After 74 years of the unjust division of the Palestinian land, the UNGA and the UNSC continue to refrain from taking any solid actions in the interest of the Palestinian people and their cause, on that regard, the declaration of the International Day of Solidarity with Palestine appears to be a mere voice act that does not contribute to improving the situation of this people.

The International Day of Solidarity with the Palestinian People was celebrated, on Monday, in a context marked by harrowing crimes committed by the Zionist regime, the intensification of the Zionist settlement operations in Palestine, and the persistent blockage of the peace process, exacerbated by the normalization of relations between the Zionist entity and some Arab countries, dubbed as a betrayal to the Palestinian cause.

Monday, 29 November 2021 marks the 44th observance of the United Nations (UN) International Day of Solidarity with the Palestinian People. In 1977, the United Nations selected the date of November 29 for the celebration of the “International Day of Solidarity with the Palestinian People”. This date, given its significance and importance to the Palestinian people, is based on the UN General Assembly’s call for the annual celebration of the resolution on the partition of Palestine.

Adopted on November 29, 1947, this resolution is intended to create Arab and Jewish states in this ‘disputed territory’. Since then, the Palestinian people continue to lose territory to the Zionists, while the living conditions of the Palestinians have deteriorated more and more amid poverty, denial of fundamental freedoms through the systemic discrimination and subjugation, forcible evictions, and demolition orders of Palestinian property in the neighborhoods of Sheik Jarrah and Silwan. This culminated, more recently, in spurring violence that claimed the lives of innocent women, children, and the elderly during the 11-day offensive on the Gaza Strip that began on May 10, amounting to war crimes. There was a deliberate intention by the Zionist occupation forces to inflict more casualties among the civilians to push the Palestinian people to accept the existence of the Zionist Entity.

A total of 243 Palestinians, including 66 children and 39 women, were killed during the Zionist attacks on the besieged Gaza Strip on May 10. Clashes erupted, on May 13, across the occupied territories because of the Zionists’ attacks and restrictions on Palestinians in the Eastern part of Al-Quds, Al-Aqsa Mosque, as well as a Zionist court’s decision to evict 12 Palestinian families from their homes in favor of Zionist settlers.

The decision on the forced displacement is itself, a war crime and aggression against humanity, transforming the Zionist judiciary into a barbaric tool to pass racist Zionist expansion agendas to the detriment of the Palestinian civilians.

The tension moved to Gaza on May 10, leading to a military confrontation between the Zionist forces and the Palestinian resistance groups, where the Zionist warplanes have caused an unprecedented scale of destruction in the Palestinian homes and infrastructure.

Palestinians are also victims of repeated military attacks, claiming the lives of several innocent civilians (men, women, and children), especially in the Gaza strip, which has been under a strict blockade for 15 years.

The Zionists are committing violations against worshipers in Al-Quds “Jerusalem” by preventing them from accessing places of worship, at the top of which, Al-Aqsa Mosque, the world’s third-holiest site for Muslims, resorting to an excessive force against them in a way that threatens their lives and most likely leads to death. In the holy month of Ramadan, at least 305 people sustained varying injuries as the Zionists stormed the Esplanade of Mosques in East Jerusalem and attacked Palestinians who were on guard to prevent raids by Jewish settlers.

The Zionist Entity is committing crimes of apartheid and persecution against Arabs in the occupied territories, with a view to maintaining the domination by Jewish Zionists over Palestinians.

The Zionist regime has become the sole governing power alongside extremely-limited Palestinian self-rule, where the Zionists are methodically highly-privileged, while Palestinians have been dispossessed, confined, forcibly separated, and subjugated by virtue of their identity to varying degrees of intensity. In certain areas… these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.

Noting that the Apartheid system was a policy of racial segregation and discrimination enforced by the white minority government against the black majority in South Africa from 1948 until 1991.

The 1973 International Convention on the Suppression and Punishment of the Crime of Apartheid defines apartheid as “inhuman acts committed for the purpose of establishing and maintaining domination by one racial group of persons over any other racial group and systematically oppressing them”. The 1998 Rome Statute to the International Criminal Court (ICC) adopts a similar definition.

For its part, Human Rights Watch’s 213-page report, entitled: “A Threshold Crossed,” states that Palestinians are suffering from the Apartheid; 

“Denying millions of Palestinians their fundamental rights, without any legitimate security justification and solely because they are Palestinian and not Jewish is not simply a matter of an abusive occupation,” said Kenneth Roth, Human Rights Watch’s executive director.

“These policies, which grant Jewish Israelis the same rights and privileges wherever they live and discriminate against Palestinians to varying degrees wherever they live, reflect a policy to privilege one people at the expense of another.”

The International Day of Solidarity with the Palestinian People marks the recognition of historic injustice suffered by the valiant Palestinian people in their legitimate struggle to recover their stolen rights. It has traditionally constituted an opportunity to recall the Palestinian cause that has not yet been resolved, as well as the sufferings of the Palestinian people who have not yet recovered their inalienable and immutable rights as defined by the General Assembly (GA), namely; the right to independence and national sovereignty, and the right of Palestinians to return to their homes and recover their properties.

This year, the Day of Solidarity with the Palestinian People comes at a time when the Palestinian cause has experienced a dangerous slippage, marked by the signing, at the end of 2020, of “normalization agreements” between the Zionist entity and four Arab countries.


The Palestinian cause taken hostage:

In 2020, a watershed year for the Zionists’ diplomatic integration into the Arab world, the United Arab Emirates, Bahrain, Sudan, and Morocco have normalized their relations with the Zionist entity, within the framework of the “Abraham Accords”.

This is a political error, a betrayal of Al-Quds, al-Aqsa mosque and the Palestinian cause, and a stab in the back of the Palestinians. For the latter, such normalization with the Zionist Entity encourages the occupation forces to commit more violations against the Palestinian people, paving the way for more aggressive war and the expansion of Zionism, Judaization, and colonization of Palestinian land.


It is in this wake that a vast outpouring of international solidarity with the Palestinian people was launched, in particular, in countries that have normalized their relations with the Zionist entity through demonstrations, sit-ins, and protests against these agreements.


Morocco and Palestine

Morocco, whose king is the Chairman of the El-Quds Committee, normalized its relations with the Zionist Entity on December 10, 2020, in exchange for the recognition by former US President Donald Trump of the kingdom’s alleged “sovereignty” over Western Sahara.

This barter was condemned, in the strongest term, throughout the world and especially by Algeria and the Moroccan people who took to the streets for several days to express their rejection of this agreement, organizing demonstrations often repressed by the regime in place.

More recently, the Makhzen regime and the Zionist entity inked a framework agreement aimed at strengthening the security cooperation between the Moroccan and the Zionist intelligence services, nearly one year after the normalization of their relations, amidst broad popular disagreement. A move dubbed as shameful and disgraceful by Algerian President Abdelmadjid Tebboune.


Algeria and Palestine

President Tebboune urged, in a speech delivered on the sidelines of the celebration, in Algeria, of this International Day, the international community to assume its historic responsibilities towards the practices of Zionist occupation aimed at undermining the building of the sovereign Palestinian state, while reiterating Algeria’s unwavering and firm support for the struggle of Palestinian people to recover their stolen rights. He stressed, once again, with a well-articulated position, his rejection of all forms of normalization with the Zionist Entity, deploring the four Arab countries’ scrambling to normalize relations.

“We have noticed a kind of scramble (a mad rush) towards normalization. This is something we will never participate in, nor bless. Palestine’s cause is sacred, and we will not give it up,” the Algerian President said.

He repeatedly expressed the country’s preparedness to invite all Palestinian groups to a comprehensive meeting in Algeria. Tebboune’s words were applauded by Palestinians and Algerians alike, who have a long history of intertwined solidarity.

Palestinian factions praised President Tebboune for his government’s strong opposition to any bids aimed at establishing ties with the Zionist Entity, calling on Arab rulers to follow suit and reject all forms of normalization. 

There is no doubt that when Algerian President Tebboune called the Palestinian cause “sacred”, he was truly speaking on behalf of the Algerian people whose history is marked by resistance against colonial powers. Algerians remain stick to their pro-Palestine stance, considering the Palestinian cause the mother of all causes. Their beliefs about national sovereignty and the right for countries to determine their own destiny are central, firmly committed to the principles of a sovereigntist governing ideology, based on their national pride, far away from any quid pro quo deals, capable of exercising foreign pressure on their country. 

In 1988, noteworthy, when Palestine declared its independence, Algeria was the very first country worldwide to officially recognize its statehood. This decision further contributed to the deeply-rooted Algerian-Palestinian relations. Even when other Arab states, notably those which signed the “Abraham Accords” last year, dropped their pan-Arab commitments to the Palestinian struggle, Algeria has stood by the cause.

For its part, the Palestinian resistance movement Hamas hailed Algeria’s principled positions, describing the signing, by the Moroccan regime, of several agreements, particularly in the security and military spheres, with the Zionist enemy as an unjustified act whatever the pretext or the objective.

For the Hamas movement, the normalization and signing of agreements between Rabat and the Zionist Entity “would lead the Zionists to commit more crimes against the Palestinian Arab people and to the violation of their legitimate rights to freedom, independence and return “.


Gantz in Rabat

The agreement was inked in a visit to Rabat by the Zionist Minister of Defense Benny Gantz, received by Morocco’s Minister Delegate to the Head of Government in charge of the National Defense Administration Abdellatif Loudiyi. The two sides signed a memorandum of understanding which launches officially the security cooperation in all its aspects (operational planning, procurement, research, and development) between Morocco and the Zionist entity, according to media close to the Moroccan military circles.

It should be noted that demonstrations against normalization were scheduled in Morocco on the occasion of the International Day of Solidarity with the Palestinian People. The Moroccan Action Group for Palestine organized a popular sit-in, Sunday, in front of the parliament headquarters in the Moroccan capital, Rabat, in solidarity with the Palestinian defenseless people and confronting the agendas of Zionist penetration in the region.

The group said, in a statement, posted on Saturday, that the popular sit-in, organized under the slogan “With the resistance against normalization with the Zionists,” comes on the occasion of the International Day of Solidarity with the Palestinian People, and within the framework of the continuous popular mobilization in support of the Palestinian struggle under the slogan “The Moroccan people: Palestine is a national issue.”

The sit-in, added the same source, “confirms the established historical positions in confronting the Zionist occupation and all its tools, and facing the Zionist intrusion agendas to sabotage the region.”

However, Moroccan security forces prevented the popular sit-in. The president of the Moroccan Observatory against Normalization with the Zionist Entity, Ahmed Ouihmane indicated, in a statement to the Algerian news agency, that the Moroccan security forces prevented, by force, this popular sit-in.

Different protests were organized in Morocco coinciding with the afore-mentioned visit of the Zionist war criminal to create official channels between the intelligence and security services for the two parties. Protesters assured their full adherence and attachment to the support of the Palestinian people and the overthrow of all forms of normalization.

The protests were subject to dispersal using force, under a heavy security siege, amid the participation of human rights defenders, supporters of the Palestinian cause, and the presence of the media. 

This year celebrations constitute a new opportunity for many free countries and brave peoples to express their unwavering and coherent support for the Palestinian people, calling on the international community to translate its words into actions in the face of the dangerous escalation in the Palestinian territories and the UN to honor its commitments.

Epilogue

To this end, the whole world is also called upon to exert real pressure on the Zionist Entity… the enemy of humanity with a view to putting an end to its systematic violation of human rights and enforcement of discrimination against the Palestinian people. Besides, the UN and its member states should take appropriate actions as 74 years since the General Assembly adopted resolution 181 (II) to partition Palestine into two separate states, no concrete actions have been taken so far. 

Instead, the hope of achieving sustainable political settlements is fading away with an entity blatantly showing disdain for international human rights law, including two key international human rights instruments, the International Covenant on Civil and Political Rights (ICCPR) and the International Convention on Socioeconomic and Cultural Rights (ICESCR), both of which have as their first Article, the Right to Self-Determination, as well as a continuous disrespect of internationally adopted provisions and principles in this direction.

The UN should be held accountable for its evident lack of action in recent years. It lost its credibility for non-abide by the adopted resolutions and turning a blind eye to the Zionists who blatantly flout the relevant UN resolutions, laws of international legitimacy, and international terms of reference, and deny agreements in an attempt to impose the status quo policy, and hamper the building of the sovereign Palestinian state.

This organization is called to honor its commitments to defend international law and order, work to hold the Zionist occupation accountable for the overruns and violations committed, ensure international protection, and stave off attacks and violations against the Palestinian people and their sanctities.

The international community, on the other hand, should re-evaluate its relationship with the Zionist Entity, establish a commission of inquiry to investigate systematic discrimination and repression in Palestine, transcend rhetoric, deploy further efforts in defense of the Palestinians inalienable rights and bring Zionists into compliance with international law.

Palestinian leaders should put on the shelf their domestic rifts, creating a united front aimed at addressing the onus fallen on their shoulders. A favorable atmosphere should be created to address the catastrophic ordeal the Palestinians are passing through. Palestinian national unity stands to be the only basis for achieving the hopes and legitimate aspirations of the Palestinian people in defeating and thwarting the Zionist schemes that hide behind the titles and slogans of normalization, as well as its perfidious policies aimed at displacing the Palestinian people through creeping Judaization and illegal settlement and forcefully altering the Palestinian religious and historical landmarks.

China, Russia and India: Foreign Ministers Joint Communique

Joint Communique of the 18th Meeting of the Foreign Ministers of the Russian Federation, the Republic of India and the People’s Republic of China

1. The 18th Meeting of the Foreign Ministers of the Russian Federation, the Republic of India and the People’s Republic of China was held in the digital video-conference format on 26 November 2021. The meeting took place in the backdrop of negative impacts of the global Covid-19 pandemic, on-going economic recovery as well as continuing threats of terrorism, extremism, drug trafficking, trans-national organized crime, natural and man-made disasters, food security and climate change.

2. The Ministers exchanged views on further strengthening the Russia-India-China (RIC) trilateral cooperation and also discussed various regional and international issues of importance. The Ministers recalled their last meeting in Moscow in September 2020 as well as the RIC Leaders’ Informal Summit in Osaka (Japan) in June 2019 and noted the need for regular high level meetings to foster closer cooperation among the RIC countries.

3. Expressing their solidarity with those who were negatively affected by the Covid-19 pandemic, the Ministers underlined the importance of a timely, transparent, effective and non-discriminatory international response to global health challenges including pandemics, with equitable and affordable access to medicines, vaccines and critical health supplies. They reiterated the need for continued cooperation in this fight inter-alia through sharing of vaccine doses, transfer of technology, development of local production capacities, promotion of supply chains for medical products. In this context, they noted the ongoing discussions in the WTO on COVID-19 vaccine Intellectual Property Rights waiver and the use of flexibilities of the TRIPS Agreement and the Doha Declaration on TRIPS Agreement and Public Health.

4. Emphasizing the need for collective cooperation in the fight against Covid-19 pandemic, the Ministers noted the measures being taken by the World Health Organization (WHO), governments, non-profit organisations, academia, business and industry in combating the pandemic. In this context, the Ministers called for strengthening the policy responses of WHO in the fight against Covid-19 and other global health challenges. They also called for making Covid-19 vaccination a global public good.

5. The Ministers agreed that cooperation among the RIC countries will contribute not only to their own growth but also to global peace, security, stability and development. The Ministers underlined the importance of strengthening of an open, transparent, just, inclusive, equitable and representative multi-polar international system based on respect for international law and principles enshrined in the Charter of the United Nations and central coordinating role of the United Nations in the international system.

6. The Ministers reiterated that a multi-polar and rebalanced world based on sovereign equality of nations and respect for international law and reflecting contemporary realities requires strengthening and reforming of the multilateral system. The Ministers reaffirmed their commitment to upholding international law, including the purposes and principles enshrined in the Charter of the United Nations. The Ministers acknowledged that the current interconnected international challenges should be addressed through reinvigorated and reformed multilateral system, especially of the UN and its principal organs, and other multilateral institutions such as International Monetary Fund (IMF), World Bank (WB), World Trade Organization (WTO), World Health Organization (WHO), with a view to enhancing its capacity to effectively address the diverse challenges of our time and to adapt them to 21st century realities. The Ministers recalled the 2005 World Summit Outcome document and reaffirmed the need for comprehensive reform of the UN, including its Security Council, with a view to making it more representative, effective and efficient, and to increase the representation of the developing countries so that it can adequately respond to global challenges. Foreign Ministers of China and Russia reiterated the importance they attached to the status of India in international affairs and supported its aspiration to play a greater role in the United Nations.Foreign Ministers of Russia and China congratulated India for its successful Presidency of the UNSC in August 2021.

7. Underlining the significance they attach to the intra-BRICS cooperation, the Ministers welcomed the outcomes of the 13th BRICS Summit held under India’s chairmanship on 9 September 2021. They agreed to work actively to implement the decisions of the successive BRICS Summits, deepen BRICS strategic partnership, strengthen cooperation in its three pillars namely political and security cooperation; economic and finance; and people-to-people and cultural exchanges. Russia and India extend full support to China for its BRICS Chairship in 2022 and hosting the XIV BRICS Summit.

8. In the year of the 20th Anniversary of the Shanghai Cooperation Organization (SCO) the Ministers underlined that the SCO as an influential and responsible member of the modern system of international relations plays a constructive role in securing peace and sustainable development, advancing regional cooperation and consolidating ties of good-neighbourliness and mutual trust. In this context, they emphasized the importance of further strengthening the Organization’s multifaceted potential with a view to promote multilateral political, security, economic and people-to-people exchanges cooperation. The Ministers intend to pay special attention to ensuring stability in the SCO space, including to step up efforts in jointly countering terrorism, illicit drug trafficking and trans-border organized crime under the framework of SCO-Regional Anti-Terrorist Structure. They appreciated the Ministerial meeting in the SCO Contact Group on Afghanistan format held on 14th July 2021 in Dushanbe.

9. The Ministers supported the G-20’s leading role in global economic governance and international economic cooperation. They expressed their readiness to enhance communication and cooperation including through G-20 Foreign Ministers’ Meeting and other means, through consultations and mutual support in areas of respective interest.

10. The Ministers stand for maintaining and strengthening of ASEAN Centrality and the role of ASEAN-led mechanisms in the evolving regional architecture, including through fostering ties between ASEAN and other regional organizations such as the SCO, IORA, BIMSTEC. The Ministers reiterated the importance of the need for closer cooperation and consultations in various regional fora and organizations, East Asia Summit (EAS), ASEAN Regional Forum (ARF), ASEAN Defence Ministers Meeting Plus (ADMM-Plus), Asia-Europe Meeting (ASEM), Conference on Interaction and Confidence Building Measures in Asia (CICA) and the Asia Cooperation Dialogue (ACD), to jointly contribute to regional peace, security and stability.

11. The Ministers consider it important to utilize the potential of the countries of the region, international organizations and multilateral associations in order to create a space in Eurasia for broad, open, mutually beneficial and equal interaction in accordance with international law and taking into account national interests. In that regard, they noted the idea of establishing a Greater Eurasian Partnership involving the SCO countries, the Eurasian Economic Union, the Association of Southeast Asian Nations and other interested States and multilateral associations.

12. The Ministers condemned terrorism in all its forms and manifestations. The Ministers reaffirmed that terrorism must be comprehensively countered to achieve a world free of terrorism. They called on the international community to strengthen UN-led global counter-terrorism cooperation by fully implementing the relevant UN Security Council (UNSC) resolutions and the Global Counter-Terrorism Strategy. In this context, they called for early adoption of the UN Comprehensive Convention on International Terrorism. The Ministers stressed that those committing, orchestrating, inciting or supporting, financing terrorist acts must be held accountable and brought to justice in accordance with existing international commitments on countering terrorism, including the UN Global Counter-Terrorism Strategy, relevant UN Security Council resolutions and the FATF standards, international treaties, including on the basis of the principle “extradite or prosecute” and relevant international and bilateral obligations and in compliance with applicable domestic legislation.

13. The Ministers emphasized the importance of the three international drug control conventions and other relevant legal instruments which form the edifice of the drug control system. They reiterated their firm resolve to address the world drug problem, on a basis of common and shared responsibility. The Ministers expressed their determination to counter the spread of illicit drug trafficking in opiates and methamphetamine from Afghanistan and beyond, which poses a serious threat to regional security and stability and provides funding for terrorist organizations.

14. The Ministers reiterated the need for a holistic approach to development and security of ICTs, including technical progress, business development, safeguarding the security of States and public interests, and respecting the right to privacy of individuals. The Ministers noted that technology should be used responsibly in a human-centric manner. They underscored the leading role of the United Nations in promoting a dialogue to forge common understandings on the security of and in the use of ICTs and development of universally agreed norms, rules and principles for responsible behaviour of States in the area of ICTs and recognized the importance of strengthening its international cooperation. The Ministers recalled that the development of ICT capabilities for military purposes and the malicious use of ICTs by State and non-State actors including terrorists and criminal groups is a disturbing trend. The Ministers reaffirmed their commitment to principles of preventing conflicts stemming from the use of ICTs, as well as ensuring use of these technologies for peaceful purposes. In this context, they welcomed the work of recently concluded UN-mandated groups namely Open Ended Working Group on the developments in the fields of Information and Telecommunications in the context of international security (OEWG) and the Sixth United Nations Group of Governmental Experts (UNGGE) on Advancing responsible State behaviour in cyberspace in the context of international security and their consensual final reports. The Ministers supported the OEWG on the security of and in the use of ICTs 2021-2025.

15. The Ministers, while emphasizing the important role of the ICTs for growth and development, acknowledged the potential misuse of ICTs for criminal activities and threats. The Ministers expressed concern over the increasing level and complexity of criminal misuse of ICTs as well as the absence of a UN-led framework to counter the use of ICTs for criminal purposes. Noting that new challenges and threats in this respect require international cooperation, the Ministers appreciated the launch of the UN Open-Ended Ad-Hoc Intergovernmental Committee of Experts to elaborate a comprehensive international convention on countering the use of ICTs for criminal purposes under the auspices of the United Nations, pursuant to the United Nations General Assembly resolution 74/247.

16. The Ministers reaffirmed their commitment to broadening and strengthening the participation of emerging markets and developing countries (EMDCs) in the international economic decision-making and norm-setting processes, especially in the aftermath of the Covid-19 pandemic. In this regard, they emphasized the importance of constant efforts to reform the international financial architecture. They expressed concern that enhancing the voice and participation of EMDCs in the Bretton Woods institutions remains far from realization.

17. The Ministers reaffirmed their support for a transparent, open, inclusive and non-discriminatory multilateral trading system, with the World Trade Organization (WTO) at its core. In this context, they reiterated their support for the necessary reform which would preserve the centrality, core values and fundamental principles of the WTO while taking into account the interests of all members, especially developing countries and Least Developing Countries (LDCs). They emphasized the primary importance of ensuring the restoration and preservation of the normal functioning of a two-stage WTO Dispute Settlement system, including the expeditious appointment of all Appellate Body members. The post-pandemic world requires diversified global value chains that are based on resilience and reliability.

18. The Ministers agreed that the imposition of unilateral sanctions beyond those adopted by the UNSC as well as “long-arm jurisdiction” were inconsistent with the principles of international law, have reduced the effectiveness and legitimacy of the UNSC sanction regime, and had a negative impact on third States and international economic and trade relations. They called for a further consolidation and strengthening of the working methods of the UN Security Council Sanctions Committee to ensure their effectiveness, responsiveness and transparency.

19. The Ministers reaffirmed their commitment to the implementation of the 2030 Agenda for Sustainable Development in its three dimensions- economic, social and environmental in a balanced and integrated manner – and reiterated that the Sustainable Development Goals are integrated and indivisible and must be achieved ‘leaving no one behind’. The Ministers called upon the international community to foster a more equitable and balanced global development partnership to address the negative impact of the Covid-19 pandemic and to accelerate the implementation of 2030 Agenda while giving special attention to the difficulties and needs of the developing countries. The Ministers urged developed countries to honour their Official Development Assistance (ODA) commitments, including the commitment to achieve the target of 0.7 percent of gross national income for official development assistance (ODA/GNI) to developing countries and to facilitate capacity building and the transfer of technology to developing countries together with additional development resources, in line with national policy objectives of the recipients.

20. The Ministers also reaffirmed their commitment to Climate action by implementation of Kyoto Protocol and Paris Agreement adopted under the principles of the United Nations Framework Convention on Climate Change (UNFCCC), including the principle of Equity, Common But Differentiated Responsibilities, the criticality of adequate finance and technology flows, judicious use of resources and the need for sustainable lifestyles. They recognized that peaking of Greenhouse Gas Emissions will take longer for developing countries, in the context of sustainable development and efforts to eradicate poverty. They stressed the importance of a Post-2020 Global Biodiversity Framework that addresses the three objectives of the Convention on Biological Diversity (CBD) in a balanced way. They welcomed the outcomes of the 26th Conference of Parties of the United Nations Framework Convention on Climate Change (COP-26) and the 15th Conference of Parties of the Convention on Biological Diversity (CBD COP-15).

21. The Ministers underlined the imperative of dialogue to strengthen international peace and security through political and diplomatic means. The Ministers confirmed their commitment to ensure prevention of an arms race in outer space and its weaponization, through the adoption of a relevant multilateral legally binding instrument. In this regard, they noted the relevance of the draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects. They emphasized that the Conference on Disarmament, as the single multilateral negotiating forum on this subject, has the primary role in the negotiation of a multilateral agreement, or agreements, as appropriate, on the prevention of an arms race in outer space in all its aspects. They expressed concern over the possibility of outer space turning into an arena of military confrontation. They stressed that practical transparency and confidence building measures, such as the No First Placement initiative may also contribute towards the prevention of an arms race in outer space. The Ministers reaffirmed their support for enhancing international cooperation in outer space in accordance with international law, based on the Outer Space Treaty. They recognized, in that regard, the leading role of the UN Committee on the Peaceful Uses of Outer Space (COPUOS). They agreed to stand together for enhancing the long-term sustainability of outer space activities and safety of space operations through deliberations under UNCOPUOS.

22. The Ministers reiterated the importance of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (BTWC) as a key pillar of the global disarmament and security architecture. They highlighted the need for BTWC States Parties to comply with BTWC, and actively consult one another on addressing issues through cooperation in relation to the implementation of the Convention and strengthening it, including by negotiating a legally binding Protocol for the Convention that provides for, inter alia, an efficient verification mechanism. The BTWC functions should not be duplicated by other mechanisms. They also reaffirmed support for the Organization for the Prohibition of Chemical Weapons (OPCW) and called upon the State Parties to the Chemical Weapons Convention (CWC) to uphold the Convention and the integrity of the CWC and engage in a constructive dialogue with a view to restoring the spirit of consensus in the OPCW.

23. The Ministers showed deep concern about the threat of Weapons of Mass Destruction (WMD) falling into the hands of terrorist groups, including the use of chemicals and biological agents for terrorist purposes. To address the threat of chemical and biological terrorism, they emphasized the need to launch multilateral negotiations on an international convention for the suppression of acts of chemical and biological terrorism at the Conference on Disarmament. They urged all States to take and strengthen national measures, as appropriate, to prevent terrorists from acquiring weapons of mass destruction, their means of delivery and materials and technologies related to their manufacture.

24. The Ministers noted rising concerns regarding dramatic change of the situation in Afghanistan. They reaffirmed their support for basic principle of an Afghan-led and Afghan-owned peace and called for formation of a truly inclusive government that represents all the major ethnic and political groups of the country. The Ministers advocated a peaceful, secure, united, sovereign, stable and prosperous inclusive Afghanistan that exists in harmony with its neighbors. They called on the Taliban to take actions in accordance with the results of all the recently held international and regional formats of interaction on Afghanistan, including the UN Resolutions on Afghanistan. Expressing concern over deteriorating humanitarian situation in Afghanistan, the Ministers called for immediate and unhindered humanitarian assistance to be provided to Afghanistan. The Ministers also emphasized on the central role of UN in Afghanistan.

25. They stressed the necessity of urgent elimination of UNSC proscribed terrorist groups such as Al-Qaeda, ISIL and others for lasting peace in Afghanistan and the region. The Ministers acknowledged the widespread and sincere demand of the Afghan people for lasting peace. They reaffirmed the importance of ensuring that the territory of Afghanistan should not be used to threaten or attack any other country, and that no Afghan group or individual should support terrorists operating on the territory of any other country.

26. The Ministers reiterated the importance of full implementation of the Joint Comprehensive Plan of Action (JCPOA) and UNSC Resolution 2231 and expressed their support to the relevant efforts to ensure the earliest reinvigoration of the JCPOA which is a landmark achievement for multilateral diplomacy and the nuclear non-proliferation.

27. The Ministers reaffirmed their strong commitment to the sovereignty, political independence, territorial integrity and unity of Myanmar. They expressed support to the efforts of the Association of Southeast Asian Nations’ (ASEAN) aimed at implementation of its Five-Point Consensus in cooperation with Myanmar. They called on all sides to refrain from violence.

28. The Ministers underlined the importance of lasting peace and security on the Korean Peninsula. They expressed their support for a peaceful, diplomatic and political solution to resolve all issues pertaining to the Korean Peninsula.

29. The Ministers welcomed the announcement of the Gaza ceasefire beginning 21 May 2021 and stressed the importance of the restoration of general stabilization. They recognized the efforts made by the UN and regional countries to prevent the hostilities from escalating. They mourned the loss of civilian lives resulting from the violence, called for the full respect of international humanitarian law and urged the international community’s immediate attention to providing humanitarian assistance to the Palestinian civilian population, particularly in Gaza. They supported in this regard the Secretary General’s call for the international community to work with the United Nations, including the United Nations Relief and Works Agency for Palestine refugees in the Near East (UNRWA), on developing an integrated, robust package of support for a swift and sustainable reconstruction and recovery as well as for appropriate use of such aid. The Ministers reiterated their support for a two-State solution guided by the international legal framework previously in place, resulting in creating an independent and viable Palestinian State and based on the vision of a region where Israel and Palestine live side by side in peace within secure and recognised borders.

30. The Ministers reaffirmed their strong commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic. They expressed their conviction that there can be no military solution to the Syrian conflict. They also reaffirmed their support to a Syrian-led and Syrian-owned, UN-facilitated political process in full compliance with UNSC Resolution 2254. They welcomed in this context the importance of the Constitutional Committee in Geneva, launched with the decisive participation of the countries-guarantors of the Astana Process and other states engaged in efforts to address the conflict through political means, and expressed their support to the efforts of Mr. Geir Pedersen, Special Envoy of the UN Secretary General for Syria, to ensure the sustainable and effective work of the Committee. They reiterated their conviction that in order to reach general agreement, members of the Constitutional Committee should be governed by a sense of compromise and constructive engagement without foreign interference and externally imposed timelines. They emphasized the fundamental importance of allowing unhindered humanitarian aid to all Syrians in accordance with the UN humanitarian principles and the post-conflict reconstruction of Syria that would contribute to the safe, voluntary and dignified return of Syrian refugees and internally displaced persons to their places of origin thus paving the way to achieving long-term stability and security in Syria and the region in general.

31. The Ministers expressed grave concern over the ongoing conflict in Yemen which affects the security and stability not only of Yemen, but also of the entire region, and has caused what is being called by the United Nations as the worst humanitarian crisis currently in the world. They called for a complete cessation of hostilities and the establishment of an inclusive, Yemeni-led negotiation process mediated by the UN. They also stressed the importance of providing urgent humanitarian access and assistance to all Yemenis.

32. The Ministers welcomed the formation of the new transitional Presidency Council and Government of National Unity in Libya as a positive development and hoped that it would promote reconciliation among all political parties and Libyan society, work towards restoration of peace and stability and conduct elections on 24 December 2021 to hand over power to the new government as per the wishes of the Libyan people. They also noted the important role of UN in this regard.

33. The Ministers noted that some of the planned activities under the RIC format could not take place in the physical format due to the global Covid-19 pandemic situation. They welcomed the outcomes of the 18th RIC Trilateral Academic Conference organized by the Indian Council of World Affairs, New Delhi (ICWA) in the video-conference format on 22-23 April 2021. In this context, they also commended the contribution of the Institute of Chinese Studies (New Delhi), Institute of Far Eastern Studies of the Russian Academy of Sciences (Moscow) and China Institute of International Studies (Beijing) in establishing the RIC Academic Conference as the premier annual analytical forum for deepening RIC cooperation in diverse fields.

34. The Ministers expressed their support to China to host Beijing 2022 Winter Olympic and Paralympic Games.

35. Foreign Minister of the People’s Republic of China and the Foreign Minister of the Russian Federation thanked the External Affairs Minister of India for successful organization of the RIC Foreign Ministers Meeting. External Affairs Minister of India passed on the chairmanship in the RIC format to the Foreign Minister of the People’s Republic of China. The date and venue of the next RIC Foreign Ministers Meeting will be agreed upon through the diplomatic channels.

Islamic Jihad Warns: Tel Aviv To Be Bombed In Case Of Assassinations

Palestinian Islamic Jihad waned the Zionist entity that Tel Aviv will be bombarded if the occupying regime assassinates members of the resistance movement.

The movement’s leader Ziyad al-Nakhala vowed on Wednesday to continue the path pursued by Baha Abu al-Ata, a senior commander of the Gaza-based group’s military wing – the al-Quds Brigades – who was assassinated in an ‘Israeli’ airstrike on the besieged Gaza Strip two years ago.

“We do not rule out the possibility of assassination or targeting of commanders and members of the Islamic Jihad movement, and our reaction is the immediate bombardment of Tel Aviv,” Beirut-based al-Mayadeen TV quoted him as saying.

Abu al-Ata and his wife were martyred in an Israeli airstrike targeting their home in the Gaza Strip on November 12, 2019. The raid also wounded four of their children and a neighbor, triggering confrontations between ‘Israeli’ occupation forces and Gaza-based resistance fighters.

According to the Islamic Jihad, Abu al-Ata played a major role in carrying out operations against the ‘Israeli’ occupation entity.

Elsewhere in his remarks, Nakhala said the recent retaliatory operation, carried out by Sheikh Fadi Abu Shkhaydam, in the Old City of al-Quds, was a “lesson” for the occupying entity and its mercenaries.

On Sunday, ‘Israeli’ troops fatally shot Abu Shkhaydam, a leader of the Palestinian Hamas resistance movement, near one of the entrances to the al-Aqsa Mosque compound.

Zionist media reported that Abu Shkhaydam had opened fire at ‘Israelis’ by a Beretta M12 submachine gun before being shot dead at the scene.

Hamas said the retaliatory attack was the “price” for the ‘Israeli’ actions in occupied al-Quds, adding, “The message of the heroic operation is a warning for the criminal enemy and its government to stop the attacks on our land and our holy sites. [‘Israel’] will pay a price for the iniquities it commits against al-Aqsa Mosque, Silwan, Sheikh Jarrah and elsewhere.”

Nakhala predicted that the Zionist regime was unlikely to wage an attack on the besieged Gaza Strip because of its consequences.

“The resistance is ready to respond to any ‘Israeli’ act of aggression. We can target all Zionist settlements simultaneously,” he said.

The Islamic Jihad leader further stressed that the resistance in Gaza had strengthened its weapons and military capabilities following the 11-day ‘Israeli’ war in May.

The resistance, Nakhala also noted, manufactures unmanned aerial vehicles [UAVs] inside the Gaza Strip.

Palestinian Resistance Factions Launch National Campaign in Face of UK Blacklist Decision against Hamas

The Palestinian Resistance factions announced on Saturday launching a national campaign and a popular conference in face of the UK decision to label Hamas Movement as a terrorist group.

After holding a meeting in Gaza Strip, the Palestinian factions considered that the UK decision targets all the Palestinians and represents an extension of Britain’s colonial policy.

The Palestinian factions called on the UK authorities to undo their decision, urging the Arab League to reject it.

Member of Islamic Jihad politburo, Mohammad al-Hindi, described the UK decision as unjust and adding that it reflects grudge against all the Palestinians and their resistance.

Meanwhile, Yemen’s Ansarullah movement firmly denounced the UK decision decision against Hamas, voicing support to all the Palestinians and their resistance factions.

Palestinian Resistance in Gaza Raises Alert in Anticipation of Imminent Israeli Aggression

The Palestinian resistance factions have raised the military alert and watchfulness in anticipation  of an imminent Israeli aggression on the Strip, according to media reports.

The reports added that all the military and intelligence units of the Palestinian resistance have been put on alert after receiving several nuances about a possible Zionist aggression, noting that the Israeli drones and Mossad agents have intensified their activities around the blockaded Strip.

The same sources indicated that the taken measures are also aimed at facing any assassination bid against the members and commanders of the Palestinian resistance which carried out several maneuvers to frustrate the Zionist surprise plot.

Olive Harvest Season: Another Palestinian Struggle against “Israel’s” Eco-Terrorism

Traditionally a festive season, this year’s olive harvest is once again overshadowed by Israeli vandalism and assaults, resulting in low yields due to the devastating impacts of the Israeli eco-terrorism.


The olive harvest season is yet another Palestinian struggle in the face of the colonial Israeli entity.

It could and should have been a seasonal family celebration. It could and should have been a peaceful encounter with nature. It could and should have been a harvest in the grove, where trees are tightly enrooted and extend as deep as Palestinian ancestors. It could and should have been the annual olive oil harvest season…

Instead, it is yet another Palestinian struggle in the face of a colonial Israeli entity.

“Israel” could not care less about mankind; would it care about an olive tree?” – Abed from the occupied West Bank.

Every year, the olive harvest takes place in Palestine in October and November. Unfortunately, it is not the usual harvest festival, as Palestinian farmers face a triple challenge, particularly in the occupied West Bank, according to a recent report published by the International Committee of the Red Cross (ICRC).

“My olives bear the brunt of Israeli aggression.” – A 60-year-old Palestinian woman from Salem village, east of Nablus city.

The triple challenge

The first is Israeli settlers, guarded by occupation forces, escalating their daily assaults against Palestinian farmers and their property. The second is “Israel” imposing access restrictions on farmers whose groves are located behind the separation barrier and close to Israeli settlements. The last is “Israel’s” acts of ecological terrorism that have long-lasting effects on climate.


“When I was a first-grader, I used to walk to school on footpath amid green plants at an olive orchid with my brother. As I became a freshmen student, the olive orchid was razed and an Israeli settlement was built in its place. “- Mohammad from Raba, a village in the West Bank village.


The nightmare season

To no one’s surprise, this harvest season too was disrupted by Israeli settlers, who physically assaulted farmers, vandalized or set fire to their trees, or harvested and stole their produce.

Last month, Israeli settlers committed daily assaults against Palestinians harvesting their olive season. In the West Bank, 365 Israeli settlers attacks were reported. This year, almost 8,000 olive trees have already been uprooted, although the season is not over yet.

“It’s like watching your children being cut down in front of you.”

Furthermore, ICRC data revealed that “over the period of one year (August 2020 – August 2021) more than 9,300 trees were destroyed in the occupied West Bank.”

“Here is what our eyes saw: a barren land, and dozens, perhaps even hundreds, of dead olive trees.” – Mona from the occupied West Bank.

“My uncle had a stroke at the sight of the trees being cut in front of him,” Mona added.

According to a study published in 2012 by the Applied Research Institute Jerusalem (ARIJ), Israeli occupation forces have uprooted 800,000 Palestinian olive trees in the West Bank since 1967.

In an exclusive interview for Al Mayadeen English, Lobby and Advocacy Director at the Union of Agricultural Work Committees (UAWC) Moayyad Bsharat said that the UAWC has organized a yearly campaign to help Palestinian farmers in their olives harvest season, adding that 250 volunteers from several Palestinian universities have participated in this year’s campaign.


Bsharat further stated that 95 Israeli attacks against Palestinians have been reported during the campaign.

He also commented on “Israel’s” decision to designate UAWC among five other Palestinian organizations as “terrorist”, saying, as a Palestinian agricultural institution, we have been subjected to persecution and incitement campaigns by Israeli organizations for more than ten years. 


“The occupation and its settlers have a racist colonial project in the region, which is not restricted to plundering, confiscating, and occupying the land, but extends to uprooting the Palestinians entirely from it.”

“I mean, this classification presents “Israel” as a rogue entity against international law. If you review the Security Council’s definition of terrorism, you will find it embodied entirely in the occupation and its settlers. It is the one who kills children and women, arrests innocent civilians, and demolishes homes …”, he stressed.


“For us, the Israeli occupation’s decision is an intense expression of the size and importance of the work we are doing, and this is a renewed affirmation that we will pursue our mission and will not leave the Palestinian farmers who are facing the occupation on their own,” Bsharat concluded.

“I cannot enter my land” 

“I have 20 Dunams of olive trees. I cannot enter my land. The Israeli occupation forces prevent us from passing; they assault us whenever they see us in the area. They steal our water and vandalize our trees. I am in constant fear of losing my land and my tress.”

Palestinian farmers are deprived of their basic right to access their land, except for a few days a year. Meanwhile, Israeli permit approval rates have been diminishing over the years. The year-round restrictive access regime in these areas, which impedes essential agricultural activities, has continued to have an impact on olive productivity and value.

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the approval rate fell from 71% of applications in 2014 to 37% in 2019. The rate further declined in 2020 to 24%. Furthermore, the Israeli authorities issued new standing regulations in September 2019 that limit the number of days farmers can access their land.

No other income 

Many Palestinian families rely on olive trees for their primary source of income, and vandalized trees mean less income and fewer opportunities for Palestinian families in general, and children in particular. The entire olive sector, including olive oil, table olives, pickles, and soap, is worth over $100 million per year, according to Oxfam International.

According to UN figures, olive trees cover approximately 48% of agricultural land in the West Bank and Gaza. Olive trees account for 70% of fruit production in Palestine and approximately for 14% of the Palestinian economy. 93% of the olive harvest is used to make olive oil.

“I don’t have any other income. I was counting on this harvest season to provide food to the table and to admit my son to college. After the Israeli settlers uprooted my olive trees, I cannot afford anything. My son just lost his hope of going to the university.”- Moaed from the West Bank.

West Bank trade remains largely isolated from global markets due to restrictions imposed on the movement of goods to, from, and within the occupied Palestinian territory, according to a July 2011 study by the UN Conference on Trade and Development (UNCTAD).

“My loss is so devastating to my family and my co-workers. I could not export our virgin olive oil because of the Israeli harsh restrictions. It is so hard for us to accept this nightmare.”- Zakaria from the occupied West Bank.


“We are the olive trees”


“Our relationship with the olive trees is untypical. It is not just a tree. It is part of my childhood memory,” explains a smiling Abed under an ancient 12-meter olive tree.

“Olive trees are a constant reminder that the danger is nearing us. The colonial entity aims to uproot our identities and construct a new identity which is different from ours”, Abed sighs.

In an exclusive interview for Al Mayadeen English, the young Palestinian man, speaking emotionally, added that “Israel” wants to erase his memories and banish him from existence, affirming that the Palestinian olive tree is a symbol. 

“We are the olive trees. It symbolizes how the colonial Israeli entity wants to uproot Palestinians and expel them from their own land, just like it uproots an olive tree; “Israel” wants to kill me in the same way it kills an olive tree and builds a new future on our past”.

Abed commented on the famous photo of an old Palestinian woman holding onto an olive tree, by saying that this Palestinian woman is not holding onto the tree because it is a tree. “The olive tree symbolizes her childhood, her first love, her first family gathering, her roots, and her fear of being uprooted from her land.”

“The Olive tree is so important since it represents our Palestinian identity. It is directly related to our land, our steadfastness, and our resilience”. 

“And just as they uproot our olive trees and we replant them, we will liberate Palestine and return to Palestine, all of Palestine,” he concluded.
