Russia Isn’t Really Withdrawing From Syria

BEIRUT — Russian President Vladimir Putin caught nearly everyone by surprise with his Syria drawdown announcement. Little wonder: the Syria-led coalition forces had momentum behind them; they were on a roll, gaining ground sometimes even without a fight. Pat Lang, a former U.S. defense intelligence officer, noted that the so-called Islamic State appears to be “collapsing in Syria and Iraq. They are starving to death as the money runs out, lost to R+6 and U.S. air action against oil exports through Turkey. At the same time, equipment and men are not coming down the reciprocal transport route from Turkey.”
At this point, with the wind strongly behind him, President Putin calls a drawdown. It is not as if all has been settled militarily. Aleppo remains in limbo: partially encircled by jihadist forces, who themselves are surrounded by coalition forces led by the Syrian government and cut off from their supply lines. The fertile part of Syria that lies to the west of a line drawn from Aleppo in the north to Daraa in the south is yet to be secured. Eastern Syria, mostly desert, which is militarily of less strategic significance, remains largely in the hands of ISIS. And Turkey continues to nibbleaway at Syrian sovereignty, lobbing artillery shells over the border.
Why did Russia begin a drawdown now, with so much still to be accomplished? What might it mean for the political future of Syria?

Firstly, this is a drawdown but also not a drawdown — depending how you look at it. Those Russian airplanes that were designated to remain in Syria (and are not a part of the drawdown) are still actively supporting coalition forces on the ground, attacking insurgents who are not included in the ceasefire (principally Jabhat al-Nusra and ISIS). As one Russian military journalist told Radio Free Europe, “The fleet remains; antiaircraft systems remain; the tanks remain; all the marines remain; the helicopters remain; some of the aircraft will remain. Only some of the aircraft and their service personnel are being taken out. And they can come back, of course, in the space of three or four hours.”
In fact, the drawdown reportedly seems to have coincided with a planned rotation of aircraft and materiel — necessary for maintenance after an intensive period of sorties. So call Putin’s drawdown a rotation of forces if you prefer, a shift in tempo deliberately used to metastasize politics, to shock politics off the rails and onto new paths. It seems the Russian president may have succeeded in this: Secretary of State John Kerry is due in Moscow to meet Putin shortly.
Actually, it may turn out that Putin’s aim was never to kick-start negotiations between the different Syrian parties, but instead to corner Washington — to force the Obama administration into genuine cooperation with Russia — rather than have it standing on the sidelines, chanting the refrain of a Russia predicted to fall flat on its face in a quagmire. That said, catalyzing a Syrian political process in one form or another is surely a subsidiary objective. Putin, from the outset, has said that the Russian intervention had limited aims, that it was designed to “create conditions for a political compromise.”
‘And they can come back, of course, in the space of three or four hours.’
Putin’s drawdown — or rotation — undoubtedly galvanized the political framework in various ways. It puts pressure both on Damascus and on those opposition groupsparticipating in the Geneva talks — lest all the Russian aircraft are, for some reason, forced to return. More than anything, it puts the onus on the U.S. to stop its allies (Turkey, Saudi Arabia and Qatar) from weaponizing and financing their proxies in this war. But can the U.S. impose this on its allies? Turkey is particularly problematic, as President Recep Tayyip Erdogan possibly needs the Syrian conflict to keep his hold on power.
In short, one tangible effect of the drawdown may be that the political negotiations are kicked upstairs, from the (disempowered) participants in Geneva to the external actorswho sponsor and finance them.
This is not the first time that Putin has used a military drawback in order to try to galvanize a deadlocked political scene. Recall that in the lead up to the Minsk accords concerning Ukraine, Russia had temporarily turned off the military supply spigot to the Donbas militias in order to concentrate militia minds and perhaps to stop their military ambitions from running ahead of themselves.

The common thread running through both the Ukraine and Syria conflicts is the Russian leadership’s overriding concern to avoid confrontation between Russia and NATO or the West. One of Putin’s main priorities in launching his war on terrorism has precisely been to tease out some peer-to-peer cooperation with the U.S. as a prelude to resetting the relationship between both powers.
The Syria drawdown positions Russia well politically as a serious state in search of a political resolution. It may soften European will to maintain sanctions against Russia. And it may also help better position Russia for whomever succeeds Obama in the White House: an America that perceives itself humiliated in Syria by Russia and its allies’ military prowess is less likely to participate in any reset, and more likely to do the reverse.
Aside from the question of whether the U.S. will respond, a question is left unanswered: What is it that Putin expects from Assad? In Ukraine, Russia sought loose federalism. But that seems inappropriate for Syria. So-called minorities have never been victims in Syria — far from it. The Kurds were never treated as they were — and still are — in Turkey. Nor were Sunnis ostracized. They comprise the majority of the Syrian army today and have always been preeminent in the business world. Furthermore, Syria wasn’t sectarian — until recently when the creep of various forms of Wahhabism effectively sectarianized politics. Syria, after all, does have an identity. It is a proud and ancient nation.
Syria, after all, does have an identity. It is a proud and ancient nation.
Would Russia wish to see a weakened, loosely bound central government? Probably not. The war against radical jihadism is unlikely to be won through any accord reached in Geneva; it will endure. And Iran, Russia’s ally, would certainly wish to see a strong Syria emerge in the end. Perhaps the U.S. would also see some merit in a strong Syria at a time when state structures throughout the Middle East are eroding and giving way to widespread human insecurity. But how to achieve it?
Russia has said repeatedly that it must be the Syrian people who decide for themselves what government they want. This is Iranian policy too. But Putin cannot count on the Saudi-supported Syrian opposition arriving at an agreement with Assad in Geneva — though he might hope this transpires. It is more likely he is relying on a Plan B.
One aspect of the recent cessation of hostilities that has escaped much attention is how local ceasefires during this period of quiet have been brokered by Russian army officers — usually quite senior officers. Their efforts have been met with striking successes.More than 40 such ceasefires have been secured. Perhaps, if the Geneva process fails, we shall see a bottom-up process take over instead.

On the basis of these agreements, some of which have been negotiated by the United Nations and others by the Syrian government, local elections will eventually be held. Then regional. Then parliamentary. The constitution will be revised. And finally, presidential elections will be held under international supervision. In short, Syrians — both at home and in exile — would ultimately decide on their governance.
But for this outcome to be viable, trust between Russia and America is essential. It must be built. These are the only real political choices now that regime change has been removed from the agenda: a global agreement reached at Geneva or a bottom-up process conducted by the Syrians themselves (accompanied by continued war against the radical jihadists). Putin’s surprise drawdown announcement seems intended to expose precisely whether there is indeed any trust available to find a path through to an eventual solution.
A lot rides on the outcome. This is not just about Syria. It will serve to shape the global order, one way or another.

The Human Rights Abuses KSA Doesn’t Want You to Know About

Siobhan Fenton- The Independent
Saudi Arabia’s press channels provide fascinating insights into how the country wants to present itself to the rest of the world agencies in the world.

The Human Rights Abuses KSA Doesn't Want You to Know About

Relationships between some of the most successful and trusted advertising agencies in the world and Saudi Arabia have been condemned, after it emerged that the country has been employing PR advisers to promote the nation’s reputation.
Cached documents exclusively revealed by The Independent Friday detail human rights groups’ fears that the agencies are helping to “whitewash” human rights abuses by Saudi Arabia; a country which has been accused of murder, torture and committing war crimes against its own citizens.
It emerged that Qorvis, a subsidiary of the conglomerate that owns brands such as Saatchi & Saatchi, distributed an article on behalf of the controversial regime which appeared to defend execution of citizens, including juveniles.
The Independent revealed a cached letter from human rights groups to the PR brand expressing concerns about their work for the country which they said had: “effectively served to strengthen the 80-year relationship between the Saudi and American people and governments.”
After international outcry, Qorvis’ section on its website listing the Saudi Arabian government as a client has disappeared. The company has refused to comment on the matter or to detail exactly what form their PR work for the nation has taken.
However, an online magazine run by the Saudi government proves illuminating for what the country considers its PR objects and how it seeks to present itself to the world. Self-described as an “online hub” for Saudi government news and run by the Saudi Embassy in the US, Arabia Now is a “verified news source” on Twitter. It presents a very different version of events within the country than that which appears in international press.
The magazine’s output reveals a number of insights into how one of the most contested nations wishes to present itself to the rest of the world.

President Assad: Syria Victory Enhances Establishing More Balanced World

Assad-KharraziSyrian President Bashar al-Assad said on Saturday the victory of the Syrian people and their allies in the war against terrorism would contribute to establishing a more balanced and just world.
Such a world would stand up to the attempts of the imperialist West and its agents in the region at imposing its will that goes against the interests of the region’s peoples, who are committed to their sovereignty and self-determination right, added the President during a meeting with Kamal Kharrazi, Head of Strategic Council on Foreign Relations of Iranian Supreme Leader’s Administration.
The Iranian official affirmed that supporting Syria, whether it is on the level of fighting foreign-backed terrorism or in the political track, is a firmly established strategic policy for Iran.
This policy is firm inasmuch as the Iranian leadership realizes that the ultimate aim of the fierce attack on Syria is to undermine its pivotal role within the Resistance front, said Kharrazi.
President al-Assad, for his part, highlighted that the political and military support of Syria’s friendly countries, mainly Iran and Russia, has effectively contributed to consolidating the Syrians’ steadfastness in the war against terrorism and all the way through restoring security and creating the favorable conditions to enable them to decide the future of their country by themselves.
The latest developments in Syria, particularly in relation to the cessation of hostilities agreement, the expanding circle of the national reconciliations and the Syrian dialogue in Geneva, were the main topics of discussion during the meeting.

‘Extensive Movement of Jihadists at Syria-Turkey Border’ Aided by Ankara

Soldiers take pictures as flame and smoke are seen following air bombardments during the Northern Thunder exercises, in Hafr Al-Batin, near Saudi Arabia's border with Iraq, March 10, 2016
The Turkish government facilitates the movement of jihadists between Syria and Turkey, according to a report by a Turkish organization “Right to life, against war”. It reflects the situation in the province of Hatay which is on the border with Syria.
Sputnik-Middle East
The report suggests that the border area has become a hub for jihadists from various nationalities: on the border al-Nusra Front has a strong hold and inside the city Daesh has its command.
Despite the fact that a lot of time has passed since the terrorist attack on May 11, 2013, in the town of Reyhanlı of the Hatay province, the region’s population still lives in fear that the explosions may take place again.
In the city the Arabs, Alawites and Christians are subjected to severe harassment. Sunnis are beingprovoked, using provocative rhetoric. Stagnation of the economy, high unemployment, low wages and a complete lack of stability all of this has become chronic, becoming an integral part of realities of life in Hatay.
Local residents have abandoned the settlements of Reyhanli, Altinozu and Yayladagi. There are training camps of extremists of Ahrar al-Sham and al-Nusra Front in those areas now.
Ali Ergin Demirhan, the group coordinator responsible for drafting the report “Right to life, against war” spoke to Sputnik in an interview about the grim situation in Hatay.
“The militants are moved to camps in Hatay, or to the cities like Kilis, Konya, Kayseri, and Adana where they are trained. The movement takes place in various forms under the guise of refugees, or in the form of a military convoy. According to available information, which was leaked to the press, but which we cannot independently verify (and Turkish leaders have not officially refuted it), about 2 thousand jihadists have crossed the Turkish border in the area on the frontier point of Cilvegözü, from where they reached Kilis, where they got heavy weapons and returned to Azaz in Syria. All of this took place under the supervision of the state.”
The report emphasizes that after the aerial bombing ofterrorist positions by the Russian Aerospace Forces the access route to Azaz-Antep was blocked so the militants had to relocate with the number of jihadists coming to Hatay rising.
Ali Demirhan recalled that after the Turkish military strengthened the border controls, jihadists launched a series of attacks on border posts. In particular, at Güveççi there was a case when one soldier at a checkpoint was attacked and his throat was cut.
“Events at the border posts in the region usually have a similar scenario. The soldiers stop suspicious persons who intend to cross the border without a vehicle inspection. They want to check their documents, but do not manage to, because very quickly gendarmes arrive at the spot and transfer the vigilant soldiers to other duty stations,” the author said.
He further said, “A large number of jihadists and weapons go across the border in wagons, buses and humanitarian non-governmental organizations cars. At the border sometimes they are not examined at all, confining only to a protocol note. In February, especially, there was a saturated movement of such vehicles through the border posts on the Turkish-Syrian border.”
According to data cited in the report, at the end of 2015 in the area of Bayır Bucak due to frequent clashes the border controls were eased and large number of Turkmen refugees flooded the territory of Hatay. However, as it turned out, about 80 percent of the refugees who came under the guise of peaceful Turkmen became the militantscoming from Central Asia, North Africa and the Caucasus.
Demirhan emphasized that jihadists who crossed the border in that way, found themselves in Turkey, where they received identity cards. “Any person who arrives from Syria in order to receive temporary identity documents does not have to be a Syrian citizen. Anyone who is not Syrian is issued with a temporary document.”
This provides a kind of protection for those who arrive from Syria. Arriving in Turkey, they fall into the category of victims, than they are transported to humanitarian non-governmental organizations under the guise or employees of the organization or are treated like victims who are sent back to the refugee camp.
There is also information provided in the report, that in an old hostel building situated in Anayazi, there are Daesh members who are waiting to be shipped to third countries. According to Demirhan, this information has been confirmed by various sources, but the administration of Hatay has not made any official statement on the matter.
“They are called foreign terrorists as they can no longer remain in Turkey, but also cannot go back to Syria. Therefore, they are sent to fight in other countries, such as North Africa or certain Asian countries.”
Demirhan emphasized that jihadists in Hatay can demonstrate that they belong to one or another terrorist group completely freely. “In the city and surrounding villages it is possible to meet people in clothes, cars with symbols of Daesh or al-Nusra Front. This is not uncommon. You can even see the picture, when just behind the police car there is a traveling vehicle with the logo of Daesh.”
“The government is using this situation to their advantage. This is possible due to the fact that the authorities force the people of the region to remain silent by either harassment, threats and violations of their legal rights.
The author of the report said that the country’s leadership could bring an end to all this mayhem, if they wanted to. A large number of security forces and intelligence is located in the province. Recently about 40 activists tried to organize a protest in the city so for their dispersion, local authorities mobilized a whole army of military police.
The government is aware of all the crossing points of insurgents across the border and the camps in which they are trained,” Demirhan said.

The army establishes control over a series of heights in Homs, kills more terrorists in Deir Ezzor and Sweida
19 March، 2016
Provinces, SANA
The Syrian Arab Army established control over a number of mountains and strategic hills in the southeastern countryside of Homs province, eliminating a number of ISIS terrorists and destroying their vehicles, in addition to killing a number of terrorists in Deir Ezzor and Sweida provinces.
Homs
Sources on the ground told SANA that army units, aided by supporting forces, established control over each of the heights of Heit, Rashid, Rawasi al-Tawal, Kurdi and Rawabi al-Tahin, in addition to Jbeil Mountain that overlooks al-Qaryatain city in the southeastern countryside of Homs province.
Taking control of these heights followed fierce clashes with ISIS terrorists that ended up in eliminating all of their hideouts and killing dozens of them, while the remaining terrorists fled eastward into al-Badiya (desert), according to the sources.
Afterwards, the army engineering units dismantled and removed all the mines and explosive devices which the terrorists had planted to hinder the army’s advance in the area.
Later, in a statement to journalists from Jbeil Mountain, the general in command of the Third Division said that the army established control over the aforementioned heights after eliminating the last remaining concentrations of ISIS in the area, destroying several heavy machinegun-equipped vehicles, 3 tanks, 2 bulldozers rigged with explosives, and 12 vehicles equipped with armor-piercing machineguns.
The commander added that the army seized a solar-powered satellite broadcasting station at Jbeil Mountain and uncovered bases bearing the emblem of ISIS, in addition to seizing a number of tanks rigged with explosives and vehicles equipped with assorted machineguns.
He explained that by establishing control over these strategic heights, the army cut off ISIS supply lines and isolated al-Qaryatain city from the desert, which will serve as a springboard leading to restoring security and stability to al-Qaryatain and Palmyra (Tadmur).
On a relevant note, sources on the ground said that a number of ISIS terrorists were killed and a tank they had been using was destroyed in clashes with army units on the direction of Rawabi al-Tahin and Mahasseh to the south of Mhein town in the province.
In the meantime, media sources stated that Taha al-Dandashi, an ISIS terrorist who is nicknamed Abu Mohammad of Lebanon, was killed during army operations in the surroundings of Palmyra city.
Deir Ezzor

israel’s new allies, the anti-Iran MEK terrorist group

Perhaps some right-wing Israel lobby groups can be forgiven for taking up the cause of the exiled Iranian opposition group, the Mojahedin-e Khalq (MEK). The more ignorant among them might see a group headed by a woman, Maryam Rajavi, who claims to champion a secular, human rights-respecting democracy in Iran. They don’t know about Rajavi and the MEK’s history: its violence, its cult-like behavior, and its own history of human rights violations. What they do see—however problematic it might be for the rest of us—is a group monomaniacally focused on overthrowing their nemesis, the Islamic Republic, and that’s good enough.

But the Israel Project (TIP), which featured Maryam Rajavi in an online video earlier this month denouncing the Iranian elections, gets no pass on using the MEK as a bludgeon against Iran. That’s because the Israel Project knows damn well what Rajavi and the MEK are. Consider what TIP head Josh Block had to say about the group in 2011, when he was at the inaptly named Progressive Policy Institute: “The MEK is a terrorist organization. Right? Let’s not kid ourselves.” Yes, let’s not.

And yet the revisionism required to accept the latest TIP video’s promotion of Rajavi seems like a huge joke. It’s bad enough that the spot seeks to leverage statements by true defenders of Iranian human rights to suit its agenda—torpedoing the nuclear accord with Iran and, one presumes, eventually toppling the regime by whatever means necessary—but then here comes the MEK. The video holds up Rajavi as an “exiled leader.” Leader of what? The Israel Project doesn’t say, and that itself is deeply problematic. It creates the impression that Rajavi is the head of an opposition movement that extends beyond merely the diehard adherents of the MEK.

A History with MEK

This isn’t the first time a right-of-center pro-Israel group has sought to bolster its anti-Iran messaging with the MEK. As the MEK lobbied to be removed from the US list of terrorist organizations, it enlisted the help of many pro-Israel figures. Perhaps the most anti-Iran Democratic senator, Bob Menendez of New Jersey, a perennial favorite of pro-Israel advocates, became the largest recipient of MEK cash—and worked to promote their interests—after the group was finally delisted in 2012. And during the fight over the Iran deal, the influential American Israel Public Affairs Committee (AIPAC) relied on the MEK for television ads put out by its anti-deal spin-off, Citizens for a Nuclear Free Iran.
Another ad by the group featured a military “expert” who just adores the MEK and even praised the group’s intelligence-gathering capabilities despite its embarrassingly well-known shortcomings.

Even the Israel Project, where, again, head honcho Josh Block considers the MEK a “terrorist organization,” has been playing this game. Just a few short days after the nuclear deal was struck the Israel Project’s Facebook page linked to an article from a ridiculously right-wing Jewish website approvingly quoting Rajavi’s opposition to the deal.

Here’s the thing: You really don’t need the MEK to tell you the Iranian elections are not, to say the least, free and fair. So what purpose does Rajavi’s inclusion serve here? A symbiotic one where the MEK tells these pro-Israel hawks exactly what they want to hear, and in return the groups portray the ex-terrorists as exactly what they are not: a reliable and respectable voice for shaping the future of Iran.

Therein lies an irony. With its assault, earlier in the short video, on the Islamic Republic’s byzantine and constrictive electoral regulations—where an unelected clerical body approves candidates or, more to the point, rejects them—the Israel Project was on the right track. Unless you are dead-set on regime change, Iran’s embattled reformers hold the key to ameliorating what ails that ancient land. And that’s why the Guardian Council locks them out. That said, Iranians have shown an irrepressible desire for reform even when the capital-R Reformers were locked out. In this election, that meant holding their noses and aligning with less-reform-minded figures, such as those belonging to moderate president Hassan Rouhani’s pragmatic conservative camp and even a few conservatives who were still not reactionary. In that, the bid that they played to, Iran’s reformers had a relatively successful election.

Misreading the Green Movement

But even this the Israel Project cannot get right. Just after Rajavi fades off screen in the TIP video, an image of a bloody protester appears. “When Iran faced true moderates in 2009,” blare the block letters in the lower third, referring to the Iranian Green Opposition movement, “they slaughtered 36 people in the street.”

Josh Block might be happy to seize the Green Movement’s mantle, but only now that it is soaked in blood spilled by the regime. It is a grotesque display. Before the 2009 election, Block was saying the same things about the Reformists that would lead the Green Movement as he is today saying about the Rouhani-style moderates the Reformists have formed a tactical alliance with. In June 2009, when he was the spokesman for AIPAC, Block told the Jewish Telegraphic Agency, “All the candidates are selected and approved by the Mullah-run Guardian Council, which approves a few and spikes hundreds, so it’s more like an ‘election’ in the old USSR than anything else.”

Maybe, in a few years, Block will be singing Rouhani’s praises, claiming his mantle as well. This much is certain: as long as Block and his Israel Project are willing to leverage and boost Maryam Rajavi and the Mojahedin-e Khalq—a group that, again, Block thinks is a “terrorist organization“—they ought not to be taken very seriously on either Iranian politics or American Iran policy.
