السيناريوات المتوقعة للتواجد الإماراتي في اليمن

عندما نتحدّث عن الاستراتيجية الإماراتية حالياً في اليمن لا يمكن أن نفصلها عن استراتيجية روسيا في الكثير من مفاصلها، خصوصاً تلك التي تتعلق بصراع النفوذ مع السعودية أو في موضوع المنافذ البحرية التي يتحكم اليمن بها عبر شواطئه الطويلة.

لكن على عكس روسيا تعتبر الإمارات الحرب في اليمن مصيرية لوجودها ككيان ودولة بعد مغامرتها اليمنية واحتلالها لجزر ومدن في اليمن.

في العام 2019 حاولت الإمارات تخفيف وطأة أعمالها عبر الإعلان عن انسحاب قواتها من اليمن لكن على أرض الواقع ما زالت تلك القوات متواجدة.

هامش المناورة الإماراتي في اليمن أضيق من الهامش السعودي لذلك لجأت الإمارات الى تعزيز علاقاتها مع إيران التي شهدنا آخرها مشروع الممر الاستراتيجي للتجارة الإماراتية عبر الأراضي الإيرانية الى تركيا وأوروبا.

أيضاً عززت الإمارات العلاقة مع روسيا وطبعت مع سورية لإرضاء الروسي والإيراني.

عرضت الإمارات على روسيا إقامة قاعدة عسكرية في سقطرى او في عدن لكن الروس رفضوا.

في الواقع روسيا تريد قاعدة على باب المندب لكن تريدها من حكومة يمنية مستقرة ومتمكنة.

في تلك الفترة كانت إيران تعيد العلاقة بين أنصار الله وموسكو بعد سنتين قطيعة بسبب قتل علي صالح.

كانت روسيا الوسيط بين صالح والأنصار حيث استقبلت السفارة الروسية اجتماعات التنسيق بين الطرفين، وعند مقتل صالح غضبت موسكو وقطعت علاقاتها مع أنصار الله حتى العالم 2019 عندما نجحت إيران بإعادة حبل التواصل بين الطرفين.

 تزامناً مع العرض الإماراتي كانت موسكو أنجزت اتفاقاً سرياً مع عمر البشير لإنشاء قاعدة عسكرية روسية في بور سودان على البحر الأحمر.

أسقطت أميركا عمر البشير بسبب هذا الاتفاق السري

 وساهمت الإمارات بسقوطه حتى لا يفقدها التأثير على موسكو

في الواقع الاستراتيجية الإماراتية وسيناريوات هذه الاستراتيجية تقوم على أمرين:

1 –  استرضاء إيران.

2 – استرضاء روسيا.

يظهر هذا في التقارب الإماراتي مع سورية القاسم المشترك الكبير بين موسكو وطهران.

 كما ظهرت في الآونة الأخيرة استراتيجية تلبية مطالب أنصار الله الحوثيين كما شهدنا في انسحابات الساحل الغربي.

لا يمكن تصوّر هذا الانسحاب إلا ضمن سياسة استرضاء الحوثيين كون الساحل الغربي يشكل العمود الأساس لكلّ استراتيجية أبو ظبي على موانئ البحر الأحمر

ما حصل استسلام بكلّ المقاييس…

 قبل يومين أعلنت قوات طارق صالح ذات الولاء الإماراتي المنسحبة الى شبوة أنها لن تشارك في معارك مأرب.

لا يمكن فصل هذا الإعلان عن استراتيجية تلبية مطالب صنعاء.

سوف نشهد في الفترة المقبلة تلبية مطالب وتراجعات في جبهات متعددة.

ليس لدى الإمارات خيار إلا التراجع…

The Yemeni September 21st Revolution: Historical background, and Why the Revolution Matters

Yemenis were punished for claiming their right to self-determination, punished for demanding to live in a free, prosperous, and democratic nation.

On July 30th, 2014, the Yemeni government at the time introduced several austerity measures as a prerequisite for obtaining a loan from IMF. One of these measures was to increase the fuel prices, a service that has been historically subsidized for many years.  Having witnessed the collapse of Ali Abdullah Saleh’s government in 2012 and an uneasy National Dialogue while state affairs were effectively put to a standstill, the Yemeni people poured into the streets in defiance. Not solely in defiance against an increase in fuel prices, which would severely impact the quality of life in the already poverty-stricken country, but in defiance against malign foreign interference which has, yet again, made life difficult for the ordinary Yemeni citizen.

Spearheaded by the Ansarallah movement, the Yemeni people reignited the spirit of revolution in every corner of the Yemeni Republic. They had suffered under a regime of guardianship to Saudi Arabia, the United States, and its state-run NGOs & think tanks for many decades. This time was different. There was no reluctance amongst protesters and citizens alike, and the end goals were unified. Ansarallah’s leader, Sayyed Abdul Malek Baddreddin Alhouthi, made plea after plea on television to the government of Abdrabbuh Mansour Hadi: “Either you withdraw your austerity measures, or the people will be forced to take matters in their own hands”.

And so, they did. On September 21st, 2014, the Ansarallah and “People’s Committees” stormed the capital in Toyota technicals and armed with Kalashnikov rifles, and effectively seized control of the country. The ensuing night sky lit up with fireworks and cries of joy. The takeover of the capital remained largely peaceful, with only sporadic clashes in the preceding offensive. It marked the first time an armed revolution had seen tangible results in the country since South Yemen gained its independence from the United Kingdom on November 30th, 1967.

What then happened has so far remained largely ignored in the corporate western press. Soldiers of the Yemeni Army joined hands with the Ansarallah and were tasked to guard state institutions and other public buildings. The Ansarallah and a number of political parties organized their own national dialogues in order to find an agreeable lasting solution to Yemen’s many dire problems.

Banners were raised on all major streets with the inscription “Iradat Ash-Shaab” – “The will of the people”. Streets were renamed after Yemen’s long list of anti-imperialist icons, nationalist and socialist alike. A course was set to free the country from the scourge of foreign guardianship and to reinstate true independence with respect to the people’s right to self-determination. The Peace and National Partnership Agreement, proposed by the UN and signed by all parties, constituted the new legal framework on which Yemen was to base its newfound trajectory. Everything was looking positive. Former UN envoy to Yemen Jamal Benomar once proclaimed that the many Yemeni political parties were close to a power-sharing deal that would effectively see the reintroduction of a bipartisan democratic system with its first free election in years.

Yemen’s president Hadi had resigned from his position as president to the Yemeni House of Representatives in January of 2015, and in February that same year, the Ansarallah went forth with a constitutional declaration that would see the revolutionary leadership “vanguardized” and the system reformed under classic socialist and anti-imperialist lines. The government was absolved, and the Revolutionary Committee was to take charge of all state affairs on an interim and transitional basis. The people were now in direct control of all state affairs, circumventing the kleptocratic bureaucracy built by Saleh and preceded by Hadi.

Escaping house arrest, Yemen’s resigned president Hadi then fled to Aden on the 21st of February, where he proclaimed to remain the president and called upon Saudi Arabia to form an international coalition that would see him reinstated. And on March 26th, 2015, the war of aggression against Yemen began officially, as announced by the Saudi Embassy in Washington DC.

Yemen has been bombed for six years straight ever since, despite international outcry and condemnation. A war that has left hundreds of thousands of innocent civilians dead and even more wounded. A war that also brought about a Saudi-enforced blockade on Yemen, effectively manufacturing famine across the country. More than 20 million Yemenis live in famine-like conditions, as vital imports are restricted and barred from entry by the Saudi-American Coalition. And all the war has done, so far, was to prove Yemen’s Ansarallah and its allies right in its assessments. That Yemen is being punished militarily for daring to break free from foreign guardianship. Yemenis were punished for claiming their right to self-determination, punished for demanding to live in a free, prosperous, and democratic nation.

The war has also failed to crush the Yemeni people’s revolutionary spirit. In around August and September 2015, the Yemeni Armed Forces stated their total support for the Revolution and began mobilizing soldiers to Yemen’s border regions in defense of their country. It would mark the starting point of the Yemeni armed struggle in defiance against imperialist aggression. It was a struggle that the Yemeni people have been waging, as the international community continued to deny their rights and their plight; a struggle that has gone unnoticed in many circles across the western world, and unfortunately amongst likewise anti-imperialists as well; a struggle condemned by the international community on baseless grounds, influenced by the lobbyist apparatus of the Saudi regime.

Yemen has suffered under the guardianship of Saudi Arabia for more than 4 decades. History shows that anyone who opposes this system of tutelage has been dealt with in the most horrifying manner possible. Presidents, intellectuals, opposition leaders, and academics have been assassinated by the Saudi regime for daring to reclaim their right as independent people.

September 21st Revolution remains the beacon and the guiding light to which the Yemeni people have waged their People’s Struggle. A correctional revolution meant to straighten out the path first laid by previous revolutions. September 21st is important because it marks a turning point of Yemeni contemporary history, in defiance against America and its imperialist aspirations. The revolution emphasized the importance of self-reliance over reliance on foreign countries. It is a worker’s revolution that unified an otherwise fragmented people.

US Made Years-long Efforts to End Boycott of ‘Israeli’ Goods in Yemen

The Ministry of Information presented on Sunday a number of official documents that reveal early American efforts to end the boycott of ‘Israeli’ goods in Yemen.

The documents presented by the Ministry of Information revealed the US embassy’s request from the Saleh regime to end the economic boycott of ‘Israeli’ products and not to participate in anti-US-‘Israeli’ activities. They also revealed US-‘Israeli’ annoyance at boycotting their goods in Yemen, while confirming that the majority of American companies have a relationship with the Zionist entity.

A document issued by the Ministry of Foreign Affairs dated May 9, 1993 showed that the US State Department carried out a campaign of pressure on the authority to open the country to the goods of the Zionist enemy and the companies associated with it.

The Foreign Ministry’s document showed that the Assistant Undersecretary of the US State Department at the time, called for a “reconsideration of the boycott policy imposed on American companies that have a relationship with ‘Israel’, since most of the important American companies have a strong relationship with ‘Israel’. The companies complain about the conditions imposed by the boycott, which calls for proving the absence of a relationship with ‘Israel’, adding that this is contrary to US laws and deprives Yemen of benefiting from the investments of these companies.”

The brief meeting between Foreign Minister Abu Bakr al-Qirbi and the American ambassador in Sanaa, Thomas Krajeski, on Wednesday, June 1, 2005, showed that the US employed Saleh’s authority for lifting the Arab boycott system against the Zionist entity.

The document stated that the American ambassador conveyed a direct American directive to the authority to take a clear position on the Arab boycott conference, which takes place in the same month in the capital, Damascus. The document stated: “The ambassador made it clear that the US sees the futility of the boycott and the need to lift it, not only boycott of the second and third degree but rather the boycott of the first degree for companies that do business with [‘Israel’].”

The US ambassador said: “There is an increasing number of Arab countries that are working to violate the trade boycott system with [‘Israel’].”

The same document did not show at that time opposing the American pressures. The then foreign minister said that “the boycott system is fragile and there is no real boycott, as many Arab countries have opened commercial offices for ‘Israel’ on their lands,” as stated by al-Qirbi.

The documents include a memorandum classified under “Urgent” issued by the US Embassy in Sanaa on the 4th of November 2007 and addressed to the Ministry of Foreign Affairs. It stated a number of US directives to the former regime, chief among them: “Not to support or send representatives to the biannual boycott meeting held by the Arab League in the office of the Arab League in the Central District of Damascus.

The embassy memo stated: “The Arab boycott meeting not only represents an obstacle to peace in the Middle East, but also constitutes a barrier to participation in the global economy, attracting foreign investment, expanding trade, and improving relations with the United States and the international community. Yemen’s accession to the World Trade Organization requires that the government of the Republic of Yemen has to abandon its initial boycott of ‘Israeli’ goods and services.”

The same document also reveals that the US administration was implementing a wide campaign of pressure targeting the Arab countries whose people adhere to the boycott. “The time has come for the Arab League to take a decision to close the central district office in Damascus.”

The Ministry of Information, publishing these documents to the public opinion as evidence of the American guardianship imposed on Yemen prior to the September 21 revolution, called on the masses of the Yemeni people to commit to the weapon of economic boycott, which has a high effect on the US-Saudi enemies of the nation, and to continue supporting the Palestinian people and confronting aggression against our country until victory.

Nasrallah: CIA Director demanded release of top al-Qaeda leader in Yemen

[…] Those (Hezbollah fighters) war-wounded who fought and made sacrifices, as well as the wounded people who bore the burden of these struggles —I am talking about the many wounded civilians affected by Israeli aggressions and abuses by collaborators during the occupation (of Lebanon), whether they are war-wounded among combatants or civilians due to the consequences of the battle against Takfiri (terrorist) groups, those who were injured by the car bombs that were sent to our towns and villages in previous years, or even during the Israeli occupation, because (the Zionists) also used car bombs against our towns and villages to kill our cadres and our fighters…

Anyway, day after day, these war-wounded become more lucid, as is the case of the families of martyrs, and of all the resistance fighters, mujahideen and supporters of this path (of Resistance): their awareness, understanding and faith are constantly increasing thanks to (new) facts and (new) data, confirming and convincing them that the struggle in which they entered, fought and were injured, that the place where they were injured, paying the price for their stance (in favor of Resistance), was rightful and appropriate. Regarding the fight against Israel, the legitimacy of this fight is clear, and concerning (the fight against) the terrorist takfiri groups, I will limit myself to pointing out only one thing before evoking the internal situation (in Lebanon): day after day, as we now commemorate the tenth anniversary of the outbreak of the universal war against Syria, the role and true identity of these armed Takfiri terrorist groups appear day after day with ever greater clarity, as well as the role and identity of those who use them, direct them, protect them, support them and push them to act (in such and such a direction).

In addition to the confessions and previously revealed documents that prove all of this, new evidence is emerging day by day, and I hope that despite the attention of the Lebanese being monopolized by (the acute economic crisis of the) dollar and its parity with the Lebanese pound (which has reached its lowest threshold in history), the Lebanese people and peoples of the region will take into consideration what was published yesterday in the media by our brothers in Yemen, in Sana’a.

Living evidence, a sound recording, shows that the Director of the CIA himself (George Tenet), expressed concern for the fate of a well-known al-Qaeda leader (Anwar Al-Awlaki), who was detained in Sana’a during the time of the former President of Yemen (Saleh), to the point of contacting the latter directly to ask him to release this top leader of the Al-Qaeda organization. And this while it is a terrorist group, and that you (Americans) have torn apart the whole Middle East from (the invasion of) Afghanistan (in 2001) to (the invasion of) Iraq (in 2003) and the whole world on the pretext of fighting Al-Qaeda. But that does not prevent Tenet from demanding the release of this terrorist leader, demanding that he be handed over (to US forces). Of course, (Anwar Al-Awlaki) was released, and for a while he carried out a lot of (terrorist) operations. Then when they no longer needed him they killed him. All of this is clearly said in an explicit sound recording.

This rare audio (with English subtitles) recording gives us an eloquent glimpse into how the CIA operates behind the scenes, even with heads of States who have no choice but to oblige to any kind of request. The fact that this sensational revelation has been completely ignored by the Western media is indicative of the invincible omerta imposed on the so-called “War on Terror”, which is only an instrumentalisation of terrorism to justify the perpetual military occupation of the Middle East. That the al-Qaeda attack referred to in this phone call, a suicide bombing attack on the USS Cole on October 12, 2000, killed 17 US Marines and injured 39 others, shows the extent of US cynicism. Other new documents were (recently) released indicating that the US secret services recruited prisoners who were being held in US prisons in Iraq, in order to create what has been called the Islamic State in Iraq, then the Islamic State in Iraq and the Levant (ISIS) and finally the Islamic State Organization. The role of the US secret services in recruiting, (training) and releasing leaders from what would become ISIS (has been proved in new documents), as well as their role in the creation of the Front al-Nosra, resulting from a split with ISIS. And until now, the role of the American secret services in the release of ISIS members who were prisoners of the Qasad militia (Syrian Democratic Forces, Kurdish separatists and pro-Americans) east of the Euphrates, and sending them to Iraq to revive ISIS there, while others were brought to the US base in al-Tanf in Syria, near the Jordanian border, to push them towards the Badia (a vast semi-desert region in central Syria) and to perpetrate the (terrorist) actions that we see almost daily in this region.

Therefore, they are by no means Islamic / Islamist groups, nor groups that aspire to justice, welfare, (political) participation, democracy or elections. We are facing armed Takfiri terrorist groups that are created, trained, armed, supported, directed and financed by the American secret services, which organize and facilitate their travel, and advise and guide them in their various actions aimed at destroying armies, destroying peoples, destroying societies, and enabling US hegemony in the region, so that Israel would be the refuge, the hope, the pearl, the jewel of the Middle East (while all other countries would be ablaze). This is the old and new project of successive American administrations.

I only wanted to recall this and say that these war-wounded (Hezbollah fighters and supporters), who are in very large numbers, and who took part in this battle (against ISIS, Al-Nosra, etc.), contributed to defend Syria, of course, but also to defend Lebanon, the Resistance, Palestine and the future of this region and this Umma (Muslim community), especially since these documents speak clearly of the purpose of the creation of these (terrorist) groups during these last decades. And these goals are still relevant today.

Anyway, on this day of yours, O my dearest war-wounded, O my brothers and sisters, I address you and your noble families, especially the mothers and wives of the wounded. To all these noble families, I address my congratulations on this day, on this occasion and on this commemoration of the birth (of Abu Fadhl al-Abbas, half-brother of Imam Hussein). […]
