Road to Nowhere – Talking Heads

Road to Nowhere – Talking Heads

December 22, 2020

By Francis Lee for the Saker Blog

The referendum on Britain’s vote to Remain or Leave the EU – Brexit – has raised deeper issues than simply whether or not the UK retains its European membership. The real issue is that of the whole Transatlantic bloc from Seattle to Warsaw, its, culture, institutions, politics, and economics has also been undergoing deep structural changes – not necessarily for the good.

The victory of the Leave majority in the first UK Brexit referendum in 2018 and a rerun, which should never have been allowed, of the Remain campaign in the general election of 2019 – both in the face of a massive establishment propaganda blitzkrieg was quite remarkable. The centrist coalition of the centre-right Conservative business class and the still deeply Blairite and third-wayist faction of the overwhelming majority of the Parliamentary Labour Party, the Trades Union Congress (TUC and most of its affiliated unions) and tens of thousands of rank-and-file woke militants, threw everything but the kitchen sink into their campaign but lost. But even then, the issues had not been settled – that is for the self-appointed, London based, middle-class, parvenues who imagined themselves as carrying the torch for civilization. After what was a definitive verdict – which in both instances was a ‘NO’ to the continued membership of Britain in the EU – there was a vicious counter-attack. It started from the premise that EU membership is an absolute good, the absolute truth, and that any opposition is racist, homophobic, xenophobic, misogynist … and so on and so forth. The fuddy-duddy notion of national sovereignty was of course considered completely de rigueur. Therefore, there is not, nor can there be any legitimate critique of the EU. Argument closed: no engagement or discourse on the subject, just hysterical ranting, and mass cancellation. Sound familiar?

In fact the EU before, during, and after the referendum was hardly the Shangri La imagined by the ‘Remainer’ constituency. At that time, their political and cultural love object was the EU of Manuel Barroso, ex-Maoist, ex-President of the European Commission, now working for Goldman Sachs, Merkel’s pet Russophobe, Donald Tusk, and not forgetting Jean-Claude Juncker, at that time President of the European Commission, who was incidentally involved in a tax avoidance scandal in Luxembourg where he was one-time Prime Minister, and then a litany of other self-serving political mediocrities on the make. The EU is also an economic dead zone (particularly in the peripheral areas of Eastern and Southern Europe) with unemployment rates higher than the UK and growth rates lower.

A veritable economic and political Shangri-la? Yeah, right. Like Lord Nelson at the Battle of Copenhagen* the Remainers are putting the telescope to their blind eye: I see no economic and political dead-zone! Maybe they should have gone to Specsavers!

These sentiments are not just conservative, they are downright reactionary and anti-democratic. And the ex-centre-left has played an insidious part in this development. The glaring contrast between the people’s vote for leaving and the vote of the PLP and TUC institutions which supposedly represent them, for remaining, prompted even left observers to conclude that the people, like sheep, had gone astray and handed racist xenophobes a shameful victory. This was the liberal centre-left’s great Brechtian moment when ‘the people should be dissolved and a new one elected.’ The famous German playwright, Bertolt Brecht, was of course making a sardonic comment on the actions of the East German Communist regime in 1953 when it suppressed the workers uprising. It bears a striking similarity to the response by our own neo-totalitarians in 2016. Additionally, the procrastination of the establishment Remainers, which was slowing down the whole exit project, can be thought of as the establishment’s Augustinian moment. St. Augustine ‘’God give me chastity and celibacy, but not yet.’’ the Remainer-speak version being God give me Article 50 but not yet.

In sociological terms the upper-echelons of the liberal class who think that they have the divine right to set the political agenda, represent a sub-hierarchy below the real policy makers and shakers. The 20% beneath the 1%. They tend to be ensconced in the media, academia, professions such as law and medicine, middle-management, financial planners, economists, computer programmers, aerospace designers, and the entertainment business. Quite a number, particularly in business, government, both local and central, advertising, telemarketing, public relations, could be considered to be ‘bullshit jobs’ (in the late) David Graeber’s insightful observation. As a whole this particular social and occupational stratum, look up rather than look down, they serve power not the people. They are Orwell’s Outer party in his 1984 novel, sandwiched between the Inner party and the Proles. Knowing which side their bread is buttered on they identify with and support the Power Elite.

An avant garde leading from the rear, yes. Trahison des Clercs, most certainly but more politically and culturally homogeneous today than as was once the case.

This shell of a once fighting left (now unrecognisable from their previous political and ideological moorings) now embraces the culture of identity but excludes the entity of class. As a result poverty has become the P-word, and the poor the pariahs of neoliberal dystopic utopia. When we talk about class in a Marxist, materialist sense, we are talking about a relation of power, specifically about who does and who doesn’t have power to shape society. Identity politics makes this conflict of interests in society invisible. Neoliberal economics, however, is quite simply class war. It has advanced in part because identity politics depoliticized the public. Is it mere coincidence that the melange of post-Marxism, identity politics, and neoliberal economics saw the light in the same post-sixties decades? Together, they form the heart of the reaction, which is the take-back by the economic elite in the last four decades of every gain the fighting left loosed from the fist of capital before and since World War II. The rapacity of contemporary capitalism is enabled by the weakness, dishonesty, and cowardice of the flaccid and collaborationist left.

On the American side of the pond the same (albeit worse) diseased and morbid social tendencies began to emerge from a decaying body-politic circa 2001 and maybe even before, but the 9/11 was the pinnacle, which was of course no accident. For one of the persistent strands in American political life is a cultish extremism that approaches fascism. This was given expression and  reinforced during the two terms of Barack Obama. “I believe in American exceptionalism with every fibre of my being.” said Obama, who expanded America’s favourite military pastime, bombing, and death squads (“special operations”) as no other president has done since the Cold War.

The American political and social-theorist, Christopher Lasch, now unfortunately no longer with us, succinctly identified the political/cultural shifts in the American polity in the late twentieth-century. (1) America has undergone a profound structural, cultural, and political transmutation: it is not the masses or working class, so much as an emerging sub-elite of professional and managerial types who constitute the greatest threat to democracy, according to Lasch. The new cognitive sub-elite is made up of what Robert Reich called “symbolic analysts’. This middle-class occupational stratum – in the British rather than the American sense – traffics in information and manipulates words and numbers for a living. They live in an abstract world in which information and expertise are the most valuable commodities. Since the market for these assets is international, the privileged class is more concerned with the global system than with regional, national, or even local communities. In fact, members of the new sub-elite tend to be estranged from their communities and their fellow citizens. “They send their children to private schools, insure themselves against medical emergencies … and hire private security guards to protect themselves against the mounting violence against them,” Lasch writes. In effect, they have removed themselves from the common life and have moved offshore.

These tendencies, however, have been observable even before Lasch’s observations. Way back in the middle to late 1950s, the great American theorist C Wright Mills, produced powerful polemics concerning the structure and direction in which the Republic was headed. These tendencies were recognised as early as the 1950s. (2)

He argued:

‘’We cannot assume today that men (sic) must in the last resort be governed by their own consent. Among the means of power that now prevail is the power to manage and manipulate the consent of men … and many people are neither radical nor reactionary, they are simply inactionary. If we accept the Greeks definition of an idiot as an altogether private man then we must conclude that many citizens of mass societies are indeed idiots … History making may well go by default, men may well abdicate its continual making and so merely float along as corks in a bottle of an Ocean drift. The implication of this, however, is that history will indeed be made – but by narrow elite circles without effective responsibility to those who must try to survive the consequences of their decisions and of their defaults.’ (3)

A more recent American social critic, Morris Berman, has also been cognisant of the cultural decline and disintegration of America; indeed it would have been difficult to miss. His caustic analysis on the current state of American Culture – The Twilight of American Culture (4) – makes particularly compelling reading for the English-speaking world. Mr. Berman argues provocatively and incisively that the direction of American civilization is locked into a path which will lead nowhere except into its own demise. The American empire has now borne witness to the passage of its most fruitful and triumphant years and its approaching the future – if it hasn’t already got there – and a period of social and political chaos from which there doesn’t appear to be an exit, or at least a controlled exit. So the controlled exit is about the best route on offer, though only 50/50 at best.

‘’For when a population becomes distracted by trivia, and when cultural life is redefined as a perpetual round of entertainments, when serious public conversation becomes a form of ‘baby-talk’, when in short, a people become an audience and their public business becomes a vaudeville act, then a nation finds itself at risk; culture death is a near (extremely near) possibility.’’(5)

CONCLUSIONS:

The fault-lines, stresses and cleavages in the Transatlantic bloc are becoming increasingly clear both within nations and between nations. In Europe the exit of Britain from the EU and Europe, and the possible defections of Hungary, Poland and Italy. In the United States the strain on the Republic with an increasing and assertive emergence of the South and possible mid-west as well as the drift of coastal America away from flyover America. It could be said that these are simply speculative guesses, but these future possibilities are a little more than simply straws in the wind. For better or worse, big changes are on the way.

Interesting times.

* The naval Battle of Copenhagen (1801) occurred during the War of the Second Coalition when a British naval fleet commanded by Admiral Sir Hyde Parker defeated a Danish fleet anchored just off Copenhagen. Vice Admiral Horatio Nelson led the main attack. During the battle, he famously is reputed to have disobeyed his senior officer, Sir Hyde Parker’s, order to withdraw by holding the telescope to his blind eye to look at the signals from Parker. The signals had given Nelson permission to withdraw at his discretion. Nelson then turned to his flag captain, Thomas Foley, and said ‘You know, Foley, I have only one eye. I have a right to be blind sometimes.’ He raised the telescope to his blind eye saying, ‘I really do not see the signal.’ Copenhagen is often considered to be Nelson’s hardest-fought victory.

US Nuclear Submarine Sails into Gulf, ‘Israel’ Sends Own Sub through Suez Canal

US Nuclear Submarine Sails into Gulf, ‘Israel’ Sends Own Sub through Suez Canal

By Staff, Agencies

A nuclear-powered US submarine has passed through the Strait of Hormuz and into the Gulf in an apparent attempt to provoke Iran, while an ‘Israeli’ sub reportedly made a similar excursion into the Red Sea.

The USS Georgia [SSGN-729] is an Ohio-class nuclear-powered sub carrying, not ballistic nuclear warheads, but up to 154 Tomahawk cruise missiles – or as many as 66 special operatives, the Navy pointed out on Monday, announcing the boat’s transit into the “Arabian Gulf,” as the US calls the body of water.

The Georgia was escorted by the guided missile cruisers USS Port Royal [CG 73] and USS Philippine Sea [CG 58], and made the transit on Sunday, the Navy announced a day later. It was only the second such acknowledgment in eight years.

Following the announcement, ‘Israeli’ public broadcaster Kan reported on Monday evening that one of the Zionist entity’s submarines transited the Suez Canal last week, with Egypt’s approval. However, the Kan report cited “Arab intelligence sources” while the ‘Israeli’ military officially declined to comment.

The naval demonstrations come in the wake of last month’s assassination of Mohsen Fakhrizadeh, a senior scientist who led Iran’s nuclear program. Tehran has blamed the Zionist entity for the murder.

The US Central Command [CENTCOM] commander, General Kenneth McKenzie, is currently visiting the Middle East, though his exact whereabouts have not been revealed. Earlier this month, the US sent two nuclear-capable bombers to the region in another “message” to Tehran, citing unspecified reports of a potential threat of attacks.

The Strait of Hormuz is heavily patrolled by Iran’s Islamic Revolutionary Guard Corps [IRGC] ships, which has led to stand-offs with US naval forces operating in the area in the past. The anniversary of the US drone attack that killed IRGC commander General Qassem Soleimani near Baghdad in January is also fast approaching.

Under Guise of Green Energy, Israel Entrenches Itself in Syria’s Golan Heights

 By Jessica Buxbaum

Source

If Israeli energy firm Energix is successful, a sprawling complex of wind turbines will soon cover up to a quarter of the agricultural land still under the control of Syria’s indigenous Golan residents.

Jerusalem — On December 9, Israeli police fired tear gas and rubber bullets at hundreds of Syrians peacefully demonstrating against the development of a wind farm in the occupied Golan Heights.

Ten protesters were injured and eight arrested. According to Al-Marsad, the sole human rights organization in the occupied Golan, the Golan Association for the Development of Arab Villages’ medical clinic received 12 cases of protesters with rubber bullet wounds—some on the upper body and face. Dozens of demonstrators suffered from gas inhalation. According to the police, officers responded with “non-lethal weapons” and four officers were injured from stones being thrown.

The violent confrontation capped off a week of heavy police presence in the Golan Heights. Officers were there to escort employees from Israeli company Energix Renewable Energies as they took soil samples using drilling machines for their wind turbine project being built on Syrian land.

Syrian Druze say the wind farm will disrupt their way of life

The December 9 protest was part of a general strike in the Syrian Druze communities against Energix and the police. But the Syrian struggle against Energix stems as far back as 2018 when Energix was in the final stages of getting its wind turbine project approved.

Now, the wind farm is underway after being approved by Israel’s National Committee of Infrastructure (NIC) and all government ministries despite strong opposition to it from the local residents.

“[This project] will have bad effects for our land, our environment and for us as farmers and human beings,” Emil Masood, an activist and cherry farmer who is organizing against the wind farm, said.

Dubbed the ARAN Wind Project, the plan will install 23 wind turbines onnearly a quarter of Syrian agricultural land. The originalproposal requested 52 wind turbines, but the project was scaled back as it went through the government stages.

Energix denies the project will harm the local economy, environment, and health, arguing, “it will lead to a significant improvement in the quality of life of the residents” and “occupy less than 2 percent of the margins of the agricultural space of the Druze community.” According to the approved project map, the wind farm will span a little more than 3,500 dunams (nearly 870 acres).

Energix-map

Energix boasts the project will create hundreds of jobs while meeting Israel’s renewable energy goals.Israel entered the Paris Climate Agreement in 2015 and agreed to have 10 percent of its energy produced through renewable sources by 2020 and 17 percent by 2030.

But according to expert testimonies filed as part of ajoint objection to the wind farm, the project will significantly harm Syrians’ health, housing, and livelihoods.

Dr. Hagit Ulanovsky, who provided an expert opinion for the community appeal, explained that because of the region’s mountainous topography, residents are going to feel the infrasound from the wind turbines more intensely in their bodies. And these noise disturbances will ultimately prevent Syrian farmers from cultivating their land.

“The noise is going to be impossible. Nobody will be able to stand 200 to 300 meters [about 650 to 980 feet] from each turbine, which is half of the area that’s covered,” Ulanovsky said. “And during the construction phase, thousands of trees will be taken out and basically be dead forever.”

“At least 500 to maybe 5,000 years of Druze people living in the same place and growing the same trees for several generations is going to stop,” Ulanovsky added.

A forgotten occupation

Israel occupied the Syrian Golan during the 1967 Arab-Israeli war.Hundreds of thousands of Syrians were forcibly displaced and now roughly 22,000 Syrians remain in the four villages of Majdal Shams, Masada, Buqata, and Ein Qiniyye. In 1981, Israel annexed the Syrian Golan and tried to impose Israeli citizenship on the Jawlani, theSyrian residents of the occupied Golan Heights. Many Jawlani continue to this day to reject Israeli citizenship, with only 20% of the population having acquired it.

Dr. Muna Dajani from the London School of Economics, who also provided expert testimony, explained that because of this refusal to take Israeli citizenship, the Jawlani’s travel documents state they don’t have a nationality. Instead, the Israeli government has labeled them as “undefined.”

“The Jawlani have started relating more and more to the land as their source of identity and their source of belonging to a community because of that exclusion from being Syrian, and that meant they started valuing the land beyond its physical economic value,” Dajani said.

“Constructing these wind turbines in the middle of the land not only undermines the economic viability of their agriculture but also has a detrimental psychological effect on their community well-being, their sense of purpose and sense of belonging,” Dajani continued. “People feel without land they have nowhere, they don’t have an identity left.”

Expert opinions also emphasized the wind farm will restrict the expansion of at least three surrounding Syrian villages, thereby exacerbating the housing crisis in these communities. The collective appeal wassubmitted by Al-Marsad to the NIC in June 2019 on behalf of Syrian agricultural cooperatives, civil society groups, and thousands of civilians. By August of that same year, the NIC rejected all objections and approved the project in September.

Energix plans to connect the wind farm to the electricity grid by the end of 2022. Nizar Ayoub, Al-Marsad’s director, told MintPress News that the organization is collaborating with the Association for Civil Rights in Israel and Planners for Planning Rights (Bimkom) to utilize every legal tool to stop the wind turbine project. Al-Marsad alleges the project violates international humanitarian law whereby an occupying power is prohibited from exploiting the natural resources of the occupied territory or using their land for economic benefit.

However, the organization is currently embroiled in a lawsuit against them from Energix. In 2019, the energy company sued Al-Marsad, claiming the human rights center defamed them and violated Israel’s Anti-Boycott Law. In addition to the lawsuit against Al-Marsad, Energix also filed five cases against activists.

“There’s no basis in their arguments,” Ayoub said. “They’re just using this strategy to silence the local communities and Al-Marsad.”

The resistance continues

Following this month’s confrontation between Israel police and activists, thelocal committee for planning and construction – Ma’ale Hermon – issued a restraining order to Energix to cease all work. The order was issued after the local village councils filed an appeal to the committee. Energix is aware of the order but said it will not impact their wind turbine project and has no legal grounds.

For activist and farmer Masood, any attempts by local authorities to stop the project are merely a sham.

“The municipality doesn’t represent Syrian Arab citizens in the Golan because they’re appointed by the Israeli authorities,” Masood said. “In this conflict, they didn’t invest a lot of effort to stop it. So, all the effort was from social, public, and private initiatives and dependent on us farmers and citizens of the four villages—not the municipalities.” The village councils weren’t available for comment.

The Syrian activists’ next steps rely on how Energix proceeds, Masood said, “if they want to force this project on us, we will react.” Activists are currently working with an engineer to measure the amount of land damage caused and submit it to their lawyer in Tel Aviv for court procedures.

“But in the field, whenever the company will come back,” Masood said. “We will stand and confront it.”

Russian Hacking Big Lie Never Dies

Stephen Lendman. US Waging Wars on Multiple Fronts...Majority In Favor of War

By Stephen Lendman

Source

Along with phony accusations of Russian US election meddling, allegations of Kremlin hacking are never supported by credible evidence because none exists.

In response to the latest Big Lie about Russian hacking, Putin spokesman Dmitry Peskov said the following:

“I reject these statements, these (phony) accusations once again.”

Peskov added that if hacking occurred, Russia “ha(d) nothing to do with this.”

Nor has the US intelligence community, Congress, or any other source in the country ever presented evidence of illegal or improper Russian actions against the country — nor by any other nations.

When these accusations surface, they’re always from dark elements hostile to Russia and other nations free from US control.

So hostile to world peace and stability accusations are invented.

They’re spread by government and media sources to manipulate the public to believe Russia and other countries threaten the US and its people when no foreign threats exist.

What’s going on is all about unjustifiably justifying trillions of dollars spent for militarism and belligerence at the expense of a nation fit to live in.

Whenever these accusation surface, they’re fabricated every time, never legitimate, including the latest alleged cyber breach, falsely attributed to Russia.

Pompeo either initiated the latest anti-Russia Big Lie or repeated it, mass deception one of his many nefarious specialties.

On Friday, he recited the following Big Lies to be ignored, not swallowed, saying:

“You see the news of the day with respect to (Russian) efforts in the cyber space (sic).”

“We’ve seen this for an awfully long time, using asymmetric capabilities to try and put themselves in a place where they can impose costs on the United States (sic).”

“Vladimir Putin remains a real risk to those of us who love freedom (sic), and we have to make sure that we prepare for each of them.”

“(T)here was a significant effort to use a piece of third-party software to essentially embed code inside of US government systems (sic), and it now appears systems of private companies and companies and governments across the world as well (sic).”

“This was a very significant effort, and I think it’s the case that now we can say pretty clearly that it was the Russians that engaged in this activity (sic).”

Like always before, no evidence was presented to corroborate Pompeo’s accusations because there is none.

It’s unclear whether any hacking of government and/or private systems occurred anywhere.

No evidence suggests Russian responsibility for anything hostile to US interests domestically or abroad — not now or earlier.

True enough, Russia’s military has been involved in Syria since September 2015 — legitimately at the request of Damascus to combat US supported ISIS and likeminded terrorists.

It’s a noble mission in stark contrast to aggression against a sovereign state threatening no one by the US, NATO, Israel and their imperial partners.

Virtually nothing Pompeo claims is credible. Once a serial liar, always one.

During his annual marathon tour de force presser days earlier, Putin noted that virtually always before when US accusations were made against Russia, they proved groundless — the latest example no exception.

Not according to establishment media propaganda, NYT fake news leading the war of words on Russia, saying:

“(T)he Kremlin…used a variety of sophisticated tools to infiltrate dozens of government and private systems, including nuclear laboratories and the Pentagon, Treasury and Commerce Departments (sic).”

As always before in these type Times pieces, no evidence was cited. Without it, accusations are groundless.

Yet the Times claimed that “evidence…piled up this week (indicating that) an elite Russian intelligence agency” was behind reported hacking (sic) that perhaps didn’t occur, surely not by Russia.

Where’s the verified evidence? None was cited by Washington, the Times and other media.

Spreading lies, Big Lies, and damn lies is standard practice when these accusations are made — pointing always at US adversaries.

CIA-connected WaPo headlined:

“The massive cyber spy campaign against the U.S. government is grave and ongoing…and Russia…clearly behind it (sic).”

The WSJ headlined:

“Computer Hack Blamed on Russia Tests Limits of US Response,” adding:

Neocon US Senator “Dick Durbin called the (alleged hacking) a declaration of war (sic).”

Axios mimicked Durbin’s Big Lie, headlining: “Russian Hacks Acts of War (sic).”

WaPo pseudo-journalist Fareed Zakaria tweeted:

“Russia hasn’t just hacked our computer systems (sic). It’s hacked our minds (sic).”

The latest widely proliferated fake news about Russia surely won’t be the last time it’s smeared  by false accusations.

Whenever these claims surface about nations unwilling to sacrifice their sovereign rights to a higher power in Washington, ignore them.

They’re baseless mind-manipulating propaganda — fake news by US dark forces and their press agent media against all sovereign independent nations.

Real threats don’t exist so they have to be invented to throw trillions of dollars at the US military, industrial, security complex — along with Wall Street and other corporate favorites.

It comes at the expense of a nation that’s safe and fit to live in.

It’s long gone, perhaps never to return.

Dystopian totalitarian rule replaced it, enforced with police state harshness.

A Final Comment

After briefed on an alleged Russian cyberattack, Trump tweeted the following:

“The cyber hack is far greater in the fake news media than in actuality.”

“I have been fully briefed and everything is well under control.”

“Russia, Russia, Russia is the priority chant when anything happens because lamestream is, for mostly financial reasons, petrified of discussing the possibility that it may be China (it may!).”

“There could also have been a hit on our ridiculous voting machines during the election, which is now obvious that I won big, making it an even more corrupted embarrassment for the USA.”

Western Sahara Is Extremely Important For The Anti-Imperialist Cause

Western Sahara Is Extremely Important For The Anti-Imperialist Cause
Most folks never heard about Western Sahara until Trump unilaterally recognized Morocco’s claims to this disputed region of the Maghreb last week in exchange for it agreeing to a peace deal with “Israel”, but it’s actually extremely important for the anti-imperialist cause since its standing is similar to Palestine and Kashmir’s in the eyes of international law.

Trump’s unilateral recognition of Morocco’s claims to the disputed Maghreb region of Western Sahara in exchange for Rabat formalizing its long-held and not-so-secret ties with Tel Aviv caught many observers by surprise who previously weren’t familiar with this unresolved conflict. Palestine and Kashmir are much more globally prominent because of the involvement of nuclear powers and the efforts of some to focus more on the inter-religious optics of these conflicts than their international legal origins. Western Sahara satisfies neither of those two “exciting” criteria, hence why it’s largely been forgotten about by most of the world since the issue first came to the fore of international politics in the mid-1970s.

Francoist Spain’s “decolonization” process saw the totalitarian country refuse to grant independence to the Western Sahara, instead dividing it between neighboring Morocco and Mauritania against the wishes of the indigenous Sahrawi people as represented by the Polisario Front. This group in turn proclaimed the Sahrawi Arab Democratic Republic with the support of neighboring Algeria, which has an historic rivalry with Morocco and was also sympathetic to socialist causes such as this one during the Old Cold War. Mauritania eventually abandoned its claims to the disputed region, and after over a decades’ worth of fighting, Morocco and the Western Sahara reached a UN-backed agreement in 1991 to hold a referendum on the region’s political status.

The vote never took place since the two warring sides couldn’t agree on who’s eligible to vote, with the primary problem being Morocco’s insistence on letting settlers participate. Western Sahara is also de-facto divided by a sand wall that the occupying army built to solidify its control over approximately 80% of the territory. With Trump’s unilateral recognition of Rabat’s claim to the entire region (which might eventually be followed by others such as “Israel”), as well as his government’s subsequent decision to move forward with a $1 billion arms deal, it’s extremely unlikely that last month’s end of the 29-year ceasefire will result in any serious gains being made by the Polisario Front.

Russia denounced the US’ political decision as illegal under international law, which is an entirely accurate assessment, but this isn’t expected to have any tangible effect on altering the conflict’s dynamics. Only Algeria could potentially have an impact, but its ongoing domestic political problems over nearly the past two years have forced it to suddenly look inward instead of continue with its traditional policy of presenting itself as a regional leader. Moreover, the US’ planned arms deal might ultimately shift the regional balance of power in a decisive way, especially if “Israel” gets involved too, or at the very least spark a new arms race between Morocco and Algeria as the latter looks to Russia and China for more military support in response.

Amidst all of this, anti-imperialists shouldn’t ever forget the international legal importance of the Western Saharan cause. However one feels about the legitimacy of either side’s claims in the conflict, it’s nevertheless a UNSC-recognized dispute that’s supposed to be resolved by a referendum. The precedent of the US unilaterally abandoning its international legal obligations is disturbing and arguably also destabilizing, though it’s obviously doing this in pursuit of its own national interests as it subjectively understands them. The problem, however, is that this might embolden other claimants over different UNSC-recognized disputed territories across the world to double down on their maximalist positions, thus making it much more difficult to resolve those issues.

Another important point is that international law exists not solely for “moral” reasons like its most passionate supporters claim (since it’s obviously imperfect), but for practical ones related to the necessity of having predictable means to resolve international disputes in order to avoid unintentional escalations that could quickly evolve into larger and more uncontrollable conflicts. Unilateral maximalist claims by one party are troublesome, but they become even worse when they’re supported by self-interested external actors who might also have an ulterior motive to divide and rule the region in question like the US clearly does in the Maghreb, Mideast, and South Asia regarding Western Sahara, Palestine, and Kashmir.

The Western Saharan cause is therefore inextricable from the Palestinian and Kashmiri ones in the eyes of international law, which is why supporters of those two should stand in solidarity with their Sahrawi counterparts. The issue can only legally be settled by a referendum according to the UNSC regardless of one’s personal views towards the conflict, but since that has yet to happen and might very well never occur after Trump’s combined diplomatic-military support for Morocco’s claims gives Rabat no incentive to comply, observers can’t help but be concerned. The only way to remain consistent with supporting Palestine and Kashmir is to support Western Sahara’s UNSC-recognized right to a referendum.

A Back to the Future exercise: time-traveling to survey the sci-tech scene in the mid-1980s

by Pepe Escobar with permission and first posted at Asia Times

I have been going through my Asia Times archives selecting reports and columns for a new e-book on the Forever Wars – Afghanistan and Iraq. But then, out of the blue, I found this palimpsest, originally published by Asia Times in February 2014. It happened to be a Back to the Future exercise – traveling in time to survey the scene in the mid-1980s across Silicon Valley, MIT’s AI lab, DARPA and the NSA, weaving an intersection of themes, and a fabulous cast of characters, which prefigure the Brave New Techno World we’re now immersed in, especially concerning the role of artificial intelligence.

So this might be read today as a sort of preamble, or a background companion piece, to No Escape from our Techno-Feudal World, published early this month. Incidentally, everything that takes place in this account was happening 18 years before the end of the Pentagon’s LifeLog project, run by DARPA, and the simultaneous launch of Facebook. Enjoy the time travel.

In the spring of 1986, Back to the Future, the Michael J Fox blockbuster featuring a time-traveling DeLorean car, was less than a year old. The Apple Macintosh, launched via a single, iconic ad directed by Ridley (Blade Runner) Scott, was less than two years old. Ronald Reagan, immortalized by Gore Vidal as “the acting president,” was hailing the mujahideen in Afghanistan as “freedom fighters.”

The world was mired in Cyber Cold War mode; the talk was all about electronic counter-measures, with American C3s (command, control, communications) programmed to destroy Soviet C3s, and both the US and the USSR under MAD (mutually assured destruction) nuclear policies being able to destroy the earth 100 times over. Edward Snowden was not yet a three-year-old.

It was in this context that I set out to do a special report for a now-defunct magazine about artificial intelligence (AI), roving from the Computer Museum in Boston to Apple in Cupertino and Pixar in San Rafael, and then to the campuses of Stanford, Berkeley and MIT.

AI had been “inaugurated” in 1956 by Stanford’s John McCarthy and Marvin Minsky, a future MIT professor who at the time had been a student at Harvard. The basic idea, according to Minsky, was that any intelligence trait could be described so precisely that a machine could be created to simulate it.

My trip inevitably involved meeting a fabulous cast of characters. At MIT’s AI lab, there was Minsky and also an inveterate iconoclast, Joseph Weizenbaum, who had coined the term “artificial intelligentsia” and believed computers could never “think” just like a human being.

At Stanford, there was Edward Feigenbaum, absolutely paranoid about Japanese scientific progress; he believed that if the Japanese developed a fifth-generation computer, based on artificial intelligence, that could think, reason and speak even such a difficult language as Japanese “the US will be able to bill itself as the first great post-industrial agrarian society.”

And at Berkeley, still under the flame of hippie utopian populism, I found Robert Wilensky – Brooklyn accent, Yale gloss, California overtones; and philosopher Hubert Dreyfus, a tireless enemy of AI who got his kicks delivering lectures such as “Conventional AI as a Paradigm of Degenerated Research.”

Meet Kim No-VAX

Soon I was deep into Minsky’s “frames” – a basic concept to organize every subsequent AI program – and the Chomsky paradigm: the notion that language is at the root of knowledge, and that formal syntax is at the root of language. That was the Bible of cognitive science at MIT.

At the MIT cafeteria, Minsky delivered a futurist rap without in the least resembling Dr Emmett Brown in Back to the Future:

I believe that in less than five centuries we will be producing machines very similar to us, representing our thoughts and point of view. If we can build a miniaturized human brain weighing, let’s say, one gram, we can lodge it in a spaceship and make it travel at the speed of light. It would be very hard to build a spaceship to carry an astronaut and all his food for 10,000 years of travel …

With Professor Feigenbaum, in Stanford’s philosophical garden, the only space available was for the coming yellow apocalypse. But then one day I crossed Berkeley’s post-hippie Rubicon and opened the door of the fourth floor of Evans Hall, where I met none other than Kim No-VAX.

No, that was not the Hitchcock blonde and Vertigo icon; it was an altered hardware computer (No-VAX because it had moved beyond Digital Equpment Corporation’s VAX line of supercomputers), financed by the mellifluously acronymed Pentagon military agency DARPA, decorated with a photo of Kim Novak and humming with the sexy vibration of – at the time immense – 2,900 megabytes of electronic data spread over its body.

The US government’s Defense Advanced Research Projects Agency – or DARPA – was all about computer science. In the mid-1980s, DARPA was immersed in a very ambitious program linking microelectronics, computer architecture and AI way beyond a mere military program. That was comparable to the Japanese fifth generation computer program. At MIT, the overwhelming majority of scientists were huge DARPA cheerleaders, stressing how the agency was leading research. Yet Terry Winograd, a computer science professor at Stanford, warned that had DARPA been a civilian agency, “I believe we would have made much more progress”.

It was up to Professor Dreyfus to provide the voice of reason amidst so much cyber-euphoria: “Computers cannot think like human beings because there’s no way to represent all retrospective knowledge of an average human life – that is, ‘common sense’ – in a form that a computer may apprehend.” Dreyfus’s drift was that with the boom of computer science, philosophy was dead – and he was a philosopher: “Heidegger said that philosophy ended because it reached its apex in technology. Philosophy in fact reached its limit with AI. They, the scientists, inherited our questions. What is the mind? Now they have to answer for it. Philosophy is over.”

Yet Dreyfus was still teaching. Likewise at MIT, Weizenbaum was condemning AI as a racket for “lunatics and psychopaths” – but still continued to work at the AI lab.

NSA’s wet web dream

In no time, helped by these brilliant minds, I figured out that the AI “secret” would be a military affair, and that meant the National Security Agency – already in the mid-1980s vaguely known as “no such agency,” with double the CIA’s annual budget to pay for snooping on the whole planet. The mission back then was to penetrate and monitor the global electronic net – that was years before all the hype over the “information highway” – and at the same time reassure the Pentagon over the inviolability of its lines of communication. For those comrades – remember, the Cold War, even with Gorbachev in power in the USSR, was still on – AI was a gift from God (beating Pope Francis by almost three decades).

So what was the Pentagon/NSA up to, at the height of the star wars hype, and over a decade and a half before the revolution in military affairs and the full spectrum dominance doctrine?

They already wanted to control their ships and planes and heavy weapons with their voices, not their hands; voice command a la Hal, the star computer in Stanley Kubrick’s 2001: A Space Odyssey. Still, that was a faraway dream. Minsky believed that “only in the next century” would we be able to talk to a computer. Others believed that would never happen. Anyway, IBM was already working on a system accepting dictation; and MIT on another system that identified words spoken by different people; while Intel was developing a special chip for all this.

Although, predictably, prevented from visiting the NSA, I soon learned that the Pentagon was expecting to possess “intelligent” computing systems by the 1990s; Hollywood, after all, already had unleashed the Terminator series. It was up to Professor Wilensky, in Berkeley, to sound the alarm bells:

Human beings don’t have the appropriate engineering for the society they developed. Over a million years of evolution, the instinct of getting together in small communities, belligerent and compact, turned out to be correct. But then, in the 20th century, man ceased to adapt. Technology overtook evolution. The brain of an ancestral creature, like a rat, which sees provocation in the face of every stranger, is the brain that now controls the earth’s destiny.

It was as if Wilensky was describing the NSA as it would be 28 years later. Some questions still remain unanswered; for instance, if our race does not fit anymore the society it built, who’d guarantee that its machines are properly engineered? Who’d guarantee that intelligent machines act in our interest?

What was already clear by then was that “intelligent” computers would not end a global arms race. And it would be a long time, up to the Snowden revelations in 2013, for most of the planet to have a clearer idea of how the NSA orchestrates the Orwellian-Panopticon complex. As for my back to the future trip, in the end I did not manage to uncover the “secret” of AI. But I’ll always remain very fond of Kim No-VAX.
