A State Within (NY) State

Amid a new surge of COVID-19 in New York City’s Orthodox Jewish communities, NY Governor Andrew Cuomo decided to temporarily close public and private schools in several areas with large Orthodox populations.

Unsurprisingly some Jews are upset.  Less surprising is the fact that a few Jewish leaders have pulled the ‘antisemitic card’ just to make themselves look spectacularly ridiculous, as the numbers aren’t exactly on their side.

The facts are unfortunately undeniable: top government officials, including Governor Cuomo and Mayor de Blasio, are alarmed by the sharp rise in C19 Cases in zip codes with large Orthodox Jewish communities in the boroughs of Brooklyn and Queens and in a couple of nearby counties.

The areas that are subject to the new measures represent 7% of the city’s population but have been responsible for about 20% of the new cases in the past four weeks. Orthodox Jewish communities are clearly statistically overrepresented and, at least within the context of the mainstream C19 paradigm, pose a danger to their neighbours as well as themselves.

Those who follow Israeli news aren’t surprised by the surge in C19 cases in NY. In the Jewish State Haredi Jews who are 12% of the population are responsible for 40% of the C19 cases. In Israel as in NY, Haredi Jews are overrepresented in the C19 statistics. It has been revealed in the last weeks that about every 3rd orthodox Jew in Israel is C19 positive. In the Jewish State, the Haredi population  is regarded as the prime cause for Israel becoming the reddest country in the world. Accordingly, Orthodox neighbourhoods and ghettos are subject to close policing measures and are regarded as red zones.

The story points at a clear clash of civilisations between Orthodox communities and their neighbours. It seems that some Orthodox communities do not buy into the Covid 19 hysteria. Not only have they implemented a herd immunity philosophy, they have been very effective in putting this dissenting paradigm into play. Earlier this week, some young Yeshiva students admitted on Israeli TV News 12 that their Yeshivas were operating as hubs for C19 infections. “We were locked in the Yeshiva all 600 of us, everyone was infected, we all survived,” one Yeshiva boy told the camera.  Another Yeshiva student admitted that the philosophy was to spread the disease amongst youngsters while protecting their elders. When an older Orthodox member of the community was challenged by the Israeli reporter about the Orthodox community’s dismissal of the government’s Covid 19 regulations his answer was clear.  We live in a “state within state!” he said. What he meant was plain and simple: we follow our own laws and serve our own community interests in accordance with our belief system.

I confess that like the Orthodox Jews I am a strong believer in the effectiveness of herd immunity. I believe that a virus that has a 99.998% survival rate is probably safer than any future vaccine. Yet, there is a serious problem with the Orthodox implementation of herd immunity. Herd immunity can only work when practiced in a controlled and regulated manner within a collective that is responsible and responsive. It,  for instance, demands careful measures to protect  vulnerable elements within the community (care homes, the elderly,  people with health complications etc.).

It is possible that part of what made NY into a killing Zone in the spring and what has made Israel into the reddest Covid 19 country in the world is the fact that while the most members of society try to avoid infection and  attempt to “flatten the curve,”  another persistent segment in society is doing the opposite. It actually works to push towards an exponential surge of the virus.   This collision between avoidance and committed spreaders is a recipe for a disaster.

Israel is facing such a disaster currently, NY political officials may grasp by now that their reluctance to act in time and restrain the orthodox communities may helped make NYC into a killing zone in the early stages of the pandemic.

One may wish to believe that Cuomo and de Blasio weren’t aware of Jewish orthodox  ‘scientific’ experiment but this strains credulity considering the fact that the Orthodox’ herd immunity tactics have  not exactly been kept secret. On July 9, the Jewish Telegraphic Agency  revealed that “ NY ultra-Orthodox are acting like they have herd immunity. The Jewish outlet wrote that “ inside the (orthodox) communities, the overwhelming perception is that most people have had the virus and may now be immune.” One Williamsburg health administrator told the Jewish outlet, “that’s the feeling, that they’ve had it, everybody they know has had it, and the people they know who haven’t had it have some kind of immunity that we just don’t understand yet.”

Back in July, local NY health care providers and administrators say surveys and tests suggest that as many as 70 percent of the community has had COVID-19 and recovered, and that new cases have slowed or stopped entirely in their neighbourhoods, despite a near total return to normal behaviour, including large gatherings. 

I pointed out in my last article that the Orthodox covid-19  herd immunity model  provides us with a compelling case study of the virus and the way it is spread. Unfortunately it also presents us with a window into the dismissal of otherness that is deeply embedded in that specific tribal culture.

It would hardly be a problem if orthodox communities were experimenting with herd immunity behind ghetto walls in total segregation and then hopefully beat the disease, yet,  consciously  infesting their own society with the virus while letting members of their the community using the Subway in NY, or public transport in Jerusalem is actually reckless behaviour with some grave consequences.

The Israeli PM allowed it to happen probably because of political reasons. His survival  is dependent upon orthodox political support. Netanyahu refrained from addressing the issue for far too long and the consequences are clear. There are voices in Israel that already point at Netanyahu’s Covid failure as a colossal crime that demands a criminal probe. The same applies to Cuomo and de Blasio, their reluctance to act and restrain the recklessness of the Jewish orthodox communities in time is probably one of the reasons that NYC became a killing zone.

Hollywood Star Mark Ruffalo Calls out Israel’s Apartheid (VIDEO)

Hollywood A-lister Mark Ruffalo called out Israeli apartheid during an interview on the Mehdi Hasan Show aired yesterday.

Speaking to the British journalist, Ruffalo said: “My connection to Palestine came through Palestinians and hearing their stories and then watching this asymmetrical warfare being enacted upon them.”

“That kind of inequality, that kind of oppression, that kind of apartheid.”

The Avengers star has a long history of speaking out for Palestinian rights, during Israel’s 2014 war on Gaza, Ruffalo slammed the Israeli army for blowing up Al-Wafa Hospital killing dozens of patients.

“There is no reason why an ally of America shouldn’t be held to the standards of any other country in the world, especially an ally. And what I see there is wrong,” he added.

آمال إسرائيلية مفرطة: احتمالات «اتفاق السلام» مع لبنان تتعزّز

بدأت «إسرائيل»، منذ الآن، وقبل بدء المفاوضات البحرية مع لبنان، الترويج لـ«مؤامرة» حزب الله على التفاوض، إن لم يؤدّ هذا الأخير إلى النتائج التي تترقّبها وتعمل عليها. والمعادلة التي بدأ العدو يروّج لها هي أن «نجاح المفاوضات خطوة نحو التطبيع و«السلام» بين الجانبين، أما الفشل، فسببه حزب الله، حصراً.

الواضح أن شهية تل أبيب مفرطة تجاه المفاوضات، أقله لجهة النيات والمساعي، سواء منها ما يتعلق بالمفاوضات نفسها ومجرياتها ونتائجها، المرتبطة بالفائدة الاقتصادية عبر تسوية تؤمّن لها الاستحواذ على جزء من حقوق لبنان في غازه ونفطه، أم ما يتعلق بإمكانيات نظرية يمكن البناء عليها لتحقيق مروحة واسعة من المصالح، التي لا تقتصر على التفاوض الحدودي. تبدو «إسرائيل» أنها تتعامل مع المفاوضات بوصفها أيضاً وسيلة قتالية تستخدمها في الحرب التي تخوضها ضد المقاومة للإضرار بها.

واحدٌ من التعبيرات العبرية الصادرة أمس وذات دلالة، ما ورد في صحيفة «يديعوت أحرونوت؛ في سياق مقابلة رئيس قسم الأبحاث في الاستخبارات العسكرية، درور شالوم، الذي أكد أن احتمالات التوصل إلى «اتفاق سلام» مع لبنان، زادت عمّا كانت عليه بعد الاتفاق على المفاوضات بين الجانبين حول المياه الاقتصادية، «لكن يمكن حزب الله أن يحبط هذا الاحتمال إذا اتخذ قرارات خاطئة من شأنها نسفُه».

هذا «التحذير» الصادر عن شخصية استخبارية تُعد «المُقَدِّر القومي» في «إسرائيل»، يُعبّر عن إرادة تحصيل فائدة في اتجاهين اثنين: الأول، التطلع إلى المفاوضات نفسها على أنها مقدمة لمستوى متقدم من التطبيع اللبناني مع «إسرائيل»، بل وأيضاً التطلع إلى معاهدة واتفاق سلام بين الجانبين. والثاني، استغلال المفاوضات وتسخير أصل وجودها وما تقول تل أبيب إنه حاجة اللبنانيين اقتصادياً إليها، بهدف تقليص حدّة «وجع الرأس» الإسرائيلي الحالي على الحدود، وترقُّب تل أبيب ردّ حزب الله الموعود على استهداف المقاوم علي محسن في سوريا قبل أسابيع، ما يبقيها مشغولة استخبارياً وإجرائياً في «تموضع» دفاعي – انكفائي لم تعتَدْ عليه.

في المنحى الأول، برزت في اليومين الماضيين جملة تعليقات إسرائيلية أكدت نية تسخير التفاوض، سواء أكانت نتيجته الفشل أم النجاح، في المعركة الإسرائيلية المستمرة وبكل الأساليب ضد حزب الله، ومن بينها ما تسميه «المعركة على الوعي»، والمقصود هنا الجمهور اللبناني العريض.

تكرار عبارة «المفاوضات المباشرة»، ورفع مستوى الوفد الإسرائيلي المفاوض، بما يشمل مشاركة رئيس القسم الاستراتيجي في شعبة التخطيط في الجيش الإسرائيلي، إضافة إلى رئيس التخطيط السياسي الاستراتيجي في مجلس الأمن القومي (مستشار رئيس حكومة العدو لشؤون السياسة الخارجية)، وكذلك شخصية اقتصادية تدير الشأن التقني في المفاوضات، بل وأيضاً الحديث عن إمكان مشاركة وزير الطاقة يوفال شتاينتس لاحقاً في جولات مقبلة من المفاوضات، كل ذلك إشارة واضحة إلى إرادة تظهير التفاوض، وربما إرادة توجيهه، إلى ما يتجاوز الخلاف التقني على الحدود البحرية، الذي يُعد بطبيعته امتداداً لتحديد خط الانسحاب الإسرائيلي عام 2000 برعاية من الأمم المتحدة، والمعروف بالخط الأزرق.

برز في التعليقات أمس، تقرير صحيفة «زمان إسرائيل»، التي شدّدت على أن «التوصل إلى حل ما للخلاف عبر المفاوضات المنوي مباشرتها الأسبوع المقبل، يؤدي إلى إتاحة الفرصة أمام الجانب اللبناني لبدء التنقيب في منطقة يُرجح أن تحوي كميات كبيرة من الغاز الطبيعي». وهذا هو المقصود والهدف في السياق الإسرائيلي: «حقول الغاز في لبنان فيها بُعدٌ كابِح. إيجاد الغاز سيُنتج تعلّقاً اقتصادياً لبنانياً بهذا المورد، ما سيجعله ثروة استراتيجية يمكن لإسرائيل ضربها. من هنا سينشأ ميزان ردعي (متعادل)، وعندها لن تكون منصات التنقيب ومنشآت التسييل الإسرائيلية وحدها هدفاً استراتيجياً، بل أيضاً المنشآت في لبنان».

تل أبيب: حزب الله هو السبب… إنْ فشلت المفاوضات مع لبنان


التقرير وإن كان يُظهر أن «إسرائيل» ستجني فائدة أمنية عبر تلقّف منشآت الغاز اللبنانية المقبلة في عرض المتوسط بوصفها عامل ردع لحزب الله، فإنه يقرّ في الموازاة أن ردع حزب الله نفسه ضد «إسرائيل» موجود ومحقَّق وتَلزمها موازنته، ما يعني أن تل ابيب تسعى إلى تعزيز تبادلية الردع، وهو ما لا يتعارض بالمطلق مع الموقف الدفاعي لحزب الله.

في التقرير نفسه، يظهر أن «إسرائيل» تبدأ مفاوضاتها مع لبنان متسلّحة بمطبّعيها الجدد في الخليج: المفاوضات بين «إسرائيل» ولبنان، المفترض أن تبدأ قريباً برعاية أميركية، لها أهمية إقليمية كبيرة تتجاوز «التفاوض المباشر» بين الطرفين. العدو يأتي إلى المفاوضات ليس بوصفه «دولة معزولة»، بل كحليف لمصر والإمارات والبحرين والسعودية. ويَرد أيضاً في التقرير، بهدف التحريض المبكر على حزب الله، أن «اللبنانيين يفهمون جيداً خريطة المصالح الجديدة في الشرق الأوسط، وسيكون عليهم قطع شوط طويل، من المشكوك فيه أن يمرّ بهدوء من دون تدخل مانع من جانب حزب الله».

مع ذلك، برزت أمس دعوة صحيفة «جيروزاليم بوست» إلى الامتناع عن تصدير التفاؤل المفرط للجمهور الإسرائيلي، إذ شدّدت على أن «المحادثات هي خطوة في الاتجاه الصحيح وذات تداعيات مهمة، لكنها بعيدة كلّ البعد عن تطبيع العلاقات».

في المحصلة، تدير إسرائيل، كما يبدو من عينات المقاربة العبرية المعلنة لموضوع مفاوضات الترسيم، حرباً في أكثر من اتجاه لتحصيل فوائد متعددة. الجامع المشترك بين معارك هذه الحرب هو حزب الله، الذي دفع إسرائيل في الأساس للامتناع عن استخدام القوة العسكرية لفرض إراداتها والسيطرة على ما تدّعيه حقاً مائياً لها. وكذلك هو الذي دفعها لقبول منطق التفاوض المُفضي ربما إلى تسويات، فيما تأمل من الحل، إن جرى التوصل إليه وبات للبنان منشآت غازية، إلى تقليص ردع حزب الله عبر تهديده منشآتها الغازية. أما فشل المفاوضات، إن حصل، فستلقي اللوم فيه على الحزب نفسه، حيث جزء من الداخل اللبناني ينتظر إلى جانب تل أبيب، للتصويب على المقاومة كونها مسبّبة فشل المفاوضات، تماماً كما صوّب عليها، لأنها «سمحت» للمفاوضات نفسها أن تبدأ.

The limits of Chinese power

Everything about US-China hinges on the result of the upcoming US presidential election.

Trump 2.0 essentially would turbo-charge its bet on decoupling, aiming to squeeze “malign” China on a multiple Hybrid War front, undermine the Chinese trade surplus, co-opt large swathes of Asia, while always insisting on characterizing China as evil incarnate.

Team Biden, even as it professes no desire to fall into the trap of a new Cold War, according to the Dem official platform, would be only slightly less confrontational, ostensibly “saving” the “rules-based order” while keeping Trump-enacted sanctions.

Very few Chinese analysts are better positioned to survey the geopolitical and geoeconomic chessboard than Lanxin Xiang: expert on relations between China, US and Europe, professor of History and International Relations at the IHEID in Geneva and director of the Center for One Belt, One Road Studies in Shanghai.

Xiang got his PhD at SAIS at Johns Hopkins, and is as well respected in the US as in China. During a recent webinar he laid out the lineaments of an analysis the West ignores at its own peril.

Xiang has been focusing on the Trump administration’s push to “redefine an external target”: a process he brands, “risky, dangerous, and highly ideological”. Not because of Trump – who is “not interested in ideological issues” – but due to the fact that the “China policy was hijacked by the real Cold Warriors”. The objective: “regime change. But that was not Trump’s original plan.”

Xiang blasts the rationale behind these Cold Warriors: “We made a huge mistake in the past 40 years”. That is, he insists, “absurd – reading back into History, and denying the entire history of US-China relations since Nixon.” And Xiang fears the “lack of overall strategy. That creates enormous strategic uncertainty – and leads to miscalculations.”

Compounding the problem, “China is not really sure what the US wants to do.” Because it goes way beyond containment – which Xiang defines as a “very well thought of strategy by George Kennan, the father of the Cold War.” Xiang only detects a pattern of “Western civilization versus a non-Caucasian culture. That language is very dangerous. It’s a direct rehash of Samuel Huntington, and shows very little room for compromise.”

In a nutshell, that’s the “American way of stumbling into a Cold War.”

An October Surprise?

All of the above directly connects with Xiang’s great concern about a possible October Surprise: “It could probably be over Taiwan. Or a limited engagement in the South China Sea.” He stresses, “Chinese military people are terribly worried. October Surprise as a military engagement is not unthinkable, because Trump may want to re-establish a war presidency.”

For Xiang, “if Biden wins, the danger of a Cold War turning Hot War will be reduced dramatically.” He is very much aware of shifts in the bipartisan consensus in Washington: “Historically, Republicans don’t care about human rights and ideology. Chinese always preferred to deal with Republicans. They can’t deal with Democrats – human rights, values issues. Now the situation is reversed.”

Xiang, incidentally, “invited a top Biden adviser to Beijing. Very pragmatic. Not too ideological.” But in case of a possible Trump 2.0 administration, everything could change: “My hunch is he will be totally relaxed, may even reverse China policy 180 degrees. I would not be surprised. He would turn back to being Xi Jinping’s best friend.”

As it stands, the problem is “a chief diplomat that behaves as a chief propagandist, taking advantage of an erratic president.”

And that’s why Xiang never rules out even an invasion of Taiwan by Chinese troops. He games the scenario of a Taiwanese government announcing, “We are independent” coupled with a visit by the Secretary of State: “That would provoke a limited military action, and could turn into an escalation. Think about Sarajevo. That worries me. If Taiwan declares independence, Chinese invade in less than 24 hours. “

How Beijing miscalculates

Unlike most Chinese scholars, Xiang is refreshingly frank about Beijing’s own shortcomings: “Several things should have been better controlled. Like abandoning Deng Xiaoping’s original advice that China should bide its time and keep a low profile. Deng, in his last will, had set a timeline for that, at least 50 years.”

The problem is “the speed of China’s economic development led to hot headed, and premature, calculations. And a not well thought of strategy. ‘Wolf warrior’ diplomacy is an extremely assertive posture – and language. China began to upset the US – and even the Europeans. That was a geostrategic miscalculation.”

And that brings us to what Xiang characterizes as “the overextension of Chinese power: geopolitical and geoconomic.” He’s fond of quoting Paul Kennedy: “Any great superpower, if overstretched, becomes vulnerable.”

Xiang goes as far as stating that the Belt and Road Initiative (BRI) – whose concept he enthusiastically praises – may be overstretched: “They thought it was a purely economic project. But with such wide global reach?”

So is BRI a case of overstretching or a source of destabilization? Xiang notes how, “Chinese are never really interested in other countries’ domestic policies. Not interested in exporting a model. Chinese have no real model. A model has to be mature – with a structure. Unless you’re talking about export of traditional Chinese culture.”

The problem, once again, is that China thought it was possible to “sneak into geographical areas that the US never paid too much attention to, Africa, Central Asia, without necessarily provoking a geopolitical setback. But that is naiveté.”

Xiang is fond of reminding Western analysts that, “the infrastructure investment model was invented by Europeans. Railways. The Trans-Siberian. Canals, like in Panama. Behind these projects there was always a colonial competition. We pursue similar projects – minus colonialism.”

Still, “Chinese planners buried their head in the sand. They never use that word – geopolitics.” Thus his constant jokes with Chinese policy makers: “You may not like geopolitics, but geopolitics likes you.”

Ask Confucius

The crucial aspect of the “post-pandemic situation”, according to Xiang, is to forget about “that wolf warrior stuff. China may be able to re-start the economy before anyone else. Develop a really working vaccine. China should not politicize it. It should show a universal value about it, pursue multilateralism to help the world, and improve its image.”

On domestic politics, Xiang is adamant that “during the last decade the atmosphere at home, on minority issues, freedom of speech, has been tightening to the extent that it does not help China’s image as a global power.”

Compare it, for instance, with “unfavorable views of China” in a survey of nations in the industrialized West that includes only two Asians: Japan and South Korea.

And that brings us to Xiang’s The Quest for Legitimacy in Chinese Politics – arguably the most important contemporary study by a Chinese scholar capable of explaining and bridging the East-West political divide.

This book is such a major breakthrough that its main conceptual analyses will be the subject of a follow-up column.

Xiang’s main thesis is that “legitimacy in Chinese tradition political philosophy is a dynamic question. To transplant Western political values to the Chinese system does not work.”

Yet even as the Chinese concept of legitimacy is dynamic, Xiang stresses, “the Chinese government is facing a legitimacy crisis.” He refers to the anti-corruption campaign of the past four years: “Widespread official corruption, that is a side-effect of economic development, bringing out the bad side of the system. Credit to Xi Jinping, who understood that if we allow this to continue, the CCP will lose all legitimacy.”

Xiang stresses how, in China, “legitimacy is based on the concept of morality – since Confucius. The communists can’t escape the logic.

Nobody before Xi dared to tackle corruption. He had the guts to root it out, arrested hundreds of corrupt generals. Some even attempted two or three coups d’état.”

At the same time, Xiang is adamantly against the “tightening of the atmosphere” in China in terms of freedom of speech. He mentions the example of Singapore under Lee Kuan Yew, an “enlightened authoritarian system”. The problem is” China has no rule of law. There are a lot of legal aspects though. Singapore is a little city-state. Like Hong Kong. They just took over the British legal system. It’s working very well for that size.”

And that brings Xiang to quote Aristotle: “Democracy can never work in bigger countries. In city-states, it does.” And armed with Aristotle, we step into Hong Kong: “Hong Kong had rule of law – but never a democracy. The government was directly appointed by London. That’s how Hong Kong actually worked – as an economic dynamo. Neoliberal economists consider Hong Kong as a model. It’s a unique political arrangement. Tycoon politics. No democracy – even as the colonial government did not rule like an authoritarian figure. Market economy was unleashed. Hong Kong was ruled by the Jockey Club, HSBC, Jardine Matheson, with the colonial government as coordinator. They never cared about people in the bottom.”

Xiang notes how, “the richest man in Hong Kong only pays 15% of income tax. China wanted to keep that pattern, with a colonial government appointed by Beijing. Still tycoon politics. But now there’s a new generation. People born after the handover – who know nothing about the colonial history. Chinese elite ruling since 1997 did not pay attention to the grassroots and neglected younger generation sentiment. For a whole year the Chinese didn’t do anything. Law and order collapsed. This is the reason why mainland Chinese decided to step in. That’s what the new security law is all about.”

And what about that other favorite “malign” actor across the Beltway – Russia? “Putin would love to have a Trump win. The Chinese as well, up to three months ago. The Cold War was a great strategic triangle. After Nixon went to China, the US sat in the middle manipulating Moscow and Beijing. Now everything has changed.”

إذا كان الأميركيون يعلمون أن قراراتهم التصعيديّة لن تصيب ما يعتبرونه مصدر انزعاجهم من السياسات الإيرانيّة النوويّة والعسكريّة والإقليميّة، وإذا كان الأميركيون يعلمون أن إجراءاتهم لن تغير في الموقف السياسي لإيران بل ستزيدها تشدداً، وإذا كان الأميركيون يعلمون وفقاً لتجاربهم أن تدفيع الشعب الإيراني عبر صحته وغذائه ثمن قراراتهم لن يؤدي لفك هذا الشعب عن قيادته ودفعه إلى الشوارع، فلماذا يقدمون عليها خلافاً لادعائهم بالفصل والتمييز بين مشاكلهم مع القيادة الإيرانية وادعائهم الحرص على الشعب الإيراني؟

لا جواب سياسي عقلاني يفسر الخطوات الأميركية، والتفسير الوحيد هو أن حياة الشعوب لم تعُد تملك أي حصانة في الألاعيب السياسية الصغيرة فرئيس ضعيف انتخابياً يتوهم أن إظهار صورة الرئيس القوي بالبطش بحياة ملايين البشر قد يحسّن ظروف فوزه لن يتورّع عن أي خطوات متوحشة من أجل كتابة تغريدة تقول إنه رئيس قوي سواء عبر مثل هذه العقوبات أو خوض حرب مدمّرة لا تردعه عنها القيم بل الخشية من التداعيات.

الحال في سورية لا تختلف مع العقوبات الأميركية، حيث يعاني السوريون في سعر عملتهم الوطنية وفي موارد حياتهم، وخصوصاً الصحيّة بسبب العقوبات وتعيش سورية بسببها أزمات محروقات مستدامة تعبيرات مختلفة عن حال التوحّش التي أدخلتها الإدارات الأميركية إلى السياسة الدولية.

إقفال المصارف في مناطق حزب الله والثغرة اللبنانية السوداء…!

يتفنَّن الأميركيون دوماً في التآمر وأذيَّة الشعوب مُرفقين ذلك بكثيرٍ من العنجهية والغرور.

وهذا واضحٌ من خلال سلوك مسؤوليهم ودبلوماسيّيهم الرسميين.

وتُعاني الكثير من الشعوب من الاعتداءات الأميركية العسكرية والأمنية والاقتصادية وغيرها.

ونحن في لبنان كنا نتعرّض دوماً لمثل هذه الاعتداءات المُستمرة على مستوياتٍ مُختلفة، لكنها ازدادت في السنة الأخيرة لتصبح أكثر صلافةً ووقاحةً، خاصةً أنها تجري بتواطؤ داخلي صريح من زعماء وموظفين وجهات كانوا في كلّ تاريخهم وديعةً أميركيةً تُستعمل عند الحاجة!

فالذي يُعانيه اللبنانيون في الأشهر الأخيرة ما هو إلا نتيجة القرارات المؤامرات التي يُنفِّذها الفريق الأميركي الذي يتسلّم الملف اللبناني والذي كان من جملة جرائمه المخالِفة لكلّ القوانين أن هدَّدُوا وفرضوا على المصارف اللبنانية اتباع خطوات معينة وإلا سوف يتعرّضون لعقوبات!

وأقدموا على نماذج لذلك!

وما يؤسَفُ له أنّ المصارف في لبنان ليست بحاجة لتهديد فهي مُنصاعةٌ متواطئةٌ أصلاً.

بل إنّ الكثير من أصحاب ومؤثِّري وأصحاب القرارات في المصارف هم فضلاً عن مصالحهم الأميركية يسيرون مع سياستها بالتلميح ودون حاجة إلى التصريح.

ولعلّ أهمّ اعتداء حصل هذا العام هو مُصادرة كلّ أموال اللبنانيين قاطبة هكذا بطريقةٍ مافيَوِيَّة نظنّ أن لا مثيل لها في العالم أو هي نادرة، وبالرغم من ذلك لم يتحرك أحدٌ تحركاً جدياً للمطالبة بحقوق اللبنانيين!

بل من الإهانة أنّ المسؤولين الأميركيين يُهدّدون ويطرحون خططهم علناً دون استحياء… ولا من مُعلِّق ولا من مُجيب!

وبالأمس تقدّم عددٌ من المسؤولين الأميركيين باقتراح إقفال المصارف في المناطق التي ينشط فيها حزب الله أو له فيها قوة ونفوذ!

هكذا بكلّ وقاحة وبإجراء لم يُعهَد في كلّ أنحاء العالم يريد هؤلاء مع عملائهم داخل لبنان أن يقوموا بخطوةٍ لمُحاصرة جماهير وأنصار مجتمع المقاومة!

وليس مُستغرَباً أن تكون هذه الخطوة من جملة التصرف الأرعن للإدارة الأميركية وأن ينعكس عليها سلباً وليس بالضرورة أن يكون إيجابياً أو لصالحها أو أن يخدم مُخطَّطاتها العدوانية.

فكيف يمكن تحديد فروع المصارف تَبَعاً للمناطق؟

وكيف يمكن تمييز هذا الحيّ عن هذا أو هذه المنطقة عن هذه أو هذا الشارع عن الشارع الآخر؟

وكيف يمكن تحديد المناطق صاحبة النفوذ إنْ كان فيها خليطٌ من الناس؟

ومن يَمنع صاحب المُعاملة أن ينتقل من منطقة إلى أخرى أو من حيّ إلى آخر لإنجاز معاملته؟

إلى العديد من التساؤلات التي نعتقد أنها سوف تزيد من الإرباك والتخبُّط لكلّ الفرَقاء والمواطنين اللبنانيين ومن جملتهم الشخصيات والجهات وأصحاب المصارف الذين أثبتوا طوال هذه الأزمة أنهم ليسوا بمستوى المسؤولية حتى لا نقول أكثر وهم يستحقون ذلك الأكثر…

بل هم فعلاً وحقيقةً يُخربون بيوتهم بأيديهم من شدة غبائهم وانقيادهم!

نحن اليوم وبانتظار هذا القرار وغيره وحتى نكون صادقين وواقعيين لن ننتظر موقفاً إيجابياً لا من الحكومة اللبنانية ولا من الاتحاد الأوروبي ولا من جهة نافذة أخرى، وسوف نعتبر أنّ هذه الإجراءات المُتخمة بالأذيَّة ليست هي التجربة الأولى في حياة الشعوب الصامدة والمكافحة والمناضلة في وجه الاستعمار بما فيهم الأميركي.

ولا زلنا نعيش تجارب الصمود والقوّة ومهما كانت قاسية مع فنزويلا وكوبا وكوريا والهند وإيران وإنْ بِنسب مختلفة… فالحياة سوف تستمرّ.

لعلنا نحن في لبنان نختلف عن التجارب أعلاه بالتالي: في الدول صاحبة تجارب الصمود والقوة هناك سلطة مسؤولة تُخطط وتُنَفذ وتَصمد وتُواجه وتدعم وتضخّ المعنويات…

لكننا نحن في لبنان للأسف متروكون لِقَدَرِنا وتطوُّر الأحداث حتى يُحدِث الله أمراً كان مفعولاً.

فنقطة ضعفنا في لبنان هي:

عدم وجود مخطط حكومي للمواجهة والصمود والتوجيه والدعم بل هناك جهاتٌ وإعلامٌ لا ينام حتى ينتظر المايسترو الأميركي ليَتْلو على إيقاعاته أوجاع مواطنيه ويَتلذَّذ عليه سادياً!

 Demarcation between Legality and Legitimacy: A Discussion

Several issues were raised following the announcement of the agreement about the framework for Lebanon’s maritime border demarcation and are worthy of discussion irrespective of the identities, agendas, or concerns of those raising them. Many raising those issues belong to a camp known for its enmity towards

Al Mukawama, and under the pretense of holding on to what they accuse

Al Mukawama of squandering, they aim to cast doubt on the agreement’s legality and legitimacy as well as that of Al Mukawama and her mission. They raise apprehensions about embedded risks including the acknowledgment of the Occupation’s legitimacy and normalization, isolation of Al Mukawama from the Palestinian Cause, and a discussion about Al Mukawama’s legality and legitimacy as a precursor for the disposal of her arms. Those belonging to that camp who bring up these concerns raise dust for the sole purpose of distortion. Others who have raised identical issues, and who cannot be classified as belonging to that camp, possibly raise them from standpoints of enquiry, safeguarding, or apprehension.

The first set of points raised pertain to the text read by the Speaker of Parliament, Nabih Berri, in announcing the agreement, and his use of terms such as “Israel’s Government” and other similar terms inconsistent with Al Mukawama’s culture and her unrecognition of the Occupation, and her rejection of anything which grants or suggests of granting legitimacy to the occupation of Palestine. What should be clarified is that the statement was not a personal expression by Speaker Berri, but rather a statement drafted in agreement between the relevant parties, namely Lebanon, the Occupation, the American Administration, and the United Nations. An only similar precedent to this agreement is the Ceasefire Understanding of April 1996 which gave birth to a Committee of Five composed of the United Nations and representatives from Washington, Paris, Lebanon, and the Occupation. In that agreement, indirect negations took place between Lebanon and the Occupation with their delegates in separate rooms meeting with representatives from the other three committee constituents. This April 1996 Understanding is the prototype for the current agreement in which all the precedent procedures will be followed by the military teams negotiating border demarcation, and is what Speaker Berri, in his allusion to the April 1996 Understanding, implied.

Any reviewer of the April 1996 Understanding will read:

“The United States understands, that after discussions with the governments of Israel and Lebanon and in consultation with Syria, that Lebanon and “Israel” will ensure the following:

  • Armed groups in Lebanon will not carry out attacks by Katyusha rocket or by any kind of weapon into Israel.
  • Israel and those cooperating with it will not fire any kind of weapon at civilian or civilian targets in Lebanon.
  • Beyond this, the two parties commit to ensuring that under no circumstances will civilians be the target of attack and that civilian populated areas and industrial and electrical installations will not be used as launching grounds for attacks.
  • Without violating this understanding, nothing herein shall preclude any party from exercising the right of self-defense.
  • A Monitoring Group is established consisting of the United States, France, Syria, Lebanon, and Israel. Its task will be to monitor the application of the understanding stated above. Complaints will be submitted to the Monitoring Group.”

Critics’ opinions aside, the April 1996 Understanding came about under very different circumstances from current ones in terms of the big differential in

Al Mukawama’s military and political strength and in the strength of the Axis which supports her compared to 1996. Despite such differential, the 1996 Understanding did not lead to normalization, acknowledgement, or a threat to her arms. Rather, it gave legitimacy to Al Mukawama and protection for civilians, and  facilitated the tasks for Al Mukawama fighters by providing them with better opportunities to target the Occupation’s soldiers and agents leading up to the Liberation of 2000.

Those critics of the terminology in the 1996 Understanding, which was being repeated in Berri’s reading from the text of the multi-party agreement reached, should admit that the real source of their anxiety is not in the terms used but in their awareness that Al Mukawama has changed. Anyone worried that

Al Mukawama, with the exponential growth in her strength and influence, has become ready for normalization and to recognize the enemy and its usurping entity, and who believe that the border demarcation agreement is but an expression of such a transformation, are called on to openly express such apprehensions rather than crouching behind terminology abundant in understandings between enemies in particular stages of confrontation.

The second set of raised points pertains to a grossly false hypothesis that border demarcation implies an acceptance of the border of the enemy and thereby a recognition of the Occupation. Al Mukawama acknowledges Lebanon’s border with Palestine, and considers the enemy’s entity an illegal occupation of Palestinian land. Lebanon’s international borders have given Al Mukawama international legitimacy during the stages of liberation. All this stems from

Al Mukawama, similar to any other resistance movement, distinguishing between resistance as a national undertaking seeking national legitimacy and international legitimization to reinforce its legality, and her commitment to her stance towards the Palestinian Cause without its imposition on any other of the Lebanese entities.

Al Mukawama has held fast to her belief and commitment to struggle and to the belief in Palestine from the Sea to the River, irrespective of changes in conditions and forms this struggle takes, in a popular and political climate, which at its best, had as ceiling, the concept of peace based on international decisions and the Arab Peace Initiative. The transformation of her belief into a national Lebanese project is beyond Al Mukawama’s ability, and depends on Arab and International conditions, which are absent. Al Mukawama’s position here is clear, in that she is not bounded by any national and Lebanese State ceiling to abandon Palestine – all of Palestine, and her ideological ceiling is her exclusive commitment, and imposes no commitment from any other Lebanese entity, and is not part of any undertaking by the Lebanese State.

The focus here is on the Lebanese State in the demarcation of borders and not on Al Mukawama.  Al Mukawama’s commitment in this context is the deterrence of any aggression on Lebanon’s resources, and to be vigilant about all that is related to defining this wealth in order to prevent any squandering by those who might make that choice to avoid confrontation.  And just like Mazarii’ Shibaa’, one of the headlines for Al Mukawama, is protected by the legality and legitimacy accorded to it by the demarcation of borders based on maps of 1923, there is a maritime Mazarii’ Shibaa’ needing demarcation devoid of any hint of recognition, normalization, and legitimization of the Occupation. This is what the framework agreement contains, regardless of negotiation outcomes.

The third set of raised points relates to the fate of Al Mukawama’s arms, and the opportunities embeded in this agreement for putting it on the table, which invites a discussion about hypotheticals. Reaching an agreement satisfactory to Lebanon in which she gains her rights will be an accomplishment attributed to

Al Mukawama and her strength. Assuming a failure of the negotiations,

Al Mukawama having popular and official legitimacy will maintain the right to protect Lebanon’s maritime wealth from Israeli designs. Attention should be drawn here to the fact that an accomplishment regarding national rights which have been collectively defined and agreed upon can be achieved unilaterally, whereas the relinquishment of a single pence from those rights requires a consensus. This is a rule bigger than Lebanon, giving no one the ability to surrender rights or to dare to.

Furthermore the legitimacy of Al Mukawama’s arms was never tied to Mazarii’ Shibaa’ or to maritime wealth, but was rather part of the requirements of the defense of Lebanon which exceeded the capabilities of her army. This brings us to the importance for Al Mukawama to place her larger project of the liberation of Palestine within a framework which always preserves her national Lebanese legitimacy. Any loss in national legitimacy exposes her to both political and moral losses which will manifest in disintegration in the front which sees her as a national Lebanese option to protect rights and defend the nation, and gives her popular and political protection.

Those who say that what is new is Al Mukawama’s acceptance of the framework agreement stand far from the facts related to the course negotiations take and their content. What is new, in fact, is the American and “Israeli” acceptance of Al Mukawama’s conditions after having exhausted exerted  pressures and themselves became subject to political, economic, and media counter-pressures. In juxtaposition, Al Mukawama, amidst targeting campaigns, gained an opportunity to prove her role in the achievement of national gains for the Lebanese, and to reveal her importance as an element of strength in the protection of Lebanon and her resources.

Those who hold on to their view that the border demarcation constitutes a demarcation of the enemy’s borders ignore that the Occupation refuses a demarcation of its borders, and considers as its border anywhere the feet of its soldiers land on. As for those who assume that the Occupation plans to set a trap through a land and sea withdrawal from areas of Lebanese sovereignty, they should remember the reality of the struggle over geography, in that whoever possesses the land possesses victory in future confrontations.  Wasn’t UN Security Council Resolution 1701 an attempt to erect a legal and security barrier to protect the Occupation, and wasn’t Al Mukawama accused of protecting and guarding the Occupation’s border, and selling Palestine along with the principle of resistance?

At the time, a great deal of what was read into the resolution and its context by Al Mukawama’s enemies, antagonists, and friends was that it weakened her and gave the enemy, backed by its International and Arab allies, the opportunity to continue exerting pressure to besiege and weaken her further. Yet, was not the result of that experiment an American and Israeli admission that under the shadow of 1701, Al Mukawama became stronger and more empowered, and more strongly proclaiming her identification with Palestine, and her commitment to the Palestinian cause?  Science, logic, and jurisprudence maintain that occurrence is the proof of possibility. This calls on doubters and those who are apprehensive for self-examination with depth matching the magnitude of that experiment.

The reality told by the history of the struggle with the Occupation on all fronts, and for the span of the past decades, and with the changes in place and time, is that any undertaking in the nature of a radical confrontation within a principled view of uprooting the Occupation is governed by a delicate balance between nationalistic identification and national positon. The endeavor aimed at uprooting the Occupation by any nation and its people on each of the fronts of confrontation, gains credibility to the extent that it becomes a national endeavor and succeeds in maintaining this critical balance. Any disequilibrium will result in the risk of loss of both national positon and nationalistic identification.

Egypt in the time of President Jamal Abdel Nasser and Syria in the time of both Hafez Al-Assad and Bashar Al-Assad succeeded in holding on to their commitment towards the Palestinian cause and to their national positon in the open confrontation with Palestine’s Occupier, through their success in approaching the confrontation under the ceiling of their Egyptian and Syrian nationalities.

In our case, Al Mukawama will not be able to succeed in proving her credibility towards Palestine unless she succeeds in having the Lebanese see such credibility as a Lebanese national project. The measure of creativity and success lies in the ability to hold fast to both. Those raising doubts and concerns should remember the reason Al Mukawama always tied its participation in the defense of Syria to Lebanese national reasons related to the protection of Lebanon from terrorism, even though it is well known that more fundamentally, her reasons for participation had wider considerations connected to her perspective on all the elements of the conflict and their strategic balance.


نقاش الترسيم بين الشرعيّة والمشروعيّة

طُرحت على طاولة النقاش التي أعقبت الإعلان عن اتفاق الإطار الخاص بترسيم الحدود البحرية للبنان مجموعة من القضايا والنقاط التي تستحق النقاش بمعزل عن أهداف أصحابها، الذين ينتمي كثيرون منهم إلى معسكر معروف بعدائه للمقاومة ويريد من خلال التشكيك بشرعية ومشروعية الفعل، التشكيك بشرعية ومشروعية المقاومة ومشروعها، وليس التمسك بما يتهم المقاومة بالتفريط به، كالحديث عن خطر تضمين التفاوض ما يندرج في إطار الاعتراف بشرعية كيان الاحتلال أو التطبيع معه، أو عزل المقاومة عن القضية الفلسطينية، أو التورط بسياق ينتهي بمنح كيان الاحتلال والمتربصين بالمقاومة باستحضار قضية سلاحه من باب طرح شرعيته ومشروعيته على بساط البحث. وهؤلاء المنتمون لفئة المتنمرين يتمنون أن يحدث كل ذلك ويفجعهم ألا يحدث، فيطرحون ما يطرحون من باب إثارة الغبار المتعمّد للتشويش ليس إلا، إلا أن فئة من الذين لا يمكن تصنيفهم تحت هذا العنوان تثير العناوين ذاتها، من باب التساؤل وربما الحرص وربما القلق، ما يستحق نقاشاً، جدياً للأفكار كأفكار بمعزل عن هوية أصحابها ومرادهم.

أول التساؤلات جاء حول نص البيان الذي تلاه رئيس مجلس النواب نبيه بري كإعلان عن التوصل للاتفاق، وما تضمّنه من عبارات «حكومة إسرائيل» وسواها من عبارات لا تتسق مع ثقافة المقاومة ورفض الاعتراف بكيان الاحتلال، ورفض كل ما يكرّس أو يوحي بتكريس شرعية اغتصابه لفلسطين المحتلة. وهنا لا بد من التوضيح ان النص ليس بياناً خاصاً بالرئيس بري، بل هو بيان تمّت صياغته بموافقة الأطراف المعنية، لبنان وكيان الاحتلال والإدارة الأميركية والأمم المتحدة، ولا يشبهه كسابقة إلا تفاهم نيسان عام 1996، الذي انبثقت عنه لجنة خماسية تضمّ الأمم المتحدة وكل مِن ممثلي واشنطن وباريس ولبنان وكيان الاحتلال، بحيث يجلس وفدا لبنان والكيان كل في غرفة مع مندوبي الأطراف الثلاثة وتدور المفاوضات غير المباشرة بينهما على هذا الأساس، وستكون اللجنة وصيغة التفاوض نموذجاً يُحتذى في اللجان العسكرية للتفاوض في لجان الترسيم. وهذا مغزى الإشارة الخاصة لتفاهم نيسان واللجان المنبثقة عنه من قبل رئيس المجلس، ومن يعود لنص تفاهم نيسان سيقرأ «تفهم الولايات المتحدة أن بعد محادثات مع حكومتي «إسرائيل» ولبنان وبالتشاور مع سورية يضمن لبنان و»إسرائيل» الآتي:

ألا تنفذ الجماعات المسلحة في لبنان هجمات بصواريخ الكاتيوشا أو بأي نوع من الأسلحة على «إسرائيل».
ألا تطلق «إسرائيل» والمتعاونون معها النار بأي نوع من الأسلحة على مدنيين أو أهداف مدنية في لبنان.
إضافة إلى ذلك، يلتزم الطرفان ضمان ألا يكون المدنيون في أي حال من الأحوال هدفاً لهجوم وألا تُستَخدم المناطق المأهولة بالمدنيين والمنشآت الصناعيّة والكهربائيّة كمناطق لشنّ هجمات منها.
ومع عدم انتهاك هذا التفاهم فليس هناك ما يمنع أي طرف من ممارسة حق الدفاع عن النفس.
– إنشاء مجموعة رصد تتألف من الولايات المتحدة، وفرنسا، وسورية ولبنان و»إسرائيل». ستكون مهمتها مراقبة تطبيق التفاهم المذكور أعلاه. الشكاوى ستقدم إلى مجموعة الرصد».

بمعزل عن آراء المنتقدين بتفاهم نيسان، إذا كان لهم انتقادات، إلا أن ما نتج عن التفاهم لا يقول بأن نتيجته هي التطبيع والاعتراف والتفريط بالسلاح، وقد جاء التفاهم في ظروف لم تكن المقاومة بالقوة التي تملكها اليوم سياسياً وعسكرياً، ولا كان محور المقاومة الذي يسندها بما هو عليه اليوم، ورغم الفوارق، فيومها تحوّل التفاهم إلى مصدر لتشريع المقاومة وحماية المدنيين، كجزء من عملية تسهيل عمل المقاومين ومنحهم فرصاً أفضل لاصطياد جنود الاحتلال والعملاء وصولاً إلى التحرير عام 2000، وإذا كان البعض قلقاً مما سينجم اليوم، فعليه القول إن سبب القلق ليس التعابير التي وردت يومها وترد اليوم في نص تفاهم متعدّد الأطراف، بل إنه قلق من أن تكون المقاومة قد تغيّرت، وباتت بعدما اشتدّ ساعدها وزادت قوة ونفوذاً، وصارت مستعدة للسير بالتطبيع والاعتراف بالعدو وكيانه الغاصب، وعندها لا يكون اتفاق الترسيم إلا المناسبة للتعبير عن هذا التحول، ومَن لديه هذا القلق مطالب بالمجاهرة بأسبابه من دون الاختباء وراء عبارات تزخر بها كل التفاهمات التي تجمع الأعداء في مراحل ظرفيّة.

ثاني التساؤلات طال فرضية الاعتراف بكيان الاحتلال على قاعدة أن ترسيم الحدود هو موافقة على حدود الكيان وتلك مغالطة كبرى. فالمقاومة تعترف بحدود فلسطين مع لبنان وتعتبر الكيان احتلالاً غير شرعي للتراب الفلسطيني، والحدود الدولية للبنان كانت عنوان الشرعية الدولية للمقاومة في مراحل التحرير، وهذا نابع من تمييز المقاومة كأي مقاومة بين كونها مشروعاً وطنياً يسعى لشرعية وطنية ودولية تكرس مشروعيته، وبين التزامها من دون إلزام سائر المكونات اللبنانية بموقفها من القضية الفلسطينية، في ظل موقف سياسي وشعبي كان في أحسن أيامه مسقوفاً بمفهوم السلام على قاعدة القرارات الدولية، وفقاً للمبادرة العربية للسلام، بينما المقاومة تؤمن وتلتزم بالنضال مهما تغيّرت الظروف وأشكال النضال بفلسطين من البحر الى النهر، لكن قدرتها على تحويل هذا الالتزام الى مشروع وطني لبناني يفوق طاقة المقاومة، ويرتبط بشروط عربية ودولية غير متوافرة. وموقع المقاومة هنا واضح، لا يلزمها السقف الوطني للدولة والمجتمع بالتخلي عن فلسطين كل فلسطين، ولا يلزم موقفها بسقفه المبدئي سواها من اللبنانيين ولا يشكل مشروعاً للدولة اللبنانية. ونحن نتحدث هنا عن الدولة اللبنانية وليس عن المقاومة في ملف الترسيم. فالمقاومة الملتزمة بردع اي عدوان على ثروات لبنان معنية بفتح العين على كل ما يتصل بتحديد هذه الثروات ومنع التفريط بها، تفادياً من البعض لخيار المواجهة. وكما مزارع شبعا عنوان من عناوين المقاومة تحميه الشرعية القانونية للحدود المرسمة وفقاً لخرائط 1923، ثمة مزارع شبعا بحرية تحتاج للترسيم، من دون أي ايحاء بالاعتراف والتطبيع وتشريع كيان الاحتلال، وهذا ما يضمنه اتفاق الإطار، مهما كانت نتائج التفاوض لاحقاً.

ثالث التساؤلات يطال مصير سلاح المقاومة، وما يفتحه التفاوض من فرص لجعله على الطاولة. وهنا فلنناقش الفرضيات، فالتوصل الى اتفاق يرضي لبنان بنيل حقوقه، سيكتب للمقاومة وقوتها فرض تحقيق هذا الإنجاز، وستبقى للمقاومة شرعية سلاحها بحماية لبنان من العدوان، وإن فشل التفاوض سيكون للمقاومة حق حماية الثروات البحرية من الأطماع الإسرائيلية بمشروعيّة رسميّة وشعبيّة، ويجب لفت النظر الى أن تحقيق الإنجاز المجمع على تشخيصه من الحقوق الوطنية يحتمل الانفراد، أم التنازل عن بنس واحد من الحقوق فيحتاج للإجماع. وهذا قانون أكبر من لبنان، فمن يستطيع التفريط بالحقوق ومَن يجرؤ، وشرعية سلاح المقاومة لم تكن يوماً مربوطة بمزارع شبعا ولا بالثروات البحرية، بل هي جزء من ضرورات الدفاع الوطني التي تفوق قدرات الجيش اللبناني، وفي هذا ربّما أيضاً ما يُعيدنا إلى أهمية ان توضع المقاومة دائماً مشروعها الكبير نحو فلسطين بما يحفظ لها دائماً مشروعيّتها الوطنية اللبنانية، التي يؤدي فقدانها الى تعريض المقاومة لخسائر سياسيّة ومعنويّة، لا تلبث أن تتحول تفككاً في الجبهة التي تحميها سياسياً وشعبياً كخيار وطني لبناني لحماية الحقوق والدفاع عن الوطن.

الذين يعتقدون أن الجديد هو قبول المقاومة بعيدون عن وقائع المسار التفاوضي ومضمونه، خلال عشر سنوات. فالجديد هو القبول الأميركي و»الإسرائيلي» بشروط المقاومة، بعد استنفاد الضغوط وتحت ضغط عكسي للحاجة الاقتصادية والحاجة السياسية والإعلامية. وبالمقابل نيل المقاومة فرصة إثبات موقعها في تحقيق مكاسب وطنية للبنانيين في زمن الحملات التي تستهدفها، وإظهار أهميتها كعامل قوة لحماية لبنان وثرواته، والذين يرون في الأمر رسماً لحدود الكيان يتجاهلون أن الكيان يتمسّك برفض ترسيم حدود، لأنه يراها حيث تصل أقدام جنوده، أما الذين يفترضون ان الكيان قد ينصب فخاً يتمثل بالاستعداد للانسحاب براً وبحراً من المناطق السيادية اللبنانية لإقفال ملف الصراع عليهم أن يتذكروا حقيقة الصراع على الجغرافيا، وان من يملك الأرض يملك التفوق في جولات الصراع اللاحقة، الم يكن القرار 1701 محاولة لإقامة سور قانوني أمني لحماية الكيان اتهمت المقاومة بالتورط بحماية الكيان وحراسة حدوده، وبيع فلسطين ومعها مبدئية المقاومة، وبدا في وقته وفيما كتب من قراءات في القرار وسياقه من الكثيرين من أعداء ومن خصوم ومن أصدقاء المقاومة، بصفته إضعافاً لها، وجرى وصف قبول المقاومة به بأنه منح العدو ومن خلفه الداعمين الدوليين والعرب فرصة مواصلة الضغط على المقاومة لإضعافها ومحاصرتها. لكن ماذا كانت حصيلة التجربة، ألم تكن اعترافاً أميركياً وإسرائيلياً بأن المقاومة في ظل إقرار 1701 صارت أشد قوة واقتداراً، وأشد مجاهرة بانتمائها لفلسطين والتزامها بقضيتها. وهنا في العلم والفقه والمنطق، دليل الإمكان هو الوقوع، فليراجع المشككون والقلقون أنفسهم بقياس التجربة التي وقعت.

الحقيقة التي يقولها تاريخ الصراع مع كيان الاحتلال على كل الجبهات وعلى مدى العقود الماضية، أي بتغير الزمان والمكان، أن مشروع المواجهة الجذرية للكيان ضمن رؤية مبدئية لاقتلاعه يستمدّ صدقيته بقدر نجاح كل مكوّن من مكوّناته على كل جبهة من جبهات الصراع مع الكيان بصفته مشروعاً وطنياً لشعبه وبلده، ونجاحه بالجمع بين التزامه القومي وموقعه الوطني، وكل تغليب لكفة من الكفتين على الأخرى من دون هذا التوازن الدقيق هو تهديد بضياع القومي والوطني معاً، فلا مصر مع الرئيس جمال عبد الناصر ولا سورية مع الرئيسين حافظ الأسد وبشار الأسد، نجحت بالتمسك بالتزامها بالقضية الفلسطينية، وبموقعها من الصراع المفتوح مع الكيان الغاصب لفلسطين الا بمقدار نجاحها بصياغة مقاربتها للصراع تحت سقف وطنيّتها المصرية او السورية. وفي حالتنا هذه لا نجاح للمقاومة في إثبات صدقيتها نحو فلسطين الا بالنجاح بإثبات صدقيتها نحو اللبنانيين كمشروع وطني لبناني، والإبداع والنجاح هو بمقدار القدرة على هذا الجمع، ليتذكر المتسائلون لماذا ربطت المقاومة دائماً مشاركتها في الدفاع عن سورية بأسباب وطنية لبنانية تتصل بحماية لبنان من الإرهاب بينما في عمق الأسباب يدرك الجميع أن منطلقاتها أبعد مدى، وترتبط برؤيتها لكل عناصر الصراع وتوازناته الاستراتيجية.

الملف الحكوميّ وملف الترسيم وأصوات النشاز

من المحيّر رسم طريقة للتعاطي مع الذين لا يرون أمامهم سوى كيفية التهجم على حزب الله وكيف يمكن لمخاطبتهم أن تجد طريقاً لوضع منطقة وسط للتفاهم؛ فعندما يتسبّب رباعي رؤساء الحكومات السابقين بتخريب مسار تأليف حكومة الرئيس المكلف مصطفى أديب عبر الزج بمفردة المداورة في المناصب الوزارية والتفرّد في تسمية الوزراء من الرئيس المكلف الذي يقفون خلفه بكل تفصيل ويقول الرئيس الفرنسي ذلك، يتمسّكون بقول الرئيس الفرنسي إن الثنائي ومن خلفه حزب الله لم يتعامل مع محاولة التصحيح التي قدّمها الرئيس سعد الحريري، كما توقع الفرنسيون وتكون الخلاصة أن حزب الله أطاح بنظرهم فرصة ذهبية لمنع انهيار الاقتصاد.

عندما تعود فرنسا للحوار مع حزب الله وتعتبر انتقاداته بناءة وترتضي التداول بمبادرات جديدة لإطلاق المسار الحكومي تحت عنوان أقرب للصيغة الأولى للمبادرة أي حكومة فيها توازن سياسي، طالما ان رئيس الحكومة المكلف سيكون من كنف الغالبية النيابية في طائفته فيكون الوزراء من كنف غالبيات نيابية في طوائفهم، وإلا فاعتماد الديمقراطية. والمشكلة هنا ان الرئيس المكلف يكون مصيره إذا اعتمدت اللعبة الديمقراطية بقيام الغالبية النيابية بتسمية رئيس الحكومة من خارج الغالبية النيابية لطائفته العزل والحصار كما حدث مع الرئيس حسان دياب. عندما يسلم الفرنسيون بذلك يخرج هؤلاء باتهام حزب الله بالعودة الى المحاصصة التي خربت البلاد.

عندما يوافق حزب الله على اتفاق إطار لترسيم الحدود يحقق شروط لبنان بالمفاوضات غير المباشرة والرعاية الأممية واشتراط ربط الخط البحري بنقاط البر لضمان المصلحة الاقتصادية العليا للبنان يصير دعاة الحياد ونزع السلاح والسير وراء الأميركي دعاة رفض للترسيم، لأنهم يرون فيه شبهة اعتراف بالعدو وتطبيع معه ويصيرون مقاومة أكثر من المقاومة.

ربما عندما يظهر أن الذي تحقق بعد سنوات من الصمود على مستوى اتفاق إطار التفاوض حول الترسيم يفسح مجالاً أوسع للحركة الفرنسية لاستئناف المبادرة على المسار الحكومي سيخرج هؤلاء يلعنون فرنسا وأميركا والحكومة لأنهم يعترفون بقوة المقاومة ومكانتها من موقع العجز عن مقارعتها وحصارها وترويضها، لأن بعض اللبنانيين آخر همّه لبنان ومصلحة لبنان أمام أحقاد تجعله صديقاً لكل عدو للمقاومة وعدواً لكل من يعترف بقوتها فكيف لمن يصادقها.
