GAZA, (PIC)-- Arab League Secretary General Amr Mousa has clearly explained that the funds allocated for the reconstruction of Gaza Strip would be only disbursed after forging Palestinian reconciliation.
He told a press conference on Sunday night at conclusion of his visit to the Strip, which lasted only a few hours, that the funds were deposited with the League, but would be used when the inter-Palestinian rift was healed.
Mousa said that his visit to Gaza was in implementation of the League's resolution to break the siege on Gaza.
The League top official said that there was no shame in indirect negotiations with the Israeli occupation authority, but noted any peace process should be within a specific timeframe. "If negotiations failed, we will head to the UN where there will be no veto," he added.
Mousa said that assistance should be sent directly to the Jerusalemites to support their steadfastness, stressing that Jerusalem is a red line and there would be no Palestinian state without Jerusalem and there would be no peace process without having Islamic shrines under Palestinian control.
Dr. Abdul Sattar Qassem, a professor of political science at Najah University in Nablus, told the PIC that Gaza reconstruction funds should not be linked to reconciliation.
Commenting on Mousa's statement, Qassem said that the Arabs were holding the Gaza funds until Hamas accepted the international quartet committee's conditions.
He said that Mousa only visited Gaza after the international uproar over what happened to the Freedom Flotilla, adding that he should have visited the coastal enclave on the first day of the siege.
If Mousa was really interested in breaking the siege he should have brought with him a bag of cement as a symbolic break of the siege, Qassem said, adding that Mousa's visit was meant to vent the anger in the Arab street against the siege and would be of no value or effect.
