبة أن قانون العقوبات على سورية هامشي الأثر، لكنه سيبقى سيفاً مشهراً للتهويل، وأن ضم الضفة الغربية سيتحول إلى إخراج هوليودي ضعيف بهوامش إعلامية لا أكثر ولا أقل لكن بجوائز تطبيعيّة، لكن الضم لن يسحب من التداول، وأن العقوبات في لبنان قد تطال أسماء سيضحك اللبنانيون عندما يسمعون أنها حصيلة حملة التهويل فتبقى الأسماء الكبيرة في التداول، لأن الهدف سيبقى وهو إبقاء عاصفة الغبار مستمرة وإبقاء الباب مفتوحاً للتهويل والتوحيل، هنا وهناك وهنالك. ويختم العارفون بالقول، إنه لو يترك أهل المنطقة الغبار الأميركي غباراً، ويكفون عن توحيله سواء بنيات حسنة وسيئة، لنقلته التيارات الهوائية بعيداً، ولما بقيت منه إلا بعض الذرات التي يسهل مسحها عن سطوح الطاولات وزجاج النوافذ.

Weimar 2020

Have you noticed the peculiar fact that despite the lockdown, the economic crisis, tens of millions unemployed and multiple corporations filing for bankruptcy, Wall Street is having a ball? CNBC‘s Jim Cramer examined this anomaly earlier a few days ago, his verdict:  “we’re looking at a V-shaped recovery in the stock market, and that has almost nothing to do with a V-shaped recovery in the economy. What is going on is one of the greatest wealth transfers in history.”

 How can the market rebound when the economy has not?  Cramer’s answer is so simple. “Because the market doesn’t represent the economy; it represents the future of big business.”
 Cramer points out that while small businesses are dropping like flies, big business—along, of course, with bigger wealth, is coming through the crisis virtually unscathed.
 Cramer projects that the transfer will have a “horrible effect” on the USA. We are already seeing a tsunami of bankruptcies. The economic fallout is inevitable. Federal data shows that the nation faces a 13.3 percent unemployment rate. The fortunes of U.S. billionaires increased by $565 billion between March 18 and June 4 while the same 11-week period also saw 42.6 million Americans filing jobless claims. The results are devastating, if hardly a news item: while the American people are getting poorer, the rich are getting richer.
 One would have thought that the American Left and progressive political institutions would be the first to be alarmed by these developments. We tend to believe that tempering the rich and their greed, caring for working people and fighting for equal opportunities and justice in general are the Left’s prime concerns.
The American reality,  however, suggests the opposite. Instead of uniting us in a fierce battle against Wall Street and its broad daylight robbery of what is left of American wealth, the American Left is investing its last drops of  political energy in a ‘race war.’ Instead of committing to the Left’s key ideological values, namely: class struggle that unites us into one angry fist of resistance against this theft and discrimination, and without regard to our race, gender, or sexual orientation, the American Left makes us fight each other.
 The  silence of the Left on the current Wall Street “wealth transfers” is hardly an accident.  American Left and Progressive institutions are supported financially and by Wall Street and global financiers. This funding means that, in practice, the American Left  operates as a controlled opposition. It maintains its relevance by sustaining social and racial tensions that draw attention away from Wall Street and its crimes. The so called ‘Left’ is also reluctant to point at  Wall Street and its current theft,  as such criticism, however legitimate,  would immediately be censured as ‘antisemitic’ by the Jewish institutions that have appointed themselves to police Western public discourse.
 There is plenty of  history of such divisive politics from the Left and the way it often ends up betraying the Working Class. The collapse of the German Left in the early 1930s is probably the most interesting case-study of this. 
 Prior to the 1929 economic collapse, Germany’s fascist movement was a relatively marginal phenomenon consisting of various competing factions. In the 1928 elections the Nazi Party received 2.8 percent (810,000 votes) of the general vote. But then the 1929 crash led to a rapid and sharp rise in unemployment;  from 1.2 million in June 1929 to 6 million in January 1932. Amidst the crisis, production dropped 41.4 percent from 1929 to the end of 1931, resulting in skyrocketing poverty.  Like millions of Americans at the moment, in the early 1930s millions of Germans spent many days and nights in food queues.
 One would assume that the collapse of capitalism would have been politically celebrated by the German Communists and Marxists as the Germans lost hope in ‘bourgeois democracy’ and capitalism alike.  The German Communist Party (KPD), like the Nazi party,  increased its power exponentially following the economic meltdown. Yet the German Left missed its golden opportunity. Despite the poverty and the austerity measures, it was Hitler who eventually won the hearts and the souls of the German working class. By the September 1930 election Hitler had won 18.3 percent  and then in July 1932 37.4 percent. In just four years the Nazis increased their support by 13 million votes.
 A lot has been written about the failure of the German Left, both Marxists and Communists, to tackle Hitler and Fascism. Some Marxists are honest enough to admit that it was actually the KPD, its authoritarian and divisive politics that paved the way for Hitler and Nazism.
 Like Stalin, the German KPD was quick to employ the term  ‘fascist’ to describe any and all political opponents. In an act of gradual self-marginalisation, the German Left reduced itself into irrational political noise that finally lost touch with reality. The KPD were so removed from understating the political transition in Germany that on January 30, 1933, the day Hitler was appointed Chancellor of Germany, the KPD foolishly declared: “After Hitler, we will take over!”
 Like the American radical  Left today, the KPD fought in street battles against the Nazis from 1929 to 1933.  These battles cost the lives of  hundreds of Nazis and KPD members. But in 1933 no political group paid as high a price in blood as the KPD. Nearly  a third of KPD members ended up in prison.  
 It is notable that one of the most concerning aspects of Left politics is the peculiar fact that agitators who claim to be inspired by ‘dialectics’ appear blind to their own ideological past. Consequently, they are detached from the present and totally removed from a concept of ‘future.’
 I have been saying for some time that Trump often makes the right decisions if always for the wrong reasons. For instance, he declared ‘a war’ on social media authoritarianism in the name of the 1st Amendment. Though this is clearly the right result, Trump is not motivated by any genuine concern for ‘freedom of speech’ or ‘human rights’ he is simply upset that his tweets are subject to ‘fact checks.’ The Left, peculiarly enough, tends to make the wrong decisions if usually for good reasons. Fighting racism is, no doubt, an important goal; Combating America’s police brutality or racial discrimination is a major crucial battle, however, fuelling a race conflict is the worst possible path toward eliminating both racism and discrimination. Such a tactic will only deepen the divide that already splits the American working class. I wonder whether this divide is exactly what the American Left is trying to achieve: is this possibly what it is paid to do?
 Today as American progressives and leftists  gear up for a long relentless battle, I have a little advice to offer. History teaches us that Fascism always wins when the conditions for a Marxist revolution are perfect. When you push for a race conflict and further fragmentation of the American society, bear in mind that you may end up facing a real Trump character (as opposed to Donald) that may be able to unite America and make it great for real, but you won’t find your place in it.

The implications of declining U.S. leadership

The Trump administration’s ongoing policy of withdrawal from international institutions—including the 2015 Iran nuclear deal, the 2016 Paris Climate Change Accord, the Open Skies Treaty, and now the World Health Organization (WHO) in the middle of the greatest global health crisis—demonstrates the declining U.S. leadership ever since the post-World War II order was created.  This latest move is made at a time when the world relies heavily on the WHO’s leadership to steer the COVID-19 pandemic response.  
While as recently as two months ago praising China in the hope of salvaging bilateral trade ties between the two countries, Trump has now turned against China and the WHO.  The latter has been instrumental in managing and treating the worldwide spread of malaria, tuberculosis, SARS, HIV-AIDS, and other infectious and non-communicable diseases.  Trump’s recent announcement (May 29, 2020) to permanently end the U.S. contribution to the WHO, and even to withdraw U.S. membership, is yet another attempt to distract the public from his mishandling of the current coronavirus crisis—a move that will lead to further global U.S. isolation, ironically putting China in a much stronger position to influence that organization’s  policies.

Over its more than seventy-year life, since its inception in 1948 within the UN framework, the WHO has had major achievements, such as eradicating smallpox, and failures, such as its sluggish reaction to the Ebola outbreak in 2014.  On balance, however, the World Health Organization’s raison d’être has never been called into question.  The significance of the organization will be amplified when and if a second wave of the coronavirus returns, again posing an existential threat to all the countries around the world.   Second waves have a history of striking back even harder than the initial outbreak, as was the case for the 1918 Spanish flue pandemic.
What does the U.S. withdrawal from this organization mean?  It means, among other things, that the United States is retreating from its global leadership role—morally and from the standpoint of its soft power.  On both accounts, the Trump administration’s unilateral approach has dramatically undercut the ability of the United States to influence the behavior of other states through the attractiveness of its culture and the persuasiveness of its policies.  The U.S. withdrawal from the WHO will further accelerate the ongoing decline in the perceived competence of the United States to effectively address new global challenges.  Most ominously, however, this development is likely to fuel a great-power discord between China and the United States, dehumanizing the former while damaging the long-term relationship between the two countries.
To fully understand the implication of the U.S. withdrawal from the WHO, one needs to note that the WHO relies on assessed and voluntary contributions from its member states.  In 2019, according to one study, the United States provided the WHO an estimated $419 million, representing roughly 15 percent of the World Health Organization’s total revenue over its current two-year budget period.  This move will most likely delay the discovery phase as well as clinical trials necessary to develop a global vaccine.  Perhaps, more importantly, this decision will weaken the effectiveness of the organization and the broader cooperation among countries to stem the spread of COVID-19 pandemic around the word.

Trump has ceaselessly harkened back to his outdated notions of building walls and imposing travel bans in pursuit of his populist policies at a time when the stakes have never been higher.  All of this flies in the face of the clear lesson to be learned from the COVID-19 crisis that the virus knows no boundaries and that walls and borders cannot separate one nation’s public health and safety from those of others.  Needless to say that a virus anywhere is potentially a virus everywhere in a world that has become increasingly globalized, hence the need for collaborative, multilateral governance.  Trump’s claim that virus is “going away very soon” runs counter to the growing spike in confirmed cases around the world.
Furthermore, Trump’s disregard for the detrimental effects of climate change, as well as his policies reversing pollution standards, have exacerbated the deleterious effects not only on environmental sustainability but also, more subtly, on human sustainability.  Earth scientists remind us that humans are altering the environment at a much quicker pace than at any other time in history, a fact that has contributed to the evolution, the mutation, and the spread of all types of viruses.  Human encroachment into animal habitats—consider, for example, how deforestation and forest degradation have contributed to global warming—has created further contact between humans and animals, rendering disease transmission more likely than ever before.At home, Trump’s mishandling of nationwide and global protests over the death of George Floyd—an African-American man who died at the hands of a white police officer while still in custody—was on vivid display on the Internet, as captured on several bystanders’ smartphones.  The incident has dramatically weakened Trump’s presidency, is likely to defang his entourage, and could possibly demoralize the riot police in the face of widespread national and global protests.  The nationwide and racially diverse protests, dominated by youth and vibrant civil society movements, have captured the world’s imagination, while posing the most serious challenge to the Trump administration.  Instead of healing the wounds of racial and systemic discrimination and police brutality, Trump’s rhetoric, tweets, and public gestures have deepened the divides in an already polarized nation, significantly diminishing trust in his leadership skills and damaging his populist image beyond repair.  The result has been obvious: Trump’s policies have been consistently unsuccessful both at home and abroad.
