GENETIC ASSASSINATION WEAPONS IN CIA’S QUIVER

cia
by Wayne Madsen, The Wayne Madsen Report
Ever since Francis Crick and James Watson discovered the double helix of DNA in the 1950s, intelligence agencies immediately began to discover ways to use the discovery of DNA for weapons research. Although it has always been assumed that intelligence services conducted MEDINT, or medical intelligence gathering, to discover what ailments were afflicting world leaders, it is also true that particular genetic traits of potential targets for assassination were being analyzed to developgenetic-specific weapons. A genetic susceptibilty of a targeted individual to develop cancer, heart disease, or other fatal or debilitating diseases would assist intelligence agencies to deliver particular “designer” genetic weapons.
The U.S. Secret Service goes to great lengths to collect all of the President’s DNA samples while he travels abroad. Drinking glasses are wiped, napkins are collected, and even stool and urine samples are protected from being obtained by foreign intelligence agencies while the President is visiting foreign locales. This has always been one of the more closely-guarded operations of the Secret Service. However, such countermeasures are not only taken to ensure that medical information on a commander-in-chief’s prescription drug usage, medical condition, and other health information is not obtained by a hostile or even friendly intelligence service but also to prevent medical intelligence from enabling a hostile service from developing a designer genetic weapon.
The State Department’s program to collect DNA samples from foreign political figures was leaked in a 2010 SECRET/NOFORN cable from the Secretary of State Hillary Clinton to U.S. embassies in Uganda, Rwanda, Burundi, and the Democratic Republic of Congo requesting them to obtain “DNA,” in addition to fingerprints, facial images, and iris scans, from government leaders.
The collection needs were described as being part of the National HUMINT Collection Directive (NHCD). Other embassies and missions also received requests for DNA samples. The Central Intelligence Agency and Defense Intelligence Agency were copied on the State Department biometric collection tasking cables. In 2005, the CIA director was designated as the National HUMINT Manager for the U.S. Intelligence Community.  The operations are carried out under the National Clandestine Service of the CIA.

Latin American leaders who are opposed to U.S. policies but who have suddenly developed cancer are particularly suspicious about the Obama administration’s NHCD as it applies to the collection of DNA samples. The death of populist president Hugo Chavez from cancer at the age of 58 heightened regional concerns about genetic weapons in use by the United States.
A March 24, 2008 SECRET NOFORN cable from the State Department to the U.S. embassy in Asuncio, Paraguay requested DNA samples be collected on progressive presidential candidate Fernando Lugo, as well as other presidential contenders, including Education Minister Blanca Ovelar; former Vice President Luis Castiglioni; and former General Lino Oviedo. In August 2010, Lugo, who had been elected president, was diagnosed with cancer. In 2012, he was overthrown in a coup organized by the CIA. In addition to Lugo and Chavez, cancer also suddenly plagued the leaders of Brazil, Argentina, Bolivia, and Colombia.
A July 31, 2009 cable from State to the U.S. Missions to the United Nations requested biometric data on UN officials, including Secretary General Ban Ki-moon; UN permanent representatives of Security Council member states; and North Korean diplomats. This directive included DNA samples from the UN ambassadors of Austria, Burkina Faso, China, Costa Rica, Croatia, France, Japan, Libya, Mexico, Russia, Turkey, Uganda, and Vietnam, as well as the ambassadors and other officials from the European Union, African Union, Organization of Islamic Conference. The cable was very specific on what UN officials were subject to DNA collection: “key officials of Secretariat, specialized agency, committee, commission, and program officials in New York, Geneva, Vienna, and other UN system cities, to include special assistants and chiefs of staff.” Also targeted for DNA collection were “NAM [Non-aligned Movement]/G-77 [Group of 77]/OIC Permanent Representatives, particularly China, Cuba, Egypt, India, Indonesia, Malaysia, Pakistan, South Africa, Sudan, Uganda, Senegal, and Syria.
The collection of DNA did not stop with the UN but also targeted diplomats with the International Atomic Energy Agency and NATO. The tasking called for DNA samples from “UN arms control interlocutors, especially candidates for the position of Director General of the IAEA, and the heads of other international institutions.” The cable specified arms control diplomats from other International Arms Control Organizations, NATO, and the OSCE [Organization for Security and Cooperation in Europe], particularly diplomatic and arms control officials from Austria, Brazil, Burkina Faso, China, Costa Rica, Croatia, Cuba, Egypt, France, Indonesia, Iran, Ireland, Japan, Libya, Malaysia, Mexico, Pakistan, Russia, South Africa, Sweden, Turkey, Uganda, and Vietnam.
International health officials were also targeted. The cable is specific on targets: “Director General of the WHO [World Health Organization], head of UNAIDS, the Pan American Health Organization, under Secretaries, heads of specialized agencies and their chief advisers, and top aides.”
The annals of the CIA are replete with operations designed to capture human waste samples from various world leaders. Included in the CIA’s sweep for poop and urine were Soviet leader Nikita Khrushchev whose solid waste was trapped by the CIA during his 1959 visit to the United States and KingFaisal of Saudi Arabia whose urine was captured in the urinal of a Monte Carlo casino.
Similar samples taken from Egypt’s President Gamal Abdel Nasser and Indonesian leader Sukarno, founders of the non-aligned movement, may have resulted in the CIA creating designer poisons to kill them both within a few months of each other in 1970. Nasser died from a sudden heart attack while Sukarno , under house arrest after a CIA coup, died from kidney failure.
(Did the CIA medical assassination team achieve a double hit in 1970 when Sukarno of Indonesia [left] and Nasser of Egypt [right] died within a few months of each other?)
The CIA’s use of medical assassinations and other techniques used to kill political irritants are contained in the editor’s new book: Tales from the CIA Crypt: Political Assassinations.

What the media won’t tell you about East Jerusalem

aqsa siege
November 6, 2014
Palestinians in East Jerusalem live their daily lives under the brutality of Israeli occupation. However, their suffering is ignored by most of the western media.
Last week, western journalists turned their focus on Jerusalem only because an Israeli settler, Yehuda Glick, was shot and injured near the Old City on October 29th.
However, violence against Palestinians is a constant feature of life in East Jerusalem and it goes unreported by our media.
Palestinians in East Jerusalem face expulsion from the city, home demolitions, freedom of movement restrictions, surveillance, and violence from settlers and soldiers. This is in addition to illegal settlement building on their land.
boy
It is through measures such as these – all violations of international law – that Israel is attempting to ethnically cleanse East Jerusalem of its Palestinian population. Israel’s stated goal is to establish and maintain the whole of Jerusalem as its capital.
On October 23rd, Israeli Prime Minister, Benjamin Netanyahu issued a statementreiterating this, saying: ‘United Jerusalem, was, and will always remain, the capital of Israel.’ He called for Israeli sovereignty to be enforced in all parts of Jerusalem through the deployment of extra troops.
Below is a short guide to what life is like for East Jerusalem Palestinians, which aims to fill in the gaps left by media reporting:
Background
Before 1947, all of Jerusalem was Palestinian. Following the UN partition of Palestine that year, the UN designated Jerusalem as an international zone. Israel overran West Jerusalem and established a de facto border known as the Green Line, expelling tens of thousands of Palestinians from that part of the city. In 1967, Israel occupied and then annexed East Jerusalem. Israel’s occupation and annexation of East Jerusalem is illegal in international law.
map
Residency permits
Israel has annexed East Jerusalem and claims that it is part of Israel. However, Palestinians living in East Jerusalem, while paying taxes to Israel, do not have Israeli citizenship. They have to apply for residency permits, which need to be frequently renewed.
In order to have a permit renewed, Palestinians have to prove to the Israeli authorities that East Jerusalem is their ‘centre of life’. This requires the provision of extensive documents, including health insurance and bills going back several years, which many Palestinians do not have.
As a result, many Palestinians who have never lived anywhere but East Jerusalem have lost their residency permits. Once deported, they are not allowed to return.
Those who have lived away for more than seven years will also have their residency revoked and are not permitted to return.

The Citizenship and Entry into Israel Law bans the entry of Palestinians from the West Bank, Gaza and other designated countries into Israel and East Jerusalem for the purpose of family reunification. This has resulted in spouses being separated from each other and children from their parents. Since 2005, two years after the law was passed, more than 125,000 reunification applications have gone unprocessed.
Palestinians living in East Jerusalem who have a child must apply to the Ministry of the Interior for a residency permit for that child. Israel issues the child with a temporary permit that lasts for only two years, and must then be renewed regularly. There are currently around 10,000 Palestinian children living without permits in East Jerusalem, who are consequently denied access to services including education and healthcare.
Since 1967, Israel has revoked the residency permits of more than 14,000 East Jerusalem Palestinians. 11,000 of these were revoked between 1995 and 2013.
House demolitions
On November 4th, Israeli forces raided the East Jerusalem neighbourhood of Silwan anddemolished two family homes. They claimed the houses did not have proper construction permits.
Palestinian families live in constant fear of having their homes torn down. Israel has demolished more than 27,000 Palestinian houses in East Jerusalem, the West Bank and Gaza since occupying those territories in 1967. There are outstanding demolition orders hanging over tens of thousands more homes.
In Silwan, Palestinian homes are being destroyed to make way for an Israeli tourist centre and national park. More than 1,000 Palestinians face losing their homes in Silwan alone.
It is almost impossible for Palestinians to receive construction permits from the Israeli authorities. Nearly all applications, which cost £5,000 to register, are refused.
But Palestinian families, with no new homes being built for decades in East Jerusalem, need to expand their living space. In desperation, they expand without receiving a permit and then have to live with the stress of hoping their house won’t be torn down.
NYT2009043015211871C
A demolition order, if received, comes with a fine. Israeli police and army accompany the bulldozers, and families are given 15 minutes to get out of their home with as many belongings as possible. They have to pay the cost of the demolition, which runs into thousands of pounds. Those unable to afford the cost can face prison. With 70% of Palestinians in East Jerusalem living below the poverty line, some are forced to demolish their homes themselves.
House demolitions lead to families being split up, illness and psychological trauma, especially amongst children. Aid organisations provide tents as temporary accommodation for families who have lost their homes, and the living conditions are harsh.
Palestinians in East Jerusalem neighbourhoods such as Silwan and Sheikh Jarrah protest peacefully every week against the threats to their communities, but these non-violent  protests are mostly ignored in western media reporting.
Settlement building
While Israeli authorities refuse planning permits to Palestinians to extend their homes, every Israeli government since 1967 has engaged in illegal settlement building in East Jerusalem.
On October 27th, Netanyahu announced that 1,000 new settlement homes would be built in the occupied city.
Around 350,000 Israeli settlers live in illegal settlements in East Jerusalem. Palestinians are banned from living on the settlements which have been built on the land where their neighbourhoods once stood.
The strategic construction of the settlements has resulted in East Jerusalem being physically cut off from the rest of the West Bank.

Violence
Palestinians living in East Jerusalem face ferocious and suffocating violencefrom the Israeli army, police and settlers.
Settler violence, which includes attacks on property as well as people, usually goes unpunished. More often than not, it will be overseen by Israeli police or army members.
The settlers’ illegal activities take many forms. On September 30th, for example, settlers took over seven Palestinian homes in East Jerusalem during the night, evicting the families living there. The settlers were accompanied by Israeli police officers.
Right-wing lynch mobs took to the streets of Jerusalem during the summer, not for the first time, looking for Palestinians to attack. Some Palestinian victims were beaten unconscious, with Israeli police either being slow to respond or ignoring the attacks altogether.
Palestinians in East Jerusalem face police and army harassment and violence during the course of their daily lives, including at the checkpoints spanning the Apartheid Wall.
checkpoint
Arrest and detention without charge is common, and, in the last four months, Israel has stepped up a campaign of mass arrests against East Jerusalem Palestinians. Since July, Israeli police have arrested more than 900 Palestiniansacross East Jerusalem, including children.
The use of tear gas, skunk water (which smells of rotting flesh), drones and low-flying helicopters against East Jerusalem Palestinians has all been increased in recent months.
This week, the situation facing Palestinians in East Jerusalem was described as ‘a struggle for survival’.
Al Aqsa
On 4th November, Israel’s Housing Minister, Uri Ariel, who is a settler, told an Israeli radio station that he hopes to see a Jewish temple built in place of the Al Aqsa Mosque.
He is not alone.
Moshe Feiglin, a Likud member of Parliament and also a settler, has repeatedly called for the destruction of the Al Aqsa mosque and the construction of a ‘Third Temple’ in its place. Feiglin enters the Al Aqsa compound every month, accompanied by other settlers and armed police who keep Palestinians out and prevent them from praying.
Many of the settlers are US-born and openly call for extreme violence against Palestinians, including shooting dead Palestinian children.
Yehuda Glick, the extremist rabbi who was shot earlier this month, also belongs to a groupwhich advocates for the destruction of the mosque and its replacement with a ‘Third Temple’.
Glick and his followers regularly storm the mosque compound and roam its courtyards, often guarded by armed police. In 2014 alone, Glick and his group of settlers entered the compound in January, February, twice in June, July and August. Palestinians who attempt to stop the break-ins face arrest.
Israeli provocation and violence in relation to Al Aqsa, and the restrictions placed on Palestinians worshipping there, are too frequent and, consequently, too numerous to detail here, but can be found here.
soldiers
These are incidents in October alone: Israeli soldiers and settlers invaded the yards of the mosque, attacking and injuring worshippers, with gas bombs being thrown by the soldiers (Oct 9th); hundreds of Israeli police raided the compound firing stun grenades, tear gas canisters and rubber-coated steel bullets (Oct 13th); the Israeli army invaded the mosque, firing tear gas and blockading unarmed Palestinians inside. This video shows the attack (Oct 14th).
In the preceding weeks, Israeli forces had barred Palestinians from entering the mosque compound and facilitated the entry of right-wing Israeli extremists.
And, on 5th November, 300 Israeli soldiers stormed the interior of the mosque, as Palestinians prayed. They were followed by hundreds of Israeli settlers who invaded the compound.
These are not isolated incidents, but are just recent examples of the provocations and violence faced by Palestinians in relation to Al Aqsa which go unreported in the media here. Journalists ignore these attacks, not just when they happen, but have also failed to mention them when reporting on the shooting of Glick, leaving their reports devoid of context and background.
Compounded with their inability to provide information about the daily grind of occupation faced by East Jerusalem Palestinians, and the attempts by Israel to force them from the city, their reports can only be described as fundamentally misleading.

Syria President Bashar al-Assad received members of the general secretariat of the Union of Palestinian Communities in Europe who wrapped up a recent conference in Damascus, SANA reported.

The secretariat’s chairman Dr. Radi al-Shoaibi led the delegation.

President al-Assad stressed during the meeting that the secretariat choosing Damascus to hold the conference in despite circumstances in Syria and the region carries significant implications, especially the Palestinians’ appreciation for Syria’s key role in championing the Palestinian cause.

It also signifies, added the President, that the Syrian people remain committed to supporting the Palestinian people whatever the challenges as “the Palestinian cause is the most affected by the events unfolding on the Arab arena.”

Palestinian communities in Europe have a pivotal role in explaining Arab causes and the dangers posed by Western policies in the region and the world, the President said, affirming Syria’s support for these unions and gatherings that reflect the pulse of Palestinian and Arab peoples.

The secretariat’s members thanked Syria for its support for the Palestinian people, vowing to remain faithful to Syria that has made great sacrifices in support of their cause.

The war against the Syrian people is due to their national and pan-Arab stances, they added.

The General Union of Palestinian Communities in Europe on Sunday wrapped up the 3rd general conference in Damascus with a closing statement pledging unlimited support for the Syrian people, army and leader.

The statement expressed utter rejection of foreign interference in the Syrian internal affairs.

Putin-Erdogan

Russian President Vladimir Putin affirmed that the Syrian President Bashar al-Assad has a mass, great support by the Syrians, adding “we will disallow domination of the terrorist organizations in Syria or Iraq because we don’t accept chaos on those lands.”

“We have similar stances with Turkey that the situation in Syria is unnatural… there is a difference in a number of issues, but our stance is common regarding the solution of the crises and how to deal with terrorism,” President Putin said at a press conference with his Turkish counterpart Recep Tayyip Erdogan.

He added elections in Syria have showed that President al-Assad possesses a mass, popular support and

“we have discussed the situation with Syrian Foreign Minister Walid al-Moallem and many others to say it is possible to find solutions that are accepted by all political sides in the country.

Lebanon’s negotiations with al-Nusra: How Ali Bazzal’s execution was postponed

Family members of the kidnapped soldiers erect posters of their loved ones in Downtown Beirut. Al-Akhbar/Marwan Tahtah
Published Monday, December 1, 2014
For the second time, Sheikh Mustafa Hujairi (Abu Taqiyyi) has succeeded in stopping the execution of the captive Lebanese army soldier Ali Bazzal. His mediation has so far resulted in the release of 13 hostages, and in stopping the execution of the abductee twice. Thus, once again, the government has decided to put him in charge of the [prisoner exchange] negotiations file. But for Hujairi, not much has changed. In all cases, representatives of the government and the Qatari-Syrian envoy turn to him for both minute and major issues.
Hujairi told Al-Akhbar,
“There should not be any more temporary solutions. The government must commit to its pledges to ensure the release of the soldiers.”
“As of today, the phase of stalling must end,” he said, adding that “those holding the prisoners captive have made up their minds, and this is the last chance.”
At sunset last Friday, November 28, Hujairi headed to the outskirts [of Ersal]. The general atmosphere indicated that the “al-Nusra Front” was serious in its threats to kill the captive soldier Ali Bazzal, and that mediation with the group’s leaders would not dissuade them [from their decision].
“The issue is not that simple. Someone should have [attempted to] contact them,” he said on his way to the barren area where the “al-Nusra” militants are holed up.
After 6 pm, the army blocks all entry to the barren area. After a quarter of an hour of waiting at the army checkpoint, and mediation, Hujairi was allowed to pass.
He said,
“I decided to go personally because I knew that a disaster was imminent, and that I might be able to do something.”
He noted that he waited for hours before he was allowed to meet with Abu Malik al-Talli, al-Nusra Front’s emir [in the Syrian Qalamoun region].
In the meeting with al-Talli,
“we started to suggest options and alternatives. I expressed my point of view that the government will not possibly accept to release Joumana Hamid in particular, as it may be beyond its power since the latter has been mentioned by Hezbollah Secretary-General Hassan Nasrallah personally. He suggested that we choose another name, and the discussion dragged on as to who this person would be. The main focus in the negotiation was to stop the execution of Bazzal in return for a declared formal commitment from the government to hold negotiations.
I told him,
‘if [the government] does not fulfill [its pledges], do whatever you want.’ Phone calls by politicians poured in, namely by Minister Wael Abu Faour, who has been closely following the negotiations.”
Hujairi said that
“the condition to stopping the execution was to start direct negotiations without any delay,”
adding that
“the government only issued a statement after agreeing with al-Nusra on it.”
Have the negotiations started, or have they not? In the midst of hearsay, the truth has been lost. Who is procrastinating? Who bears the responsibility?
Government representatives say that “the kidnappers have not handed over the list of names yet,” while “al-Nusra sources claim that “although the full lists have not been submitted, the government representative has received lists of names and was filmed during the receipt.”
According to the sources, this
“proves the bad faith of the government, because if it was serious, it would have immediately started to negotiate names that would not cause controversy.”
Sources from al-Nusra confirm that “Ali Bazzal was taken [to a location] where he was going to be slaughtered once the deadline had passed.” Will al-Nusra Front believe the Lebanese government’s promises this time?
According to the sources,
“in its statement issued after midnight, the government pledged commitment… If it sticks to its [pledge], we will do the same. Otherwise, Ali and his colleagues are still in our custody.”
As for the course of the negotiations, the sources assert that
“no negotiations have been held since they were halted… and the Qatari mediator only acted like a postman who conveys news.”
They confirmed that
“Abu Taqiyyi will resume negotiations from where they stopped a few months ago,” noting that “if a negotiator does not have cards and names to negotiate on, they will fail.”
The sources revealed that the General Emir of al-Nusra Front Abu Mohammed al-Golani personally intervened to request the execution of Bazzal.
They said that
“everything that is happening in the negotiations is a message to Hezbollah.”
The sources confirm that the release of Hezbollah’s hostage was not in return for just two captives from the Free Syrian Army (FSA).” They added,
“Hezbollah members kidnapped relatives of an FSA leader living in Lebanon and threatened him, so he was forced to respond.”
The meeting of the crisis cell in charge of the soldiers’ file was announced one hour after the end of the session. However, the meeting, which saw intensive discussions, did not result in a clear, decisive position on the negotiations.
Ministerial sources said that “the lack of seriousness by the Qatari envoy prompted the government to search for other channels,” noting that
“the Qatari envoy promised to come three days ago, but he hasn’t showed up yet, and there is no positive indication regarding his role.”
They added that “communication with the Islamic State in Iraq and Syria (ISIS) has been cut off, and al-Nusra appears to be confused about adding new names to the list,” although Bazzal’s father received a threat yesterday [November 30] afternoon that his son would be executed if the government does not begin to negotiate.
The ministerial sources confirmed that “the majority of the committee members are in favor of holding negotiations under the law, i.e., [they oppose] the release of dangerous wanted persons. While Abu Faour has demanded holding immediate negotiations irrespective of the names of the wanted persons, and reaching a speedy settlement at any price, Interior Minister Nouhad al-Machnouk called for not yielding to the pressure of the kidnappers.
