Iraqi leaders have said 10 visiting regional leaders will attend the summit, following two days of meetings of Arab economy and foreign ministers, including neighboring emirate Kuwait.

Six visiting Arab leaders as well as UN chief Ban Ki-moon had arrived in Baghdad by Thursday morning for the summit.

Sudan’s Omar Bashir, Tunisia’s Moncef Marouki, Libya’s NTC Head Mustafa Abdul Jali, Somalia’s Shiekh Sharif Ahmed, Comoros’ Ikililou Dhoinine and the Head of Palestinian Authority Mahmoud Abbas were in Baghdad on Thursday Morning.

Lebanese President Michel Sleiman and Kuwait’s Emir Shiekh Sabah al-Ahmad al-Sabah were to to be due in the Iraqi capital later on Thursday.

Iraqi Foreign Minister Hoshyar Zebari's confirmed Wednesday evening that the summit of the 22-member Arab League would not call for Syrian President Bashar Assad to step down.

"The Arab League initiative is clear and did not demand that Bashar step down, Zebari said after a ministerial meeting. "We (foreign ministers) also did not ask for that and the upcoming decision will not go in this direction."

It "is up to the people of Syria to decide, to choose, to elect their leaders. It's not up to the League or to anybody else," he said.

Asked whether the arming of militants was raised, Zebari said: "We did not discuss this subject at all."

Syrian Foreign Ministry Spokesman stated Wednesday that his country will not cooperate with any Arab League decision after it was suspended from its membership in November.

Speaking to AFP, Jihad Al-Maqdissi assured that “Syria will not cooperate with any Arab League initiative at any level."

“Since its suspension from the Arab League, Syria has been dealing with member states on a bilateral level," he pointed out.

The Arab body, which Syria is one of its establishing countries, suspended Syria’s membership in November after the conflict erupted in the country.
The AL took a decision that supported the armed Syrian opposition, vowing not to return the membership unless President Bashar Al-Assad implemented it.
