France Press via Qatar to Syrian file delivery to the UN Security Council

France Press via Qatar for delivery the Syrian file to the UN Security Council before the end of March when Iraq took over the chairmanship of the Arab League and Egypt want to extend the period of Arab observers
Things indicate we continue in our mission and nothing points that we are leaving the Syrian territory, thus said some Arab observers over phone when we contacted with them this week, the observers said, unless unexpected thing happen suddenly things are moving towards renovation of our mission for another month. But they refused to give any thing because they are committed to an oath given at the beginning of their mission in Syria.
This talk coincides with the Arab League Council meeting to discuss the report of the observer mission to Syria and with an Egyptian decision not to go with Qatar pushing to internationalize the crisis, and with a harsh attack by French Foreign Minister (Alain Juppe) on observer mission urging the Arab League to stop the work of the mission and trasfering the Syrian file conversion to the UN Security Council
The French attack which expresses disregard and contempt for the League of Arab States and interference in Arab league affairs, by all data avialable here in Paris reflected the dilemma in which French diplomacy put itself in by adopting a high ceiling and attitudes toward Syria since the beginning of the crisis, hit the Ministry of Foreign Affairs and the Minister who was widely criticized within the diplomatic community and the French political elite following-up the Arab world issues.
Where is the French impasse?
Syria is not Libya, Paris has taken in the face of Damascus an alliance with Ankara and with the Gulf States and the European Union to adopt a dozen resolutions brought sanctions against Syria and elements of the government, and France tried on daily basis the United Nations to persuade Russia and China to change its opposition to any Security Council resolution condemning Syria as the French Foreign Ministry spokesman (Bernard Valero) announced explicitly and expressing his frustration with the situation.
Philip Druze, Vansein, the Arab world affairs expert in the Faculty of political science says that the international community, despite the leaks about Israel launching a military campaign against Iran, will remain in the logic of negotiations more than in the logic of confrontation, in Syria and Iran, in realty the war prospects are weak and this includes full-scale war, the French researcher says.
Here comes a presidential elections in both France and the United States to play a crucial role in calming political Washington where Washington adopt calm politics at the international level with the approaching us elections amid the current economic crisis affecting the West, where the great interest of Obama administration is avoiding entering into any armed conflict, its logical to say the United States would not take political decisions and military mission six months before the elections, plus France shall enter into in a coma in next February, the actual beginning of the presidential campaign.
This French, Turkish and Gulf weakness with the high tone statement seeks to anticipate March the date for the end of 
the Qatar chairmanship of the League Council. After the Arab Summit which will be held in Baghdad mid-March and this will change the course of the wind in the League in favor of Syria and foil the game of Qatar and the Gulf States and the West to adopt the Libyan way to change the regime in Syria.
The Issue associated with time as (Philip Har), the researcher at the Institute for international and strategic relations (IRIS) says , adding that France, knowing its limited military capabilities, is trying to persuade Russia and China who have agreed to prevent the Security Council from taking any action against Syria
So the real issue and question is time. If we add to the time factor another factor for, the power balance on the ground we can see the depth of the Turkish - French impasse.
Juppe's high tone remarks, and Qatar threatening five Arab countries including Algeria to change its regimes if it do not cooperate with him in their fight to topple Assad are no longer valid at a time when the world sees Syrian territorial waters teeming with Russian warships while the only French aircraft carrier is stuck in Toulon for one year maintenance
