General information on the application of measures for the reconciliation of opposing sides
In the course of the last 24 hours, by the mediation of the Russian Federation, peacemaking agreement with elders of Marzaf (Hama province) has been signed. More than 600 citizens of Marzaf, representatives of the Muslim religious leaders, Syrian and foreign journalists attended the agreement signing.
Yesterday, leaders of a Jaish al-Islam grouping, which controlled Ruheiba (Damascus province) made a decision to join the ceasefire agreement.
Total number of reconciliation agreements has reached 44.
The Russian Centre has received ceasefire application forms from 18 commanders of moderate opposition units, which are active in the Daraa province. Therefore, truce regime has spread on another 9 districts of the Daraa city.
At present time, negotiations with leaders of 5 armed formations, which are active in the provinces of Damascus, Daraa and Homs, are being held.
Results of ceasefire monitoring
Fourteen attacks on inhabited areas and positions of the Syrian government troops have been registered. There were 3 attacks in Damascus, two attacks took place in Quneitra and Latakia each, and one attack were carried out in Hama and Daraa each.
Most attacks, five ones, were registered in Aleppo.
Thus, in the districts of Sheikh Maqsoud and Ashrafiya (Aleppo), terrorists carried out 2 mortar attacks against Kurdish militia detachments.
Unidentified armed formations made mortar attack on positions of the Syrian government troops near “School of Philosophy” and Al-Nayrab airport.
Near Jarmakiya (to south-east from Aleppo), units of pro-government formations were attacked by Ahrar al-Sham militants’ grouping with guns and mortars.
Illegal armed groups operated from the territory of regions, coordinates of which were sent to the Russian party by the American partners on February 27, 2016.
Russian Aerospace Forces and Syrian Air Forces did not made strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.
Humanitarian aid to the population of Syria
In the course of the last 24 hours, the Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic has delivered more than 4 tons of humanitarian support in Marzaf and Akebra (Hama province). The citizens received food products and bottled drinking water.
Additional information
Telephone negotiations have been held by representatives of 12 international humanitarian organizations active in the territory of the Syrian Arab Republic.
Specialists of the Russian Centre had a working meeting with representatives of the Ministry of the National Reconciliation of the Syrian Arab Republic. In the course of the meeting, the parties discussed issues concerning delivering the humanitarian support to the citizens of the Republic.
Power supply is gradually returning to all areas

An Electricity Ministry source said power is gradually returning to Syrian areas after the cause of outage was found.
The source noted that the network will be restored to its earlier capacity by midnight.
It said earlier that power suddenly went out in all the provinces and that maintenance teams were working to identify the cause of the outage and fix it in order to restore electricity as quickly as possible.
In a relevant context, the Syrian Telecommunications Establishment said Internet service is back after a fault that earlier caused a partial outage to all the provinces has been fixed.

Command centers and vehicles for ISIS terrorists destroyed

The army’s air force destroyed command centers, gatherings and vehicles equipped
with machineguns for ISIS terrorist organization east and west of Palmyra city, Rasm al-Arnab village and Wadi Abyad area in the eastern countryside of Homs province, a military source told SANA on Thursday.
The army’s air force carried out sorties on the dens of ISIS terrorist organization, east of Maheen village in the southeastern countryside of Homs province, inflicting heavy losses upon the terrorists in personnel and equipment and destroying many of their vehicles.
In Aleppo, air force of the army destroyed ISIS terrorists’ dens and vehicles equipped with machineguns in al-Bab city and the villages of Sarja Kabeera and Mazare’ al-Madyouna according to the military source.
Two civilians killed, 25 injured in terrorist rocket attacks in Aleppo
Two civilians were killed and 25 others were injured in terrorist rocket attacks on al-Sheikh Maqsoud in Aleppo on Thursday.
Local sources told SANA reporter that the terrorist organizations targeted al-Sheikh Maqsoud neighborhood with rocket shells, claiming the lives of two civilians.
On February 21, Six civilians, including a child,were killed in terrorist shells targeted al-Sheikh Maqsoud neighborhood.
Army Frees Strategic Mountain, Several Oil Fields in Central Syria
TEHRAN (FNA)- The Syrian army and popular forces won back control of a strategic mountainous area and several oil fields in the Central province of Homs from the ISIL terrorists.
The Syrian army’s 67th Brigade of the 18th Tank Division, in close coordination with the National Defense Forces, advanced South towards the ancient city of Palmyra (Tadmur) after securing the entire mountaintop of Jabal Jazal and its abundant oil fields.
In South of Palmyra, the Syrian armed forces advanced to Wadi Al-Dhakara, seizing a part of the valley after a violent battle with the ISIL terrorists entrenched around its hilltops.
Recently, Liwaa Suqour Al-Sahra (Desert Hawks Brigade) were deployed in the Palmyra front as part of a much larger force that is looking to break the ISIL frontlines and recapture the city.
Earlier this week, the Syrian army and its popular allies struck heavy blows at the Takfiri militants in Homs province and imposed full control over a part of oil-rich regions in the Eastern territories of the province.
The Syrian army backed by the NDF and Kataebat al-Ba’ath who imposed full control over 8 hilltops near the strategic village of Jazal on Monday, recaptured almost 7 km worth of oil rich territory that was under the control of the ISIL in the Jazal Mountain.
Also on Wednesday, the ISIL strongholds in the Southeastern parts of Homs province were heavily bombed by the Syrian fighter jets, the army announced, adding the attacks inflicted major losses on the terrorists.
The Syrian Air Force carried out several combat sorties over the ISIL lines of defense and concentration centers near the ancient Assyrian town of Qaryatayn and the village of Mahasa and targeted them badly, which not only left several militants dead or wounded but also ended in the destruction of their weapons, vehicles and ammunition.
