Hamas Rejects Gaza-Only Joint Security Force
18/05/2009 The Islamic resistance Hamas movement on Monday rejected the idea of forming a joint Palestinian security force in the Gaza Strip that would not also operate in the Israeli-occupied West Bank.
Salah al-Bardawil, spokesman for Hamas's parliamentary bloc, said any agreement on the formation of a new security force as part of Egyptian-brokered reconciliation talks would have to apply to all the occupied territories.
"The correct way to address the security issue is to rehabilitate the security apparatus in the West Bank and Gaza on a basis of professionalism and patriotism," he said in a statement posted on a Hamas-affiliated website.
"Any deal that limits an agreement on security forces to the Gaza Strip clearly means giving a certificate of good conduct to the security services in the West Bank and their role in fighting the resistance," he said.
Hamas and Palestinian president Mahmud Abbas's secular Fatah party have been struggling for months to repair the internal Palestinian divisions and they are currently holding the fifth round of reconciliation talks in Cairo.
On Sunday Fatah announced that the two sides had agreed to form a joint security force in the Gaza Strip and hoped to announce a definitive reconciliation deal in July.
"Hamas and Fatah agreed to form joint security forces in Gaza, which will be in charge of the security service in Gaza until January," Nabil Shaath, a leading Fatah delegate, said in a statement at the end of Sunday's talks.
He added that representatives of all the Palestinian factions will come to Cairo for the final round of reconciliation talks on July 5, when the draft document of a unity deal would be discussed. "On July 7, the day of the signing of the final agreement, a committee of Egyptian and Arab officers would go to Gaza to supervise the rebuilding of Palestinian security forces," he said.
But Egyptian efforts to reconcile them have repeatedly foundered amid disagreements on the composition and obligations of a proposed unity government, which would plan and hold new elections early next year.
Azzam al-Ahmad with the Fatah delegation told reporters during Sunday's talks that Egyptian intelligence Chief Omar Suleiman, point man of the Palestinian talks, has assured the two sides that "Cairo would not allow the dialogue to end without an agreement."
He added that Cairo had offered to open the Rafah border crossing continuously if all Palestinian factions make a final deal to end the split in the Palestinian territories.
He said Suleiman had stressed that Cairo will take part in the reform of the Rafah crossing on both sides, adding that Egypt had conducted necessary contacts with Israel and the United States regarding the matter.
Rafah land crossing between Gaza and Egypt is the sole gateway of Gaza that bypasses Israeli checkpoints. Egypt opened the crossing on Saturday and Sunday and allowed some 300 Palestinians holding foreign passports and residence permits of Gaza into the enclave and over 600 patients to cross into Egypt. On Sunday, it announced to open the crossing for one more day.
Hamas emerged victorious from parliamentary elections in 2006 but Israel and the international community have refused to have any dealings with a government including the resistance group.

Meanwhile, Hamas on Monday accused Abbas' security forces of continuing cracking down against its supporters in the occupied West Bank.
The security forces arrested 11 members and supporters of the Islamic movement on Sunday, a statement by Hamas said. The arrests were made in the cities of Jenin, Nablus, Al-Khalil and Tulkarem, according to the statement.
The statement said the arrests continued while delegations from Hamas and Abbas's Fatah party were holding reconciliation talks in Cairo.

Beware, many Nationalist, Leftists, retired "freemdom fighter". Many of them (like Ramallah trators) use their history in fighting Israel as smoke screen to cover their collabration and treason. and beware donkeys and "Extra Left" activists attacking ressitance, and resisting regimes.
However, I sometimes disagree with Angry Arab, but I reapect him..
"Usually I try to analyze Hasan Nasrallah's speeches. For the life of me, I could not understand the motives behind the last speech by Nasrallah.......................... But then again: Hizbullah rarely if ever reveal their motives.
