ICC Collecting Information over ISIL War Crimes in Syria, Iraq

TEHRAN (FNA)- International Criminal Court (ICC) lawyers are gathering evidence on the ISIL extremist fighters from Jordan, Tunisia and European countries, ahead of a potential war crimes probe, ICC prosecutor Fatou Bensouda announced.
“It’s not an investigation, it’s not a prosecution, it’s just collecting information,” Bensouda told Sputnik Thursday evening, on the sidelines of an event at the Council on Foreign Relations, a New York-based think tank.
The chief prosecutor stressed that the information needs to be assessed carefully before any prosecutions can be launched.
“Already we had the policy of (prosecuting those) most responsible (for war crimes). So you would assume that we only have to look at the most responsible amongst the ranks of ISIL. But the recent strategic plan of looking at notorious and mid-level and then moving up gradually to the most responsible is possible,” Bensouda explained.
The ICC prosecutor’s office has received files from Lebanon, Tunisia and Jordan about militants who have joined the ISIL, a radical group, which has taken control over vast areas in Iraq and Syria.
The ISIL, which has been fighting the Syrian government since 2012, having also extended its attacks to Iraq, is well-financed and draws fighters from many regions, including Europe. A UN commission has accused it of war crimes and crimes against humanity for such brutal tactics as killing, enslavement, rape and sexual slavery.
The ICC has no jurisdiction in Iraq or Syria, but Jordan, Tunisia and European countries are members of the court and their nationals are subject to prosecution by the Netherlands-based tribunal under certain circumstances.
With headquarters in The Hague, the ICC is the world’s only independent permanent tribunal to try cases of genocide, war crimes and crimes against humanity.

Al-Wa’er: It won’t be long before the foreign rats start eating each other as winter tightens its grip around their throats. Communications between Nusra savages and their Turk handlers are becoming increasingly monotonous with desperate demands for food and ammunition. Yesterday, at the Al-Kharaab Dam and the Al-Kawaakibi Intersection which open up into secure areas of the city, the rats tried to evade justice. When they were caught, they skedaddled back into Al-Wa’er but were pursued by SAA and PDC who trapped them in a building and proceeded to detonate it with all 13 rodents inside. The building was empty since the owners had abandoned it to the plague of Nusra.

Ruhoom Village: When the ISIS cannibals were ejected from the area of Al-Shaa’er Mountain on or about November 6, 2014, they found this hamlet to nest in and infest. It is deep in the east of Homs Province about 110 kms from the city. It has become a very important ISIS C&C center. The SAAF attacked it yesterday with a vengeance. Reports are sketchy at this time as assessments are not being made on the scene. SAA has confirmed that scores of rats have been killed in the raids. We will supply details when available.
ISIS also took big hits are West Salaam and Al-Sultaaniyya.
Al-Shaa’er Mountain to the north: Remnant rodents remain to harry our troops in order to tie them down. It’s not working very well and few rats are still vertical. Two more were killed yesterday.
West Al-Zaaraa Village near Al-Rastan: SAA destroyed a tractor pulling a car filled with weapons and ammo. All was confiscated. The driver did not survive the fusillade of bullets with which he was regaled.
Musay’id: Another flop for Nusra trying to infiltrate back into Homs via the Lebanese border. This time, the evidence points to efforts by Sa’ad Hareeri’s Mustaqbal (Future) Movement to assist them in trying to get across. SAA and border guards killed 7 and wounded a few more. They scurried back to Lebanon.

CIA cites Israeli model to justify torture

This is no joke. The United States relied on Israeli precedents and Tel Aviv’s violation of human rights to justify the torture of detainees by its own intelligence agencies, as was revealed in a report issued by the US Senate Intelligence Committee. Israeli media outlets have published highlights of the report.
Revelations about the Central Intelligence Agency’s (CIA) use of torture are not over. A report issued by the US Senate Intelligence Committee reveals new information that was published yesterday by the Times of Israel website, stressing that torture is legitimate and legally based on the Israeli torture of detainees.
This is how Israel became an international legal authority that the CIA referred to in order to legitimize the torture it was practicing. According to the Times of Israel website, after the September 11, 2001 attacks, the CIA started looking at legal justifications for coercive interrogation techniques. Despite previous findings that these methods were ineffective because they could “result in false answers,” a memo issued by the CIA in November 2001 referred to the Israeli model, which justifies torture under the pretext that it is “necessary to prevent imminent… harm..., when there is no other available means to prevent harm.”
The CIA invoked the Israeli High Court ruling issued in 1999 allowing interrogators from Israel’s internal security service – the Israel Security Agency (ISA), aka Shin Bet or Shabak – to use certain techniques as long as they were a by-product of the interrogation and not a means in and of themselves.

More importantly, the court ruled that interrogators who exceed designated limits during interrogations, could avoid legal prosecution by invoking “necessity defense,” which is a common-law principle allowing one to break the law in urgent situations, such as an impending attack that might result in a large number of casualties.
The Israeli website pointed out that this ruling overturned the findings of the 1987 Landau Commission which recommended that Shin Bet interrogators be allowed to use “a moderate measure of physical pressure” under supervision and in certain cases where interrogators assume that the detainees have knowledge of impending attacks.
The Times of Israel added that in 2005, facing pressure from Congress over interrogation techniques, a CIA attorney working in the Director of National Intelligence office referred to the Israeli High Court ruling on the “necessity defense,” under the pretext that it is justified in the case of ticking-bomb scenarios.
The Israeli website indicated that two years later, an internal CIA memo argued that enhanced interrogation techniques are “authorized and justified by legislative authority,” based on rulings issued in Israel, according to the Senate report. It also revealed that the CIA looked to Israeli precedents to provide a legal and legislative cover in this regard. It argued that “‘several… techniques were possibly permissible, but require some form of legislative sanction’ and that the Israeli government ‘ultimately got limited legislative authority for a few specific techniques,'” stated the report.
In an attempt to mobilize more justifications, but from a security standpoint, the report indicated the CIA claimed that information extracted from detainees “provided a wealth of information about al-Qaeda plots,” including the mastermind behind the September 2001 attacks who divulged a “terrorist plot in Saudi Arabia against Israel.” The Israeli website, however, pointed out that Senate investigators accused the CIA of practicing torture beyond legal limits and of deceiving the nation with stories about interrogations that supposedly saved lives but that actually were not corroborated, not even by US intelligence records.
Former CIA officials and Senate Republicans challenged the findings of the report and accused Democrats of inaccuracies, sloppy analysis and cherry-picking evidence to arrive at a predetermined conclusion.

US SENATE PASSES BILL TO IMPOSE FURTHER SANCTIONS ON VENEZUELA, MADURO BLASTS “ECONOMIC BLOCKADE”
Yesterday the United States Senate passed the Venezuela Defense of Human Rights and Civil Society Act of 2014 by voice vote, a bill that will impose further sanctions on Venezuelan senior government officials if passed tomorrow by Congress.
The bill, sponsored by US senators Marco Rubio and Robert Menendez, targets Venezuelan authorities they accuse them of being linked to “significant acts of violence or serious human rights abuses against persons associated with the anti government protests in Venezuela that began on February 4, 2014.”
Though no updated draft has been released, the bill will reportedly deny visas to select Venezuelan authorities and freeze whatever assets and properties they possess in the United States.
No official list has been presented, but Florida Republican Rubio released 27 names in May of those he believed should be targeted for sanctions.
The law is based on accusations that the Venezuelan government used excessive use of force in response to the wave of violent anti-government protests in February, when some opposition supporters took to the streets, setting up roadblocks and vandalizing public buildings and transport, while calling for the removal of Venezuelan president Nicolas Maduro. The protests resulted in 43 dead and over 800 injured.
In a statement released by Menendez yesterday, the New Jersey Democrat lauded the Senate’s decision, saying, “We in the United States have an obligation to shine a bright spotlight on Venezuela’s abuses and must object to the severe human rights violations committed by the Maduro government and his paramilitary thugs…..Our fight to deliver hope and renewed opportunity to Venezuela has only begun.”
A previous version of the bill, which included sanctions on those accused of media censorship and companies that provided anti-riot equipment, was passed by Congress in May. However, it was blocked in the Senate by Louisiana Democrat Mary Landrieu, who upheld the argument made by Venezuela-owned oil corporation Citgo that the law would affect jobs at the massive Louisiana refinery.
Landrieu was replaced in office by Republican Bill Cassidy after losing the bid for reelection on Saturday.
The Obama administration had initially opposed the bill, but White House representative Antony Blinken signaled last month a change in the official stance.
Blinken claimed Washington had refrained from supporting the proposed sanctions in a diplomatic attempt to secure the release of jailed opposition leader Leopoldo Lopez, but that the strategy had failed. Now, he said decisively, “We would not oppose moving forward with additional sanctions.”
Congress will have to pass this Senate-approved version by the end of this week, or risk starting the legislative process over in January.
If endorsed, the bill may still be vetoed by president Obama, though Blinken’s latest statement makes this seem an unlikely possibility.

Venezuelan president Nicolas Maduro reiterated yesterday his belief that US organizations financed the wave of anti-government violence, and had planned violent action as early as January of this year in an unsuccessful attempt at preventing him from attending the Community of Latin American and Caribbean States (CELAC) Summit that month.
Documents released by the US state department under the Freedom of Information Act demonstrate sustained support from the US Embassy for Venezuelan student leaders such as Gaby Arellano and Freddy Guevara, as well as Leopoldo Lopez, all of whom played leading roles in the violence.
Cables released by Wikileaks also reveal the US financing of opposition parties and organizations through so called democracy-promoting institutions such as the National Endowment for Democracy (NED) and USAID.
The Venezuelan president previously referred to the threat of sanctions as “driven by an imperialistic vision of those who think they can rule and conquer us by force through blackmail and their economic power”.
President Maduro also blasted the “high risk” rating given to Venezuela by US financial institutions such as Standard & Poor’s in recent months, calling it a “financial blockade.” The rating indicated a high chance of the country’s default, effectively causing Venezuelan debt to incur the highest interest rates on the market.
“There is a financial blockade against Venezuela meant to impede our access to the financing we need to overcome the decrease in petroleum revenue,” the South American leader said yesterday, denouncing “psychological and political” manipulation of Venezuela’s position in the global market.

HAMAS: "WE SEEK TO ENHANCE HISTORIC RELATIONS WITH IRAN"
Mohammed Nasr, political bureau member of Hamas and head of its delegation on a Tehran visit, said that his Movement’s visit to Iran fell in line with its belief in the importance of mobilizing all Islamic potentials in support of the Palestine cause.
He told the PIC that Hamas was keen on enhancing its historic relations with Iran based on both parties’ conviction of the importance of maintaining contacts and exerting serious efforts to overcome the sensitive and delicate circumstances currently prevailing in the region.
Nasr said that Hamas delegates met with Iranian officials and discussed with them developments in occupied Jerusalem and dangers threatening the Aqsa Mosque.
The discussions also tackled repercussions of the Israeli aggression on Gaza last summer along with the closure of Gaza crossings and obstruction of the reconstruction process, he said, adding that the oppressive siege on Gaza was also discussed during those meetings.
The Hamas delegation arrived in Tehran on Monday on a two-day official visit.

LIBYAN RODENT BLOWS SELF UP IN OLD TANK AT DAYR EL-ZOR AIRBASE; SYRIAN SOLDIERS LAUGH AT LIBYAN DEGENERATE

At approximately 12:00 a.m. on Thursday/Friday a lone rodent from Libya strapped himself into the driver’s seat of a restored T-55 battle tank and drove into comic history. This would be the 8th time ISIS sacrificed one of its prized rodents in an effort to breach the perimeter of the Dayr El-Zor Airbase. This time, they really meant it. No Mercedes trucks. No Scandia trucks. And no Tonka Toys. This is the real thing.
Unfortunately for all the plans of mice and rats, the Syrian Army infantrymen guarding the base were not impressed. Every single square meter around the base has someone with a Kornet, RPG or Milan anti-tank launcher and rockets. The SAA does not use T-55s at this base so it was easy to figure out what the illustrious “Abu Faarooq Al-Leebi” was up to. No orders were required as the tank came up from Jafraa Village to open the imaginary gap in the defenses of the airbase.
As he approached with his antique tank, he was stopped cold by a perfectly aimed Kornet rocket which set the tank ablaze. Evidently, the Libyan rat wanted to insure his passage into the infernal domains of Mephistopheles and detonated his “martyr’s petard” turning himself into so much vermicelli paste.
Libyan rodent, Abu Faarooq Al-Leebi, praying before his monumental flop in Jafraa when he blew himself up in an old and refurbished T-55 tank splattering his innards in a most inconvenient fashion. Syrian soldiers could be heard guffawing all over the airbase.
When ISIS rats reported the failure, they could be heard on their walky-talkies plaintively sighing that “Abu Faarooq has martyred himself”. Boo hoo hoo. Syrian soldiers could also be heard laughing at the lowly Abu Faarooq.
In other news, SAA artillery shellacked rats on Huwayjat Al-Sakr killing a reported 11 rodents.
