China has learned from its own rich history and is applying those lessons to re-emerge as a major 21st century power

It’s idle to discuss with simpletons. In the interest of an informed debate, what matters is to find the deeper roots of Beijing’s strategy – what the Chinese learned from their own rich history and how they are applying these lessons as a re-emerging major power in the young 21st century.
Let’s start with how East and West used to position themselves at the center of the world.
The first Chinese historic-geographic encyclopedia, the 2nd century B.C. Classic of the Mountains and the Seas, tells us the world was what was under the sun (tienhia). Composed of “mountains and seas” (shanhai), the world was laid out between “four seas” (shihai). There’s only one thing that does not change: the center. And its name is “Middle Kingdom” (Zhongguo), that is, China.
Of course, the Europeans, in the 16th century, discovering that the earth was round, turned Chinese centrality upside down. But actually not that much (see, for instance, this 21st century Sinocentric map published in 2013).
The principle of a huge continent surrounded by seas, the “exterior ocean,” seems to have derived from Buddhist cosmology, in which the world is described as a “four-petal lotus.” But the Sinocentric spirit was powerful enough to discard and prevail over every cosmogony that might have contradicted it, such as the Buddhist, which placed India at the center.
Now compare Ancient Greece. Its center, based on reconstituted maps by Hippocrates and Herodotus, is a composite in the Aegean Sea, featuring the Delphi-Delos-Ionia triad. The major split between East and West goes back to the Roman empire in the 3rd century. And it starts with Diocletian, who made it all about geopolitics.
Here’s the sequence: In 293, he installs a tetrarchy, with two Augustuses and two Caesars, and four prefectures. Maximian Augustus is charged to defend the West (Occidens), with the “prefecture of Italy” having Milan as capital. Diocletian charges himself to defend the East (Oriens), with the “prefecture of Orient” having Nicomedia as capital.
Political religion is added to this new politico-military complex. Diocletian starts the Christian dioceses (dioikesis, in Greek, after his name), twelve in total. There is already a diocese of the Orient – basically the Levant and northern Egypt.
There’s no diocese of the Occident. But there is a diocese of Asia: basically the Western part of Mediterranean Turkey nowadays, heir to the ancient Roman provinces in Asia. That’s quite interesting: the Orient is placed east of Asia.
The historical center, Rome, is just a symbol. There’s no more center; in fact, the center is slouching towards the Orient. Nicomedia, Diocletian’s capital, is quickly replaced by neighbor Byzantium under Constantine and rechristened as Constantinople: he wants to turn it into “the new Rome.”
When the Western Roman empire falls in 476, the empire of the Orient remains.
Officially, it will become the Byzantine empire only in the year 732, while the Holy Roman Empire – which, as we know, was neither holy, nor Roman, nor an empire – resurrects with Charlemagne in 800. From Charlemagne onwards, the Occident regards itself as “Europe,” and vice-versa: the historical center and the engine of this vast geographical space, which will eventually reach and incorporate the Americas.
Superstar admiral
We’re still immersed in a – literally – oceanic debate among historians about the myriad reasons and the context that led everyone and his neighbor to frenetically take to the seas starting in the late 15th century – from Columbus and Vasco da Gama to Magellan.
But the West usually forgets about the true pioneer: iconic Admiral Zheng He, original name Ma He, a eunuch and Muslim Hui from Yunnan province.
His father and grandfather had been pilgrims to Mecca. Zheng He grew up speaking Mandarin and Arabic and learning a lot about geography. When he was 13, he was placed in the house of a Ming prince, Zhu Di, member of the new dynasty that came to power in 1387.
Educated as a diplomat and warrior, Zheng He converted to Buddhism under his new name, although he always remained faithful to Islam. After all, as I saw for myself when I visited Hui communities in 1997 when branching out from the Silk Road, on my way to Labrang monastery in Xiahe, Hui Islam is a fascinating syncretism incorporating Buddhism, the Tao and Confucianism.
Zhu Di brought down the Emperor in 1402 and took the name Yong Le. A year later he had already commissioned Zheng He as admiral, and ordered him to supervise the construction of a large fleet to explore the seas around China. Or, to be more precise, the “Occidental ocean” (Xiyang): that is, the Indian Ocean.
Thus from 1405 to 1433, roughly three decades, Zheng He led seven expeditions across the seas all the way to Arabia and Eastern Africa, leaving from Nanjing in the Yangtze and benefiting from monsoon winds. They hit Champa, Borneo, Java, Malacca, Sumatra, Ceylon, Calicut, Hormuz, Aden, Jeddah/Mecca, Mogadiscio and the Eastern African coast south of the Equator.
Those were real armadas, sometimes with over 200 ships, including the 72 main ones, carrying as many as 30,000 men and vast amounts of precious merchandise for trade: silk, porcelain, silver, cotton, leather products, iron utensils. The leading vessel of the first expedition, with Zheng He as captain, was 140 meters long, 50 meters wide and carrying over 500 men.
This was the original Maritime Silk Road, now revived in the 21st century. And it was coupled with another extension of the overland Silk Road: after all the dreaded Mongols were in retreat, there were new allies all the way to Transoxiana, the Chinese managed to strike a peace deal with the successor of Tamerlane. So the Silk Roads were booming again. The Ming court sent diplomats all over Asia – Tibet, Nepal, Bengal, even Japan.
The main objective of pioneering Chinese seafaring has always puzzled Western historians. Essentially, it was a diplomatic, commercial and military mix. It was important to have Chinese suzerainty recognized – and materialized via the payment of a tribute. But most of all this was about trade; no wonder the ships had special cabins for merchants.
The armada was designated as the Treasury Fleet – but denoting more a prestige operation than a vehicle for capturing riches. Yong Le was strong on soft power and economics – as he took control of overseas trade by imposing an imperial monopoly over all transactions. So in the end this was a clever, comprehensive application of the Chinese tributary system – in the commercial, diplomatic and cultural spheres.
Yong Le was in fact following the instructions of his predecessor Hongwu, the founder of the Ming (“Lights”) dynasty. Legend rules that Hongwu ordered that one billion trees should be planted in the Nanjing region to supply the building of a navy.
Then there was the transfer of the capital from Nanjing to Beijing in 1421, and the construction of the Forbidden City. That cost a lot of money. As much as the naval expeditions were expensive, their profits, of course, were useful.
Yong Le wanted to establish Chinese – and pan-Asian – stability via a true Pax Sinica. That was not imposed by force but rather by diplomacy, coupled with a subtle demonstration of power. The Armada was the aircraft carrier of the time, with cannons on sight – but rarely used – and practicing “freedom of navigation”.
What the emperor wanted was allied local rulers, and for that he used intrigue and commerce rather than shock and awe via battles and massacres. For instance, Zheng He proclaimed Chinese suzerainty over Sumatra, Cochin and Ceylon. He privileged equitable commerce. So this was never a colonization process.
On the contrary: before each expedition, as its planning proceeded, emissaries from countries to be visited were invited to the Ming court and treated, well, royally.
Plundering Europeans
Now compare that with the European colonization led a decade later by the Portuguese across these same lands and these same seas. Between (a little) carrot and (a lot of) stick, the Europeans drove commerce mostly via massacres and forced conversions. Trading posts were soon turned into forts and military installations, something that Zheng He’s expeditions never attempted.
In fact Zheng He left so many good memories that he was divinized under his Chinese name, San Bao, which means “Three Treasures,” in such places in Southeast Asia as Malacca and Siam’s Ayutthaya.
What can only be described as Judeo-Christian sadomasochism focused on imposing suffering as virtue, the only path to reach Paradise. Zheng He would never have considered that his sailors – and the populations he made contact with – had to pay this price.
So why did it all end, and so suddenly? Essentially Yong Le run out of money because of his grandiose imperial adventures. The Grand Canal – linking the Yellow River and the Yangtze basins – cost a fortune. Same for building the Forbidden City. The revenue from the expeditions was not enough.
And just as the Forbidden City was inaugurated, it caught fire in May 1421. Bad omen. According to tradition, this means disharmony between Heaven and the sovereign, a development outside of the astral norm. Confucians used it to blame the eunuch councilors, very close to the merchants and the cosmopolitan elites around the emperor. On top of it, the southern borders were restless and the Mongol threat never really went away.
The new Ming emperor, Zhu Gaozhi, laid down the law: “China’s territory produces all goods in abundance; so why should we buy abroad trinkets without any interest?”
His successor Zhu Zanji was even more radical. Up to 1452, a series of imperial edicts prohibited foreign trade and overseas travel. Every infraction was considered piracy punished by death. Worse, studying foreign languages was banished, as was the teaching of Chinese to foreigners.
Zheng He died (in early 1433? 1435?) in true character, in the middle of the sea, north of Java, as he was returning from the seventh, and last, expedition. The documents and the charts used for the expeditions were destroyed, as well as the ships.
So the Ming ditched naval power and re-embraced old agrarian Confucianism, which privileges agriculture over trade, the earth over the seas, and the center over foreign lands.
No more naval retreat
The takeaway is that the formidable naval tributary system put in place by Yong Le and Zheng He was a victim of excess – too much state spending, peasant turbulence – as well as its own success.
In less than a century, from the Zheng He expeditions to the Ming retreat, this turned out to be a massive game changer in history and geopolitics, prefiguring what would happen immediately afterwards in the long 16th century: the era when Europe started and eventually managed to rule the world.
One image is stark. While Zheng He’s lieutenants were sailing the eastern coast of Africa all the way to the south, in 1433, the Portuguese expeditions were just starting their adventures in the Atlantic, also sailing south, little by little, along the Western coast of Africa. The mythical Cape Bojador was conquered in 1434.
After the seven Ming expeditions crisscrossed Southeast Asia and the Indian Ocean from 1403 for nearly three decades, only half a century later Bartolomeu Dias would conquer the Cape of Good Hope, in 1488, and Vasco da Gama would arrive in Goa in 1498.
Imagine a historical “what if?”: the Chinese and the Portuguese bumping into each other in Swahili land. After all, in 1417 it was the turn of Hong Bao, the Muslim eunuch who was Zheng He’s lieutenant; and in 1498 it was Vasco da Gama’s turn, guided by the “Lion of the Sea” Ibn Majid, his legendary Arab master navigator.
The Ming were not obsessed with gold and spices. For them, trade should be based on equitable exchange, under the framework of the tribute. As Joseph Needham conclusively proved in works such as Science and Civilization in China, the Europeans wanted Asian products way more than Orientals wanted European products, “and the only way to pay for them was gold.”
For the Portuguese, the “discovered” lands were all potential colonization territory. And for that the few colonizers needed slaves. For the Chinese, slavery amounted to domestic chores at best. For the Europeans, it was all about the massive exploitation of a workforce in the fields and in mines, especially concerning black populations in Africa.
In Asia, in contrast to Chinese diplomacy, the Europeans went for massacre. Via torture and mutilations, Vasco da Gama and other Portuguese colonizers deployed a real war of terror against civilian populations.
This absolutely major structural difference is at the root of the world- system and the geo-historical organization of our world, as analyzed by crack geographers such as Christian Grataloup and Paul Pelletier. Asian nations did not have to manage – or to suffer – the painful repercussions of slavery.
So in the space of only a few decades the Chinese abdicated from closer relations with Southeast Asia, India and Eastern Africa. The Ming fleet was destroyed. China abandoned overseas trade and retreated unto itself to focus on agriculture.
Once again: the direct connection between the Chinese naval retreat and the European colonial expansion is capable of explaining the development process of the two “worlds” – the West and the Chinese center – since the 15th century.
At the end of the 15th century, there were no Chinese architects left capable of building large ships. Development of weaponry also had been abandoned. In just a few decades, crucially, the Sinified world lost its vast technological advance over the West. It got weaker. And later it would pay a huge price, symbolized in the Chinese unconsciousness by the “century of humiliation.”
All of the above explains quite a few things. How Xi Jinping and the current leadership did their homework. Why China won’t pull a Ming remix and retreat again. Why and how the overland Silk Road and the Maritime Silk Road are being revived. How there won’t be any more humiliations. And most of all, why the West – especially the American empire – absolutely refuses to admit the new course of history.

صحيح هناك عوالم ثلاثة، عالم لم تكفه الأرض فاحتل الفضاء وادعى ملكيته، وعالم يسعى لابتلاع ما ومن في الأرض، وعالم يعيش تحت الأرض. العالم الأول اعتقدَ أن التكنولوجيا والقوة الاقتصادية كفيلتان بجعله الحاكم الأبدي للأرض، يطوع ويروع شعوبها كما يشاء، إذا صفعها على خد صعرت خدها الآخر صاغرة، عالمٌ يعيش على الحروب، ويستثمر في ماضيه الاستعماري، ويبني فلسفته على الخوف والتخويف وهو الغرب بقيادة أمريكا، والعالم الثاني، آخر همه أن يدخل حربا أو ينفخ في رمادها، يفتتح في كل ساعة مصنعا، ويطرق أبواب كل البلدان عارضا منتجاته، يبيع الإبرة والقطارات السريعة.. يدرك أنّ تأمين قوت مليار ونصف من الأفواه لا يتحقق إلا بشعار “اعمل أو مت”.. عالمٌ تتراجع فيه الإيديولوجيا ويكبر فيه الاقتصاد، تقوده الصين وأخواتها، وعالمٌ ثالث، يتلمس طريقه في أرض ملغمة، لم يعثر على وصفة للخروج من بناء الطابق الأرضي للدولة، وهو لا يعرف طريقه إلى التطور والتنمية، فيلقي أحيانا اللائمة على الاستعمار، وأحيانا على الإمبريالية والعولمة المتوحشة، يراوح في مكانه، يتقدم خطوة ويتراجع خطوتين، غارقًا في أزماته المتعددة الأشكال، مستسلمًا لأسئلة الخوف من المستقبل. عالمٌ يمثله ثلاثة أرباع بلدان العالم.
لقد شكلت محنة كورونا امتحانًا حقيقيا للعالم الذي وجد نفسه أمام مرآة الواقع التي كشفت عيوبه وما أكثرها، إذ لا يمكن لأي بلد، ولو كان عضوا في النادي النووي، أن يدعي قدرة على مواجهة الفيروس، وحماية شعبه ومنحه الطمأنينة اللازمة، فكل الأنظمة الصحية، مهما بلغت درجة تطورها وتعقيدها، تهاوت أمام سرعة انتشار الوباء، فانقلبت موازين التعاطي مع واقع الحال، وصار عاديا أن تتلقى إيطاليا الدعم من دول محدودة النمو، وانهارت كبرياء أمريكا في ظل عجز صريح عن منع تفشي الوباء، فألقت باللائمة على الصين ومنظمة الصحة العالمية لعدم تحليهما بالشفافية، وأبان العالم، في لحظة نفاق إنساني، عن ملامح مؤقتة لروح التضامن المفقودة، إذ تقول الحكمة “أثناء العاصفة يتعارف البحارة”. إنها استفاقة متأخرة، جاءت إكراهًا بالرغم من الكراهية التي تولدت عن صراعات الحرب الباردة ونزعة التفوق.
نعم، ليس هناك علاج متفق عليه بين الدول ومختبراتها، أحيانًا نسمع هنا وهناك، أن العمل يجري للوصول إلى لقاح، أو تطوير مصل مشابه، بينما منظمة الصحة العالمية تائهة بين خبر يدفع نحو التفاؤل ومعلومة تفتح أبواب السوداوية المرعبة. وكلما ازدادت حدة الفيروس انتشارا، زاد الحديث عن حرب المختبرات، بينما يستسلم العالم لما تضخه وكالات الأنباء ووسائل التواصل الاجتماعي من أخبار، يتداخل فيها الصحيح بالمغلوط أو المضلل، عن مشاريع حلول تكمن في أدوية الملاريا وتعديل في تركيباتها، أو باستخدام بلازما الدم، وأمام اليأس يلجأ الناس إلى الطب البديل، والعلاج بالعسل والزنجبيل والقرنفل والزعفران والحبة السوداء وخلطة الثوم والزيت والبصل وبخار الماء.. فيما أجمع الخبراء على أن العلاج الأفضل الذي لا يتم تحصيله من الصيدليات هو الوقاية بالحجر الصحي وغسل اليدين ووضع كمامة عند التواصل مع الآخرين والحفاظ على مسافة مترين..
عجيب أمر هذا العالم، دخل قلب الذرة، ونجح في فك شفرة الجينوم، واستثمر في الهندسة الوراثية، وأرسل مسابر لاستكشاف المجرات والبحث عن حياة في كواكب بعيدة، يقف اليوم عاجزا أمام فيروس، غير مرئي، عابر للقارات ومخترق للقصبات الهوائية.. عالمٌ يتجند بكل مقدراته من أجل كمامة.
في لحظة فارقة اكتشف العالم أن الصحة، فعلا، تاج على رؤوس الأصحاء لا يراه إلا المرضى، وهم في هذه الأزمة الوبائية سواء، لأن الفيروس “ديمقراطي” في فعلته، يدخل أكواخ الفقراء مثلما يلج قصور الأثرياء.. حيث لا يعنيه اللون أو الدين أو العرق أو الجاه أو المركز السياسي.. يدمر الرئتين ويرحل في ثانيتين.
واكتشف العالم حجم التقصير الذي مارسته الحكومات في حق شعوبها، فهي ترهقها بالضرائب ورفع الأسعار ، وتعجز عن توفير كمامات تقيها الوباء وشره..
إذن، من حق مواطن في بوتسوانا أو غواتيمالا أو سلوفينيا أو سريلانكا شأنه شأن مواطن أمريكي أو ألماني أو ياباني أو انجليزي أن يسأل لماذا يتم تخزين ترسانات الأسلحة الفتاكة، وتقام آلاف القواعد العسكرية التي تستنزف ميزانيات الدول، وتبقي على ثلاثة أرباع سكان العالم تحت خط الفقر، وفوق خط الموت، لا يملكون تأمينا على حياتهم، وأسوأ من ذلك، لا يملكون كمامة تؤجل موتهم إلى حين.
هذه الأيام، بدا كثير من كبار أمريكا أمثال كارتر وكيسنغر غاضبين من الرئيس ترامب، ومن أسلوب تعامله مع بقية العالم، مستهدفا خصومه الديمقراطيين في الداخل، وخصومه في الخارج، الصين وإيران والاتحاد الأوروبي كعادته، إذ قالوا له، منذ نصف قرن، لم نسمع أن الصين دخلت حربًا أو أنفقت دولارا واحدًا في نزاع مسلح، بل وجهت جهودها لبناء اقتصاد قوي، وإنشاء آلاف المصانع والبحث عن أسواق لها في كل بلاد الدنيا، بينما دخلت أمريكا مئات الحروب والنزاعات باسم توسيع النفوذ ومحاربة الإرهاب والتبشير بالديمقراطية والحرية، وأنفقت خمسة آلاف مليار دولار على وَهْم قيادة العالم.. وهي اليوم عاجزة عن توفير كمامات لمواطنيها الذين يموتون مختنقين بفيروس.. أسماه ترامب في بدايته الفيروس الصيني، إحراجا لشي جين بينغ، غير أنه لم يجد بُدا من طلب الدعم بعد أن ابتلعَ الطعم.
الوباء لا يستثني أحدا، وهو يحصد الأرواح أمام دهشة العالم. فترامب يشكو قلة حيلته أمام ما يحدث.. وارتفاع أعداد المصابين لم يُقنع الجمهور بالتبريرات المقدمة، وبدا أن أسلوبه كرجل أعمال لم يتغير إزاء الأزمة، فهو يبرز جهود إدارته بالأرقام، ويتعاطى مع كورونا وكأنها سلعة في السوق يسعى إلى إغراقها خاصة إذا كانت صينية المنشأ(..) وبقدر إحصائه للأموات، يتحدث عن البورصة وإنعاش الشركات، والمحافظة على مناصب الشغل، ودعم الفئات المحرومة.. ولأن الأمر لا يخلو من السياسة، فهو يعرف أن انتخابات الخريف المقبل على الأبواب، وأن متاعبه بدأت مع كوفيد 19 وزادت مع الركود الاقتصادي وتقلبات سوق النفط وانحسار الدولار الذي تخلت عنه الدول الآسيوية لصالح اليوان وارتمائها في جلباب العم بينغ، بحثا عن الأمان.. إن ترامب في معركته مع كورونا والوضع الاقتصادي لا يختلف عن سيزيف وصخرته..
يقول هنري كيسنغر إن الأمريكان اليوم يكتشفون “معنى الموت”، الموت بالجملة، وليس بالمفرق، كما هو في حروب كثيرة دخلوها بحسابات الربح، وخرجوا منها بنتائج الخسارة.. وهذا ستكون له تبعات كبيرة. ولعل من المظاهر التي سجلتها بعض المواقع الإلكترونية، والتي أبانت عن ضغط نفسي كبير بسبب انتشار الوباء حتى أن هناك من شبهها بحالات الفزع التي أعقبت هجمات 11 سبتمبر. الهلع في كل مكان.
ومن مفارقات المشهد الأمريكي القاسي أن أصواتًا ارتفعت في المكسيك تطالب ترامب بالإسراع في بناء الجدار العازل بين البلدين حتى لا تنتقل عدوى كورونا.. فالهجرة لم تعد تستهوي المكسيكيين أو تسيل لعابهم. هم يعرفون “معنى الحياة”.
هناك إجماعٌ على أن ساسة أمريكا، اليوم، باختلاف توجهاتهم، محكومٌ عليهم بإعادة تحميض الصورة النمطية التي تكرست عنهم في عيون الأمم الأخرى، لأن منظريهم في جامعات يلْ وجورج تاون وهارفارد وستانفورد، أوْهَمُوهم أنهم هم من يصنع التاريخ ومن يغير الجغرافيا، ومن يعلم الناس كيف يجدون متعتهم في الماكدونالد والبيسبول.. ويُكرهون العالم على قبول أنهم النموذج الأوحد والأخير للبشرية. صدقوا كذبة منظري حقبة القوة والمواجهة، هنتنغتون وفوكوياما، ففضحهم كوفيد 19 المخادع.. العالم ليس واحدًا، إنه متعدد بالفطرة. ولم تكن كتابات المفكرين والمحللين السياسيين الأمريكان أكثر تشاؤمًا كهذه المرحلة..
لا يختلف اثنان في أن أوروبا هي التي التهمت الحربان العالميتان أكثر من خمسين مليون من أبنائها وأبناء مستعمراتها، وشهدت قبل ذاك أكثر من وباء ابتلع الملايين أيضا، هُم يحاولون التعالي على عدد ضحايا الفيروس بالقول “جاء بغتة.. ولم نكن مهيئين له”، ثم شرعوا في تصفية حسابات الدكاكين فيما بينهم، مما جعل الاتحاد الأوروبي يبدو كأفراد عائلة وقعوا في ورطة، يسعى كل واحد منهم لإنقاذ رأسه، والخروج من المأزق بأخف الأضرار. ولعل صورة إيطاليا، شهيدة كورونا، وهي تعد ضحاياها كل يوم، أمام عجز كامل للدولة ومؤسساتها، ودهشة شعبها، هي صورة لبؤس التضامن الأوروبي الذي يخفي كثيرا من الأنانية، إذ صارت أيقونة الحضارة والتاريخ القديم والإبداع الراقي في أوروبا تستجدي الجيران والأصدقاء أمام الارتفاع المهول لعدد الأموات، فلم تجد سوى طواقم بوتين وخبراء شي جين، وأطباء كاسترو..
استيقظ الاتحاد الأوروبي متأخرا، لأنه شعر أن الفيروس سيفعل بالقارة العجوز ما لم يفعله البريكسيت بعد خروج الانجليز، وأنه سيزيد الهوة ويوسع الشرخ، ويهدد البيت الأوروبي بانهيار وشيك، ويعود كل بلد إلى شرنقته الأولى، فتسقط المواطنة الأوروبية، وتستعيد القوميات الأصلية حيويتها، ويقول الآباء المؤسسون وداعًا لماستريخت ولفضاء شينغين.. وليلزم كل واحد كوخَه، ويأكل برتقاله وخوخَه.
منذ البداية ظهر رأيان حول جائحة كورونا، الرأي الأول يقول إنه نتاج مختبرات سرية هدفها تركيع الصين لأمريكا، أو العكس، أمريكا للصين، في ظل الحرب التجارية القائمة بينهما، والتي اشتدت مع مجيء ترامب وتحرشاته المتواصلة بالتنين، أو ربما هي شراكة بين دول لتحييد الصين وروسيا عن مركز الاستقطاب الجديد، وتُذكر إسرائيل كطرف فاعل في هذه المعادلة، وبعضهم يرى أنها تهدف لتأديب الاتحاد الأوروبي الذي لم يحسن إدارة شؤونه، فهو يعيش حالة تيهان مستمر أو إرباك سياسي، مرة يتهيأ له أنه مستقل تماما، ومرة يقترب من روسيا، ومرات يميل إلى أمريكا، وأحيانا إلى الصين، أو يبدي مرونة مع إيران.. وهذا ما يرفضه ترامب جملة وتفصيلا، فعلى الأوروبيين أن يحفظوا وديعة مارشال، رأسمال العلاقات التاريخية بين العالمين الجديد والقديم.
عشرات التقارير المنسوبة للمخابرات الأمريكية أو الأجهزة المنتحلة، أو غيرها، تشير إلى أن الأمر دُبر بليل، وأن كورونا المستجد حلقة في حرب طويلة، لا يُعرف إن كان الأمر مبيتا، أو حدث في ووهان ما حدث في تشيرنوبيل، من فقدان للسيطرة على انفلات فيروسي غير محسوب، أو أنه، كما جاء في الرواية الصينية، جاء بفعل تسريب من الجيش الأمريكي على الأراضي الصينية، وليس هناك من يؤكد أو ينفي، لأن الفأس وقعت في الرأس.
وهناك من يقول إن حكاية الوباء وردت في كتب فكرية وروايات أو أفلام الخيال العلمي وو.. تتحدث عن فيروس مبتكر سيفتك بشعوب العالم، وأنه سينطلق من مدينة ووهان الصينية، على غرار رواية “عيون في الظلام The Eyes of Darkness التي صدرت في 1981 للكاتب الأمريكي دين كونتز Dean Koontz والتي يتحدث فيها بصريح الكلمة عن فيروس فتاك يظهر في ووهان أي قبل أربعين عاما. وغيرها من الكتابات التي عززت نظرية المؤامرة، ويذهبون إلى أن طبيبًا أمريكيا اسمه تشارلز ليبيرCharles LIEBER ، يدير دائرة البيولوجيا والكيمياء في جامعة هارفارد، هو من قام بتصنيع الفيروس وابتاعته الصين منه، واستخدمته بالصورة التي أدخلت العالم في كابوس مرعب. وتذكر المصادر أنه تم القبض على ليبير.. والأيام وحدها ستكشف مدى صحة المعلومة. ويسعى آخرون إلى إلصاق التهمة ببيل غيتس Bill Gates لأنه تحدث منذ سنوات عن إمكانية ظهور فيروسات قاتلة في المستقبل.. وربما هذا ما يدفع الخبراء إلى التساؤل: لماذا يصل الفيروس إلى كل بقاع العالم، وينتشر في القارات الست، ولا يدخل العاصمة بيجين حيث قيادة الصين السياسية ومدينة شنغهاي حيث القيادة الاقتصادية، وهما قريبتان من ووهان؟ وكيف نجحت الصين في السيطرة على انتشار الوباء في أسابيع قليلة بينما فشلت دول قوية، منها أمريكا.. هذا كلام تروج له دوائر في الغرب في محاولة لتبرير العجز التام والاستسلام للوباء، وهي في النهاية قراءات تتم تحت طائلة نظرية المؤامرة. وهناك من يقول إن تقريرا لمجموعة علماء أصدروه في عام 1973 بأستراليا حذروا من أن العالم سيواجه كارثة بيولوجية وبيئية في 2020 بسبب التلوث والاحتباس الحراري.. وأنها أشبه بالقيامة أو نهاية العالم. وتذهب بعض القراءات المغرضة إلى أن الغرب أراد أن يتخلص من العجزة وكبار السن، ممن يتجاوزن العقد السابع، فأرسل عليهم الفيروس الذي يخلصهم منهم دون أدنى كلفة.. وهي قراءات فاقدة لأية قيمة إنسانية، وهي لا تختلف عن نظرية الموت الرحيم..
أما الرأي الثاني فيرى أن ظهور جائحة كورونا، هو لعنة حلت بالبشر، لأنهم حادوا عن الطريق القويم وخالفوا الشرائع والنواميس، وأنهم يغالبون خالقهم في خلقه، وأنها بمثابة امتحان رباني للبشرية التي خانت وعدَ الله.. لهذا نشر كثير من الناس مقولات أو تنبؤات على ألسنة أسماء نكرات في التراث الإنساني، إذا استثني نوستراداموس الذي فُسرت بعض رباعياته الشهيرة على أنها تتنبأ بالفيروس القادم من الصين، وأكثرها سوادًا تلك التي تتنبأ بمستقبل فرنسا غير المحمود العواقب، ويذهب المتنبئ الفرنسي إلى أن الاقتصاد العالمي سينهار كليا. هناك، مثلا، من أخرج كتابا تراثيا عنوانه “دعائم الدهور” أو عظائم الدهور لمؤلف اسمه أبو علي الدبيزي (..) ونسب إليه أنه ذكر في أرجوزة له أن وباءً قاتلا يأتي من الصين وسببه الخفاش، وسيصيب كثيرا من الأقوام وخاصة الطليان.. ويُرجع مروجو هذا المخطوط إلى أنه يعود للعام 565 للهجرة، أي قبل أحد عشر قرنًا.. وهذا دليل على الكذب والتلفيق، علمًا أن مخطوط الدبيزي مذكور في المراجع التراثية ولكن لا أثر له.. وكثيرة هي الحكايات الصفراء التي يحفل بها عالم الأنترنيت المثقل بالمغالطات والأكاذيب والخرافات..
كتب المفكر الفرنسي المولود بالجزائر جاك أتالي مقالا حول كورونا وتأثيره على العالم الذي وجد نفسه بين مطرقة الفيروس وسندان الانهيار الاقتصادي، ولا خيار إلا البحث عن حلول للأزمتين معًا، وإلا فلا يمكن التنبؤ بما سيكون. يقول أتالي إن الوباء العظيم، أو ما أطلق عليه الموت الأسود، الذي أتى على ثلث سكان أوروبا في القرن الرابع عشر دفع الإنسان إلى الاحتماء بالكنيسة، وأن وباء القرن الثامن عشر جعل الناس يلجؤون إلى قوة الدولة، ومع كوفيد 19 وجد الناس ملاذهم الأخير في المشافي والمصحات.. وبالتالي فإن كل وباء يحيل الإنسان على قوة تحميه، إما رجل دين أو شرطي أو طبيب. هو بحاجة إلى خيط يتعلق به، لا خيار له. وحتى نكون أكثر إنصافا، فإن مواجهة الوباء لا يمكن أن تتم إلا بالدواء والدعاء.. والحجر في البيوت، أي بفعالية المختبرات وبقوة وصدق الإيمان.
ولعل الشيء الذي أكد أن الناس يتعلقون بأدنى قشة عندما يجدون أنفسهم على مسافة شبر من القبر هو العودة إلى الله وكتبه السماوية، فقد شاهد العالم الإيطاليين وهم يتضرعون إلى الله، مؤمنين أو ملحدين، لأنهم جربوا كل شيء، ولا حل إلا في معجزة.. وفي مشاهد أخرى، لوحظ خروج بعض الوُعاظ من دعاة الكنيسة الأنجليكانية في شوارع نيويورك وهم يدعون الناس إلى التوبة عن الانحراف، فما يجري هو إرهاصات القيامة.. وهو المشهد الذي يتكرر في شوارع المدن الكبرى، المتضررة من الوباء، روما، بروكسل، طنجة.. وهي تتضرع إلى الله ليصرف البلاء ويبعد الأذى.. وفي عديد المنابر، يفسرون غلق دور العبادة من مساجد وبيَع وكنائس على أنهُ دليلٌ على غضب من الله. الله يُمهلُ خلقهُ ليتوبوا عن الضلال الذي هم فيه ويعودون إلى رشدهم.
وخصصت مجلة “نيوزويك” الأمريكية منذ أسابيع مقالا أشارت فيه إلى أن النبي محمد، عليه الصلاة والسلام، هو أول من اقترح الحجر الصحي إذا ما انتشر الطاعون، بقوله “إذا سمعتم بالطاعون بأرض فلا تدخلوها، وإذا وقع بأرض وأنتم بها فلا تخرجوا منها”. وتساءلت المجلة إن كانت قوة الصلاة فعلاً قادرة على هزيمة الوباء.
لم يصدق الناس أن أوروبا التي أنجبت الثورة الصناعية وتفوقت في التكنولوجيا وبناء مجتمعات متحضرة، تعجز ـ كأي بلد تحت محدود النمو ـ عن مواجهة الوباء، وكيف تفشل أنظمتها الصحية عن التكفل بالأمر، فقد سمع الناس نداءات الإستغاثة تطلع من روما ومدريد ولندن وأمستردام.. مثلما سمعوها منذ سنوات من مونروفيا ولاغوس وكوناكري وفريتاون بعد تفشي وباء إيبولا. أمام الوباء، لا فرق بين من يصنف كقوة عظمى ومن ينتسب لعالم تحت الفقر. والأمر المستهجن في ظل هذه الجائحة، عندما يجرؤ أطباء فرنسيون على اقتراح إجراء تجارب للقاح كوفيد 19 على الأفارقة للتأكد من فعاليته، وهو ما اعتُبر موقفا عنصريا منبوذًا.. بل يؤكد وجود نزعة كولونيالية لدى الذين يفكرون بهذا المنطق الأخرق، وكأن الأفارقة فئران تجارب.
لم يتفق العلماء والساسة في الوصول إلى أجوبة نهائية مقنعة بشأن هذا الوباء الذي يحصد الآلاف يوميا، هل هو بفعل فاعل، امتحان إلهي، أم بفعل فاعل، قوة استخبارية تسعى لتركيع أخرى؟ هل تقف وراءه جهة تهدف لتحقيق ضربة تجارية تاريخية؟ هل يمكن الوصول إلى لقاح يقي البشر فيروس الشر؟ إلى أي حد يمكن للعالم أن يصمد أمام إكراهات الحجر وماذا عن قدرة الدول على تأمين القوت اليومي لمليارات الأفواه في ظل الركود الاقتصادي وموت الإنتاج؟ وأسئلة أخرى، من قبيل كم حكومة ستصمد إذا استمر الوضع على ما هو عليه؟ هل سيبقى النظام الدولي بتركيبته الحالية أم ستعاد هيكلته ليس على أساس القوة، ولكن على أساس الحفاظ على وحدة الكوكب وانسجام شعوبه؟ وهل سيصدق الناس مستقبلا القيم التي تبشر بها الأنظمة القائمة؟ وكأننا على مشارف القيامة أو أضحى عالمُنا منتهي الصلاحية. وبالتالي فالذي لا يختلف حوله اثنان أو ثلاثة، هو أن العالم سيخرج مُنهكا من هذه الأزمة، منهكٌ صحيًا وسياسيًا واجتماعيًا واقتصاديًا ونفسيًا، سيكون عالمًا بالغ الهشاسة، يتنفسُ ببطء، وكأنه أدرك شيخوخته قبل الأوان.
ما يمكن استخلاصه أن كل الأجوبة تبقى مجرد تخمينات وافتراضات، ولكن المؤكد أن مقاومات شرسة ستحدث بعد أن تحط الحرب على الوباء أوزارها. مقاومة للحفاظ على الإرث التاريخي للأنظمة الغربية والشرقية وما بينهما على السواء، أي تنقذ ما يمكن إنقاذه، ولو تشهد المرحلة سقوط حكومات، وتزول من شاشة الرادار السياسي مئات الوجوه التي أخفقت في إدارة الأزمة، ومع هذا يكون السؤال الأكبر في الغرب خاصة هو أين مكانة التضامن الإنساني في أجندة الحوكمة المستقبلية؟ وهل يمكن ترميم المشاعر التي ترك فيها الوباء ندوبًا عميقة؟ وهل ستُبقي بعض الدول على نمط المجتمعات المؤسسة على الفرد دون المجموعة؟ وهل سيتعزز موقع أنظمة الشرق، بقيادة الصين وروسيا، كونها أشعرت مواطنيها، وجزءًا من العالم، أنها تمتلك آليات الدولة المانحة المجموعة أولوية على الفرد الواحد، كون المواطن في الغرب يتبع الشركة التي تؤمن له قوت عياله، وما انتماؤه للدولة إلا مجرد حق في المواطنة، بينما في الشرق، ينبع الولاء للدولة من تأمينها الشروط الضرورية للعيش بين الجماعة والإفادة من ريع الدولة.. وهناك دول تأخذ بالنظامين، لذا بدت درجة الاحتجاج أقل ضررا، وأوفر أمانا. بلا شك، سيبحث العالم عن أنظمة أكثر مواءمة للحق في الحياة، وربما تثور الشعوب على الحروب التي لا رابح فيها سوى كارتلات السلاح التي يدير أصحابها دفات الحكم، في هذا البلد وذاك، كما يريدون.. ويرتفع منسوب الضغط على الأمم المتحدة لتُنهي بؤر الصراع والتوتر المتجدد في نقاط من العالم، كالشرق الأوسط، وربما يعود الناس إلى أفكار الأنبياء والفلاسفة والساسة الملهمين أمثال النبي محمد، وكونفوشيوس والفردوسي وماركس ولينكولن وغاندي ومانديلا ولي كوان ومهاتير.. ليعيدوا صياغة عالم جديد يتخلص فيه من فيروسات الأنانية والكراهية والخوف.
العالم بعد كورونا، وهي حتميّة تاريخية فرضها عارضٌ صحي عميق، سيعيد صياغة المفاهيم والقيم التي دمرها فيروس الأنانية، فيعيد بناء منظومة قيم جديدة تلامس كل ما هو سياسي واجتماعي واقتصادي ونفسي، للحفاظ على الجنس البشري، وأن يكون التضامن بين الأمم هو عنوان المستقبل، وأن يرتكز الاهتمام على ضرورة حماية الكوكب، وتنظيف رئتيه من إفرازات مصانع الموت التي تسبب فيها الإنسان، وتحريره من الإحتباس الحراري بفعل التغير المناخي المقلق وإفراغه من التلوث القاتل، وجعل بيئة الأرض أكثر قابلية للحياة. إن من حتمية الأشياء أن تخصص أغلفة مالية كبرى لتأمين البشر من الأوبئة والأمراض المستعصية. بلا شك، سيمتلك العالم الجرأة للبحث في مسببات المجاعة والتطرف والإرهاب والهجرة السرية والإتجار بالبشر والمخدرات وحماية التراث الثقافي الانساني، وأن يتجاوز العالم مفاهيم الحوار بين الثقافات والحضارات والأديان والحق في الاختلاف إلى الحوار من أجل حماية الإنسان وكوكبه. وسيرتفع خطابٌ نبذ ثقافة العنف والكراهية في مختلف أشكال التعبير والإبداع، وستتعزز مكانة القيم الروحية في مختلف المجتمعات، وتُعلن الحربُ على الحروب والنزاعات المسلحة التي تستنزف موارد الشعوب الفقيرة التي لا تملك نمط عيش ثابت، ويأخذ التكافل بين البلدان مكانا متقدما في العلاقات الدولية، ويُعطى مفهوم الاقتصاد التشاركي قيمة أكبر مستقبلا، وتبرز البدائل الجديدة في الطاقة والاقتصاديات الناعمة، فضلا عن تطوير منظومات البحث العلمي والتكنولوجي لأجل تفكيك أسئلة ما استعصي على الطب والتصدي للأوبئة والأمراض المزمنة لبلوغ سقف مقبول من راحة الإنسان.. وبذلك تأخذ قيم السعادة والتعاون والمبادرة مكان البؤس والخوف والأنانية..
قد تُستبق هذه التصورات بمراحل انتقالية ببروز أجيال حاملة لهذه الأفكار والقناعات، أو ما يمكن تسميته أجيال ما بعد كورونا. قد تكون مجرد تهويمات أو تهيؤات لقيم مُثلى، أو أن فيها شيئا من جمهورية أفلاطون ومدينة الفارابي الفاضلة، لكن التاريخ علمنا أنه بعد كل وباء يلبس العالم رداءً مختلفًا، يأنس فيه إلى مجتمع آمن.. وإذا اختزلنا الصورة، فيمكن القول إن العالم سينتقل من العولمة السالبة لحق الإنسان في أمنه وغذائه، إلى الأنسنة العادلة التي من شأنها أن تعيد العالم إلى جوهر العيش المشترك والتعايش الحتمي، بعيدا عن حسابات الدين واللغة والعرق والإيديولوجيا. إن فك شفرة المستقبل تكمن في بناء العالم/ العائلة.

Compare hundreds of millions of Asians’ serene response to the coroavirus crisis with the West’s fear, panic and hysteria

As the Raging Twenties unleash a radical reconfiguration of the planet, coronavirus (literally “crowned poison”) has for all practical purposes served a poisoned chalice of fear and panic to myriad, mostly Western, latitudes.
Berlin-based, South Korean-born philosopher Byung-Chul Han has forcefully argued the victors are the “Asian states like Japan, Korea, China, Hong Kong, Taiwan or Singapore that have an authoritarian mentality which comes from their cultural tradition [of] Confucianism.”
Han added: “People are less rebellious and more obedient than in Europe. They trust the state more. Daily life is much more organized. Above all, to confront the virus Asians are strongly committed to digital surveillance. The epidemics in Asia are fought not only by virologists and epidemiologists, but also by computer scientists and big data specialists.”
That’s a reductionist view and plenty of nuances should apply. Take South Korea, which is not “authoritarian.” It’s as democratic as top Western liberal powers. What we had in a nutshell was the civic-mindedness of the overwhelming majority of the population reacting to sound, competent government policies.
Seoul went for fast mobilization of scientific expertise; immediate massive testing; extensive contact tracing; and social distancing, as well. But, crucially, most of it voluntary, not imposed by the central power. Because these moves were organically integrated, South Korea did not need to restrict movement drastically or to close down airports.
Hong Kong’s success is due in large part to a superb health care system. People in the frontline, with institutional memory of recent epidemics such as SARS, were willing to go on strike if serious measures were not adopted. Success was also due in large part to myriad professional links between Hong Kong’s and Taiwan’s healthcare and public health systems.
Barbarism with human face
Then there’s Big Data. Han argues that in neither China nor other East Asian nations is there enough critical analysis in relation to digital vigilance and Big Data. But that also has to do with culture, because East Asia is about collectivism, and individualism is not on the forefront.
Well, that’s way more nuanced. Across the region, digital progress is pragmatically evaluated in terms of effectiveness. Wuhan deployed Big Data via thousands of investigative teams, searching for possibly infected individuals, choosing who had to be under observation and who had to be quarantined. Borrowing from Foucault, we can call it digital biopolitics.
Where Han is correct is when he says that the pandemic may redefine the concept of sovereignty: “The sovereign is the one who resorts to data. When Europe proclaims a state of alarm or closes borders, it’s still chained to old models of sovereignty.”
The response across the EU, including especially the European Commission in Brussels, has been appalling. Glaring evidence of powerlessness and lack of any serious preparations have appeared even though the EU had a head start.
The first instinct was to close borders; hoard whatever puny equipment was available; and, then, social Darwinist-style, it was every nation for itself, with battered Italy left totally to itself.
The severity of the crisis especially in Italy and Spain, with elders left to die to the “benefit” of the young, was due to a very specific EU political economy choice: the austerity diktat imposed across the eurozone. It’s as if, in a macabre way, Italy and Spain are paying literally in blood to remain part of a currency, the euro, which they should never have adopted in the first place.
As for France, read here for a relatively decent summary of the disaster in the EU’s second-largest economy.
Going forward, Slavoj Zizek gloomily predicts for the West “a new barbarism with a human face, ruthless survivalist measures enforced with regret and even sympathy, but legitimized by expert opinions.”
In contrast, Han predicts China will now be able to sell its digital police state as a model of success against the pandemic. “China will display the superiority of its system even more proudly.”
Alexander Dugin ventures way beyond anyone else. He’s already conceptualizing the notion of a state in mutation (like the virus) turning into a “military-medical dictatorship,” just as we’re witnessing the collapse of the global liberal world in real time.
Enter the triad
I offer, as a working hypothesis, that the Asia triad of Confucius, Buddha and Lao Tzu has been absolutely essential in shaping the perception and serene response of hundreds of millions of people across various Asian nations to Covid-19. Compare this with the prevalent fear, panic and hysteria mostly fed by the corporate media across the West.
The Tao (“the way”) as configured by Lao Tzu is about how to live in harmony with the world. Being confined necessarily leads to delving into yin instead of yang, slowing down and embarking on a great deal of reflection.
Yes, it’s all about culture, but culture rooted in ancient philosophy, and practiced in everyday life. That’s how we can see wu wei – “action of non-action” – applied to how to deal with a quarantine. “Action of non-action” means action without intent. Rather than fighting against the vicissitudes of life, as in confronting a pandemic, we should allow things to take their natural course.
That’s much easier when we know this teaching of the Tao: “Health is the greatest possession. Contentment is the greatest treasure. Confidence is the greatest friend. Non-being is the greatest joy.”
It also helps to know that “life is a series of natural and spontaneous choices. Don’t resist them – that only creates sorrow. Let reality be reality. Let things flow naturally forward in whatever way they like.”
Buddhism runs in parallel to the Tao: “All conditioned things are impermanent. When one sees this with wisdom, one turns away from suffering.”
And to keep our vicissitudes in perspective, it helps to know: “Better it is to live one day seeing the rise and fall of things than to live a hundred years without ever seeing the rise and fall of things.”
As far as keeping much-needed perspective, nothing beats, “the root of suffering is attachment.”
And then, there’s the ultimate perspective: “Some do not understand that we must die. But those who do realize this settle their quarrels.”
Confucius has been an overarching presence across the Covid-19 frontline, as an astonishing 700 million Chinese citizens were kept for weeks under different forms of quarantine.
We can easily imagine them clinging to a few pearls of wisdom, such as: “Death and life have their determined appointments; riches and honors depend upon heaven.” Or “he who learns, but does not think, is lost. He who thinks, but does not learn, is in great danger.”
Most of all, in an hour of extreme turbulence, it brings comfort to know that, “the strength of a nation derives from the integrity of the home.”
And in terms of fighting a dangerous and invisible enemy on the ground, it helps to know this rule of thumb: “When it is obvious that the goals cannot be reached, don’t adjust the goals, adjust the action steps.”
So what would be the ultimate insight a serene East can offer to the West in such hard times? It’s so simple, and it’s all in the Tao: “From caring comes courage.”

Chinese Foreign Minister Wang Yi stresses urgent need for international coordination ‘to build a shared future’
Few postmodern political pantomimes have been more revealing than the hundreds of so-called “international decision-makers,” mostly Western, waxing lyrical, disgusted or nostalgic over “Westlessness” at the Munich Security Conference.
“Westlessness” sounds like one of those constipated concepts issued from a post-party bad hangover at the Rive Gauche during the 1970s. In theory (but not French Theory) Westlessness in the age of Whatsapp should mean a deficit of multiparty action to address the most pressing threats to the “international order” – or (dis)order – as nationalism, derided as a narrow-minded populist wave, prevails.
Yet what Munich actually unveiled was some deep – Western – longing for those effervescent days of humanitarian imperialism, with nationalism in all its strands being cast as the villain impeding the relentless advance of profitable, neocolonial Forever Wars.
As much as the MSC organizers – a hefty Atlanticist bunch – tried to spin the discussions as emphasizing the need for multilateralism, a basket case of ills ranging from uncontrolled migration to “brain dead” NATO got billed as a direct consequence of “the rise of an illiberal and nationalist camp within the Western world.” As if this were a rampage perpetrated by an all-powerful Hydra featuring Bannon-Bolsonaro-Orban heads.
Far from those West-is-More heads in Munich is the courage to admit that assorted nationalist counter-coups also qualify as blowback for the relentless Western plunder of the Global South via wars – hot, cold, financial, corporate-exploitative.
For what it is worth, here’s the MSC report. Only two sentences would be enough to give away the MSC game: “In the post-Cold War era, Western-led coalitions were free to intervene almost anywhere. Most of the time, there was support in the UN Security Council, and whenever a military intervention was launched, the West enjoyed almost uncontested freedom of military movement.”
There you go. Those were the days when NATO, with full impunity, could bomb Serbia, miserably lose a war on Afghanistan, turn Libya into a militia hell and plot myriad interventions across the Global South. And of course none of that had any connection whatsoever with the bombed and the invaded being forced into becoming refugees in Europe.
West is more
In Munich, South Korean Foreign Minister Kang Kyung-wha got closer to the point when she said she found “Westlessness” quite insular as a theme. She made sure to stress that multilateralism is very much an Asian feature, expanding on the theme of ASEAN centrality.
Russian Foreign Minister Sergey Lavrov, with his customary finesse, was sharper, noting how “the structure of the Cold War rivalry is being recreated” in Europe. Lavrov was a prodigy of euphemism when he noted how “escalating tensions, NATO’s military infrastructure advancing to the East, exercises of unprecedented scope near the Russian borders, the pumping of defense budgets beyond measure – all this generates unpredictability.”
Yet it was Chinese State Councilor and Foreign Minister Wang Yi who really got to the heart of the matter. While stressing that “strengthening global governance and international coordination is urgent right now,” Wang said, “We need to get rid of the division of the East and the West and go beyond the difference between the South and the North, in a bid to build a community with a shared future for mankind.”
“Community with a shared future” may be standard Beijing terminology, but it does carry a profound meaning as it embodies the Chinese concept of multilateralism as meaning no single state has priority and all nations share the same rights.
Wang went farther: The West – with or without Westlessness– should get rid of its subconscious mentality of civilization supremacy; give up its bias against China; and “accept and welcome the development and revitalization of a nation from the East with a system different from that of the West.” Wang is a sophisticated enough diplomat to know this is not going to happen.
Wang also could not fail to raise the Westlessness crowd’s eyebrows to alarming heights when he stressed, once again, that the Russia-China strategic partnership will be deepened – alongside exploring “ways of peaceful coexistence” with the US and deeper cooperation with Europe.
What to expect from the so-called “system leader” in Munich was quite predictable. And it was delivered, true to script, by current Pentagon head Mark Esper, yet another Washington revolving door practitioner.
21st Century threat
All Pentagon talking points were on display. China is nothing but a rising threat to the world order – as in “order” dictated by Washington. China steals Western know-how; intimidates all its smaller and weaker neighbors; seeks an “advantage by any means and at any cost.”
As if any reminder to this well-informed audience was needed, China was once again placed at the top of the Pentagon’s “threats,” followed by Russia, “rogue states” Iran and North Korea, and “extremist groups.” No one asked whether al-Qaeda in Syria is part of the list.
The “Communist Party and its associated organs, including the People’s Liberation Army,” were accused of “increasingly operating in theaters outside China’s borders, including in Europe.” Everyone knows only one “indispensable nation” is self-authorized to operate “in theaters outside its borders” to bomb others into democracy.
No wonder Wang was forced to qualify all of the above as “lies”: “The root cause of all these problems and issues is that the US does not want to see the rapid development and rejuvenation of China, and still less would they want to accept the success of a socialist country.”
So in the end Munich did disintegrate into the catfight that will dominate the rest of the century. With Europe de facto irrelevant and the EU subordinated to NATO’s designs, Westlessness is indeed just an empty, constipated concept: all reality is conditioned by the toxic dynamics of China ascension and US decline.
The irrepressible Maria Zakharova once again nailed it: “They spoke about that country [China] as a threat to entire humankind. They said that China’s policy is the threat of the 21st century. I have a feeling that we are witnessing, through the speeches delivered at the Munich conference in particular, the revival of new colonial approaches, as though the West no longer thinks it shameful to reincarnate the spirit of colonialism by means of dividing people, nations and countries.”
An absolute highlight of the MSC was when diplomat Fu Ying, the chairperson on foreign affairs for the National People’s Congress, reduced US House Speaker Nancy Pelosi to dust with a simple question: “Do you really think the democratic system is so fragile” that it can be threatened by Huawei?
Pictured above: no wonder Chinese and Westerners don’t understand each other. They look at the world and their societies with diametrically opposed points of view. It’s like two peoples staring at each other through the opposite ends of a telescope. Everything is distorted. To paraphrase the great American poet Robert Frost, “And that my friends, makes all the difference”.
Westerners can live and work in China for years and not see the obvious. I should know, since I was one of them. We occidentals are so brainwashed from birth, at home, in school, by government, media and advertising of our moral superiority over all those “other” dark skinned kinda-sorta people, that it’s easy to not see the trees in the proverbial forest of life. This is how I was, when living here from 1990-1997. Even after living and working for 21 years outside the US, mostly in Africa, Middle East and China,I was still blinded by my racism of Western cultural and moral superiority, a liberaloid do-gooder, wrapped up in identity politics, thinking I was better than most of my less cosmopolitan countrymen – sad to say – and I wasn’t much better. It was not until we came back to China in 2010 that the scales of racism finally fell from my eyes. This painful and humbling, but ultimately liberating experience is tracked through the three books of The China Trilogy (see below).
Looking at the above comparative chart and going back to the times of the Ancient Greeks, the quintessential Marlboro Man has been the fixture of Western civilization. Me, myself and I, free and unfettered, independent and on one’s own, to decide one’s destiny. Being an adventurer and warrior/gunslinger also fits the bill. Greek tales like Jason and the Argonauts, Iliad and the Odyssey and the swashbuckling myths of the deities slaughtering monsters (today’s inferior Dreaded Others) all extol the virtues of Solo Man.
Family comes next and even that is often contested and dysfunctional in the West. Help out a family member? Maybe, maybe not. It seems like every Western family I’ve ever gotten to know well, starting with mine, is rife with communication and contact between members cut off. Individual peeves and grudges trump trying to keep the family intact.
Working our way down this civilizational hierarchy, support for the neighborhood, city, province and country can happen, but frequently on “my terms” and “not in my backyard”. How dare you encroach on my freedoms! This, while citizens can be easily brainwashed with God and the flag, to fight in endless wars for rape, resources and plunder, with the price over the long term eventually being societal collapse.
For millennia, at the bottom of the Western shit heap is the government and leaders. You can’t blame Euranglolanders for not trusting or respecting their governments, since they usually act like gangsters stealing from the 99%, while sending the latter to die likes dogs in wars of expansion, exploitation and extraction, all to enrich their elite 1% masters. Organized criminals posing as leaders and governments masking cartels is standard operating procedure. It’s happening while I write.
Yet, in spite of all the pitfalls, it’s easy to see why the Western hierarchy of Solo Man is so intoxicating and flattering. What could be more important than… ME! One’s horizon in life is simplified. Me, myself and I concentrate the need and take complexity and nuance out of the equation. Life become linear, point A to point B. I’ll do whatever the hell I want, Bubba. Get back Jojo, it’s my space. Get outta of my way, this is MY lane! A friend in need is fucked indeed. What’s in it for me? The world is my oyster. Of course, I should be able wear a gun around town to protect myself. I’ve got individual rights. Ayn Rand’s “rational self-interest”. Gordon Gekko’s greed is not just good, greed is God. What’s mine is mine and what’s yours in mine, so you’re screwed. Might and treachery make right. Finders keepers losers weepers. Laissez-faire, bay-bee. Dog eat dog, the big dominate the little, the rich steal from the poor. Being entertained and amused becomes paramount. Mass production and super-consumption are in. More, more, more. Making personal sacrifices is decidedly uncool, as is delayed gratification. It is easy to see why the Western paradigm of Marlboro Man dovetails so perfectly with capitalism, neoliberalism and colonialism.
Now, in China, flip the West’s social hierarchy upside down. Suddenly, you are no longer Mr. and Mrs. Me. Welcome to being at the very bottom of civilization’s needs. Look up and your life is no longer simple and linear, but complex and elliptical – a tapestry of interconnections and expectations. Just in the family alone, Mom’s, Dad’s and Grandparents’ needs trump yours. Older relatives too. What’s mine is also my family’s. If you slack off, then how is the family supposed to help take care of the neighborhood? We all want to live in a nice town/city, don’t we, and you’re the start. Daily life becomes very intricate, cyclical and circular, giving and taking. This is not my lane, but everyone else’s too. Since life is so interwoven and interdependent, solidarity in helping others becomes the ideal. Suddenly, social harmony and peaceful coexistence are everything. You mean I have to share? I have many responsibilities to my community and country? You mean I should help the government and our leaders to work effectively, and keep the nation intact and prosperous? You bet your stinky tofu, you do.
It’s easy to see that being a Chinese citizen is a much bigger daily responsibility and the expectations of the many over the wants of the individual are so much greater than in Western civilization. Euranglolanders often feel superior over Chinese families, when they see young children here being loud, boisterous and spoiled rotten. They are for a few years. It’s the one time in their lives when they get to enjoy some of that Solo Man Me, Myself and I, because by the time they get first grade in school, China’s civilizational hierarchy starts to kick in and the expectations of everyone around them begin to weigh on their societal shoulders. For five or six years, they get to run wild a little bit, now it’s time to knuckle down and take their place on the bottom rung of the ladder.
Since you are on the hook for family, the country’s leaders and government, attributes like frugality and delayed gratification become the ideal. No wonder the Chinese have the highest savings rate of any large economy in the world. Even though buying personal gizmos and luxuries has never been higher, and Baba Beijing is exhorting the masses to consume more, to counteract the US’s tariff trade war, China’s savings rate is still 46% (https://www.ceicdata.com/en/indicator/china/gross-savings-rate). This compares to Americans’ 17% (https://www.ceicdata.com/en/indicator/united-states/gross-savings-rate).
All in the family. Since everybody collectively is more important than you, is it any wonder that China is a communist-socialist civilization and always has been?
It goes without saying that the two above portrayed hierarchies are meant to be painted black and white, to show the overarching contrast. Of course, there are generous, giving Westerners who believe in social solidarity and economic justice. As well, there are Chinese who are selfish, greedy and heartless. Yes, there are family feuds and estranged relatives. That’s not the point. The point is the diametrically opposed societal expectations and ideals that are held up for inspiration and guidance. In the West, it’s all about individualism and personal freedom. In China, it’s all about Mom, Dad, the mayor, governor, prime minister and president who come first.
And that, my friends, makes all the difference. The imperial West shattered China’s civilizational hierarchy for 110 years, when it flooded the country with opium, morphine and heroin, 1839-1949, and was able to rape and plunder the people with lustful abandon. Since communist liberation in 1949, China’s social hierarchy has been restored. Look at the comparative table at the beginning of this article one more time and ask yourself, Which country is going to succeed and prosper on the world stage, into the 22nd century?
I’ll give you three guesses and the first two don’t count.
