Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

  • Israeli forces continued to use excessive force in the oPt
  • Four civilians, including a child and woman, were killed in the West Bank.
  • 31 civilians, including 3 children, and a Scottish activist were wounded in the West Bank.
  • A civilian succumbed to his wounds and two others were wounded in the Gaza Strip.
  • Israeli forces continued to open fire at the border areas in the Gaza Strip and wounded a bird hunter.
  • Israeli warplanes conducted 6 airstrikes at training sites and other targets in the Gaza Strip.

 Summary
Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (30 June- 13 July 2016).

Shooting:
Israeli forces have continued to commit crimes, inflicting civilian casualties. They have also continued to use excessive force against Palestinian civilians participating in peaceful protests in the West Bank and Gaza Strip, the majority of whom were youngsters. During the reporting period, Israeli forces killed 4 Palestinian civilians, including a woman and child, in the West Bank while another one succumbed to his wounds.  Moreover, Israeli forces wounded 31 other civilians, including 3 children, and a Scottish activist in the West Bank as well. Twenty-one of them were wounded in Qalendia refugee camp, north of occupied Jerusalem. In the Gaza Strip, a bird hunter was wounded when Israeli forces opened fire at the border areas in the northern Gaza Strip.  Meanwhile, another civilian was opened when Israeli forces opened fire at dozens of Palestinian youngsters and children who headed tp the border fence between the Gaza Strip and Israel, east of al-Bureij in the central Gaza Strip, to throw stones at the soldiers.  Moreover, the Israeli warplanes conducted 6 airstrikes against 4 military training sites belonging to armed Palestinian groups and a commercial company.
In the West Bank, on 30 June 2016, Israeli forces killed Mohammed Naser Tarayrah (17) from Bani Na’im village, east of Hebron after opening fire at him when he sneaked into a house in “Givat Kharsina” settlement and stabbed a girl child to death.
On Friday, 01 July 2016, Israeli Border Guard officers killed Sarah Dawoud ‘Atah Tarayra (27), who is from Bani Na’eem village and married to Ismail Youssef Alhajouj. According to PCHR’s investigations, the abovementioned young woman arrived and entered to al- Ibrahimi Mosque in Hebron’s Old City.  At approximately 09:00, she left the Mosque.  Meanwhile, two male and female Israeli Border Guard officers summoned her and took her to a search room near the entrance to the Mosque. The female Guard Officer entered the room and was heard shouting at al-Tarayra was heard.  The officer then rushed out of the room, carrying a pepper gas spray. As a result, the other Border officer immediately fired 3 live bullets at al-Tarayrah and killed her.
In occupied Jerusalem on 01 July 2016, Israeli forces fired tear gas canisters, sound bombs and metal bullets against thousands of Palestinian civilians coming from different cities to gather at Qalendia military checkpoint, north of East occupied Jerusalem, attempting to cross the checkpoint to perform the last Friday prayer in Ramadan in al-Aqsa Mosque.  As a result, Taysir Habash (63) from al-Masaken al-Sha’abiyah, northeast of Nablus, was killed due to severe gas inhalation.  Other 42 civilians were also wounded; 15 of whom suffered gas inhalation, 12 were wounded due to stampede, 15 sustained various wounds due to being beaten by Israeli soldiers.
At approximately 05:00 on Wednesday, 13 July 2016, Israeli forces opened fire at a vehicle in al-Ram village, north of occupied East Jerusalem, travelled by 3 Palestinian young men, who were on their way to work.  As a result, the driver was killed, one passenger was wounded with a bullet to the head and another was arrested and taken for interrogation.
In the same context, during the reporting period, 30 Palestinian civilians, including 3 children, and a Scottish activist were wounded. Seven of them, including a child in Dura, southwest of Hebron, were wounded during incursions while another girl child was shot and wounded at the entrance to Kafl Haris village, north of Salfit, claiming she attempted to carry out a stab attack.  During the weekly Kufor Qaddoum protest, north east of Qalqilya, two Palestinian civilians, including a child, and a Scottish activist, were wounded.  Moreover, while exploding two houses on grounds of collective punishment in Qalednia refugee camp, north of occupied Jerusalem, 20 civilians, who were demonstrating against Israeli forces, were wounded; 18 of whom sustained minor wounds and the other two sustained moderate ones.
In the Gaza Strip, on 07 July 2016, medical resources in al-Wafa Hospital in al-Zahrah neighbourhood in the central Gaza Strip, declared that Nael Suliman Salh Salah (18), from al-‘Atatrah neighbourhood in Beit Lahia, north of the Gaza Strip, succumbed to his wounds. Nael was wounded on 08 May 2015 after Israeli forces stationed along the border fence between the Gaza Strip and Israel, northwest of Beit Lahia, opened fire at him.  As a result, he was wounded with a bullet to the head and taken to hospitals in the Gaza Strip and Jerusalem to receive medical treatment.
On 01 July 2016, a Palestinian civilian was wounded with a bullet to right hand when Israeli forces opened fire at dozens of youngsters and children, who came to the border fence between the Gaza Strip and Israel to throw stones at the Israeli soldiers.
In the context of opening fire at the border areas, on 12 July 2016, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of Beit Hanoun village, opened fire at farmers and bird hunters in the area.  As a result, a bird hunter was wounded with a bullet to his right hand palm when he was around 250 meters away to the west of the border fence.
In the context of airstrikes, on 02 July 2016, Israeli warplanes conducted 6 airstrikes and launched 8 missiles targeting 4 training sites belonging to Palestinian armed groups.  During one of the airstrikes, Israeli warplanes targeted al-Haj Hasan Hasanein and his Sons Company for construction works located behind Abu Jubbah Gas Station, east of al-Zaytoun neighbourhood, east of Gaza City.  As a result, a digger was completely destroyed and two others sustained partial damages.  Moreover, other company equipment and the nearby building where Hasanein and his family live sustained partial damages.  However, no casualties were reported.

Incursions:
During the reporting period, Israeli forces conducted at least 173 military incursions into Palestinian communities in the West Bank and 15 ones in occupied East Jerusalem and its suburbs. During these incursions, Israeli forces arrested at least 146 Palestinian civilians, including 23 children and 3 women.  Fifty-four of them, including 17 children, were arrested in occupied Jerusalem.
In the Gaza Strip, on 12 July 2016, Israeli forces moved into east of ‘Abasan al-Kabireh village, east of Khan Younis in the southern Gaza Strip.  They dug and levelled for hours the lands along the border fence between the Gaza Strip and Israel.  They later withdrew to station along the border fence.

Collective Punishment Measures against Palestinian civilians
Following the killing of an Israeli girl by a Palestinian child, who sneaked into “Givat Kharsina” settlement, east of Hebron and was killed by Israeli forces, Israeli forces imposed further collective punishment measures against Palestinian civilians in Hebron. Israel’s Security Cabinet decided to impose a security cordon on the city and withdrew the work permits from the residents of Bani Na’im village; around 2800 permits. The Cabinet also decided to establish a cemetery in order to bury Palestinian corpses rather than handing them to their families and reduce the tax revenues that are paid to the Palestinian Authority.
In Tulkarm and after Wael Abu Saleh (40) was shot dead by a municipal inspector in Natania in Israel, claiming that he stabbed 2 Israelis, Israeli forces imposed a similar cordon on the city.
On 04 July 2016, large force of Israeli soldiers, moved into Qalendia refugee camp, north of occupied Jerusalem,  and surrounded two houses belonging to ‘Anan Abu Habsah and ‘Issa ‘Assaf.  They asked the resident to get out of the house immediately to destroy it.  The explosive engineering teams planted explosives in ‘Anan Abu Habsah’s bedroom and was detonated by remote.  These forces then moved to Issa ‘Assaf’s house and destroyed the outside house walls.  It should be mentioned that ‘Anan and Issa were killed on 23 December 2015 by Israeli forces after stabbing two Israeli settlers to death and wounded another in Hebron Gate area in Old Jerusalem.

Creating Jewish Majorities in Jerusalem:
On 30 June 2016, joint teams from the Israeli munciplaity and forces moved into al-Bustan neighbourhood in Silwan village, south of East Jeruslaem’s Old City.  The municipality teams hanged an “eviction notice” on a house belonging to late Dr. ‘Adel Bashin, under the pretext of building without a permit for the interest of “National Parks”.
On 13 July 2016, Israeli municipality bulldozers demolished three under-construction residential houses and a barrack for sheep and houses in in the village of Al-Mukabber Mount under the pretext of building without a permit. The houses belong to ‘Amer ‘Aweisat, Mohammed ‘Aqil and Durgham ‘Issa Abu Sakran while the barrack belong to his brother, ‘Ali Abu Sakran.

Restrictions on movement:
Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.
The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people.  The Israeli authorities have established Karm Abu Salem (KeremShaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

  • At approximately 03:00, Israeli forces moved into ‘Aida refugee camp, north of Bethlehem. They raided and searched houses from which they arrested Saleh Ibrahim al-As’ad (17) and Hamad Qasem al-Azraq (16).

  • At approximately 06:00, Israeli forces moved into Thanabah suburb, east of Tulkarm. They raided and searched a house belonging to former prisoner Ammar Bassam Hasan Majdobah (31) and arrested him. It should be noted that the arrested person is a major in the Palestinian National Security Services and was released on 28 May 2014 after arresting him for over 10 years.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: Kafur al-Deek village, west of Salfit, and Hawara and Bita villages, south of Nablus.

  • At approximately 01:00, Israeli forces moved into Bani Na’im village, east of Hebron. They raided and searched many houses from which they arrested Malek Harbi Hamidat, Waleed Lafi Hamidat and ‘Odai Khal Khadir Hamidat. After that, Israeli soldiers raided a house belonging to Majd Abdullah Khdour (20), who was killed by Israeli forces at the entrance to “Givat Kharsina” settlement, east of Hebron, claiming that she attempted to carry out a run over attack. However, none of the house residents were arrested. A number of Israeli vehicles stationed in the area surrounded a house belonging to Naser Mahmoud al-Tarayra (48), whose son Mohamed (17) was killed by Israeli forces on 30 June 2016, in “Givat Kharsina” settlement. They then locked each of Naser’s four sons in a separate room to question them in addition to his 3 daughters. They then arrested Naser and later withdrew. 
  • At approximately 01:30, Israeli forces moved into Beit Lid village, east of Tulkarm. They raided and searched a house belonging to ‘Oqab Jamal Mahmoud Zbadi (24) and arrested him. 
  • At approximately 02:00, Israeli forces moved into Husan village, west of Bethlehem. They raided and searched a house belonging to Diaa’ Mohamed Za’oul (23) and arrested him.
  • Around the same time, Israeli forces moved into Hebron, and stationed in Qarin al-Thour area. They raided and searched a house belonging Hisham Hamidan al-Shorbati (48) and arrested him. Israeli vehicles then patrolled the streets to al-Boq’ah , al-Dahdah and Ras al-Joura areas, north of Hebron. They raided and searched two houses from which they arrested Firas Mohamed al-Qawasmah and Samer Ali al-Ja’ba. 
  • At approximately 02:15, Israeli forces moved into ‘Orta village, southeast of Nablus. They raided and searched houses from which they arrested Karlous Sa’d ‘Awwad (22) and Nada Sa’ed Shurab (23). 
  • In a new crime of excessive use of force, Israeli Border Guard officers killed Sarah Dawoud ‘Atah Tarayra (27), who is from Bani Na’eem village and married to Ismail Youssef Alhajouj. According to PCHR’s investigations, the abovementioned young woman arrived and entered to al- Ibrahimi Mosque in Hebron’s Old City.  At approximately 09:00, she left the Mosque.  Meanwhile, two male and female Israeli Border Guard officers summoned her and took her to a search room near the entrance to the Mosque. The female Guard Officer entered the room and was heard shouting at al-Tarayra was heard.  The officer then rushed out of the room, carrying a pepper gas spray. As a result, the other Border officer immediately fired 3 live bullets at al-Tarayra and killed her. PCHR’s investigations show that Israeli forces could have used less lethal force even if she had a knife as claimed by Israeli forces especially that a photo of al-Tarayra was distributed showing traces of pepper gas on her face. Later on Friday afternoon, the Israeli forces closed the Beit ‘Aynoun- Bani Na’im Road, which was the only opened road to Bani Na’im village. 
Note: During the aforementioned day, Israeli forces conducted (15) incursions in the following areas and no arrests were reported: Dura; Yatta; al-Dahiryia; Abu ‘Asja; Karaza; Samou’a; and al-Shayoukh vilages in Hebron; western villages in Hebron; southern area in Hebron and Sinjer and al-Dahyia area in Hebron as well.

  • At approximately 02:00, Israeli forces moved into Yatta village, south of Hebron. They raided and searched two houses from which they arrested Nabil Ahmed A’mar (39) and Ahmed Mohmoud A’mar (33). 
  • At approximately 03:10, Israeli warplanes fired 2 missiles at Abu Jarad military site, south of al-Zaytoun neighbourhood, near al-Shuhada intersection, south of Gaza City. No casualties were reported. 
  • At approximately 03:15, Israeli warplanes fired a missile at Badir military site, east of cars’ market, east of al-Zaytoun neighbourhood in Gaza City, but no casualties were reported. 
  • At approximately 03:30, Israeli warplanes fired a missile at Palestine military site of al-Qasam Brigades, the armed wing of Hamas Movement, north of Um al-Nasir village, north of the Gaza Strip. The site located 700 meters away from the border fence between the Gaza Strip and Israel.
  • Around the same time, Israeli warplanes fired a missile at Hitteen military site of al-Quds Brigades, the armed wing of Islamic Jihad Movement, north of Um al-Nasir village, north of the Gaza Strip. The site is around 1000 meters away from the border fence between the Gaza Strip and Israel. The bombing caused damages in the site, but no casualties were reported. The airstrike caused a massive explosion that rocked the area causing fear among civilians, especially women and children.
  • At approximately 03:40, Israeli warplanes fired a missile at a vacant land, north of the agricultural school, north of Beit Hanoun, north of the Gaza Strip. The land is around 1000 meters away from the border fence between the Gaza Strip and Israel. As a result, a large hole was caused in the land, but no casualties were reported. 
  • At approximately 03:50, an Israeli warplane fired two missiles at a 1300-sqaure-meter company for construction works belonging to Hassan Ahmed Hussain Hasanin (63). The company located behind Abu Jubbah Petrol Station, east of al-Zaytoun neighbourhood, east of Gaza City. As a result, a digger was completely destroyed, while two other diggers were damaged. In addition, the company and its tools were partially damaged, but no casualties were reported. 
  • At approximately 04:30, Israeli forces moved into ‘Anbita village, east of Tulkarm, and stationed in the southern mount in Hebron. They raided and searched a house belonging to Bahaa Saif Ahmed Sharqiya “Abu ‘Asal (19) and arrested him. 
  • Around the same time, Israeli forces moved into ‘Atil village, north of Tulkarm. They raided and searched a house belonging to Ali Sameer Khalid Ghurrab (20) and arrested him. 
  • At approximately 15:00, Israeli forces accompanied with 20 military vehicles moved into Dura village, southwest of Hebron, and stationed in Haninah area. A number of young men gathered to throw stones and empty bottles at the Israeli soldiers, who fired heavily live bullets at the protesters. As a result, a 20-year-old male was hit with a live bullet to the right shoulder, while another civilian was hit with a live bullet to the right side of his abdomen. They were then taken by a PRCS ambulance to Hebron Hospital to receive medical treatment. 
  • Note: During the aforementioned day, Israeli forces conducted (12) incursions in the following areas and no arrests were reported: Yatta; al-Majd; al-Burj; al-Koum; Deir al-‘Asal; Kharsa; Taramah; al-Dahiryia; Dura; Bani Na’iem; Sa’ir; and Shayoukh villages in Hebron.

  • At approximately 01:00, Israeli forces moved into Beit Fajjar village, south of Bethlehem. They raided and searched houses from which they arrested Subhi Mohammed ‘Afif Thawabtah (19) and Saif Nizar al-Khatib (21). 
  • Around the same time, Israeli forces moved into al-Hijra village, east of Dura, southwest of Hebron, and stationed near the Ministry of Education Office. They raided and searched 2 houses belonging to Fidaa Fasil Isma’il Hadeeb (45) and her brother’s house, Isma’il Fasil Hadeeb (39), and arrested both of them. 
  • At approximately 01:30, Israeli forces moved into Hebron, and stationed in ‘Ain Sarah area. They raided and searched a house belonging to Mohamed Abdul Haleem Mohamed ‘Azmi al-‘Aweiwi. They later withdrew, but no arrests were reported. It should be noted that Israeli forces killed the abovementioned civilian’s daughter, Kalzar (18), on 12 February 2016, near al-Shari’a Court in Hebron Old City, claiming that she attempted to carry out a stabbing attack. 
  • At approximately 02:00, Israeli forces moved into Bani Na’eem village, east of Hebron, and stationed in al-Wijha area. They raided and searched a house belonging to Nasir Mahmoud al-Tarayra (who was mentioned above), and arrested his daughter, Lara (20), who works as a nurse in the village hospital. The family later knew that their daughter was taken to a police station in “Gush Etzion” settlement, south of Bethlehem. 
  • At approximately 02:30, Israeli forces moved into Tarqumiya village, west of Hebron, and stationed in the south of the village. They raided and searched a house belonging to ‘Alaa Ghazi Qa’qour (35) and arrested him. 
Note: During the aforementioned day, Israeli forces conducted (9) incursions in the following areas and no arrests were reported: Dura; Yatta; al-Burj; Kharras; Tarqumiya; Sa’ir; al-Shayoukh; and al-Moreq village in Hebron.

  • At approximately 01:00, Israeli forces moved into Beit Fajjar village, south of Bethlehem. They raided and searched houses from which they arrested Mohamed Omar Thawabtah (21), Khalid Murshid Thawabta (21), and Mohamed Jalal Thawabta (19). 
  • Around the same time, Israeli forces accompanied with 20 vehicles moved into Bani Na’im village, east of Hebron, and stationed in al-Wijha area. They raided and searched a house belonging to Nasir Mahmoud al-Tarayra and arrested his two sons Loai (22) and Tamer (19). 
  • Around the same time, Israeli forces accompanied with military vehicles and a car-carrying trailer moved into Ba’ier al-Mihjar area, northwest of Hebron. They raided a garage, confiscated a Kia vehicle and took it by the trailer to an unknown destination. 
  • At approximately 02:00, Israeli forces moved into ‘Aida refugee camp, north of Bethlehem. They raided and searched a house belonging to Monir al-Kurdi and arrested his son, Mohamed (16) after beating him. 
  • At approximately 03:00, Israeli forces accompanied with 5 military vehicles moved into Dura, southwest of Hebron. They raided and searched a house belonging to Ibrahim Abdul Jalil Abu Sharar (45) and arrested him. 
  • Around the same time, Israeli forces moved into al-Khadir village, south of Bethlehem. They raided and searched a house belonging to Ahmed Hasan Salah (29) and arrested him. 
  • At approximately 05:00, Israeli forces moved into Maithaloun village, south of Jenin. They raided and searched a house belonging to Tawfiq Rif’at Tawfiq Ruba’iyah (29) and arrested him. 
  • At approximately 05:30, Israeli forces moved into Qabatia village, southeast of Jenin. They raided and searched a house belonging to Mohamed ‘Adnan Nazal (20) and arrested him. 
  • At approximately 23:00, Israeli forces accompanied with 60 military vehicles and 10 armoured personnel carriers moved into Dura village, southwest of Hebron, and stationed in Ghunaim area. The Israeli soldiers deployed in the main street, closed it and obstructed civilian’s movement. After that, they surrounded a house belonging to Abdul Majeed Abaryoush, while another special force from al-Yamam Unit also raided and searched the house for half an hour. In the meantime, Israeli soldiers stationed in military vehicles shouted by loudspeakers at Abdul Majeed’s sons, Ahmed (33) and Mohamed (29) to surrender, but they were not home. Moreover, Israeli forces threatened the family to destroy their house. Half an hour later, Abdul Majeed’s sons arrived and were arrested by Israeli soldiers. In the meanwhile, Israeli forces raided and searched al-Eman Mosque. They detained the worshipers, damaged the interior doors and burst the outer roof door. Furthermore, Israeli forces raided and searched a house belonging to Mohamed Akram ‘Omran (28). While Israeli forces were stationed in the centre of the village, dozens of Palestinian young men gathered to throw stones and empty bottles at the soldiers, who fired sound bombs, tear gas canisters and live bullets at them. As a result, a 20-year-old male was hit with a live bullet to the leg and was then taken by a PRCS ambulance to the Hebron Hospital. In addition, Israeli forces moved into Dura. They then raided and searched a 3-storey-house belonging to Hazem Jibara Ahmed al-Faqih, looking for his son, Mohamed (29), who was lost few days ago. They detained Mohamed’s mother and her daughter, Asma along with her 3 sons, Suhaib (22) and Hazem (26), in the second floor. Israeli forces arrested Suhaib and Hazem and later withdrew. Hazem was released only one day after his arrest. 
  • Note: During the aforementioned day, Israeli forces conducted (9) incursions in the following areas and no arrests were reported: Halhoul; al-Hariyah valley; al-Thahiryiah; Abu al-‘Asjah; Samou’a; Beit Kahel; Tafouh; and al-Burj villages in Hebron.

  • At approximately 03:00, Israeli forces moved into ‘Orta village, southeast of Nablus. They raided and searched houses and arrested Zuhdi Dieb Qawariq (23). 
  • At approximately 03:15, Israeli forces moved into Nablus. They raided and searched houses and arrested Islam Kamil al-Zubaidi (22) and Sharhabil Ahmed ‘Awaad (24). 
  • At approximately 18:30, two Israeli soldiers opened fire at Jamila Dawoud Hasan Jabir (17), from al-Zawiya village, west of Salfit, claiming that she attempted to carry out a stabbing attack near Haris village, north of Salfit. As a result, she sustained serious wounds in the chest. A video showed that the two soldiers were not wounded, but they directly fired two live bullets at Jamila’s chest and her left hand. As a result, she sustained serious wounds and was then taken by an ambulance belonging to Magen David Adom (MDA) to Beilinson Hospital in Israel, after denying a PRCS ambulance access to the wounded. 
  • Note: During the aforementioned day, Israeli forces conducted (5) incursions in the following areas and no arrests were reported: Dura; Samou’a; Sa’ir and Yatta villages in Hebron.

  • At approximately 02:00, Israeli forces accompanied with 10 military vehicles moved into Bani Na’iem village, east of Hebron, and stationed in Wajjah area. They raided and searched a house belonging to Nasir Mahmoud al-Tarayra and handed him an administrative demolition notice, giving him until 07 July 2016 to submit an appeal before the Israeli courts. The abovementioned house is comprised of two floors, the first of which is 150 square meters and inhabited, while the second is built on the same area but under construction. 
  • At approximately 18:00, Israeli forces moved into Hebron, and stationed in al-Hariyah Valley area. They raided and searched a house belonging to a Palestinian Legislative Council (PLC) Member, Hatim Rabah Qafisha (55) and arrested his son, Anas (24). In the meantime, Israeli forces raided a Mobile shop belonging to ‘Alaa Raied al-Zaghir (28) and arrested him. Moreover, they arrested Ramzi Mohamed Dandies from his house in al-Hawouz area. 
  • At approximately 18:00, Israeli forces moved into al-Ras area, south of Tulkarm. They raided and searched houses and arrested Mansour Walid Khalid Ghanim (35), from Deir al-Ghosoun village, north of Tulkarm.

  • At approximately 01:00, Israeli forces moved into Kharsa village, south of Dura, southwest of Hebron. They raided and searched a house belonging to Yousef Isma’il Safi (44) and arrested him. 
  • Around the same time, Israeli forces moved into al-Burj village, southwest of Dura, southwest of Hebron. They raided and searched two houses from which they arrested Wael Husain Raghib al-Fiqiyyat (46) and Ayman Ibrahim Raghib al-Fiqiyyat (43) and took both of them to ”Gosh ‘Atsion” settlement, south of Bethlehem. Israeli forces claimed that they arrested the abovementioned civilians as they are relatives of Mohamed Jibara al-Faqih, who was lost and wanted by Israeli authority. The arrested persons were released few hours after questioning them. 
  • At approximately 02:00, Israeli forces moved into Dura, southwest of Hebron. They deployed in the center of Hebron and fired tear-gas canisters at the civilians, who were in the village market to buy grocery for Eid al-Fitr. Dozens of Palestinian young men gathered at threw stones at Israeli soldiers, who indiscriminately fired live bullets in response. As a result, a 14-year-old male was hit with 2 live bullets to under his right knee and the right side of his abdomen. Moreover, a 20-year-old male was hit with a live bullet to the right shoulder, while another 19-year-olde male was hit with a live bullet to the right thigh. 
  • Around the same time, Israeli forces moved into the southern area in Hebron. They raided and searched a house belonging to ‘Abbas Ali Abu Mayalah (22) and arrested him. 
  • At approximately 17:45, medical resources at al-Wafa Hospital in al-Zahrah neighbourhood in the centre of the Gaza Strip, declared that Nael Suliman Salah Salah (18), from al-‘Atatrah neighbourhood in Beit Lahia, north of the Gaza Strip, succumbed to his wounds. Nael was wounded on 08 May 2015 after Israeli forces stationed along the border fence between the Gaza Strip and Israel, north of al-Sifa area, northwest of Beit Lahia, opened fire at him. As a result, Naeil was hit with a live bullet to the head and was then taken to Kamal ‘Edwan Hospital in Beit Lahia. He was then transferred to al-Shifa Hospital in Gaza City, where he underwent a surgery and was taken to the Intensive Care unit (ICU) due to his serious condition. Nael’s brother, Mohammed, said that since he was wounded, Nael had entered into coma. As a result, he was transferred to Mar joseph Hospital in occupied Jerusalem, where doctors told his family that their son is a hopeless case. After that, his family took him back to Gaza and admitted him to al-Wafa Hospital, where he stayed until succumbing to his wounds dath.

  • At approximately 01:00, Israeli forces moved into Hebron, and stationed in al-Rahma Mount. They raided and searched a house belonging to Mohamed Ahmed Motawe’a (20) and arrested him. Moreover, Israeli forces raided and searched two houses belonging to Shadi Ra’ed Ahmed ‘ALian (23) and Shadi Mohamed al-Masry (21) and arrested both of them. 
  • At approximately 02:00, Israeli forces moved into Dura, southwest of Hebron, and stationed in the eastern area. A number of Palestinian young men gathered and threw stones and empty bottles at Israeli soldiers, who fired sound bombs, tear-gas canisters and live bullets at them. As a result, a 21-year-old male was hit with a live bullet to the left leg and was then taken by a PRCS ambulance to the Hebron Hospital. 
  • At approximately 02:30, Israeli forces accompanied with 4 military vehicles moved into Beit Ummer village, north of Hebron. They raided and searched a house belonging to former prisoner, Ahmed ‘Ayyad ‘Awad (29), who was released 2 months earlier from the Israeli jails, and handed him a summons to refer to the Israeli Intelligence Service in “Gush Etzion” settlement, south of Bethlehem. Moreover, Israeli forces raided a house belonging to former prisoner, Mershid Mohamed Mershid Za’aqiq (40) and handed him a summons as well. 
  • At approximately 04:00, Israeli forces moved into Kafur Malek village, northeast of Ramallah. They raided a house belonging to Mohamed Tawfiq Ba’irat, and handed him a summons for his infant son, Jihad (15 days), who died 23 years ago. 
  • At approximately 23:00, Israeli forces accompanied with 15 military vehicles moved into Sa’ir village, east of Hebron, claiming that a civilian from the village opened fire at a vehicle carrying Israeli settlers and then flee. Israeli forces then closed the village main entrance with sand barriers and searched many shops to check the surveillance cameras. On the next day morning, they withdrew to the southern entrance to the village, adjacent to Halhoul village. On Sunday, 11 July 2016, Israeli forces imposed a tight cordon on Sa’ir village and restricted the movement of over 17,000 civilians, under the pretext of looking for the shooter.

  • At approximately 01:30, Israeli forces moved into Yatta village, south of Hebron. They raided and searched 3 houses belonging to Mohamed Jabreen Shehada Makhamrah, who was released 20 days ago from the Israeli prisons; ‘Isaa Saber al-Bitawi, who was released a week ago as well; and Mohamed ‘Alaia al-Hirani. Israeli forces handed all of them summonses to refer to the Israeli Intelligence Service in “Gush Etzion” settlement, south of Bethlehem. 
  • At approximately 02:30, Israeli forces moved into Faqo’a village, northeast of Jenin. They raided and searched two houses belonging to Majdi Hasan Abed Abu Khamees (36) and Loai Jamil Hasan Abu Khamees (31), and handed both of them summonses to refer to the Israeli Intelligence Service in Salem camp, northwest of the city. 
  • At approximately 04:00, Israeli forces moved into Tulkarm refugee camp adjacent to Tulkarm. They raided and searched a house belonging to Mohamed Khalid Hussain Loyisy (28) and arrested him. 
  • At approximately 04:30, Israeli forces moved into ‘Aida refugee camp, north of Bethlehem. They raided and searched houses from which they arrested Shadi Rafat ‘Isaa As’ad (30) and Rafat Riyad Milsh (25). 
  • At approximately 04:40, Israeli forces moved into ‘Azoun village, east of Qalqiliya. They raided and searched houses from which they arrested Saleh Hijazi Shubita (20), Abdul Kareem Yaser Abdul Kareem Hussain (20) and Ahmed Abdullah Ibrahim ‘Omran (20).

  • At approximately 00:30, Israeli forces accompanied with 16 military vehicles moved into Showika suburb, north of Tulkarm. They raided and searched a house belonging to Monthir Abdul ‘Aziz Abdil Qadir Ikbaria (53) and arrested him. In the meantime, Israeli forces raided and searched a house belonging to Amjad Jihad Ahmed Abu Zahra (44), and arrested him along with his son Jihad (20). In addition, Israeli forces confiscated Monthir’s Kia vehicle.
  • At approximately 01:00, Israeli forces moved into Dura village, southwest of Hebron. They raided and searched a house belonging to Hitham Isma’il Slman Talahma (32), but no arrests were reported. Moreover, Israeli forces raided and searched a house belonging to Khalaf ‘Abed Jibarah al-Talahma (50) and arrested him. After that, Israeli forces moved into Naqit Nouh area, and raided 2 houses belonging to ‘Ayid Ahmed al-Faqih (55) and his son, Yousef (28), after damaging the house main doors and detaining all the family members. They then arrested ‘Ayid and his son Akram (24) and later withdrew.
  • At approximately 02:00, Israeli forces moved into Hebron, and stationed in Da’erat al-Sair area. They raided and searched a house belonging to Qatada Rasmi Dofash (25) and arrested him. In the meantime, Israeli forces moved into Sinjar area. They raided and searched houses from which they arrested ‘Abdullah Othman I’bido (33) and Malek Mohamed Ilyas Abu ‘Aisha (24). 
  • Around the same time, Israeli forces accompanied with military vehicles and armored personnel carriers moved into Sa’ir village, east of Hebron. They raided a house belonging to late Isma’il Sabir Shalaldah in Kawaziba area. They turned the house roof into a military barrack and locked all the family members in the 1st Furthermore, Israeli forces moved into Ras al-‘Aroud area and raided a house belonging to Nimer al-Faroukh. They turned the house roof into a military barrack. Moreover, Israeli bulldozers closed Sa’ir valley road, east of the village, with sand barriers. 
  • At approximately 02:30, Israeli forces moved into ‘Aida refugee camp, north of Bethlehem. They raided and searched houses from which they arrested Mohamed Khalid al-Kurdi (17) and Sayed Mohamed al-Jabri (17). 
  • At approximately 03:00, Israeli forces moved into al-Burj village, south of Dura, southwest of Hebron. They raided and searched a house belonging to Raji Ahmed al-Faqeeh (33) and handed him a summons to refer to the Israeli Intelligence Service in “Gush Etzion” settlement, south of Bethlehem. 
  • At approximately 03:30, Israeli forces moved into al-Shayoukh village, north of Hebron. They raided and searched a house belonging to Hamza Rajab Halaiqah. At approximately 06:00, they confiscated Hamza’s vehicle, but no arrests were reported. 
  • At approximately 07:00, Israeli forces accompanied with military vehicles moved about 100 meters into ‘Abasan village, east of Khan Yunis, south of the Gaza Strip. Israeli vehicles leveled lands and patrolled the area for few hours along the border fence between the Gaza Strip and Israel, heading to the east of Khuza’a village. They fired smoke bombs, burning wild fields in the area. 
  • Note: During the aforementioned day, Israeli forces conducted (6) incursions in the following areas and no arrests were reported: Deir Abu Da’if; Qabatia and Ya’boud villages in Jenin; and ‘Azoun village, east of Qalqiliya; Kherbitha Bani Harith village, west of Ramallah; and Beteen village, northeast of Ramallah.

  • At approximately 02:00, Israeli forces accompanied with military vehicles moved into Qalqiliya. They raided and searched houses in pretext of looking for sharp tools. At approximately 05:00, Israeli forces arrested 9 civilians, including a child, and later withdrew. PCHR keeps the names of the arrested persons. 
  • Around the same time, Israeli forces moved into al-Khadir village, south of Bethlehem. They raided and searched a house belonging to Mohamed Ahmed Nafi’ Salah (27), and arrested him. 
  • At approximately 04:00, Israeli forces moved into Burqin village, west of Jenin. They raided and searched a house belonging to Mohamed Yousef Khalid Khalouf (22) and arrested him. 
  • At approximately 04:30, Israeli forces accompanied with 5 military vehicles moved into Dura village from the eastern entrance. They deployed in many neighborhoods namely as Ghadbin Ghuniam; Sud valley; al-Shurfa; Kanar and Naqit Nouh. A number of Palestinian young men gathered in Ghunaim neighborhood, and threw stones at Israeli soldiers, who fired tear gas canisters from a military jeep at agricultural fields and between houses. As a result, fire broke out in many areas between houses. When a Palestinian Civil Defense fire engine arrived at the scene, Israeli forces forced it to stop for few minutes and then detained it for few hours.
Dozens of Israeli soldiers then raided a house belonging to ‘Azmi Ibrahim al-Suweiti (55) and locked all the family members in one room. They asked the family members about Mohamed al-Faqih, who was accused of carrying out a shooting attack at a vehicle carrying Israeli settlers near “Adorim” camp a week ago. Furthermore, Israeli forces raided and searched a house belonging to Khalid Ahmed al-Faqih (50) and damaged the house main door. They arrested Khalid’s wife, Taghrid Jabarah al-Faqih (40) and her son Mo’ath (18), taking both of them to an unknown destination. After that, Israeli forces moved into Kanar neighborhood. They raided and searched two houses belonging to Mohamed Hasan Amr (26) and Amir Abed al-Hamdi Amr (25) and arrested them. Moreover, Israeli forces moved into ‘Arqan ‘Awad neighborhood and raided a house belonging to ‘Imad Faqosah. They topped the house roof and turned it into a military barrack. They also raided and topped the roofs of many buildings in al-Bnouk, Ghunaim and Naqit Nouh Streets. In al-Ghunaim neighborhood, Israeli forces raided a building comprised of 25 apartments and raided the 10 rented apartment after destroying their main doors and questioning the inhabitants identified as Nidal al-Sowati, Iyyas Kamal Masalmah, Majdi al-Talahmah, and Mohamed Abu Sharar. Furthermore, Israeli forces raided a house belonging to Mohamed Isma’il Ahmed al-Faqih (38), cousin of Mohamed al-Faqih, whom Israeli soldiers have been looking for for few days.  Isma’il was handcuffed him with plastic straps and questioned him about his cousin Mohammed.

  • At approximately 04:40, Israeli forces moved into Kherbit ‘Oyoun Abu Saif, south of Dura, southwest of Hebron, and stationed in al-Wad and al-Ma’sara areas. They raided and searched houses and questioned the residents about Mohamed al-Faqih, who was accused of killing an Israeli settler near Deir Razah village, east of Dura, on 01 July 2016. They also raided houses belonging to Mohamed Abdul Jalil Abu Sharar; Abdul ‘Aziz Hasan Amr; Ali Hasan Amr; Ali Mohamed Hasan Amr; Taysir Sin Amr; Tawfiq Hasan Amr; Hasan Mohamed Amr; and Khalid Mohamed Hasan Amr. 
  • Around the same time, Israeli forces moved into Kherbit Faqeiqes adjacent to “Nejehot settlement establish on Palestinian lands of southern Dura. They raided a 3-storey building belonging to the Ministry of Awqaf. They destroyed the outer and insider doors of some apartments. After that, they raided houses belonging to Abdul Jalil Abu Sharar (75), and his sons’ houses, Husam, Ayman and ‘Alaa, from which they detained their wives and children after blindfolding and handcuffing them. They then questioned them about Mohamed al-Faqih and threatened to arrest them. 
  • At approximately 02:00, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of al-Ahmar area, east of Beit Hanoun, north of the Gaza Strip. They opened fire at hunters and farmers in their agricultural fields. As a result, a hunter, Ahmed Ibrahim Abdullah Na’im (26), from al-Na’aima Street, was hit with a live bullet that entered and exited from the palm of his right hand. The abovementioned civilian was wounded while he was only 250 meters away from the border fence, and was then taken to Kamal Nasir Hospital in Beit Hanoun, where medical sources classified his wounds as moderate.

  • At approximately 01:00, Israeli forces moved into Yatta village, south of Hebron. They raided and searched a house belonging to Mohamed Ibrahim al-Jundi (25) and arrested him. 
  • At approximately 01:30, Israeli forces moved into Sa’ir village, east of Hebron. They raided and searched a house belonging to Jihad Ali Jaradat and arrested him. 
  • At approximately 02:00, Israeli forces moved into Beit Ummer village, north of Hebron. They raided and searched a house belonging to Mohamed Ali ‘Ayyad ‘Awad (30) and arrested him. 
  • At approximately 03:00, Israeli forces moved into al-Muthalath area in Beit Fajjar village, south of Bethlehem. They raided and searched a house belonging to Salim ‘Alian Thawabtah and arrested his son, Mahmoud (19).

  • Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

Demonstrations against the annexation wall and settlement activities

West Bank:

  • At approximately 13:50, on Friday, 01 July 2016, Palestinian civilians and Israeli and international human rights defenders organized a protest in the center of Kufor Qaddoum village, northeast of Qalqiliya, and then made their way to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When the protesters approached the entrance, Israeli forces fired live bullets, rubber-coated metal bullets, tear gas canisters and sound bombs at them. As a result, a 15-year-old male was hit with a live bullet to the abdomen, while another 18-year-old male was hit with a live bullet to the right leg. 
  • Following the Friday prayer, dozens of Palestinians and Israeli and international human rights defenders organised protests against the annexation wall and settlement activities in Bil’in and Nil’in villages, west of Ramallah, and al-Nabi Saleh village, northwest of city. Israeli forces used force to disperse the protesters by firing live bullets, metal bullets, tear gas canisters and sound bombs and chased the protesters into the olive fields and between houses. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up. It should be noted that similar demonstrations were organized in the abovementioned areas on 08 July 2016, and no casualties were reported. 
  • At approximately 13:30, on Friday, 08 July 2016, Palestinian civilians and Israeli and international human rights defenders organized a protest in the center of Kufor Qaddoum village, northeast of Qalqiliya, and then made their way to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. Gaza Strip:

  • At approximately 15:00, on 01 July 2016, dozens of Palestinian young men headed to the border fence between the Gaza Strip and Israel, east of al-Burij refugee camp, in the centre of the Gaza Strip. They threw stones at Israeli soldiers stationed behind sand barriers. Israeli soldiers fired tear-gas canisters and live bullets in response. As a result, Mohamed Nabil Ahmed Safi (24) was hit with a live bullet to the right hand and taken to al-Aqsa Hospital in Deir al-Balah, where his wounds were classified as moderate.

Note: PCHR keeps the names of the injured persons in the aforementioned demonstrations. 
Rubber-coated metal bullets are lethal if they hit the head of victim from a close range.

  1. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.
Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested
