Abbas Threatens to End Palestinian Unity Deal, Hamas Says Remarks Baseless

Palestinian Authority Chief Mahmoud Abbas has threatened to break off a unity agreement with Hamas if it does not allow the government to “operate properly” in the Gaza Strip.
Mahmoud Abbas"We will not accept the situation with Hamas continuing as it is at the moment," Abbas said in remarks published by official Palestinian news agency WAFA.

His remarks came on the eve of talks in Cairo with Egyptian President Abdel Fattah al-Sisi and a key address to the Arab League nearly two weeks after a ceasefire ended a major 50-day Israeli offensive on Gaza.

"We won't accept a partnership with them if the situation continues like this in Gaza, where there is a shadow government... running the territory," Abbas said on arrival in the Egyptian capital late Saturday.

"The national consensus government cannot do anything on the ground," he charged.

For its part, the resistance movement Hamas, denounced his allegations as "baseless,” with spokesman Sami Abu Zuhri said in a statement that Abbas’ remarks “against Hamas and the resistance are unjustified.”

"It is untrue, baseless and unfair to our people," he said, indicating that Hamas representatives would meet "soon" with their counterparts in Fatah movement to discuss fleshing out the reconciliation deal which was inked in April.

Under the terms of the agreement, the Palestinians agreed to form an interim consensus government of technocrats, ending seven years of rival
administrations in the West Bank and Gaza.

Putin, Not Ukraine, Is Vexing America


September 06, 2014 “ICH” – “SCF” – -Forget about alleged Russian aggression and land grabbing in Ukraine – the real problem for the United States is Vladimir Putin. To be more precise, the real problem is a strong, independent Russia under the leadership of President Putin, a Russia that stands up for its national rights, respect for international norms and which is not prepared to simply roll over to placate American hegemonic selfish interests, like propping up its bankrupt dollar.

As the American-led NATO military alliance meets in Wales this week, it is obvious that Washington and its European minions are thrashing around trying to find a new purpose for an organization that was formed 65 years ago during the Cold War. The summit in the Welsh city of Newport is being billed as «the most important meeting of NATO since the end of the Cold War» – might we wonder why? – more than two decades ago.

US President Barack Obama is in attendance with 60 world leaders, including those of the 28 NATO member states. Shamelessly, there is much high-flown rhetoric about «defending Europe from Russian aggression». NATO secretary general Anders Fogh Rasmussen even had the gall to state, at the opening of the conference, that «Russia is attacking Ukraine».

«So we continue to call on Russia to pull back its troops from Ukrainian borders, and stop the flow of weapons and fighters into Ukraine», said Rasmussen without a modicum of evidence, or even a semblance of citing evidence.
The day before the NATO summit opened, Barack Obama, speaking in Estonia, used the very same kind of provocative rhetoric, accusing Russia of aggression in Ukraine and violating international law. The American president rolled off slanderous words about «Russian-financed, Russian-armed, Russian-trained, Russian-supported and often Russian-directed separatists in Ukraine».

As Russia’s envoy to NATO, Alexandr Grushko, said of such accusations mouthed by Western leaders, «they are not facts, they are forgeries». Grushko said that NATO was escalating tensions with Russia without any evidence to support its reckless conduct. «There have been no troop build-ups or movements of military hardware», he added.
It is astounding that all the militarist hype surrounding the NATO conference, along with bombastic declarations of collective security and vows to protection «our members in Eastern Europe», has been invoked with absolutely no credible proof, such as satellite images of Russian troop and tank movements, missile launches or aircraft incursions of Ukrainian territory. It’s like policy is being made on the basis of fantasy and preconceptions.

However, that’s not to say that there aren’t real concerns at play. There most certainly are. But the Western powers and their dutiful so-called news media are in full propaganda mode to conceal what those underlying concerns are.
What Obama and other senior US figures have been emphasizing over the past six months has been the need for European members of NATO to «step up to the plate» in terms of financing NATO. For most of its 65-year existence, the US has largely funded the workings of NATO, being by far the largest member. There is good reason for this historical American largesse. NATO has served as the US vehicle to exert a dominant military, political and economic presence over Europe. Without NATO, Washington would have significantly reduced influence over its European «allies». In particular, Washington might have to witness a natural historical tendency for closer political and economic ties between Europe and Russia, if it were not for NATO’s grip on the continent.

It is significant that over the past two decades since the end of the Cold War – and hence arguably the end of NATO’s purpose – European funding of the organization fell from over 30 per cent down to nearly 20 per cent. In other words, that suggests that European states were losing interest in NATO as having any relevance in the post-Cold War era. It seems that what Washington is hell-bent on doing is to revive the relevance of NATO by talking up the threat to European security from Russia. A revived NATO means a revived US presence in Europe, which is essential for American global hegemony.

This would give the real meaning for why Washington has taken the lead over past year in escalating tensions with Russia over Ukraine. This has in turn led to a growing chasm between Moscow and Europe, where up to recently there were cordial diplomatic relations based on substantial economic and trade partnerships.

Of course in this political endeavour Washington has found willing European accomplices to accentuate tensions. The British government has played a trusted lackey role for the American agenda, as has the US handpicked junta in Kiev led by Arseniy Yatsenyuk, as well as the pro-Western regimes in Poland and the Baltic states.

This underlying agenda of American geopolitical hegemony – not alleged Russian aggression – was betrayed earlier this week during the joint speeches of Barack Obama and his Estonian counterpart Toomas Hendrik Ilves. When both leaders were asked about their views on the 1997 Founding Act between NATO and Russia, they said that the commitment to non-expansion by NATO was now redundant because the «landscape had changed».

The American-educated Estonian leader said: «That was the security environment of 1997, when Boris Yeltsin was [Russian] President, and there had been no violations of either the UN Charter or the 1975 Helsinki Final Act, the 1990 Paris Charter».

Note that Ilves reiterates groundless assertions that Russia has committed violations of the UN Charter and other treaties. But what is telling is his reference to former Russian leader Boris Yeltsin. Yeltsin was acceptable to American and Europeans because he was seen as a weak, pliable figure that allowed Western capital free rein in the newly opened Russian territory following the collapse of the Soviet Union. Yelstin’s era was also a time of rampant corruption by Russian oligarchs who were closely associated with Western capital. That corrosive culture came to a halt with the election of Vladimir Putin twice as president between 2000-2008, and again in 2012.

In his speech, Obama concurred that «much has changed» since the NATO-Russia Founding Act of 1997, making the latter non-applicable. But Obama’s words gave more away about the deeper political concerns. He said of Russia: «I’ve said consistently our preference is a strong, productive, cooperative Russia. But the way to achieve that is by abiding to international norms, to improving the economy, to focusing on how they can actually produce goods and services that other people want and give opportunity to their people and educate them. That’s not the path that they’ve been pursuing over the last several years. It’s certainly not in evidence when it comes to their strategy in Ukraine».

So what Obama, that is, Washington, is concerned about is not Ukraine or alleged Russian aggression, but rather issues of «economic production and cooperation» – that is cooperation with Western capital. What’s more, «that’s not the path that they’ve [Russian government] been pursuing over the last several years». In other words, that’s not what Russia is permitting the West under the tenure of President Vladimir Putin; and this predates the recent crisis in Ukraine.

These real, underlying American concerns about Putin’s Russia not playing American ball were spelled out in an opinion column in the New York Times earlier this year, on March 23, by the former US ambassador to Moscow, Michael McFaul.

Notwithstanding false claims about annexing Crimea, McFaul writes: «The decision by President Vladimir V Putin of Russia to annex Crimea ended the post-Cold War era in Europe. Since the late Gorbachev-Reagan years, the era was defined by zigzags of cooperation and disputes between Russia and the West, but always with an underlying sense that Russia was gradually joining the international order. No more».

The former American ambassador goes on to lament «the collapse of the Soviet order did not lead smoothly to a transition to democracy and markets inside Russia, or Russia’s integration into the West». In other words, Russia did not make a smooth transition that suited American interests.

McFaul lays the blame for this lack of Russian «integration into the West» on President Putin, accusing him of being «an autocrat» and of harking back to the days of the old Soviet Union. McFaul’s invective against Putin is just slander, but what it barely conceals is that Washington is acutely disgruntled with how it perceives Putin’s Russia as not acting like a vassal state, as it was intended to be under Yeltsin at the time of signing the Founding Act between NATO and Russia.

That is why Washington now wants to scrap the Founding Act, and to push NATO expansion around Russia’s borders.

McFaul ended his NY Times column by calling for isolation and punitive sanctions on Russia, a policy that has become ever more pointed in subsequent months.

And it is more than a coincidence that America’s rulers have stepped up their aggression towards Russia since President Putin has embarked on a raft of regional trade and development alliances with Eurasian countries, Iran, China, and other BRICS nations, as well as Latin America. Putin’s declared moves to replace the US dollar with bilateral currencies for transactions in energy trade has also marked him out as a threat to US hegemonic interests. Putin’s Russia has also stood by its Syrian Arab ally over the past three years rather than relenting to the US-NATO criminal agenda of regime change in that country.

This is the context for why Washington is corralling NATO with the «crisis in Ukraine». It is not about Russian aggression. It is about Putin being an independent world leader who is not bowing down to American imperial dictate.

ANOTHER ISIS ANALYSIS–JAMES CORBETT’S “WHO IS ISIS? AN OPEN SOURCE INVESTIGATION”


In his remarkable style of presenting the lies we’ve been told are truths, James Corbett breaks down the history of what is currently known as ISIS or IS, the key players (and their various reincarnations), and possible links to Western regime-changers (John McCain)

“The Islamic State has gone through numerous name changes since its founding in Iraq in 1999. originally known as Jamāʻat al-Tawḥīd wa-al-Jihād (JTJ), (“The Organization of Monotheism and Jihad”), it changed to Tanẓīm Qāʻidat al-Jihād fī Bilād al-Rāfidayn (“The Organization of Jihad’s Base in the Country of the Two Rivers”) in 2004 after the group swore allegiance to Osama Bin Laden. During this period it was popularly known as Al Qaeda in Iraq (AQI). In 2006 it became the Islamic State of Iraq (ISI), but changed again in 2013 after expanding into Syria. At that point it became Islamic State of Iraq and the Levant (ISIL) or Islamic State of Iraq and al-Sham (ISIS). Its latest moniker, the “Islamic State,” came about after the proclamation of a new caliphate on June 29, 2014.

The group was founded by Abu Musab al-Zarqawi in 1999. Zarqawi, a Sunni militant from Jordan, enjoyed a remarkable career that involved numerous imprisonments, escapes, evacuations, deaths and resurrections. Meeting Osama Bin Laden in Afghanistan at the tail end of the Soviet-Afghan war, Zarqawi was imprisoned in Jordan for six years for attempting to overthrow the Jordanian government. Released in 1999, he made his way to Afghanistan where he ran a militant training camp before making his way to Iraq, allegedly via Iran. During his time in Iraq, he was killed in a bombing raid in April of 2003; miraculously resurrected to be arrested in Fallujah in 2004; re-arrested in Baakuba in January of 2005; evacuated from Iraq in May of 2005; killed in fighting in June of 2005; and once again resurrected to be killed once again(presumably for good) in 2006.

The group was taken over by Abu Omar al-Badhdadi (Hamid Dawud Mohamed Khalil al Zawi, also known as Abu Abdullah al-Rashid al-Baghdadi and Abu Hamza al-Baghdadi). Baghdadi, exactly like Zarqawi before him, enjoyed an interesting career of imprisonments, deaths and resurrections, as well as questions as to his very existence. He was reported as captured on March 9, 2007, but that claim was retracted on March 10. In May 2007 the Iraqi Interior Ministry reported he had been killed, but the very next month the US militaryproclaimed he had never existed, citing information from a detainee who said that recordings of Baghdadi were actually recordings of an Iraqi actor hired to put a local face to what was in fact a foreign-run terror campaign, a claimsubsequently echoed by Hamas-Iraq. However Baghdadi was reported as arrested on April 23, 2009, a claim that was denied by ISI the next month. The group continued to release recordings of Baghdadi throughout 2009 and 2010 that were authenticated by the (highly suspect) SITE Institute. He was reported as killed once again in April 2010 after a rocket attack on the home he was hiding.

The group was then taken over by Ibrahim ibn Awwad ibn Ibrahim ibn Ali ibn Muhammad al-Badri al-Samarrai, better known by his nom de guerre, Abu Bakr al-Baghdadi. This Baghdadi, too, has an uncertain background constructed from conflicting reports. Alleged to have been born in Samarra, Iraq, in 1971, an unverifiable internet biography claims he attained a PhD in Islamic studies at the Islamic University of Baghdad, and unidentified reportssuggest he may have been a cleric at a mosque in Samarra during the American invasion in 2003. He was then captured and held as a civilian detainee by US Forces-Iraq at Camp Bucca before being granted an unconditional release on a recommendation from the Combined Review and Release Board. The Defense Department officially proclaims he was detained from February to December 2004, but Army Col. Kenneth King, the former commander of Camp Bucca, insists he was at the camp until 2009, when he was turned over to the Iraqi justice system after the camp’s closure. He wasannounced as leader of the ISI in May 2010 and reported captured in December 2012, a claim that was immediately denied. He oversaw the expansion of the group into Syria in 2013 and was rumoured to have been killed in June 2014, but a rare video of him delivering a sermon at a mosque in Mosul appeared less than 24 hours later to quash the rumor. He was proclaimed Caliph Ibrahim and leader of all Muslims upon the establishment of the Islamic State caliphate on June 29, 2014.

The group sprang to the attention of those in the West this year when the group launched an incursion into Iraq that saw them repel the Iraqi army and capture Mosul, Iraq’s second largest city, as well as parts of Salahuddin and Ninevheh Provinces, and the cities of Fallujah and Tikrit. According to reports, the group seized as much as $429 million dollars from Mosul’s central bank after taking over the city. With anywhere from 4,000 to 80,000 fighters, the group possesses convoys of identical Toyota trucks, and an arsenal most countries in the region would be envious of, including Stinger missiles, anti-aircraft guns, anti-tank weapons, Blackhawk helicopters and cargo planes, and even a Scud missile. The group also allegedly gained possession of nuclear materials from Mosul University, but the IAEA believes the material isnot of sufficient quality to be dangerous in nuclear terrorism.

A stream of increasingly hysterical reports about the group and its supposed existential threat to the region and the world in general has included a joint press conference by US Secretary of Defense Hagel and Joint Chiefs of Staff Chair General Dempsey in which they laid out ISIS’ “End-of-Days” vision and stressed that the group is “beyond anything that we’ve seen.” Senator James Inhofe has joined the fray, insisting that the group is working on plans to “blow up” an American city, and numerous outlets have now suggested that city may be Chicago. The hysteria increased with the release of the (nowadmittedly fake) beheading video of American journalist James Foley and the similarly suspicious video of American-Israeli journalist Steven Sotloff.


In August, President Obama ordered airstrikes over northern Iraq to combat the ISIS threat, warning Americans that the bombing would be a “long-term project.” The airstrikes have been endorsed by Pope Francis, and after Secretary of State Kerry announced that a “worldwide coalition” would be required to defeat the Islamic State, the US has since declared the formationof just such a “core coalition” which includes NATO powers such as the UK.
…This has led many to speculate on the group’s possible founding and backing by Western intelligence as a front for foreign policy goals such as the sectarian division of Iraq or as an excuse to keep the west militarily involved in the region. As far back as 2006 the UK Telegraph reported that prominent Sunni insurgent leaders in Iraq were claiming that the group’s founder, Abu Musab al-Zarqawi, was “”an American, Israeli and Iranian agent who is trying to keep our country unstable so that the Sunnis will keep facing occupation.” This sentiment is echoed to the present day, with Saudi scholar Consultative Assembly member Dr. Aissa Al-Ghaith claiming that the Islamic State is backed by America, Israel and Iran. This sentiment is bolstered by the revelation earlier this year that ISIS fighters were trained by the US military at a camp in Jordan in 2012.

…There is still no answer as to who staged the beheading video of James Foley or why it was faked…
An image of US Senator John McCain in Syria in April 2013 has generated controversy for claims that it pictures him with ISIS member Mohammad Nour and even ISIS leader Baghdadi himself. Some have cast doubt on whether the man in the photograph is Baghdadi, but the man does bear an uncanny resemblance to the official picture of Baghdadi on the State Department “Rewards for Justice” website.

Anti-Russian Sanctions Wars Continue

 
 
Obama and other NATO member state heads are currently meeting in Wales. Discussions will continue Friday. 
 
Russia bashing continues. New sanctions are planned. More on this below.
 
This summit meeting is one of NATO's largest. Leaders and ministers from around 60 countries are attending.
 
Included are senior representatives from 33 partner countries, the UN, OSCE, EU and other international organizations.
 
NATO Secretary-General Anders Fogh Rasmussen said "concrete steps" will be taken "to enhance our partnership" with Kiev.
 
He wrongfully accused Russia of attacking Ukraine. "We are faced with a dramatically changed security environment," he said. 
 
"To the east, Russia is attacking Ukraine." It's one of the main issues being discussed.
 
"We continue to call on Russia to pull back its troops from Ukraine's borders, stop the flow of weapons and fighters into Ukraine, stop the support for armed militants in Ukraine and engage in a constructive political process," said Rasmussen.
 
British Prime Minister David Cameron is this year's host. "What Russia needs to understand is if they continue with this approach in Ukraine, this pressure will be ramped up," he said.
 
Russian Foreign Minister warned against Ukraine joining NATO. Ending its non-aligned status would "derail all efforts aimed at initiating a dialogue with the aim of ensuring national security," he stressed.
 
In aThursday op-ed in the UK The Times newspaper, Obama and Cameron turned truth on its head.
 
They accused Russia of "ripp(ing) up the rulebook with its illegal, self-declared annexation of Crimea and its troops on Ukrainian soil threatening and undermining a sovereign nation state."
 
NATO's relationship with Russia fundamentally changed. An unidentified alliance official lied, claiming:
 
Moscow "violated very fundamental agreements on the basis of which we have constructed peace and security in Europe for the last two decades."
 
After Putin let Crimea join Russia, NATO suspended cooperation with Moscow.
 
According to Reuters, Washington and EU countries are preparing new economic sanctions on Russia. 
 
They wrongfully blame Moscow for conflict in Ukraine. Deputy White House national security advisor Ben Rhodes provided no details on what sectors will be targeted.
 
"The key point is that Russia must continue to face costs for its own escalation," he said. "If Russia escalates, we can escalate our pressure."
 
British, French, German and other EU leaders expressed support. So does Obama.
 
An earlier White House statement said he and key European leaders  said Russia should face "new costs" for its actions Southeastern Ukraine.
 
French President Francois Hollande said events in the coming hours will influence what's expected to be adopted tomorrow.
 
On September 5, Kiev, People's Republics of Donetsk and Lugansk (DPR and LPR), Moscow, and OSCE representatives will hold peace talks in Minsk, Belarus.
 
Previous diplomatic conflict resolution efforts failed. Success remains elusive.
 
Washington wants war, not peace. So do rogue NATO partners. 
 
Kiev's puppet regime is a convenient proxy. War without mercy continues. Civilians suffer most.
 
Whether Friday talks achieve what previous ones failed to accomplish remains to be seen.
 
It takes a giant leap of faith to think so. To believe this time is different regardless of what happens in Minsk.
 
A joint DPR/LPR statement said they "will present their proposals on the ceasefire, which would describe in detail the guarantees of implementation of the truce by the sides involved in the conflict, to the contact group in Minsk on Friday."
 
Doing so enables implementation of Putin's seven-step peace plan. It remains to be seen how possible given strong Washington and Kiev opposition.
 
Previous US and EU sanctions targeted some of Russia's largest banks. So was its oil giant, Rosneft.
 
On September 3, Britain's Telegraph headlined "EU sanctions to target Russian oil industry and strip Russia of World Cup," saying:
 
EU nations "will strike at the heart of Russia's economy by extending sanctions to block all investment in the country's oil companies unless Vladimir Putin pulls invading Russian troops out of East Ukraine."
 
Stripping Russia of 2018 World Cup hosting rights may be agreed on.
 
The Telegraph claimed knowledge of a confidential three-page document. It prohibits all state-controlled Russian oil and defense companies from raising funds in European capital markets.
 
It cuts off key sectors of Russia's economy from important investment sources. The document states:
 
"(To) prohibit debt financing (through bonds, equities and syndicated loans) to defence companies and to all companies whose main activity is the exploration, production and transportation of oil and oil products and in which the Russian state is the majority shareholder."
 
"This extension would significantly increase the burden placed on the Russian state to finance its companies."
 
"Beside economic measures, thought could be given to taking coordinated action within the G7 and beyond to recommend suspension of Russian participation in high profile international cultural, economic or sports events (Formula One races, UEFA football competitions, 2018 World Cup etc)."
 
"Measures could be extended…to provision of future associated services (such as seismic campaign-related services, drilling, well testing, logging and completion services, supply of floating vessels etc) for deep water, oil exploration and production, Arctic oil exploration and production or shale oil projects in Russia."
 
"Possible measures (include) prohibiting EU persons from participating in syndicated loans to major Russian state owned banks and other entities with a view to further restraining access to capital and closing a possible gap in the current regulation."
 
"(L)owering the maturity beyond which certain debt instruments are restricted bringing it form the current 90 days to 30 days" may be implemented.
 
Boycotting newly issued Russian government bonds isn't planned. Or banning purchases of non-industrial diamonds.
 
Or locking Russia out of the Society for Worldwide Interbank Financial Telecommunication (SWIFT) payment system at this time. Doing so may follow "in the event of a major escalation."
 
Implementation would be major intensification of sanctions. It would guarantee tough Russian retaliatory measures.
 
Exclusion from SWIFT disrupts cross-border banking and trade flows. It's one of the toughest type sanctions to impose.
 
Capital Economics chief emerging markets economist Neil Shearing said sanctions expected to be announced Friday will be an extension of earlier ones imposed.
 
They "set a precedent," he said. Financial wars at times cause more harm than standing armies.
 
At risk is economic ruin. Measures imposed or likely planned fall far short of anything this extreme.
 
At the same time, sanctions cut both ways. Russia can respond in kind. It's increasingly circumventing dollar transactions.
 
Doing so weakens dollar strength. It's a pillar of America's geopolitical/military might. It furthers US supremacy. It does so at the expense of other nations.
 
It finances America's global military machine. It advances US imperialism. It benefits financial speculation. 
 
It facilitates corporate takeovers. It does so at the expense of beneficial social change, human and civil rights. It denies democratic values.
 
Global central banks recycle dollar inflows. They do so into US Treasuries. They finance America's deficit.
 
Circumventing dollar transactions weakens petrodollar strength. It could become a shadow of its former self.
 
Nobody wins sanctions wars. Each side harms the other. 
 
It remains to be seen how far Washington will go. And if EU countries intend measures detrimental to their own self-interest.

’Israel’ to Evacuate Galilee As Next War Starts for Fear of Hezbollah Occupation

Hezbollah Destroys Israeli Tanks

The Zionist Channel 2 broadcast a report titled "Lebanon Third War" in which it warns the Israelis of the heavy prices and the massive destruction that would result from any war against Hezbollah.

"Hezbollah will strike any position across the occupied Palestinian territories, and this will impose on the Israelis to evacuate the northern settlements in Galilee, for fear of Hezbollah occupation."

The Israeli Channel interviewed the commander of Zionist Hiram brigade, Colonel Dan Goldvos, who said that Hezbollah possesses unprecedented and sophisticated military capacities as well as weaponry, calling on the entity to prepare seriously for the coming war.

Goldvos noted that Hezbollah possesses over 100,000 rockets and that some of them are long-range and may carry up to over a ton of explosive materials.   

The Israeli officer added that any war against Hezbollah will not similar to the recent one against Gaza, asserting that the party will fight very fiercely and will use devastating weaponry.

'Israel' has to be able to protect its vital facilities and to evacuate the settlements for fear of a Hezbollah decision to occupy Galilee, he pointed out.

Goldvos also noted that the "Iron Dome" anti-missile system will not be able to encounter Hezbollah rocketry threat.

Commenting on the threat which Hezbollah tunnels pose, the commander of Zionist Hiram brigade said that those tunnels frighten both the Israeli military units and the settlers in Galilee.

Egypt's deposed president Mohammed Mursi will be tried on charges of selling Qatar documents relating to national security, the state prosecutor said on Saturday.
The Islamist ex-president is already facing the death penalty in several trials, and his supporters have been the target of a deadly crackdown by authorities since his ouster in July 2013.
No date has yet been set for the new trial facing Mursi, who is suspected of providing the sensitive documents to the energy-rich Gulf state during his single year of turbulent rule.
Mursi will go on trial for having "handed over to Qatari intelligence documents linked to national security... in exchange for one million dollars," the prosecutor said in a statement.
Ten other defendants will be tried alongside Mursi, including his former secretary Amin al-Serafi and Ibrahim Mohammed Helal, whom the prosecutor said was chief editor of the Doha-based Al Jazeera satellite television network.
In the statement, the prosecutor said the documents supplied to Qatar were given to "top heads from Al Jazeera."
The interior ministry in March accused Serafi of handing over documents regarding the army, its weaponry and troop deployments to an Al Jazeera chief editor and member of Mursi's Muslim Brotherhood.
The movement was designated as a terrorist group after Mursi's overthrow on July 3, 2013.
Relations between Egypt and Qatar soured after Mursi's ouster, as Cairo criticized Doha's backing for the Brotherhood.
Qatar has denounced Egypt's crackdown on Mursi supporters which has left more than 1,400 people dead since his ouster.
Thousands more have been detained and imprisoned, and hundreds have been sentenced to death in speedy mass trials.
Mursi is already on trial in three separate cases -- one over the killing of protesters during his presidency, another for allegedly conspiring with foreign powers including Iran to destabilize Egypt, and a third over a jailbreak during the 2011 uprising that ousted strongman Hosni Mubarak.
Mursi could face the death penalty if convicted.
Egypt has also jailed Al Jazeera journalists on charges of helping the Brotherhood, triggering an international outcry.
