A new Turkish aggression against Syria: Ankara suspends pumping Euphrates’ water

The Turkish government recently cut off the flow of the Euphrates River, threatening primarily Syria but also Iraq with a major water crisis. Al-Akhbar found out that the water level in Lake Assad has dropped by about six meters, leaving millions of Syrians without drinking water.
Two weeks ago, the Turkish government once again intervened in the Syrian crisis. This time was different from anything it had attempted before and the repercussions of which may bring unprecedented catastrophes onto both Iraq and Syria.
Violating international norms, the Turkish government recently cut off the water supply of the Euphrates River completely. In fact, Ankara began to gradually reduce pumping Euphrates water about a month and half ago, then cut if off completely two weeks ago, according to information received by Al-Akhbar.
A source who spoke on the condition of anonymity revealed that water levels in the Lake Assad (a man-made water reservoir on the Euphrates) recently dropped by six meters from its normal levels (which means losing millions of cubic meters of water). The source warned that “a further drop of one additional meter would put the dam out of service.”
“We should cut off or reduce the water output of the dam, until the original problem regarding the blockage of the water supply is fixed,” the source explained.
The Islamic State in Iraq and Syria (ISIS) controlling the region the dam is located in did not suspend the water output. Employees of the General Institution of the Euphrates Dam are running the lake under the supervision of al-Qaeda linked ISIS, but they don’t have the authority to take serious decisions, such as reducing the water output. In addition, such a step is a mere attempt to ease the situation, and it will lose its efficacy if the water supply isn’t restored to the dam by Turkey.
The tragic repercussions of the new Turkish assault began to reveal themselves when water levels dropped in al-Khafsa in Aleppo’s eastern countryside (where a water pumping station from Lake Assad is located to pump water through water channels to Aleppo and its countryside).

Meanwhile, water supplies in auxiliary reservoirs in al-Khafsa are close to being depleted and the reservoirs are expected to run out of water completely by tonight or tomorrow morning at the latest. This threatens to leave seven million Syrians without access to water. Also, Tishrin Dam stopped receiving any water which blocked its electricity generating turbines, decreasing the power supply in Aleppo and its countryside, further intensifying the already severe imbalance in the power supply.
In Raqqa, the northern side of Lake Assad is today completely out of service. Two million Syrians living in the region covering the villages of Little Swaydiya to the east until al-Jarniya to the west could lose their drinking water supply. “Losing water supplies in the dam means that the silt in the lake will dry off which would pressure its structure, subjecting it to fissures and eventually total collapse,” Al-Akhbar sources warned, adding “it is crucial to shut down the dam to stop its collapse.”
However, shutting down the dam (if ISIS agrees) will only lead to a human and ecological (zoological and agricultural) catastrophe in Syria and in Iraq.
According to information obtained by Al-Akhbar, Aleppo locals (who had already launched many initiatives to reach solutions for a number of local issues) began a race against time to recommend solutions for the problem, including putting the thermal plant at al-Safira back to work, which may convince ISIS to spare the Euphrates Dam turbines, and in turn preserve current water levels in the lake.
In case it succeeds, such a step would only rescue whatever water and structures are left, and would ward off further repercussions of the crisis that has already started. A halt to the water supply is now inevitable and can’t be resolved unless the Turkish government takes the decision to resume pumping Euphrates water.

In any case, it is worth mentioning that the water in the lake would take about a month, after resuming pumping, to return to its normal levels.
A historical conflict
The Euphrates River has historically been at the center of a conflict between Turkey on the one hand and both Syria and Iraq on the other. Ankara insists on considering the Euphrates a “trans-boundary river” and not an “international river,” hence it is “not subject to international laws.” Also, Turkey is one of the only three countries in the world (along with China and Burundi) that opposed the Convention on the Law of the Non-Navigational Uses of International Watercourses adopted by the General Assembly of the United Nations in 1997.
In 1987, a temporary agreement between Syria and Turkey was signed to share the water supplies of the Euphrates during the period when the basin of the Ataturk Dam was being filled. In virtue of the agreement, Turkey pledged to provide an annual level of over 500 cubic meters of water a second on the Turkish-Syrian borders, until reaching a final agreement about sharing the water supplies of the river between the three countries. In 1994, Syria registered the agreement at the United Nations to guarantee the minimum amount of Iraq and Syria’s right to the water from the Euphrates River.

Comment By Ziad Fadel
I’ve written about this for years. Syria has a plan for Erdoghan that will set back his Ottoman dreams by 500 years.  It was developed by the late general, Daawood Rajiha, our former Defense Minister until he was assassinated by a Robert Ford-designed plot to “decapitate” the Syrian military high command on July 18, 2012.  It didn’t work and the only one decapitated was Ford in a humiliating retirement reeking of failure.  General Rajiha had developed a plan to use Syria’s huge ground-to-ground missile network to vaporize Turkey’s hydroelectric dams on the Euphrates River.  Well, now’s the time with Erdoghan cutting off all water to both Syria and Iraq, damning our people to thirst and starvation.  It is time for Iran and Russia cut off all gas supplies to Erdoghan and force him to release the waters of the great river which is the lifeline of the Fertile Crescent.  Or! Let’s unleash a SCUD attack on all his dams.

Well, what do you think about that? What if Dr. Assad did something really out of character, like, you know, telling some general to go ahead with General Rajiha’s plan?  Wouldn’t that be really jolly? What would Erdoghan do?  He can’t invoke the NATO Treaty because he declared war on Syria by cutting off water to a riparian landowner and violated international law in doing so.  No, I think the Turk would be on his own.  He’d have to explain to his people why they didn’t have any electricity or gas.  There is this big dam named after Turkish republic founder, Kemal Mustafa Ataturk, which sits like a big bull moose ready for a 30×6 to take him down for a visit to the local taxidermist.  Dr. Assad, it’s time you did something to end the Turkish gangsterism that is wreaking havoc with your country.  We stand with you, all the way.
Scud

Now, that’s the Ataturk dam. So plump and ready for the plucking.  Oh, there’s that useless Patriot Missile system the Europeans are manning for the Turks.  It won’t work because Syria’s SCUD missiles are not the ‘guided’ type, so it will be most difficult to either “topple” them or track them with guided anti-missile missiles.  In any case, Syria has manufactured thousands based on an improved North Korean design.  The Syrian missile establishment is one of the very biggest in the world. Heck, we make the missiles for Hizbullah. Nyuk.
Many readers will chafe at the idea that the Syrians would cause so much suffering to the people of Turkey.  Well, do you have any better ideas?  And what do we do? Starve to death or die of thirst.  We can’t irrigate our fields without the waters of the Euphrates.  No, my friends, the people of Turkey have had it too easy so far.  They have to feel the consequences of their government’ crimes.
TORPEDO THE DAMS! FULL SPEED AHEAD! That’s what I say.

Reactions to Obama at West Point by Stephen Lendman

In case you missed it: Obama is warmonger, ‘serial liar’: Analyst

Reactions to Obama at West Point

by Stephen Lendman

This writer’s accompanying article called his address typical Obama demagogic mumbo jumbo.
He justified the unjustifiable. He defended the indefensible. He repeated one Big Lie after another. Media scoundrels reacted.
The New York Times headlined “Obama Warns US Faces Diffuse Terrorism Threats,” saying:
He “tried…to articulate his vision of the American role in the world on Wednesday, telling graduating cadets here that the nation they were being called to serve would seek to avoid military misadventures abroad, even as it confronts a new set of terrorist threats from the Middle East to Africa.”
Fact: America’s war on terror is subterfuge deception to advance its imperium.
Fact: America’s only enemies are ones it invents.
Fact: Military adventurism is longstanding US policy.
Fact: America lurches from one war to others.
Fact: Don’t expect longstanding policy to change.
An accompanying Times article headlined “Rebutting Critics, Obama Seeks Higher Bar for Military Action,” saying:
“After more than five years in office, Mr. Obama has become increasingly convinced that while the United States must play a vital role beyond its borders, it should avoid getting dragged into the quicksand of international crises that have trapped some of his predecessors.”
“It is time for an end to what he called ‘a long season of war.’ ”
Fact: Obama is the latest in a long line of US warrior presidents.
Fact: He exceeds the worst of his predecessors by far.
Fact: His rap sheet is blood-drenched.
Fact: He’s responsible for millions of deaths.
Fact: He’s a serial liar.
Fact: His word isn’t his bond.
Fact: He says one thing.
Fact: He does another.
Fact: He waged war on humanity throughout his tenure.
Fact: Claiming he wants “a long season of war” ended rings hollow.
Fact: Expect no change ahead.
Times editors called his address “largely uninspiring.” It lacked “strategic sweep,” they said.
It won’t likely “quiet his detractors, on the right or the left.”
He “did make a strong case (for) the use of force,” they said. “Mr. Obama was steady and sensible on this vital issue.”
“He (correctly) endorsed military action, even unilaterally, when the country is threatened or when the security of its allies is in danger.”
His “comments on China and Russia barely touched on how he plans to manage two major countries that have turned increasingly aggressive.”
“(W)hat matters ultimately is his record in the next two and a half years.”
Fact: Core international law is clear and unequivocal.
Fact: Military action is prohibited except in self-defense.
Fact: America does it preemptively.
Fact: Repeatedly.
Fact: Without just cause.
Fact: No nation may intervene in the internal affairs of others.
Fact: Longstanding US policy prioritizes it.
Fact: Russia and China deplore war.
Fact: They threaten no one.
Fact: Don’t expect Times editors to explain.
The Washington Post headlined “Obama lays out new postwar foreign policy, stresses nonmilitary options,” saying:
He “laid out his vision for a comprehensive post-9/11 foreign policy after more than a decade of war overseas, arguing for a new form of American leadership that strikes a balance between interventionism and avoiding “foreign entanglements.’ ”
Fact: Obama’s new “vision” reflects his old one.
Fact: Wrapped up in deceptive hyperbole.
Fact: Balance isn’t a US attribute.
Fact: Meddling in the affairs of other nations is longstanding US policy.
Fact: Obama’s agenda for five and half years featured it.
Fact: Expect no change that matters going forward.
Washington Post contributor EJ Dionne headlined “Obama outlines doctrine where restraint makes us stronger,” saying:
He “challenged his critics, at home and abroad…This is as close as we have gotten to an Obama doctrine.”
He was “elect(ed) as a pragmatic antiwar candidate…(He) declared…he was opposed not to all wars but to…dumb” ones.
“It was clear Wednesday that it remains a source of pride to him that he has brought what he called ‘a long season of war; to an end.”
“In calling for restraint and realism – and by insisting on raising the threshold for wars of choice – Obama may yet prove himself to be the best friend American internationalists have.”
Fact: Restraint isn’t a US attribute.
Fact: It never was.
Fact: For sure not now.
Fact: Multiple direct and proxy wars raged throughout Obama’s tenure.
Fact: They still do.
Fact: Expect no substantive change going forward.
Wall Street Journal editors headlined “Obama at West Point.” Obama “skipped a few world events,” they said.
He wasn’t robust enough, they claimed. They called “listening to (him) trying to assemble a coherent foreign policy agenda from the record of the past five years was like watching Tom Hanks trying to survive in ‘Cast Away:’ ”
“Whatever’s left from the wreckage will have to do.”
They omitted what this writer stressed above. Obama is a serial liar. He broke every major promise made.
He says one thing. He does another. One speech sounds like others. Doublespeak duplicity defines them.
Chicago Tribune editors headlined “Obama’s Strategy: Outsource the war on terror,” saying:
Obama “charted a vision for protecting America that relies less on military power and more on training foreign security forces to fight on their own soil.”
Fact: America is addicted to war.
Fact: It’s the national pastime.
Fact: Obama’s speech changed nothing.
Fact: Military might reflects official US policy.
Longstanding war on humanity won’t change. Imposing Washington rules on other nations will continue.
So will targeting all independent states. America wants subservient pro-Western ones replacing them.
War is Washington’s bottom line option. It’s been this way since the republic’s founding. It’s much worse than ever now. Humanity itself is threatened.
Obama is an unindicted war criminal. He glorifies war in the name of peace. Might justifies right, he believes.
He calls imperial wars liberating ones. He ravaged and destroyed one nation after another throughout his tenure. Don’t expect him to change now.

SYRPER EXCLUSIVE: SYRIAN ARMY EVACUATES ALEPPO TO FOIL TERRORIST GAS TANK OPERATION HEAVY FIGHTING BEFORE ELECTIONS

As we write today’s post, SyrPer has received incontrovertible evidence that the SAA is handing out fliers to residents of Central Old Aleppo, exhorting them to leave their areas temporarily because the area of Bani Zayd/Al-Rusaafa is now the staging ground for a Mossad-planned operation involving over 1,000 canisters of propane gas concentrated on the borders of secure, largely Christian areas, like Sulaymaaniyya, Siryaaniyya, Ashrafiyya, Zuhoor, all areas just southeast of the Quwayq River.  We have received a copy of the flier and have confirmed that my wife’s family has left its apartment in Sulaymaaniyya in anticipation of the SAA’s assured assault on the site.  The operation was discovered by MI 3 days ago and plans are afoot to neutralize the stash of lethal gas squirreled away by the terrorist Jihadist cannibal terrorists.  SYRPER PREDICTS AN AERIAL BOMBARDMENT OF THE SITE WITHIN THE NEXT 48 HOURS.
Syria army soldiers

Al-Layramoon:

Almost terrorist-free now.  The Air Force Intelligence Building Complex is safe and no more efforts by Obama’s hyenas to overrun it are imminent.  The area has been reinforced.  The heroes of this siege are unfairly unsung.

Turaab Hulluk:

A largely Armenian area saw the SAA and NDF hunt down 4 Pakistani terrorists and kill all of them.  Wael describes the vermin as committed Jihadists who actually wanted to be killed so as to reach the 72 Virginians promised to them:
  • ‘Abdul-Qadir Ismaa’eel
  • Iqbaal Koorashi
  • Muhammad Saaleh Shawdhari
  • Ahmad Ghulaam Ansaari

Hanaanu Residencies: More skirmishing as the SAA moves in from building to building.  Terrorists ordered to hold out to the end. These are all J.Nusra and J. Islam specimens of terrorists.

Bani Zayd: (See first article above).  SAA preparing to overwhelm terrorists here after the danger of the propane gas is averted.  Expect SAAF to start carpet bombing this largely-abandoned area.

Bustaan Al-Qassr:  SAA killed 2 snakes and took 11 prisoners all demanding Amnesty Program consideration.  No names.

  • Fighting in these areas: Bustaan Al-Baashaa, Al-Raashideen (almost no terrorists), Jandool Roundabout, Al-Zabadiyya, Al-Ashrafiyya, Handaraat Camp to the north and west, Ataareb, Maare’, Khaan Al-‘Asal, Kafr Daa’el, Tal Al-Maraah, ‘Anadaan, Al-Mansoora, Kuwayris, Rasm Al-‘Abbood, Al-Judayda, Industrial Zone at Khaan Al-Najjaar, East Huraytaan (warehouse with weapons and 10 terrorists killed), Tal Sooseen, Tal Rif’aat, East Kafr Hamraa, North Castillo, Tal Sha’eer, Ba’eedeen roundabout (nest destroyed), Al-Muslimiyya (nest destroyed), Tal Qurraah, Al-Shuqayf, Kafr Sagheer, Kafr Antoon, Daarat ‘Izza, Maayer, Qaadhi ‘Askar

Khirbat Al-Manaasher:

CONFIRMED 32 TERRORISTS OF JABHAT AL-NUSRA, AHRAAR AL-SHAAM AND JABHAT AL-ISLAM KILLED HERE as SAA and SAAF helicopter gunships laid waste to their ranks in a sudden assault that was clearly not expected.  These terrorists made the mistake of placing their fate in the hands of Turk “officers” belonging to Hakan Fidan’s utterly inept MIT.  With communication lines wide open, SAA knew far ahead of time exactly where they were going to be.  These were the only id-carrying Syrians in the group:
  • ‘Abdul-‘Azeez Al-Mukhtaar
  • Saj’aan Warfali
  • Mahmoud ‘Ali-Ahmad
  • Raakaan Jallool
  • Hussayn Ghaaleb

Lebanon’s Mashnouq: Syrians Lose Refugee Status If They Enter Syria as of June 1
Local Editor
In a statement by the Lebanese Interior and Municipalities Minister, Nuhad al-Mashnouq's media bureau on Saturday, it warned Syrian refugees against entering Syria effective Sunday, under risk of losing their refugee status.

"In process of regulating the entry and exit of Syrian nationals into Lebanese territories, all displaced Syrians registered with the UN High Commission for Refugees (UNHCR) are to refrain from entering into Syria as of 1/6/2014, under penalty of losing their status as refugees in Lebanon," the statement stressed.

"The Interior Ministry hopes for compliance with this measure for the safety of displaced Syrians in Lebanon, as well as preserving Lebanon's security and the relationship between displaced Syrians-Lebanese citizens in preventing any friction or mutual provocation," the statement added.

This decision comes three days before Syria is to witness presidential elections, what raises questions about its political dimensions and intentions.

Lebanon to strip Syrians of refugee status if they visit home

Published Saturday, May 31, 2014
Syrian refugees in Lebanon will lose their status as such if they return home for a visit, the interior ministry said Saturday.
At the same time, there are calls among political and media figures associated with the Western and Saudi-backed Marched 14 political alliance for deporting those who voted in an election in which Syrian President Bashar al-Assad is expected to win.
More than a million Syrians have fled their war-torn country for Lebanon in the past three years, according to the United Nations.
"Syrian displaced people who are registered with the UN High Commissioner for Refugees are requested to refrain from entering into Syria starting June 1, 2014, or be penalized by losing their status as refugees in Lebanon," said the March 14-aligned ministry.
The statement, published by the National News Agency, said the measure is grounded "in a concern for security in Lebanon and the relationship between Syrian displaced and Lebanese nationals... and in a bid to prevent any friction between them."
The decision, which takes effect Sunday, comes two days after tens of thousands of Syrians flocked to their Beirut embassy to vote in the election.
Lebanon's March 14 coalition, which opposes Assad and its Lebanese allies, said those who voted "should be deported immediately... because their security in Syria is not under threat."
The refugee influx into Lebanon has burdened the tiny Mediterranean country's weak economy, with politicians on all sides calling for measures to limit the flow.
Lebanon has not signed the Convention on Refugees, and refers to Syrians forced out of their country by war as "displaced."
Most Syrian refugees in Lebanon live in informal camps dotted around the country, mainly in border areas in the north and east.
The authorities say the actual number of Syrians in Lebanon is far higher than the nearly 1.1 million accounted for by UNHCR.
Lebanon has frequently complained it lacks the necessary resources to cope with them, and that the labor market is struggling to accommodate them.
Foreign Minister Gebran Bassil warned Thursday that the country would "collapse" if the influx continues to soar.
He also said Beirut was taking measured aimed at "putting an end to the Syrian migration wave to Lebanon."
